I LONDON. JO-. GENERAL Hope is returned to this country, not unepectediy tuir for fresh instructions, as some of the Morning papers represent. He is returned because he has effected-the object of his mission. lIe has brought with him the Treaty of Concert and Alliance between this Country and Sweden. The particulars have not yet transpired but the effect it will have in the general cause is likely to he of the ut- most importance. The Crown Prince of Swe- den in consequence of it will immediately, it is reported, put himself at the head of a Swedish force to act in Germany against the French, and to unite ilscli to the nativc Ger- man force, which under the present circum- stances, titiy be swefled lo atiy ainouiit. It is believed that an alliance, offensive and defensive, between Russia and Prussia, is do- finitely art-aii-ed and, it is added, that the King of Prussia has issued a proclamation from Breslau caliug upon all his subjects to rally round him and arm against the French. The Swedish Ambassador, we understand, has received acotiricr, announcing the entrance of the Russians into Berlin on the 24th ult. Thespi;*it of insurrection against the French spreads with all the rapidity that could ht: wished, and, indeed, expected. In Hanover 20,000 peasants are said to be in arms for the restoration of the mild government of the of Brunswick, Altona, Hamburgh, and Lubeck, have been evacuated in the greatest haste by the Fi-eticl)-flity departed without their plunder, too foiinnale 10 escape with life from the hands of those whom they had so waulonly iusulled, and so grievously op- pressed., TiiefConliuetilal System, say the accounts by tills Mail, may now be considered as at au en. Captain lIenry-On Tuesday last, John Ed- ward iigmond Cniion, alias Soubrieu, alias Count Warree, alias Major Johnstone, was | apprehended at Lymingtou, and committed to the County Gaol under Jhe alien Act. It miht he ill recollection, that during the las! Session of Parliament, a charge was made by the American Government against this Go- vernment (and it underwent Parliamentary discussion) that a Capiam Hellry had heen cni- ployed by (the late) bir J, Craig to attempt to tiling about the dismemberment of certain parts of the United States, which was most peromp- torily denied, it appearing that Sir James Craig having employed him only to procure information in relation to the military cha- racter and resources of the Eastern Provinces, from which he on file menaces of hostility at that time being withdrawn by America. The person above described is the identical Captain Henry. He came to this country from Gibraltar, in the Weymouth store-ship, in January lasl, when he set forth a representation in all the public prints, that he had arrived from Salir (in Catalonia) and Alicant, and was the only survivor, with his servant, out of 28 sail of vessels which sailed in company with the one ill which he was on board. He has since been making a tour of England, occasionally recruiting his pecuniary means by swindling tradesmen in various towns through which he has passed. He was on the point of embarking on board a merchant vessel for St. John's, Newfoundland, when taken into custody at Lymingtou. He there represented Illmselt to be a Major Johnstone going oul to St. John's, as Secretary to Go- vernment. His orders had been executed by a tradesman, to the amount of Sol. for which he was to give a draft on his agent at Hull. He left Portsmouth on Sunday last, Woods, the King's Messenger, went there in search of iiiin and, with assistance of Lazarus (a very I active constable of that borough,) he was traced toLyminyton.—Government we under- stand, have suspicions that he is employed as an emissary of the enemy.
