The efficient administration of education in this county has of necessity been somewhat costly, but none of the ratepayers' money has been squandered. It has been invested in a manner which will undoubtedly return a rich harvest. The fact that during the past three years the Education rate has not been increased is, I think, a striking testimony to the economy and vigilance of our careful management. The heavy motor and waggon traffic, and the disastrous flood of 1908, are chiefly responsible for the expenditure on the main roads; here, again, we have. done our utmost to economise as much as possible, and should the Budget become law the burden on the ratepayers will be con- siderably lightened. I have diligently followed the asylum question, |to»hich is fraught with the greatest importance to this county, and shall do my utmost to see that Montgomeryshire receives tair play and justice at the hands of Shropshire. 1 shall always protest against legislation which in any way handicaps us as farmers, and do my best to turther the agricultural interests of the county. Another matter to which I beg to call your attention is the exceedingly bad state of the Main Roads in the parish, an evil I should attempt to have remedied. Any matter of agricultural interest I should look at from the farmer's point of view. The Poll being fixed for Saturday next I shall not be able, as I should have wished, to personally visit each voter, but I trust that the will may be taken for the deed, and that you will see your way to attend at your polling station and give me your vote. LADIES AND GENTLEMEN,— AT THE INVITATION OF A NUMBER OF fellow farmers in this parish, I beg to offer myself as a candidate at the above election. I am net altogether new to the public service, as I have been for nine years in succession the representative for Sarn parish upon the Newtown and Llanidloes Union and the Rural District Council. I also served some years previously upon the Forden Guardians and Rural Council. As I am one of the largest ratepayers in the division, it is clear that high rates would hit me harder than most people, and I would never agree to any reckless spending of ratepayers' money. Nevertheless I am in favour of our children having the opportunity of a sound education, and our roads, bridges, and public works being kept in proper order. All proposals which are introduced for the benefit of the tenant farmers and labourers in the county would have my active support. Provided the land can be purchased at a cost which would ensure profitable working to the tenant and be no burden on the rates, I should endeavour to bring the Small Holdings Act within the reach of the numerous class for whose benefit it was specially intended. If the present Budget now before Parliament passes, a great saving in the rates will be effected, and the people who are mainly responsible for wearing out the roads will be called upon to pay their due share. We have a difficult question before us in the proposed Bicton Asylum extension. If elected I shall make a careful study of this problem, and vote for the most economical course, never for- getting the humane side of the question. If elected it would be my earnest, endeavour to attend the meetings of the County Council regu- larly, and otherwise faithfully discharge the trust placed in me. I I am afraid that I shall bo unable in the short time before the election to see all of you person- ally, but I ask for your vote with the full assur- ance that I shall do my utmost to advance your interests.
