ABE R.YSTWYT M. SHIPPING.- The schooner "Harah Davies," left the harbour on Monday morning's tide for Portmadoc. THE VOLUNTEERS.—His Worship the Mayor (Councillor R. Doughton), presided over a meeting of the volunteer committee held on Saturday even- ing ic the Town Hall. It was decided to appoint collectors to canvass the town for subscriptions to cover the initial expenses. THE INDEPENDENTS AND GREECE. — At the quarterly meeting of the Independents of Cardigan- shire. held at the Baker Street Chapel, on Tu sday, a resolution was passed expressing a hope that Great Britain would take no part in coercing Greece, and in further upholding the dominion of the murderous Sultan. A resolution condemning the Education Bill was also passed. A HARD CASE.—We are asked to state that Mr J. Jenkin Jones has, with the aid of others interested, opened a subscription fund with the object of assisting the family of David Jones, whose case came before the Guardians at their last meeting It will be remembered that Jones was sent to prison for neglecting to contribute towards the keep of his father chargeable to the Union. When arrested Jones was out of work, and his sick wife and children were taken to the Workhouse. ANNUAL FLOWER SHOW.—At a meeting of the committee held on Monday evening, and presided over by 1\1.( G. W. White, it was decided to hold the show on Wednesday, August 11th, at the Elysian G"ove. Each year finds this event becom- ing more and more popular, and held as it is in a lovely woodland spot, serves to fiH in an interesting feature of the season which in August is generally at its height. An effort was made to change the day to Tuesday, but it was felt by the committee that the argument brought forward in support of the proposal did not warrant them changing the day which will accordingly remain the-same as in previous years. HARBOUR COMMITTEE.—Alderman T. Doughton presided over a meeting of this committee held on Monday evening. There were also present Coun- cillors R. Doughton (mayor), E. H. James, Isaac Hopkins, Wm. Thomas, Thomas Griffiths, with Mr Rees Jones (surveyor) and Captain Thomas (harbour master)—The Surveyor said that the shed on the stone pier had (Jeer completed.—An applica- tion was received from a firm iu Frome asking for the harbour dues on iron plates. The harbour master produced the scale of dues which showed that the price worked out at Is 6d per ton, and it was agreed on the proposal of Councillor Thomas, seconded by Councillor James to reduce this price by sixpence.—In reply to the Chairman, the Sur- veyor said that the South Road was being cleared with the object ot laying down the water mains, after which the road would be made up.—The Surveyor said he would require 250 square feet of timber to repair the buoys, and it was decided to obtain tenders. The cost would be about £25 to £ 30.—Councillor Hopkins asked what was done about his letter.—The Chairman said that the letter could not be found and he could not deal with the matter until he had the letter. PUBLIC WORKS COMMITTOR.—■ Councillor William Thomas presided over the meeting of this com- mittee held on Monday evening. There were present besides, Councillor R. Doughton (mayor), Alderman T. Doughtor), Councillors Isaac Hopkins, R. Peake, T. Griffiths, R. J. Jones, E. H. James and Mr Rees Jones, surveyor.— Labour sheets for the past two weeks amounting to £112 2s 3d were examined and passed.—Amongst the bills passed was one for £114 12s Id for horse provender from Mr R. Morgan, extending over a period of twelve months.—It was agreed to make a grant 01 JE5 towards the purchase of seeds for the use of the Corporation.—Messrs Davie Davies, Banford and Heath attended as a deputation and asked that a road should be put at the back of the block chosen by them for the erection of workmen's houses on the field near the railway station.—The committee agreed that the Surveyor should see Mr Colby and endeavour to arrange for the construction of a road at the rear of the house, but if this could not be done that the Surveyor should reduce the depth of the other blocks so as to make a road of ten feet depth. — The Surveyor submitted and alternative scheme for the erection of houses on this plot which could be carried out at a cheaper rate and under which more houses could be erected.—The committee were strongly in favour of the plan, and Councillor Peake proposed and Alderman Doughton seconded that this plan be adopted instead of the other.—The Chairman ruled this out of order.—Councillor Peake then said he would put it upon the agenda for the next mett- ing.—The Mayor moved that fresh plans having been presented the committee recommend the Council to open afresh the whole question.—Alder- man Doubtonwas strongly in favour of the new plans and he would support it with pleasure.—The Chairman held that the question must be put on the agenda, and this was agreed to.—Plans of new schools for Shiloh Chapel and a minister's house were submitted by the surveyor.— In answer to Aldermaj Doughton, the Chairman said that it was the intention of the authorities to carry out the whole of the work at the same time.—The plans were prepared by Messrs Hipkiss & Bassett, of Aberdovey and Aberystwyth. —The plans were approved, on the motion of Alderman Doughton, seconded by Councillor T. Griffiths.—The Surveyor submitted a plan of a ventilation shaft, and said that he wanted 3000 bricks with which to complete the work.—He was ordered to procure the necessary materials, on the proposal of Councillor Peake, seconded by Coun- cillor James.—It was agreed to visit the reservoir dingle by Brynymor Road on Saturday afternoon. LLANFIHANGEL-Y-CREUDDYN. SUNDAY SCHOOL TREAT.— This annual treat in connection with the Llanfihangel-y-Creuddyn Church took place on Tuesday afternoon March 2, being pancake day." At the middle of flie programme tin* distribution of hook prizes to members of the Sunday School, for best attendances, and for best reciting of verses* hymns and collects during the year 1896. There were nine who had not missed a single Sunday during the year. Six persons had missed one Sunday, and three two Sundays. Mr Joseph Jones, Abermagwr, the superinte; dent, who selected the books and coilecterl sub- scriptions, read out, the list and the books, being 110 in number, were presented by the Vicar. Unfortunately the weather turned out wet in the afternoon, yet there was a good attendance at both the tea and entertainment, and everything passed off very satisfactorily. The different, parties acquitted themselves well in the singing, recitation! and dialogues. Great credit is due to Mr Joseph Jones for his efforts on the part of the Sunday School, as well as to Mr William Lewis Evans, the choir master, for the pains he had taken in teaching the choir no less than ten pieces of Cantata Josua, by Pencerdd Maelor, in a very short time. --The Rev. J. P. Evans proposed a hearty vote of thanks to the ladies who kindly provided tea and cake for the afternoon, which was seconded by Mr Joseph Jones, who also proposed a vote of thanks to the chaiiman, which was carried.—A very enjoyable meeting was 'rought to a close by the singing of Hen wlad fy Nhadau," Mr Wm. Lewi., Evans taking up the solo.

A meeting of this Board was held on Tuesday^ Mr Humphrey Jones (in the chair), and there were also present Messrs J. D. E.-ans, Edward Davies, Johu Evans, E L.Row- lands, Rev J. Rowlands, Lewis Roberts, W. V. Thomas, Hugh Rees (Penna!), and John Owen (clerk). It was resolved to make arrangements for the overseers to collect the next half-year burial ra e in the poor rate.—A committee was appointed with the object of endeavouring to obtain support frum the Government to assist the ratepayers as it was understood that such assistance was given to some Boards.—Mr Lewis Roberts and Mr J. D. Evans were appointed to see that the repairs to the hearse were carried out. — The Clerk was instructed to send notices of the meetings of the Board to the press. It was announced that the members who are about to retire were Messrs Lewis Roberts, John Evans, and J. D. Evans. Several burial grants were signed. A committee was formed to take care of the new section plan of the cemetery, the members of which are Messrs Humphrey Williams, E. L. Rowlands, Ed. Davies, and the clerk.

OBITUARY. — We deeply regret having to chronicle the death aft er a long and painful ill- ness, of Mr William Evans, High Street, father of Inspector E. J. Evans, clerk to the intermediate school. The deceased leaves a widow, four sons and a daughter. The funeral takes place to-day (Thursday) in the Towyn cemetery. GOOD TEMPLARS' LODGE.—This Lodge assembled on Fiiday evening, the Chief Templar (the Rev. J. D. Evans) presiding." The continued success of the Lodge was reported, nine new members being en- rolled that evening. A SEAL ASHORE.—As two young men, named David and Owen Jones, were following their occupation at the Tonfonau Slate Quarry, they observed what appeared to be a pig floating in the river Dysvnni, which runs close by, but what proved to be a fine-sized seal. They at once, but with much difficulty, got the creature out of the water. The late tempestuous weather and the heavy gales from the Atlantic had evidently drifted the seal out of its course. It was subsequently, brought to Towyn and purchased by Mr J. Carter, who, with an eye to business, will make good use of its valuable skin. A correspondent writes to us as follows :—" As a townsman would yOU kindly allow me a small space to draw attention to one particular circumstaLce in regard to the fair held in Towyn last week, viz., that such sights Were witnessed during the morning were quite unfit to be allowed to remain in front of dwelling HOUSES, and to ask if the fair could not by next year be removed a little further away from the town- Let me, in conclusion, thank the officials who so so%rtly cleared the street after the■$- Entertainment.—Monday evening a very interesting meeting held in the Congregational schoolroom in connection with the young people's Literary Society, the Rev J. THE NATIONAL SCHQOI,S — DIOCESAN REPORT.— The report of the Diocesan Examiner has been received, and a perusal of which will show that the religions education given in these schools is sound and thorough. Group L received very good in Old Testament history, excellent in New Testament and catechism, very good in singing, and excellent n repetition. Group II. got excellent in both Old and New Testament, AND very good in the other subjects. Group III. were excellent in the Old and New Testament, te catechism, and Church history, very good in singI?g and repetition, and good in the Liturgy. ORPORD-" DRUNK AND John Hughes, stationed at Towyn, charged Robert Griffith with being drunk and disorderly on the night of Satur- day last, on the occasion of the ploughing match at Gwyddelfynydd. lIe refused to go home at the request of the officer, BUT persisted in creating a disturbance.—Fined 58 and costs.—David Pugh was charged by the SAME OFFICER with assaulting him whilst in the execution of HIS duty on the ground of Gwyddelfynydd- The defendant did not deny the charge.—Mr W. R. Davies, who appeared for the police, asked the Bench to defend the police against assaults of this nature whilst executing their duties.—P.C. Hughes said that he was present at the ploughing match on Saturday. The defen- dant went up to the constable and strnck him on the face till it bled. He also took hold of his cape and pulled it off him, and also broke a button off his helmet.—There was NO previous charge against the defendant.—The Ohairman commented severely on the seriousness of the offence, and characterised it as a most cowardly offence. The way he should like to see assaults of this nature settled would be for the police to be ALLOWED to turn round and settle them in the same TVAY. He would be fined £1 and JE1 Is. costs. NON-ATTENDANCE AT SCHOOL.—Robert Roberts, Llanegryn, was charged by THE Attendance Officer with not sending his children regularly to school. Out of a possible 30 the boy only attended eight times. Fined 2s 6d and costs.—Edward Williams, Pentre Uchaf, Llanegryn, was charged with the same offence. The Boy's mother appeared in Court, and said that she was unable to keep the boy, and therefore had to allow him to go into service. She had regularly sent hiiri to school for three years, and during the whole of that period he was in the same standard, and a remark was made that it was likely he would remain there. She would be per. fectly prepared to send the boy to school if she oould have an allowance to live. Fined 2s 6d and costs. — Evan Evans, Felinfoel, appeared as a defendant to a similar charge brought against him in respect of a boy eleven years of age. This boy only attended ton times out of a possible 30. The man said that he was a widower, and required tho services of the boy for the pariod mentioned in the summons. He had since been sent to school regularly.—Fined 2s 6d and costs. MAINTENANCE ORDER.—Mr William Jones, re- lieving officer, Aberdovey, preferred a charge against Hugh Owen, Corry street, Merthyr Vale, for the maintenance of his mother for £1 9s.—An order was made. RENEWAL of LICENCE.—Mr W. R. Davies, on behalf of Mary Jane Jones, sought the renewal of the licence of the Penhelvg Arms, Aberdovey. Miss Jones, he explained, was a young lady 24 years old. Her father and mother were dead, and had left the place for her. Year after year the licence had been renewed, and for many years it had been v/eli managed.—The Clerk put in a petition numerously signed against the renewal of the licence, which was on the ground that the house was r.ot required, and that it did Hot provide accommodation for travellers.—Mr Davies said that they were only two licensed houses in Aberdovey besides the Penhelyg Arms. It had been there for 50 years. He had a large number of peeople fron, Aberdovfy present in favour of the renewal.—After evidence had been given by Mary Jane Jones, Mr Hughes objected to the renewal. He said that a committee of those who objected to the renewal had had an interview with Miss Jones with the view of prevailing upon her to adopt some other means of livelihood, saying that they would willingly assist her to start, but she had refused. They were many people from Aberdovey to object to the renewal. The house was aiso inconveniently situated, and Miss Jones was very young.—In reply to Mr Davies, Miss Jones said her aunt had promised to live with her in the house.—The licence was temporarily granted.

NEWTOWN. THE FORTHCOMING BAZAAR.—We would like to draw attention to the bazaar to he held on Thurs- day and Friday next, in the Victoria Hall, in connection with the Newtown Baptist Church. The object to which the funds are to be devoted is worthy of extensive patronage. INDIAN FAMINE RELIEF FUND.-—At the Parish Church, and- also at All Saints', Lldnllwchaiarn, special collections were made on behalf of the above fund. In the evening an impressive sermon was preached on the subject by the Vicar, and the sum of £7 5s was collected. The whole amount that will be sent the Manson House Fund wiH be about £10 10s. LETTER FROM MR BALFOUR.—The following letter, addressed to Mr E. Humphreys and T. J. Pugh, has been received :—10, Downing Street, Whitehall, S.W. Dear Sirs,—I beg to thank you for the ex- pression of confidence in the Government, on behalf of a recent meeting organised by the Newtown Conservative Club, you have been good enough to "end me. CANADA."—On Tuesday afternoon a lecture on this subject was given at the Victoria Hall by Mr T. Roberts, a Welshman, who has been farming for 14 years in Manitoba, and who is now visiting his native country, having a commission from the Canadian Government to lecture on agricultural resources of that country. A good number of farmers attended, Mr T. Hamer Jones presiding The country was spoken of favourably as an emi- gration centre for farm labourers ard domestics, the lecture being illusrtated by lantern views by Mr T. Mills, Bangor, who-Also has visited Canada twice. In the evening Mr Mills lectured on the natural features of the country, and illustrated the discourse with views of its riveis, lakes and falls, and some fine views of the Rocky Mountains being shown Mr Mills also exhibited several views at Llandinam, Trefeglwys, and Newtown, which were much enjoyed. THE CRETAN QUESTION. MEETING OF TOWNSPEOPLE. On Monday evening, a public meeting was held at the Victoria Hall, when there was only a moder- ate attendance.—Mr A. Ford presided, and said that that was a meeting called on very short notice, as it was only on Saturday last that he received a requisition signed by several influential ratepayers, asking him, as chairman of Urban District Council, to call that meeting, and he felt it his duty to accede to that request, and he had the honour in consequence of being chairman of that meeting. Before calling upon the speakers he read a letter which he had received from Dr Palmer, who stated that owing to a professional engagement 1Ji:; was unable to attend. He, however, sympathised deeply with, jQrOpctv ln her noble courageous effort to rescue Crete from the tyranny of the Turk.—Mr Hugh Lewis then proposed the follow- ing resolution :—" That this meeting hereby ex- presses its profound sympathy with the Gretans in their praiseworthy efforttf to emancipate themselves from the Turkish oppression, its hearty approbation of the heroiclendeavours of the Greek people to secure the liberation of their co-religionists in Crete, and its emphatic protest against a policy so opposed to all British traditions; and so repugnaut to all lovers of liberty, as the coercion of Greeae by the forces of Great Britain and Ireland." They were there that night at a very critical period in the history of Europe. For the last six days the fate of Greece as a kingdom had been at stake, and they were there that night to protest against. great wrong being done, against the forces of Eng- land being brought to bear upon Greece for com- mitting the only crime that he knew of—the crime of helping their kinsmen in Crete to free them- selves from the Turkish oppression. Lord Salis- bury had said a short time ago that the action of Greece had been very unadvised. He thought that if any gentlemen present saw their kins- men walking about without their noses and ears they would do something that would be characterised as unadvised. When they read, a short time ago, that the Greek force had gone to aid their kinsmen, he felt sure that a thrill of pleasure ran through every man, who called him- self a man, to think that a little nation like Greece should put to shame the disgraceful inaction of Europe, and try and stop the oppression under which the Cretans were suffering (applause). His- torically and geographically Crete was part and parcel of Greece. She had been in the days of Homer, and remained so to-day. She was Greek in nationality and Greek in religion. He believed every man in the civilised world would like to see the Turkish Empire disintegrated that moment. In 1876 and 1877 Turkey promised to give Grpece some reforms and to maintain order, but Turkey then, as she had done before, broke those promises, and the present trouble in Crete had been caused entirely by the fact that Turkey never kept the promise that she then made (A Voice "She never will.") Were they, as a nation, to back up Turkey on that occasion P (Mr David Owen: "Certainly not.") The whole trouble had been caused by Turkish mis-rule, and as long as they upheld that misrule the longer would be the difficulty of solving the business. The Cretan question was a Greek question, and, if Greece was'allowed to settle that business, it would be settled in a fort- night. He could only say that if the Powers of Europe had no sense of honour and justice left, he trusted that England would retire, and sever her- self from the unholy alliance (applause).— Mr Parry-Jones seconded the motion. He said New- town was not a large town. They had not as large a meeting as they would have had with more notice. He was proud that they had got a meeting together to do what they could towards helping on that good movement. For three or four years past a large section of the English nation had been boiling over in consequence of the atrocities in Armenia. There had been all manner of discussion as to whether or not we should go to war to release those down-trodden Christians and the Powers had said impossible there would be a univeral war," and that had been the threat continually. He did not hesitate to say that if three or four years ago the British fleethad sailed up to Constantinople the whole business would have been stopped, and hundreds of thousands of Christian lives saved, and endless dis- grace to the Christian Powers of Europe avoided. To-day they had absolutely to petition the-Govern- ment, and to protest against putting their hands against the men who had done the work which they ought to have done long ago (cheers). He was not blaming Lord Salisbury. He believed his heart was right in the matter, but he (Lord Salisbury) according to his ideas had been misled to a very great extent. He hoped to have accomplished a great deal by the concert of Europe. If the concert of Europe had then made up their minds to do what they were doing to-day, they might have brought an end to the terrible series of massacres, and deprive the Great Assassin of all power for the future. They must protest that night and say there must not be war against Greece (cheers).—Mr Roberts, Liver- pool, supported the motion. He oulri not resist the temptation of respondiugtothe call of the Chairman and saying a few words in support of the resolution. Sir William Harcourt had asked several questions to which Mr Balfour did not reply, and he thought that citizens of England had a right to have all thosf questions answered. Did not they think the con- cert of Europe was a sham P (cheers). It seemed to him that the only virtue it had was to uphold that abominable nation—the Turkish nation. He did not think that the concert of Earope should exist any longer. It was said that England was isolated from the other five Powers. If so where did the ooncert come in P Their duty was simply to express their views unmistakably to those who represented them iu die British House of Com- mOils. He said the word Turkey for a verv long time had beeti suggestive of oppression, tyranny and even bloodshed and massacre. Notwithstanding the great, extend of territory t'e Turk ruled over at one time, that, territory was gft ting less continually (cheers). II«> hoped it would b«r less very soon so far as Crete was concerned ar any iate. From the j standpoiut of the secular historian the name of Crete wasa very interesting one, also from the stand- point of the ecclesiastical historian Its constant struggles to deliver itself from the Turkish yoke, deserved to be rewarded by the liberation that Crete was so fairly entitled to. The Cretans had been worried, persecuted, and massacred as the Armenians and now they had risen up against the power which oppressed them. What did not Greece suggest to them in the way of literature, love of liberty and freedom. They had Turkey on the one hand oppressing and tyrannising, Greece on the other hand making a noble intervention on behalf of its kinsmen and co-religionists, and he said God-speed to Greece in that work. Then came the question were they going to side with Turkey, the oppressor or -Grete, the oppressed ? Was Eng- land that, spent 20 millions of money to liberate slaves in the East Indies now tuning round to use its guns, vessels and forces in order to rivet the chains of those oppressed Christians in Crete, and frighten Greece with war if it attempted in any way to liberate them ? Surely if that was true concerning them they were disloyal to the traditions of the past and unworthy of those ancestors who secured them their liberty (cheers). He trusted theiefore that their view would be heard and their influence felt in the Parliament of the land, and that in- fluence so great as to make it impossible for even the most influential Government of modern times to order even a sailor or a soldier to use force to prevent Greece from going on with the good work it had started. He, like Sir George Osborne Morgan, was getting tired of hearing of the concert of Europe. It was time they heard a little more about the conscience of Europe, and if they could get the conscience of the nations awakened he thought the nations would make short work very soon of the kind of work going on in Greece and elsewhere. He hoped they were not so money-loving as to be prepared to sacrifice lives and past tradi- tions in order to retain their hold of the gold and the other kinds of possessions. They had millions of money in the Turkish Government (shame). When-Cretans were suffering their rulers were in- different and apathetic because they had millions of gold in the Turkish Government, and were they so wedded to money, so mammon-loving as to sacrifice Christian lives rather than lose the money they loved so intensely ? It behoved them to be alive, and he hoped their influence would be felt far and wide so as to secure liberation to those people from the oppressions which they now suffered under (cheers).—The resolution being put to the meeting was carried unanimously.—Mr Roberts suggested that copies of the resolution be sent to Lord Salisbury, Mr Balfour, Sir William Harcourt, and the County and Borough members. —Mr Hugh Lewis accepted this addition to his motion, and this also was carried unanimously.— Mr Richard Williams proposed a vote of thanks to the chairman. They all admitted the courage and pluck of the Greeks, which had virtually secured the independence of Crete whatever might happen.' The Turk had always been the oppressor, the tyrant, and the murderer.—The Rev. Mr Hilton seconded a vote of thanks to the chairman, which, on being put to the meeting, was carried.—After the Chairman had responded, the proceedings terminated.

LLANDYSSIL. -'j INDIAN FAMINE RELIEF FUND.—Acting upon the suggestion of the Parish Council, the Rector devoted, the offertory on Sunday to the Lord Mayor's Indian Famine Relief Fund. At both services the Rector appealed to the congregation to help and relieve the sufferings of their fellow subjects. The result w'as a collection ofE4 Os 6d.

LLANDRINIO. 1 COURT BRYNYPYS AUDIT. The books and vouchers belonging to Court Brynypys Ancient Order of Foresters were audited on the 1st inst. fcy Mr J. D. Rogers, Llandysilio, and Mr D. M. Lewis, Penthryn, and certified by them as correct. There were also present Mr Evan Davis (trustee), Mr Thos. Davies (treasurer), and Mr Moore (secretary), The total funds of the Court on January 1st, 1896, stood at R2439 16s 5jd, and on December 31st, 1896, at X2534 14s 9d, showing a satisfactory ill crease on the year of R94 18a 3P, with a member- ship of 139. THE COUNTY SCHOOLS.—In our last report of the meetingof the local governors westated thata cheque for zP,20 had been received from Mr Humphreys- Owen, M.P. This was not correct. The money was received by Mr Edward Rees, one of the governors, from Mr Thomas Owen, M.P., for Launceston, a gentleman well-known to the majority of the residents in the town. LITERARY SOCIETY.—On Monday the Rev W. S. Jones presided over the usual weekly meeting of the Literary Society. There was a large attendance of the members, who listened with interest to a lecture by the Rev T. F. Roberts, on "John Bunyan." RURAL COUNCIL. Mr Edward Hughes presided over the council meeting on Wednesday, there also being oresent Messrs Edward Pritchard, vice-chairman, Ellis Hughes, N. B. Owen, D. Lewis, E. M. Jones, and J. Jones, with Mr David Evans, clerk, and Mr D. Morgan, assistant clerk. RE-APPOINTMENTS. Dr Matthews was re-appointed medical officei of health for the district and Mr R. Williams was like- wise re-appointed surveyor and inspector of nuisances. NOTICE OF AUDIT. It. was decided to advertise the notice of audit in the COUNTY TIMES. ABERANGEt-L FOOTBRIDGE. The surveyor reported that this footbridge crossed the river Angell at Aberangell hamlet. The bridge was forty feet long and had two para- pets. The boards'were worn out and the top of the bearers were rotten. He had agreed with the surveyor of the Mallwyd • Urban District Council upon an estimate amounting to JE3 15s to repair the bridge. One half of the cost is to be borne by the Mallwyd Council. It was agreed to carry out the work. EVANS' BRIDGE, LLANWRIN. The surveyor reported that one of the retaining walls on the Llanwrin side of the above bridge had given way. A good job could not be made under R16. The Chairman, Messrs John Davies and W. Parry were appointed a committee to report upon it RHIWGWREIDDYN ROAD. Owing to the cartage of slabs from the Qnarry at this place the road was in a bad state. He estimated the cost of repairing the road at £ 13 17s 6d. A letter was read from Mr Lewis, proprietor of the Quarry, offering to contribute to- wards the cost of carrying out the repairs and the clerk was directed to wtite Mr Lewis regarding the matter.. r' DOVEY BRIDGE. The Clerk reported that this matter had been referred back to the County Council Committee in order that a proposal respecting the purchase of the land by that body should be considered and the advice of counsel on the point discussed. BOARD OF GUARDIANS.—WEDNESDAY. Present: Mr John Rowlands, chairman, Mrs Maglona Lloyd, Messrs Edward 'Tughes, John Rees, E. M. Jones, John Jones, William Parry, David Lewis, Edward Pritchard, N. B. The following amounts were paid in out relief during the past fortnight. Per Mr John Jones, Machynlleth, X21 15s to 89 recipients; per Mr Daniel Howell, Darowen, R45 18s Id to 151 re- cipients per Mr W. Jones, Pennal, JE31 13s 4d to 108 recipients. MASTER'S REPORT. The Master reported that there were 35 in the House as compared with 39 during the correspond- ing period of last year. During the past two weeks 47 vagrants had been relieved as compared with 107 during the same period of last year. THE SUPERANNUATION ACT. A circular letter from Mr Alfred Hobson, Leeds, containing a copy of a resolution passed at a Poor Law Conference held at Leeds on February 15. The object of the resolution was to obtain an alter- ation of the Act as the Conference maintained that the present Act imposes a heavy and continual in- creasing burden upon the ratepayers. The Board were asked to say if they were in favour of the amendment of the Act so that the contributions of those who come under it should more nearly approximate to the calls which they would make under the Act. This was answered in the affirma- tive, and a question as to whether the Board peti- tioned in favour of the bill was answered in the negative. LLANFYLLIN UNION. A letter was read from the guardians of this Union asking if the Machynlleth Board would sub- scribe towards the cost incurred by their Union in carrying an appeal to the London courts from the quarter sessions in connection with the Assess- ment Committee of the said Union and by the carrying out of which an important decision in con- nection with the assessment was received Caersws guardians had promised R20. The guardians said that there were no complaints of a nature to those brought forward by the Llanfyllin Union and nothing was done in the matter. BK-APPOINTMENT8. The following officers were re-appointed: For Machynlleth out-lying district, Dr Matthews; Penegoes, Dr Williams; Llanbrynmair, Dr Edwards. The assistant matron was re-appointed and her ap- plication for a sovereign advance in her salary was agreed to. CALLS IN ARREAR. The Clerk said that the following calls were in arrear: Isygarreg, Machynlleth, Penegoes, Scubory- coed, Penral, and Uwchygarreg. It was deoided that proceedings should be taken if the money was not paid before that day week. ALTERATIONS AT THE HOUSES. Mr Hipkiss reported upon the cost of including in the estimates certain suggestions made by the Local Government Board and the figures worked out as follows Alterations at the House JE150, new tramp wards 9210 total RZ60. The upper Board had asked for a tracing of the plans showing the alterations embodying their suggestions. The Chairman said that there appeared to be a differ. ence between the Local Government Board and Mr Bircham, and in reply to the clerk Mr Hipkiss said that that was so. It was agreed on the proposition of Mr Edward Hughes, seconded by the Vice- chairman, to adopt the suggestions of the Local Government Board and Mr Hipkiss was instructed to prepare the necessary tracings.

The Master (Mr Fulcher) reported that aase of fever had been brought from Chirk into, tho House. THE DETENTION OF CASUALS SYSTEM. The Master reported upon the tramp system, and informed the Board onue more that since the detention policy had been adapted there had been a decrease in the number of tramps coming to the House. He also stated that in Unions where the system was not in force casuals were released either on the Saturday or Sunday, with the result that those Unions were besieged with a large number of tramps. They ought to be kept in the Workhouse over the Sunday in every Union. Owing to this system not being in operation in some of the neighbouring Unions they had in the local Workhouses from the Friday to the Tues- day in the seventh week of this year 33 tramps, in the eighth week 34, and in the ninth week 36. whereas the average number shonld not have been more than 9. The tramps came mostly from Wem, Ellesmere, Forden, Wrexham, and Atcham.—After a little discussion it was resolved that the authorities at the Unions named be written to by the Clerk and remonstrated with for not detaining their casuals. MISCELLANEOUS. A vote of thanks was accorded to Mrs G. J. Dumville Lees for the gift to the House of. 24 volum 's of books published by the Society for the Promotion of Christian Knowledge. It was decided to advertise for the usual tenders for pro- visions, Ac., and Messrs Goff, Perks, Fox, Davies, and the Vice-chairman were. on the motion of Mr A. Peate, constituted a committee to examine the samples and recommend to the Board. The Clerk informed the Board that he had received a letter (which he had unfortunately left at home) from the proprietors of the MONTGOMERY COUNTY TIMES and SALOPIAN POST asking for a share of the ad- vertisements issued bv the Board. — Rev T. M. Bulkeley Oweu suggested they should allow the matter to wait nntil the Board had to advertise again. — The Clerk We have to advertise next week. The matter then dropped. STATISTICS. The Master's journal showed that the number in the House' in the first week of the fortnight was 194 against 165 in the corresponding week of last year; tramps re'ieved 86, against 129; in the House in the second week 185, against 160; tramps relieved 116, against 144. Out-door relief in the first week was dispensed to 345 recipients at a cost of £23 lis 4d, against 351 in the same week of last year at a cost of £22 3s 6d in the seoond week 340 relieved at a cost of £22 9s 7d, against 322 at a cost of £216s Id last year.—This was all the business.

ELLESMERE. BOARD OF GUARDIANS.—TUESDAY. Present—Mr Brownlcw R. C. Tower (chairman), the Revs Rider (vice-chairman), Kvnaston, and W. Barker, Messrs T. Emberton, Griffiths, Jeffries, J. Hood, C. Cooke, Woodville, E. Peel, J. D. Owen, Mossford, and W. Jones, with Mr Lloyd (clerk) and Mr Davies (Workhouse master). STATISTICS. The Master reported that the number in the House during the first week of the fortnight was 71, against 55 in the same period last year and in the second week 70 against 55 vagrants relieved during the fortnight 192, against 152 in the same period last year; out-relief expenditure, Hanmer district, per Mr W. Williams, JE11 16s; Ellesmere district, per Mr W. H. Rutter, £18 8s 3d. The Master also reported that tne accommodation for the casuals had of late been insufficient. There seemed to be a greater number coming to the House on the Friday and Saturday than the middle of the week. GOVERNMENT GRANT. The Clerk reported the receipt of a letter from the Local Government Board, enclosing a certifi- cate under the Agricultural Rates Act 1896, show- ing the amount of the expenditure of the Board for the year ending the 25th March, 1896. To common fund expenses £2029, to school attendance expenses JB51, to expenses separately charged on parishes named in schedule JE186. The amount of the share on the annual grant, payable out of the local taxation account to the Guardians was £684 5s 10d, which sum was applicable as follows:— To common fund expenses £612 2s 4d, to school attendance JE15 78 9d, to expenses separately charged on the said parishes JB56 15s 9d.— The Clerk added that the amount named was in relief of the rates. He would have a further estimate to submit in consequence.—The Chairman: The rates will be reduced ?—The Clerk: Yes, by reason of this extended grant. SALARIES OF THE RELIEVING OFFICERS. The next business, of which previous notice had been given, was to consider the question of advanc- ing or otherwist the salaries of the relieving officers —Mr Rutter twd Mr NVilli:inis.- k statement, pre- pared by the Clerk (Mr Lloyd), showing the rela- tive positfofis of the two officers set forth that the present salary of each was £70 a year. In the Hanmer district (Mr Williams's) the area before the change brought about by the addition to the Union of the two parishes of Bangor and Worthen- bury was 33,446 acres, and since the change 25,175 acres; the population of the district before the change was 5,893 arid since the change 4,747. In the Ellesmei-e (listt-ict (Mr Rtitter's) the area before the change was 37,528 acre", and since the change 50,341 acres; the population before the change was 7,825, and sinA6 the change 9,949.-At the outset Mr C. Cooke expressed the opinion that the reliev- ing officers should have salaries equivalent to the work they had to perform. On the r-uggestion of Mr T. Emberton, the Hoard decided to hear what, the relieving officers had to say in the matter, and Mr Williams was lirst calle,t irilo the Board-room. The effect of his representations to the Hoard was that he considered the change which had been brought about meant more work for him notwithstanding the reduction in the area and population of his present district. He did not think the area and population was a fair standard to take, because although he might have a smaller population he mitfht have to travel farthest because of the scattered condition of the population.—After Mr Williams had retired, Mr Owen moved that his salary remain as it was at present, seein-, that they took work from him rather than added to his work.— Mr T. Emberton seconded the proposition, as he thought X70 a year was a good salary in view of the number of people Mr Williams had to look a:fter. He maintained that it was a question of area of population.— Mr Moss- ford pointed out that Mr Williams's case was that his work was not reduced and that there was great inconvenience in the distance he had to travel.— h W. Jones proposed that the salaries (f the re- lieving officers remain as at present, except that, the extra amount of revenue which the Board would receive from the two added parishes should be equally divided yearly between the two relieving officers. He believed the amount would be about S,10 yearly.—Mr Jeffries seconded this.—Mr Moss- ford thought this ploposition was an impracticable one, as they would be dealing with the salaries of both officers at the same time. He thought it would be better if Mr Jones would move that Mr Williams's salary be advanced £5 a vear, and deal with Mr Rutter's salary afterwards.—Mr Jones accepted the suggestion and moved accordingly. —The proposition having been seconded it was put when six voted for it and seven against, and it was accordingly lost, and the original motion that the salary remain as at present was deciared carried.—Mr Williams was called in and informed by the Chairman of the decision of the Board.—Mr Williams said be did not think it was justice, and he had power to lay the matter before the Local Government Board.—The Chairman: You will, of course, do what you like in that matter.—Mr kutter was next called into the room and explained the reasons why he considered he should have an advance of salary. He reminded the Board that twelve months ago he made application for an increase on his then amount of work, and he con- sidered that that application was only in abeyance until the present, occasion. He pointed out that the area he had to cover was so great that it was im- possible to "walk" it, and it was necessary in order to do proper justice to the poor people and the Board, to have horse and trap hire. Above and beyond that, there was now a great increase in area and population in his district in consequence of the change which had come about. He reminded the Board that the salary of his predecessor, with much less work to do, was £ 80 a year.—Mr Rutter having- retired, Mr Cooke remarked upon the great area which was covered by that officer's district, ptating it was from 22 to 23 miles in length, and from 8 to 10 miles in width. It was impossible to efficiently work the disttict without the use of a horse, and the Guardians knew what it cost to keep a horse. Having extra work, Mr Rutter should have extra pay and he moved that his salary be advanced by £ 20 a year, bringing it from £ 70 to £ 90.—The Vice-Chairman asked if Mr Rutter's travelling distance was lessened by the change? ( -Mr Owen answered that on the contrary it was increased very considerably, and the population of the district was increased by 2,000.—Mr T. Ember- ton seconded the proposition. Ha thought that as they were giving X70 a year for 26,000 acres, it was not out of place to give £ 90 for 50,000 acres, and especially asMr Rutter would have double the population that Mr Williams would have The x 1t I L' officer Mr Rutter had the duties of school attend- ance officer as well.-Alr Owen, interposing, said that was a separate matter, and that Mr Rutter had a salary of £15 a year for those duties.-The Chair- man (to Mr Emberton) Do you second .the reso- lution ?—Mr Emberton: No, not under those cir- cumstances.—Mr Woodville proposed as an amend- ment that Mr Rutter's salary be advanced by X10 a year, and Mr Hood seconded this. He should like to have supported the proposition for £ 20, seeing that Mr Rutter was such an efficient officer, but at present he should vote for the amount ofJElO. He might support the bringing of the increase up to X20 a year on some future day.—Mr Peel thought the proposition for ZCIO increase was a very fair one. -Mr Cooke said that as the Board seemed to think a X20advance was too much, and as no one has seconded his motion, he would support the JE10 proposition.—This was then put, and was carried unanimously, thus bringing Mr Rutter's salary from Y,70 to X80 a year. Mr Rutter was re-called, and informed by the Chairman of the result. Mr Rutter' received the announcement without comment, and again retired. NOTICE OF MOTION. Mr Hood gave notice that at the next meeting of the Board he would move-" That this Board take the water from the Urban District Council of Elles- mere for the supply of the House."—This was all the business.

ROYAL NATIONAL LIFE-BOAT INSTITUTION. The Committee of Management of the RoyaJ National Life-Boat Institution have pressed the Government to agree to the early appointment of a Select Committee of the House of Commons to inquire fully into the administration of the Life- Boat Service as conducted by the Institution. They have adopted this Bourse in consequence of the constant, serious and unfounded charges against the administration which have for some time past been widely circulated, tending to impare and itJjuø the great national work which has been carried on by the Institution since 1824, contributing to the saving of the lives of nearly 40,000 persons from shipwreck on the coasts of the United Kingdom.
