PARISH COUNCIL MEETINGS FORDEN. At the first meeting of the Council held in the Schoolroom, there were present Messrs. F. Francis, T. Rogers, R. Hughes, J. Roberts, J. Evans, F. Adams, Lewis, Win. Morgan, E. Morris, and T. Jones.—Mr. Rogers proposed Mr. Francis as chairman.—Mr. Hughes seconded, and it was carried unanimously.—Mr. Roberts proposed -Air. T. Jones, Cwm, as clerk, and Mr. Adams seconded the motion, which was agreed to.—Mr. M. Powell, Welshpool, was appointed treasurer. LLANWRIN. Owen, it was agreed to ask Mr. A. C. llumphreys- Owen, M.P., to be chairman.—Mr. E. R. Owen was unanimously appointed vice-chairman. MOCHDRE. At the Parish Council meeting held in the National Schoolroom, on Friday evening, all the members were present. The following officers were elected: Chairman, Mr. E. W. Savage vice- chairman, Mr. John Leach; clerk, Mr. David Tilsley (who previously served as vestry clerk). The election of treasurer was postponed. Mr. Inglis was appointed to provide fire and light for the Council room. It was further decided that the whole Council should form the Fiuance Committee, and that five members should form a quorum for the transaction of business. The next meeting will take place on January 11th. LLANGURIG. The Parish Council held its first meeting on Thursday night, December 13th, when all the members were present and signed the declaration of acceptance of office. The provisional chairman was Mr. T. Evans, Llwynhyddod, who was proposed by Mr. Campbell, and seconded by Mr. Bennett.— Mr. Campbell, Feddw Ddu, proposed the election of Mr. J. Godfrey Bowen, Bryndulas (who is not a member), as chairman of the Council. Mr. Bennett, Cefnbwlch, seconded the motion.—Mr. Williams, Rhiwbrongelly, proposed Mr. J. R. Pryse, Pantdrain, and Mr. J. Owen, Tymawr, seconded the amendment.—On a division the amendment was lost bv two, and Mr. Godfrey Bowen was declared elected. — Mr. Boweu soon put in an appearance and took the chair. For the vice- chair Mr. J. R. Pryse proposed Mrs. Anwyl, Black Lion, and Mr. Williams seconded the motion, which was carried unanimonsly. A abort discussion took place as to whether the proceedings should be conducted in Welsh or English, or in both languages.—Mr. J. Jones, Llwyngwyu, assistant overseer, read a circular from the Local Govern- ment Board on the proceedings of Parish Councils. —Mr. Ikin, North and South Wales jBank, Llan- idloes, was proposed by Mr. J. R. Pryse, and seconded by Mr. Campbell, for appointment as treasurer, and the motion was carried unanimously. Mr. J. Jones, Llwyngwyn, was appointed clerk. As he is the assistant overseer, the question of salary will stand over until March.—It was agreed that five should form a quorum.—The Clerk was instructed to get all necessary books. The matter of selecting a stamp was left in the hands of the Chairman and Clerk.—The Council will next meet on January 10th. CASTLE CAEREINION. The first meeting was held in the Schoolroom, on Thursday, Dec. 13. The Council were unable to agree on the election of Chairman, and a deputa- tion was appointed to invite Mr. W. Theodore, of Llanfair to take the chair. DAROWEN. Held in the National Schoolroom, on Thursday evening week. All the members were present, aud made the ncessary declaration of acceptance of office.Dr. D. Edwards, Cenimes Road was elected chairman, and Mr. Wm. Vaughan vice-chairman.— Mr. J. R. Jones, a member of the Council, agreed to act as clerk pro. tem.Alr. J. Humphreys pro- posed that the minutes of the Council should be recorded in Welsh, and after some conversation the consideration of the subject was deferred.—The Clerk was authorised to purchase a suitable book to keep the records of the Council. The overseers were directed to produce the vestry books and parish records, which were transferred to the custody of the Clerk.—A conversation ensued respecting parochial charities, and inquiries were directed to be made concerning those belong- ing to the parish. CARREGHOFA. Held in Llanymynech Schoolroom on Tuasday evening. Present: Messrs. E. Baugh, R. N. Aster- ley, J. A. McEldowney, J. Randies, J. Jones, and D. Itoberts.Nir. Mathews said he would not wait for the motion to be secon- ded, and while thanking Mr. Shankiand for his kindness, he thought it desirable that another '1.Ior\O" .J 1..1 was an understanding at the last meeting that Mr. Pryce, of Pentreheylin, should be chairman, and he would propose that.—The Chairman seconded the motion.—Rev. D. H. Shankland said he did not know of any arrangement with regard to kJ £ r. Pryce, but after what the rector had said {he heartily supported Mr. Pryce's uomination.—The motion was unanimously agreed to.—Rev. D. H. Shankland was elected as vice-chairman. The Clerk said the expenses hitherto amounted to 6s 2d.—It was agreed, after some discussion, to give the clerk £5 per annum for his services.—Mr. John Downes was appointed treasurer. Rev. J. Zvlathews called attention to the parochial charities which were affected by the Act. It would be necessary for the Council to arrive at some decision as to their disposal, more especially as to a portion of them, which would be distribu- ted at Christmas. The present charities were in the hands of the Charitv Commissioners, and he received dividends on £108, £117, and £19 8s 6d. Under the Act the churchwardens no longer had power to administer the charities as churchwardens and it was for the Council to appoint two trustees in their place. It appeared that the rector remained a trustee.—The Chairman said that was the case. There could be very little alteration in the administration of the charities.—Rev. J. The first Parish Council meeting was held at rhe National Schoolroom on Friday, when there were present Mr. Deam, chairman of the Parish Meet- ing, Revs. LI' Wynne Jnes, W. Perry, and G. O. Evans, Messrs G. Herbert, E. Fox-Davies, J. Davies, R. Bnmley,1R. T. Evans, and John Jones, with Mr. F. Pagh, assistant overseer.—Mr. R. T. Evans having been appointed temporary chairman, and the minutes of the Parish Meeting having been read and signed, and the declarations made, Mr. Perry moved ahat Rev. LI. Wynne Jones be chair- man.—^Mr. Bromley seconded, and Mr. G. O. Evans supported the motion, which was carried unani- mously.—Mr. F. Pugh, assistant overseer, was appointed clerk, and Mr. R. Bromley treasurer.— Mr. Perry moved that notice of meetings be placed on the church and chapel doors in order that electors could attend.—Mr. Fox Davies had nothing to say against the meetings being open, but he thought it would sometimes rather interfere with business.—Mr. Jones thought the Press would give sufficient publicity to their doings.—-Mr. Herbert said he always liked freedom. If they did not open their meetings some of the electors would think the Council were afraid of what they were doings.—Mr. Fox Davies said he wanted everything above board. He was quite in favour of half the meetings being open.—Mr. J. Davies said there were plenty of means by which the business would be made known to the parishioners.- Mr. G. O. Evans thought they should not only open the doors to the electors, but encourage them to be there.- Mr. Perry moved that notice be given of the meet- ings on the church and chapel doors. Mr. Herbert seconded.—The motion was put and lost by three to five. The voting was as follows:—Against, Messrs. E. F. Davies, J. Davies, R. Bromley, Jones, and R. T. Evans. For, Messrs. G. O. Evans, Perry, and Herbert.—Mr. Evans moved that the question of having their nieetiags open should be left until they had consulted the parishioners.— The Chairman said in matters of importance that cropped up it would be desirable not to decide hastily.—Mr. Jones moved that there be nine meet- ings of the Council in the year.—No one seconded, and it was agreed that the chairman and two members should call the next meeting when necessary.—Mr. Perry moved that no meeting be called before seven o'clock.—Mr. Fox-Dalies seconded, and Mr. Herbert supported i. motion was carried.—The Clark presented "y, um for £114s. llM. for election expenses.—It was decided that the chairman and two members should at any time sign a precept.—Mr. Perry moved, and Mr. R. T. Evans seconded, a vote of thanks to Mr. Dcam for the way in which he had conducted the Parish Meeting, and called that meeting and Mr. Deam, in reply, said that much of the credit was due to the clerk (hear, hear).—On the motion of Mr. Jones, seconded by Mr. Fox-Davies, Rev. W. Perry was elected vice-chairman.—Mr. Jones asked the Council to petition the County Council to sup- port home industries, and get stone from their quarries.—The Chairman said that meeting was really one for the formation of business rather than the carrying out of any business —The question was deferred, and the Council rose. ABERHAFESP. The first meeting of the Council was held at the Schoolroom on Friday, when there were present Messrs Benbow, Brown, Hughes, Jones, Morgan, Nutting, the Assistant Overseer, and a solitary spectator. Owing to the absence of a member, busi- ness was not commenced until 7.45. as it was thought rather disrespectful to begin before giving the absentee 45 minutes grace. Mr. Brown was elected chairman pro. tem. Then came the busi- ness of electing a chairman until April next. Mr. Nutting moved and Mr. Brown seconded that Mr. Morgan be elected chairman. Mr. Hughes moved as an amendment and Mr. Benbow seconded, that Mr. Brown be elected. Messrs Benbow and Hughes then moved and seconded that the votino- take place by ballot. Messrs Nutting and Morgan wanted it to go by show of hands. Hallot voting was carried by 3 to 2. The Assistant Overseer then gave out paper and pencils. Mr. Nutting called the chairman's attention to an irregularity. Mr. Hughes was filling up Mr. Jones' paper. It then transpired that Mr. Jones could not write. Mr Nutting then said he should go to the clerk in order that lie might fill his ballot paper. Now there were six present, but the voting was—in favour of Mr. Brown 3 in favour of Mr. Morgan 1. The appointment of clerk came next. Not cne of the councillors wishing to undertake the duties, the Assistant Overseer was asked to take to the work without remuneration but he asked that he should be paid a slight nominal salary. Mr Charles Benbow said We think your salary is high enough now." Another said Your salary is more than the assistant overseer at Tregynon parish." It was ultimately agreed that the amount of salary should be left over until the annual meeting. Then came the contest for vice-chairman, and re- sulted in Mr. Hughes' appointment. The motion that Mr. Morgan be elected treasurer was carried unanimously. The expenses of the room were then discussed. The managers' charges for expenses in- curred in preparing the schoolroom were 4s, for fire, light and cleaning when used for a Parish Meeting, Is 6d for lire and light for ordinary or special meeting of Council. It was unauimouslv carried that they should be referred back to the managers as they were thought too high. It was decided to hold a special meeting on January 11th, for signing the declarations and other pressing business, and the Council then broke np.

— THE SEVERN FISHERY DISTRICT. THE MEANING OF A "TRIBUTARY." In the Queens Bench Division of the High Court of Justice on Tuesday week, the case of Evans v. Owen and another came before Mr. Justice Yvills and Mr. Justice Wright, sitting as a Divisional Court. Mr. Wills-Bund said this was a case stated by the Justices of Llanfyllin, for the opinion of the Court as to the meaning of the word tributary in a certificate of the Secretary of State in defining the salmon fishery district of the river Severn. The certificate includedall tributaries, and in this case two lads were found unlawfully fishing for trout in a brook which had no name, but which ran into a stream called the Cain, the latter running into a river called the Vyrnwy, which, in turn, ran into the Severn. The question was whether this brook was a tributary of the Severn, and it was an important point for the Fishery Jtioard. The justices dismissed the case on the ground that the brook was not within the S >vern Fishery District, but in this he contended, on the certificate of the Secretary of State and oil decided cases, they were wrong. No one appeared on the other side, and the Court held that this brook wa-3 a tributary of the Severn within the Home Secretary's order, and sent the case back to the justices with an intimation that a rinnv-WiVin
