PARLIAMENT. The fifth session of the fourteenth Parliament of the Queen was opened on Tuesday by Commission. The Queen's speech referred to the Soudan Ex- pedition and to Crete, the Czar's Rescript, the murder of the Austrian Empress and Anarchism, ane it was stated that some amendment of the !aw in reference to the latter subject would be submitted for the consideration of Parliament. rhe Speech then alluded to the West Indian ciurricanes, after which came an expression of ( y Teat satisfaction at the Cape contribution to the lavv. The first part of the Speech concluded with 1 t reference to the plague in India. With regard ;o domestic legislation, the Speech gave the first f md second places to a bill for more fully organ is- ng the government of the metropolis and a bill (> 'or the establishment of a board for the adminis- ;ration of primary, secondary and technical educa- 1 ,ion." Some ten other measures were mentioned. Lord Kimberley criticised the action of the Govern- ment in taking over the Soudan, and complained of she delay in bringing about a settlement in Crete. Lord Salisbury defended the advance on the Soudan md as to the difficulty about troops- he was advised ,hat the strain would not be at all severe on -he British Army. He defended the Powers against the charge of undue delay in Crete. In the debate on the address in reply to the Queen's Speech in the Honse of Commons, Sir H. « Jampbell Bannerman referred to the Czar's I tescript, admitted the difficulties, but saw no I eason for discouragement. The demonstration of eeling in the country on the Fashoda question was lot against France at all but a protest against the nanner in which the Government had during the v last two or three years conducted our foreign C elations. He commented on the absence of any r jention of Old Age Pensions. Mr Balfour, in a eply, said if this Parliament came to an end without the Government, having been able to carry c ut their intentions on the subject of Old Age 'ensions, the right hon. gentleman would have xcellent material for his speeches at next general I lection. He said that the Government had main- 5 lined the policy of the open door in China, and ealt in detail with the other matters referred to y Mr H. Campbell-Bannerman. w
