LADIES AND GENTLEMEN, Having being nominated by several Ratepayers in my absence from home, as A Candidate for the BarmottCh Urban District Council, and since my return been pressed by those gentlemen and other influential ratepayers to stand for election, I have decided to do so. As you are, no doubt, aware that my interests in Barmouth are large, and the success of the place is to myself personally a very serious matter, in- dependent of the large interests others also have in which I also share. I do feel very strongly that Barmouth does not occupy that position as a Watering Place she is so justly entitled to, and when we consider the natural advantages and beautiful surroundings as against those enjoyed by many other similar resorts that have not our advantages of either climate or scenery, it is to me a source of great grief that we have not during the winter months a full complement of visitors. Among other things necessary for the benefit of the town this is most desirable, and that it can be accomplished I have no doubt, as it is only a question of ways and means. We have plenty of well-wishers outside, and I am almost certain there are many others here who would do their utmost to bring this most desirable state of things to a successful issue. I must confess very much has already been done by the present Couacil, and although one has been tempted to criticise some of the things that have happened, still it is very pleasant to know that generally things are much improved and that schemes have been projected that will no doubt be very much to the advantage of Barmouth, and they have my hearty support. I believe that, in a rising place like this is (for really we are only starting to become known as a first-class seaside resort) you should elect to repre- sent you on the District Council only men of broad views and sound financial knowledge, whose motto should be Efficiency with Economy," and if you do me the honour to elect me, I shall place myself at your services, feeling myself duty bound to give an account of my stewardship when you ask me to do so. I feel that healthy though things look that no large undertaking or business of any kind in- volving great expenditure of money should take place without first being submitted for your approval, feeling that the Ratepayers ought to know everything that is taking place where their interests are concerned. I hold strong views that personal canvass ought not to be permitted. It is against the true principles of the Ballot Act and to freedom. So I trust the views expressed in this address will be acceptable to you. LADIES AND GENTLEMEN, I have been elected by the Ratepayers' Union am a candidate for the Barmouth Urban District Council and beg to offer my services as one of your representatives. I prefer, before making promises that possibly I may not be able to perform, to acquaint myself more fully with the views of the Ratepayers, and the reasonable and practical requirements of the Town. I shall only promise this, that should you do me the honour to elect me, I will give my full attention to the duties of the office, and will do my best, without fear or favour, to promote the prosperity of the whole community. I believe that there are great possibilities for the development of the (town as: a winter resort, owing to its natural beauty, situation, and suitable climatic conditions. This end, I think, could be attained in Barmouth as in other places of eren less favourable natural conditions by the institution of popular entertainments and amusements during the winter months as well as during the summer season. Having had considerable experience in organizing similar entertainments in other towns, I do not hesitate to lay my services in the matter at the commands of the Ratepayers should such be their wishes. I am in sympathy with the general improvements at present taken in hand by the Council, and consider that this good work will be maintained by those who are elected, if they work together with a heartfelt desire for the common good of all the inhabitants.
