AT a Meefing' of Ihe Bailiff's, Burgesses, and other Inhabitants of the said Borough, held at the Guild. f-lall, in the town of Carnarvon, the 16th day of June, 1812, for the purposeof takillg into consideration the propriety of addressing his Royal Highness the Prince Regent, oil the atrocious murder of the Right Honourahle Spen- cer Perceval, the following Address ajid Resolu- tions were unanimously agreed upon. To his lloyal Highness the Prince Regent, We, the Bailiffs, Burgesses, and other lnha- fiitants of the antient and loyai Borough of Car- narvon, humbly approach your Royal Highness, with a declaral ion of our heartfelt sympathy and condolence, on the murder of the Right Honour- able Spencer Perceval, within the walls of the House of Commons; an event, which has depriv- ed your Royal Highness and thenition, ofa most zealous, active, and upright Minister. The horrid crime of assassination, has hither- to, but seldom stained the pages of British His- tory; and it is with the deepest sorrow .and in- dignation, that we now find it perpetrated under circumstances of unexampled atrocity. Whether we regard the virtuous and eminent person who lias ft*/len a victim to the act', die scene and the moment in which it was committed, or tliediabo- iical motive assigned by the assassin, if is to he contemplated as most revolting to the feelings of Britons, and as an aggravated violation of estab- lished law. Impressed with these sentiments, we beg leave most respectfully to assure your Ro)aI Highness, of our sincere and unalterable attachment to your Royal House and person, our unfe-igned venera- tion of our happy Constitution in Church and State, and of our determined resolution to sup- port the Crown and Dignity of these Realms. POLITICAL SUMMARY. J:dI ORDERS IN CotrNCIL.-A DEBATB of great interest took place on Tuesday night, in 4he House of Commolls, on tlw Orlicr. in Council, and concluded in a satisfactory manner, by the annunciation of Lord Castlereagh, that it was in the contemplation of Goveriwtfcut to sus- pend the Orders in Council, in such a. way as to try the effects of this measures, without committing-ourselves, by rendering'it imprac- ticable to res ^t to them again and that it was intended to make America a parly in tliis measure, by applying to that Power toconsnlJ, 1 ranee., aud, if possible, induceher :to return to Ihe old sysleia. OfSoult nothing decisive is known but the whole line of road between Seville and the Pyrenees is cautiously occupied by cordons of French troops, preparatory no doubt, to a lotal evacuation of the Peninsula. We learn by accounts from the Tagus, Uiat Lisbon was abundantly supplied with provi- sions 85 sail of Americans, )adeti with grain and flour, arrived there in the short space of >J6 days; and there was a prospect of an abun- I dant harvest of wine, olives, and corn. A report prevailed, that Genefat Hiit had inter- j ) cepletl a French convoy 6f 1500 iiead of cattle, &e. &c; but nothing certain had transpired oi this affair. It was also reported, that a divi sion of the combined army had advanced ililo Spain, near Salamanca, from whence the enemy had retreated. -1I'Ø2
LONDON, JUNE 22.
LONDON, JUNE 22. It was reported on charge this morning, but most fervently do we hope without founda- tion, that Martinique and Guadaloupe have totally disappeared. Another report, on the authority of letters from Guernsey, was, that a volcano had taken place in the Island of St. Vincent, and done considerable mischief; and that it was felt at Guailaloupe, Martinique, and Dominica. It was rep or ed at Lisbon on the dale of the last accounts, that our army had actually en tered Salamanca, Marmont having evacuated it (ti the greatest confusion. No such intel- ligence has been received by Government.- The only account wh'ich the tast dispatch from Lord Wellington brought was, that our army Lot-(I 1 0 '1 was moving in force towards the Tormcs, pro. bably with a view to make itself master of Salamanca, which is on the Tornies. Marmoilt's having retired from Sala-uianca we were already informed. The Ex!rao.rdio««ry j Gazette (which we IW'l'cinsede!!) mentions, that the whole of the Army of Portugal had made a movement lo their left—Hie 2(1 divi- sioll being on the Tagus, and Manhal Mar- mont's head-quarters having been removed from Salamanca to Fonleveros." Fonteveros is between 4*9 and 50 miles to ilie eastward of Salamanca. The movement to that place shewsprimaftlcie, a fcarof corning in contact with Lord Wellington. And it may be pro- bable that it may be-with tlie view of support- ing and facilitaling- the French force, which is said to have quilled, or about to quit Madrid and that Marnuv.it himself will retire to the North of the Douro, and cer.fine himself to operations strictly defensive, IF HE CAN, dur- ing the time Buonaparte is em-ployed against Russia. Havingcut otf by the affair of AI- marez the shortest and best communications helwecn Marmont and Sou it, Lord Wellington has, as it -were, broken the line, andean attack which of the enemy's force he chuses. It-was first believed that he would dispose of Sonit but his present object seems to be to drive Marmont before him, and .-penetrate inlo the interior. This operation, it is imagined, will induce Marsha-! SouR-toabandon Andalusia. WhetherWell be the project of Lord Welling. Ion, v.e k now not but we are certain, that whatever it is, it will be the wisest that could be adopted. Our readers, we believe, will soon receive important, and, we trust, most favourable intelligence from different^arts of Spain, which we shall not at present pailsnt- larize., A Mail from Malta ami Gibraltar arrived this morning. The intelligence From Sicily ijf to the 2d ult. A change in the Sicilian",Minis, tel's has taken pJace, and among the new ones are some of those who were banished some time ago by the Queen's Party. The Royal Family are, according 10 the ac- counts from Messina,, to remove to Malta, and a Regency is to be named for I he Government of Sicily. Only one of the young-children of the Hereditary Prince is to remain in Sicily.— It is rather a remarkable circumstance that this country, and the other countries in alli- ance with it, areituder the government of He- gencies, and the war against Fiance is carried on solely by Regents — the Regent of Great Britain, the Regents of Spam, of -Portugal, aud now of Sicily. Extraordinary Phenomenon. — Lef'tors from Barnudoes notice a very extraordillary pheno- mcnon which occurred there oci I I), 1st May During the night o.fihe 30th Ap-r-iI, dreadful ■explosions like thunder, but not so regular, were heard, with occasional flashes of light- ning. Theiiexl morning at four o'clock, the a!.mospliere.was perfectly clcar and light, but at six tliick clouds had covered the horizon from which issued, in torrents like rain, par- cles finer than sand, probably 0 f v 0 lea n i ë itillit- kxr, and at eight it was as totally dark as it ■v'as ever known the most stormy night. This awful darkness continued till noon, but the [ dusty showers sti-14 fell at till seven in tlse evening. During that lime it is calcu- hhd that 40,00011). weight of the above men- tioned dust fell within the space every acre, greatly damaging the dwellings and planta tionsu; it was so hot that it was apprehended it won hi have set the houses on fire. Similar effects were experienced at the same time wilhin 20 miles of Martinique, by the ship Emma and the schooner Peggy, It is to be (eared that some of the neighbouring islands has experienced the dreadful effects of a vol- canic eruption. U is the rage to crowd so many people to- gether at a i-oule, that the splcndonr of a pan) depends on the quantity of suffocation. The fashion is measured by the number of ladies who faint, or by the number. of car- iiagesthat aresinashed. Thus we are seriously told, that Lady CI H's had the distinguish- ed honour of having seventy-five pannels of carriages broken at her door, being eighteen more than were demolished at Lady Chylmon- deley's. The extensive woollen ni-ii!, called Gib raltar," near Padsey, in the West Killing of Yorkshire, the property of Messrs.
