It was reported) that the Finance Committee had) considered the question of purchasinig cer- tain lands on the foreshore, and having oom- nrtrnioatefd1 with the Office of Woods and Forests. A reply was now received from that Department to the effect that no p-rice ooutd be fixed, until the land hod) beem valued by a skilled valuer, and askingi if the Council were prepared to( pay the cost of such valuation. The Commit/tee recommended that before any- thing further was dkme, a deputation should wait on Mr Charlton, as agent to the Kinmel Estate, to enquire on what terms Mr H. R. Hughes, of Kin.mel, was prepared to sell his land on tho foreshore. The report was adopted, and the Chairman, Vice-Chairman, with Mr J. Pierce were ap- pointed as the deputation. ECONOMY. Attention having been called to the waste which ensued through the time occupied by the lamplighter in extinguishing1 the lamps (the district being a large one), it was recommended that another lamplighter be engaged, ,he pre- sent one to receive 10s per week, and the addi- tional one 5s. Mr W. P. Morris moved that the Surveyor be given power to engage a second man. The Chairman thought there should be no delay in the matter. Mr W. II.. Jonas proposed, and Mr I. Morris twtirnfal., that they advertise for a man in this week's papers. The Chairman thought they were wasting time. Mr W. P. Morris said he would agreed to thedr advertising", provkited it was an understood thing that Tio employee of 'the Council should be en- gaged for the extra duty. It was thew decided! to advertise. Mr Thos. Evans thought they could save a great deal of money if they were to abolish the by-passes on the lamps. It seemed to him that they could save the gas by the by-passes con- sunied by the extra hand. He had noticed that with the new burners the by-passes gave almost as much light as some of the old lamps. The Chairman ruled that Mr Evana must br,im,- the matter up at the next meeting after due liotioe. PENSARN MARKET HALL. It was recommended by the Sanitary Com- mittee that notice be given to Messrs Egerton, Leíigh and Co., to carry out certain sanitary im- provements at the Market Hall, Pensam. Mr Jno. Edwards (Tanyfroai) protested agaiinst this course of action, and said he understood that there had been no complaints. He thought the Council were acting illegally in what they were doing', and moved that the matter] bo re- ferred back. No one seconded the amendment to the mrinutes, which were carried. The Vice-Chairman asked whether the tenants had complaincd, and the Surveyor replied in the aflirmative. PUTTING THE OUTFALL RIGHT. On the recommendation of the Sanitary Com- mittee, the Surveyor was authorised to proceed at the end of August with the work of removing certain obstruction at the sewer outfall, and to provide an additional overflow, the cost being estimated at about £30. With regard to the main sewer, it was also decidedl to relay that portion in Pentxemawr Field, the part nearer the town being clear. THE CARTAGE CONTRACT. The Surveyor having reportcd unfavourably to oertain men engaged on the carting con- tract, the Council decided to give the con- tractor notice that they would hold him to his contract, and failing duo observance of at they would rescind the same. BATHING WITHOUT VANS. ft was reported that although warned, a visi- tor persisted in bathing on the beach within a certain area other than from a van, and the Council directed the Surveyor to give a final notice, and failing oompliance to take proceed- ings. PLANS. Plans for additions to Messrs Fletcher and Son's premises, in Aberg'ele, were duly ap- proved. SUNBLINDS Permission was given to tradesmen to erect sun-bliindu, and notice was also directed; to be sent to tloz-o whose sun-blinds are less than 7 feet iroxn the pavement. NEW SIGN POSTS. The Surveyor was authorised to erect sign- posts at the bottorn of Dundonald Avenue directing the wav to Abergele. WASTE PAPER IN THE STREETS. A Committee recommended that handbills 00 circulated warning householders and trades- men not to throw rubbish and waste paper in the streets, and authorising the Surveyor to proseouts if anyone were found offending. Mr J. Edwards (Tanyfron) said he brought the matter forward in the committee in consequence of complaints received from visitors, and especi- ally from, those who attended places of worship on Sundays. The streots were very untidy after Saturday night, as shopkeepers seenied to sweep all their waste paper and rubbish into the streets aiter they closed. It was time a. stop was put to this disgraceful practice, and he hoped that after warning had bekmi given that the Surveyor would take proceedings against those who offended. The reoommcindation of the committee was carried. NO FREE SPEECH ON THE PRO- MENADE. The Clerk reported the receipt of a letter from the Women's Freedom League, Manchester, asking' for permission to hold one meeting in each week during August and September on the Promenade, Pensarn. Mr Perkins proposed that the Council do not grant permission. Mr Thos. Evans seconded. Mr Jno. Edwards (Tanyfron): What are the objects of the League ? Mr Perkins: We shall have the suffragettes next, if we grant this. Mr Jno Edwards (Tanyfron): I will go further, and will propose that we do not allow amy politicial meetings on the Promenade— Women's Freedom League, Suffragettes, Free Traders, or Tariff Reformers.
