Increased Production in Builth District. At the request of the Radnorshire County War Agricultural Committee, a meeting of the Colwyn Rural District Council were held at Builth Wells on Monday, when there were also present representatives of the parish councils and parish meetings in the Colwyn district. Mr J L Davies (chairman of the Colwyn Council) presided, and others present were the Revs J L Bryaus and D Lewis Davies, Messrs J Roore (Cregina), Edwin Davies (Bettws), Thoa. Davies (Rhulen), W Prothero (Llan- farred), Tlios Price (Cregrina), J Price (Llan- badarn-y-garreg), Edwin Probert (Disserth), E D Thomas (Llauelwedd), H Evan-Thomas (Disserth), W Walter Lennard (clerk), and Dgvid Thomas (agricultural organiser), Mr David Thomas explained the object of the meeting, aud emphasi-ed the fact that under Lord Selbourne's scheme it was not only suggested there should be an increase uf the area under wheat but also au increased pro- duction of meat, butter, eggs, and other farm produce. On the motion of Mr H Evan-Thomas, it was agreed that all the members of the council and one representative from each parish should constitute the local committee; and the follow- ing were appointed in addition to the members of the Council :-Aberedw, Rev J H Lloyd Bettws Disserth, Mr J Davies (Garnfawr) Cregrina, Mr J Boote Disserth and Trecoed, the Rev J L Bryans; Llanbadarn-y-garreg. Mr T Thomas Llandrindod Rural, Mr T L Vaughan Llanelwead, Mr J Morson (Cefn- dvris) Llansaintfraed, Mr J J Sheen; Llan- faredd, Mr C H Thomas (Hendre Einon); and Rhulen, Mr J Boore (Llanowen).

ABEREDW. RECRUITING MEETING. Colonel F. Edwardes presided over a recruiting meeting held at the school on Friday night and there was a large attendance. The Re^ J. H. Lloyd delivered a lecture on incidents of the War, illustrated by lantern views manipulated by Mr P..Jones. Miss Edwardes entertained the company with grama- phone selections, and recitations were given by Miss C. Jones and Mr Protheroe, J.P., who also made a strong appeal to the young men present to come forward to join the colours under the voluntary system. Mr Roger Williams asked the young men not to wait till the canvassers came round but to join without delay. All that was required, he said, was to convince the boys of Edw Valley that without their help the war could not be carried to a successful conclusion, then there would be a ready response to the Country's oall. The Rev. W. Roderick, in proposing a comprehen- sive vote of thanks, warned the audience against any waste, and appealed to the young men present to join the colours and take up arms on behalf of their country. Mr Thomas Davies J.P.,(Vronoleu) in seconding, appealed to the young men of the neighbourhocd to do their part to make the voluntary system a success.

-r BRECON COUNTY SCHOOLS. The Bishop of Swansea presided over the meeting of the Brecon County Schools Governors held on Tuesday afternoon. Others present were Miss Adelaide Williams, the Revs John Evans (vice- chairman), Hilary Lewis, D. Saunders Jonee, Messrs David Powell, Edward Eutler, J. L. Davies, Evan Morgan, and the Clerk (Mr T. J. Parry.) A QUESTION OF COST. A communication was received from the County Education Authority drawing attention to the high cost of maintenance per pupil in the Boys' School, namely X12 9s. The Clerk said that comparing it with other schools, the cost was not excessive. Other school* ranged from a to £13 8s. The Secretary to the Education Authority also wrote drawing the attention of the Governors to two items in respect of the Boys's School, namely X17 10s. for a field and a grant of 112 10s. in respect of games. The Clerk said that the grant covered a period of two years. The Chairman said X- 17 10s. was a large sum to pay as rent for a field. The Headmaster (Mr Perey Morton) said it was difficult to get a convenient field for games which formed an important part in the discipline of the pupils. The matter was deferred. MID-DAY MEALS. Miss Davies (the headmistress) reported that she had started the mid-day meals at the Girls' School, and they had proved more successful than she anticipated. (Hear, hear). AGRICULTURAL INSTRUCTION. The Central Welsh Board wrote asking the Governors to pay more attention to agricultural instruction in the Boys' School. The Headmaster said it was not possible to go in for live stock and breeding instruction without going in for a good deal more expenditure. A boy was likely to learn a great deal more about stock either in a few weeks at college or from his father in the market place. (Hear, hear). He could not learn anything valuable to a business farmer with them. The matter then dropped. NO PRIZE DISTRIBUTION. Mr David Powell proposed that, in order to economise expenditure, no prizes be awarded the pupils this year, and that instead of books certi- ficates be given the successful pupils, and that no prize distribution be held. Mr Butler seconded.—Agreed. NUMBERS AT THE BOYS' SCHOOL. In reply to the Chairman, Mr Morton said that the number of boys in the school this term was 80. The Chairman said that that was the highest since 1900 when there were 85. In 1904 there were 82 and ten years ago there were 76. THE TRIENNIAL REPORT. The meeting considered the triennial report and v the Chairman stated that it was very satisfactory to both schools.

The Constitution of Local Recruiting Tribunals. To the Editor of the County Time8. SIR,-The powers that will be delegated to the appeal committees under Lord Derby's scheme are so far-reaching that the gravest concern is expressed for the constitution of these committoee. For instance, several mem- bers of the Rhotiddii Urban Council expressed grave concern on the subject of the appoint- ment of the tribunal for East Glamorgan. It was suggested tbit the body bad been selected at the instigation of one or two individuals. The method of appointment of these com- mittees is in itself very unfortunate and open to criticism, as it destroys unity of control. Primarily their constitution was to have been entrusted to Lord Derby, but the Local Government Beard stepped in with a plan of their own. Mr Walter Long, in a circular dated October 26th, 1915, called opon the town councilR, metropolitan borough councils, arban and district councils, to form tribunals. This dual control may diminish local enthusiasm and impair public confidence in the great re- cruiting soheme. Secondly, I set out with a strong plea that the local authority is not the beet body to be entrusted with the grave duties of the tribunal committee. It may be nrged that in municipal bodies and councils there is a conformity of type, and that the finer impulses of the man are merged in the swelling pretensions of the councillor, freeman, and alderman. Private judgment is set aside end the official super- sedes the moral setHia. In the council chamber the members ere not only often expected to conform to established prejudices but seem to flatter them. In a word these corporate bodies have little soul. Mental types, however necessary and useful on committees of ways and means, have not the judicial temperament for the decision of questions of grave import which will be the function of the tribunal. Excellent as are often the qualifications of councillors for their special functions, whether these be the safeguarding of the ratepayers' purses, or drowning minor animosities in pint- bumpers, it cannot be claimed that they are the best people fitted to deal in a corporate body with decisions that m 'y affect a man's life. Not always are the be men of the com- munity to be found within tL < council chamber, for the cabals and intrigues, the pretensions of those dressed in a little brief authority are often repellant to toe refinepaents of private judgment. I am not stigmatising councillors, many of whom are men of excellent intentions. I am merely pleading for the inclusfon of men of impartial judgment, sound education, catholic spirit, detachment of view, uuewerved by petty malice, prejudioes, or self-interest. I know a friend who tells me that he can get himself starred before the local tribunal because he is in the good graces of the coun- cillors. His case ip, I grant, deserving of con- sider aticn, because he ia marriei, has a family, and is nearing the age when Professor Ostler thinks a man should be chloroformed. Now the system which can absolve one man from military service and commit another of equal responsibilities is, to say the least, very uajudiaial in its representa- tion and functions. Let me deal with the agricultural com- munity of Mid-Wales for a moment. I am here on ground with which I am minutely familiar. No class of the community has made slighter sactifices for the war or less contribu- tion in manhood to the fighting than the young fellows of rural Wales, tn physique, in powers of endurance, nona oonld so fitly respond. It ie their defiant boast that they are needed on the land, and will not go until fetched, although as a matter of fact the home produce iBi only five per cent. of our total food stuffs. N ow the rural tribunal will be constituted from the farmers of the rural district councils, men often with five or six sons whom they urge not to go, and whose gun-shy rroclivities are so highly developed that a personal interview with the recruitmg sergeant is impossible. How will this rural tribunal act ? Will they by influence and en- couragement, by stimulating looal enthusiasm, by lendiog accommodation, by facilitating the employment of women in place of men who enlist (the words are Mr Long's) lend a haud to Lord Derby's great scheme ? I think not. It is clear rather that their decisions will be very faulty when their minds are already obscured byl prejudice. The need for revision of these committees, then,is urgent and immediate. It should be done so as to com- mand the confidence of the community by the inclusion of men of the highest looil standiug, education, and impartial jaugment. Such a committee could approach and argue fairly with the employer, dictate without prejudice and self-interest to the eligibles, decide equit- ably in the transference of a man from an early class to a later, and thus disturb and dislocate as little as possible the essential interests of the country. FATAL FALL NEAR BUILTH. On Saturday evening Mrs Mary Anne Evans, the wife of Mr David Evans, Bryn- coed, Builth Wells, was found dead inside the gate in front of hen house. Mrs Evans had been at Builth WWls shopping and reached home about half-past seven or quarter to eight. The night was very dark and she must have found her way to the doorstep, where she placed her basket, and perhaps she turned down the steps to fasten the gate and in doing so fell. On Monday afternoon Mr Jones-Williams, Brecon (deputy-coroner) held an inquiry touching the death of Mrs Evans. Mr Gilbert Eadie was elected foreman of the jury. Miss Gertrude Evans stated that she lived at Bryncoed with har parents and Was a qualified nurse. The body just Viewed by the members of the jury was that j of her deceased mother, who was sixty- seven years of age. She last saw her mother alive about quarter to five o'clock on Saturday afternoon, when deceased left for the town to do some shopping. She Was then in her usual health. Witness remained in the house the whole evening, but did not hear any noise outside. Shortly before eight o'clock Mrs Price, a next door neighbour, came and told her there was a basket on the top of the steps and that there was someone down by the gate. Witness went out and found her mother's basket on the top of the steps, and her toother lying at the bottom face downward. There was a cut on the forehead, aod a Small quantity of blood on the step. With the assistance of the neighbours the body was removed into the house. There were no signs of life. Mrs Mabel Price, Glandwr House, wife of Mr A. V. Price, stated that at about quarter to eight o'clock on Saturday night She started out to meet her husband, and found a basket on the top step. She went rcund to Mrs Evans' back door and told Miss Evans what she had seen and offered her assistance. Dr Edward Macready Spencer, Builth Wells, stated that he was called in about 8 p.m. and saw Mrs Evans on the sofa in the house. Life was extinct. There was a cut on the right side of the head and it had bled a little but not much. He ex- amined the neck and found a fracture of the upper part of the spine, which was Sufficient to cause death almost instantan- eously. There was not a trace of alcoholic drink about the body or the clothes. The foreman remarked that he saw the deceased in the town on the night in question between five and six o'clock at his place of business, and she was all right at the time. He considered that it was quite Unnecessary to call any more evidence. The Coroner said that he had a witness present who could give evidence as to deceased's condition when she left the town On Saturday night being what the foreman had already said. The jury returned a unanimous verdict of accidental death from the fracture of the upper part of the spine, in accordance With the doctor's evidence. The foreman said that he wished on behalf of the jury to call the attention of the owner of ttfe house to the necessity of providing a rail on each side of the steps as they were very dangerous, and he then pro- posed a vote of sympathy with the family, remarking how sorry they all were to come together on an occasion liketbat and they all deeply sympathised with the husband and family in their sorrow. Mr Isaac Davies seconded and the vote Was unanimously accorded.

FISTICUFFS AT BUILTH. Misapplied Energy on the Gro. At Builth Wells Police Court on Monday- before Messrs C. W. Woosnam (chairman), E. D. £ homas, C. G. Inglis, T. Williams and Gilbert Eadie—William Warner, no fixed abode, labourer, ^as charged with fighting James Robert Harris on the Gro Green on the evening of the 16th ult. defendant did not attend. ^Sergt. G. Davies stated ha saw defendant and Harris fighting on the Gro. Both men were stripped to the waist. Witness requested them to stop fighting, but they refused. P.C. Evan Williams, who accompanied witness, helped him to separate them. Harris then went away, but defendant refused to go for sometime. Harris had hot been served with a summons because he was on military service at Liverpool There were no devious convictions against defendant in that 011rt. A fine of 5s or seven days' imprisonment was lQiposeci. f Defendant's brother, who was present, asked r°r time to pay, which was allowed. benjamin Price, Bank square, Builth Wells, ^bourer, was then charged with provoking James Harris and Wm. Warner to fight. J.S. George Davies stated that after Harris and w«irner had been parted Price exclaimed "Fight boys, fight to a finish. If you don't fight to a •uiish, I will fight the pair of you." Harris was fPhig away when defendant caught hold of him. r'efendant also prevented Warner leaving, holding S*Q* by the chest, and said to him "If you don't 5*§ht my brother-in-law (Harris), you will have to 5Sht me before the night is over, or I will give rt? a Punch under the ear." Witness asked pendant to go away, but he refused several Bench ordered a fine of 5s or seven days' ^Prisonment.

In the absence of Mr Cyril Davies, Hafdre, the chair was occupied by Mr Roger Evans, M.F.H., Ty'nymaes. There were also present Messrs T. P. Hope Price, Llwyn. teg D. Footman Williams (hou. sec.). j The working of the past season was reviewed, and the accounts showed a favourable balance in hand. Tom Williams was unanimously reappointed huntsman. Tom mobilised the pack on Monday last at the kennels at Dinas Farm preparatory to the first meet of the sea- son, which takes place at the Grouse Inn. Abergwessin, on Wednesday, the 17th inst., at 9 a.m., the next meet being on the Friday follow- ing at the kennels. In recognition of past good services the huntsman will be the recipient of a new red coat, the gift of the members of the hunt. — Look out for Bogtramper's hunting notes, There was a fairly good attendance at our open-air recruiting meeting held on the Victoria Square on the evening of Thursday last. The Rev Rees Evans (Cwmbeuog) did duty as chairman, and the speakers were Lieutenant Skeels (Middlesex Regiment) and Sergt. W. Fuller, V.C., 2nd Battalion Welsh Regiment, both of the Llandovery recruiting staff. The address by Lieut. Skeels was highly interesting and inspiring. In a masterly manner he ex. plained to his audience the various scenes of operations, leading no doubt as to his superior knowledge of the map of Europe. Sergt. Fuller, who received a warm greeting, made a very earnest appeal for recruits, duiing which he narrated his various experiences on the re cruiting staff, the result being that four gave in their names as wiliing to serve, viz, 1. R. Davies, P.O. (our local Charlie Chaplin "), Roger Evans, Maesygwaelod, William Stanley Davies, Irfon View, and Evan James Jones, Ffosfynon. u Herby" Richards, Lisburne House, and Clement Price, son of Councillor Evan Price, have joined the Royal Flying Corps and have left for Farnborough. I understand that with the exception of I R. Davies, our new recruits (6 in all) will leave Llanwrtyd during this week. Apropos the war, under the presidency of the 'Rev Rees Evans (Cwmhenog), our Parliamentary Recruiting Committee met at the Council Chamber on the evening of Monday last. CATHEDINE. A SPLENDID RECORD—Trooper F D Phillips, 6th Inniskilling Dragoons, who has been with the regiment in France since the beginning of the year, has received a commission in the 8th Berkshire Service Batt. He is the eldest son of Mr D. Phillips, Holly Cottage, Cathedine. Altbovgh not taking up soldiering as a profes- sion, this is the third time he has giverf up a lucrative position in civil life to take the field when he thought it was his duty to do so. He went through the South African War in tholm. perial Yeomanry, and on the declaration of peace settled down in the country, joining the Johannesburg Mounted Rifles. In 1906, when the Zulu rebellion took place, he was one of the 500 Transvaal Volunteers, with rank of lieuten. ant, who assisted Natal in its suppression. Being home on a holiday last year when war was de- clared, be joined the 6th Inniskilling Dragoons, and has been in France with the regiment since January last.

THE CANADIAN VINTAGE: A GROWING IN DUSTRY.—Canada is not generally recognised as a wine-producing country, but in the Niagara district of; Ontario, where a splendid climate and enterprising agriculturists have combined to create one of the great fruit-growing sections of the continent, there has grown up what may become an industry of considerable importance. A recent official report mentions eleven firms engaged in the production of wine. There are I as many varieties as there are localities where vines are grown. Many of the Canadian wines are classified as port, a few as sherry, while others are like claret in quality, and some are simply described as wine. Home-grown wines have been used in Canada for years. They are little known, however, in the United Kingdom, but with the development of the industry they are certaih to make a good bid for popularity in these markets.

BRECONSHIRE HOSPITAL FOR WOUNDED. To the Editor of the County Time8. Sir,—As we shall soon be opening our Breconshire War Hospital at Penoyre, and have received over 91,700 already, I think that those interested would like to know that we have been fortunate encugh to secure the services of Miss-Williams as matron. She is a skilled masseuse besides having great experience in the management of hospitals. There will be a small working hospital committee, consisting of the President Breconshire Red Cross, Mrs McClintock, the County Director (Hon. Robert Devereux), the Treasurer (Mr Furmedge), Mrs McClellan (county sec.), and Mr Frank Dickinson (sec. to the Hospital). The various Y.A.D. detachments will do the staffing of the hospital, and in this way we hope to run it as economically as possible. Trcastle News and Notes. [By Novus HOMol j A familiar figure at Trecastle until recently, Mrs Gwen Williams, huckster, has passed away at the ripe old age of 93 years. For a great number of years she resided here in Chapel Street and paid • weekly visits to Neath Market with poultry, butter and eggs bought from the farmers. Giving up this trade through advancing age, she continued to live in Chapel Street and kept a sweet shop but lately health failed her aiM she went to reside with her daughter (Mrs John Howells) and son-in- law at Wauncaegurwen. The funeral took place on the 1st. inst., when the body was conveyed by motor for interment at Cwmwysg burial ground, where a large number of people assembled. Eight motor cars brought mourners from Brynamman and Wauncaegurwen. The Revs Davies, Wauncaegurwen, and J. Volander Jones, assisted by the Rev D. J. Teague (vicar of Traianglas), officiated at Cwmwysg Chapel and at the graveside. Deceased's two sous predeceased her some years. On Thursday last the body of David, infant son of Mr and Mrs John Davies, Pleasant View, Bishopstown, was laid to rest in the burial ground of St. Mary's Church, Traianglas. The Rev D. J. Teague officiated. The death took place on Friday morning last of Mrs Griffith George, of Aberhenwenfach, Cwm- wysg, following two paraletic strokes. The wysg, following two paraletic strokes. On Wednesday evening last week a most sumptuous repast was laid out at Castle House, Trecastle, by Mr and Mrs Bo wen Evans, for the members of the Sunday School Bible Class at Traianglas, of which Mrs Bowen ans has for many years been teacher. Past and present members of the class were invited to attend and all thoroughly enjoyed themselves. The Class had subscribed towards a present for their popular teacher on her recent marriage, and arrangements were made for the present to be handed over on the evening of this annual treat. The presentation was made on behalf of the Bible Class by the Rev D. J. Teague, vicar of Traianglas, who spoke in eloquent terms of praise of Mrs Bowen Evans's work in religious matters with the children of Traianglas. Miss Pritchard, Abersenny Uchaf, also spoke a few appropriate words as a past member of the class. Mr and Mrs Bowen Evans heartily thanked the class for their magnificent present-a silver tea kettle on stand-and expressed the hope that they would all live to meet at another treat ntet year. During the evening songs and recitations were given by members of the Class, and a most pleasant time was spent.

YSTRADGYNLAIS RECRUITING RALLY. Visit of Sir Hy. Jones, Mr S. Robinson, M.P., and Mr Jos. Burgess. In the matter of recruiting meetings the activities of the Breconshire Parliamentary Recruiting Committee were brought to a clcpe last week, with important gatherings at Ystrad. gynlais, Cwmtwrch and Abercrave. In view of the circumstances of the district, special efforts were made to get suitable speakers, and the presence of Sir Heary Jones, Professor of Moral Philosophy at Glasgow University and a final] Welsh speaker, of Mr Joseph Burgess, of Brad- ford, one of the pioneers of the Independent Labour Party, and Mr Sidney Robinson, the member of Parliament for the county, served to draw big audiences. The first of the three meetings was held at Yatradgynlais on Wednesday. The town was roused to enthusiasm by the playing of the South Wales Borderers' Band from the Brecon Depot, who bad detrained at Abercrave and marched down the valley, and there was a very large attendance.. Mr J D Morgan (miners' agent) presided,and in addition to the three gentlemen named, was supported by Mr and Mrs G H Strick, Major Jessel (recruiting officer from Brecon Depot), Mr J R Lee (Col. Gough's agent) and Mr W Leysbon Watkias (secretary of the local re- cruiting organisation) and others. The Chairman, in his opening address, said there were plenty of eligible men of recruitable age, and the object of that meeting was to get men by voluntary means. They did not want them to wait to be fetched, but they wanted them to come out of their own free will. (Loud applause). If they did not, they would be fetched. He would not like to see any young man from Ystradgynlais, or from the county of Brecon, wearing the badge of a conscript. They would come if they realised their duty. It was no good their shouting against conscription. They wanted to make the volunteer system a success, but if it failed, then they must go by compulsion. (Hear, hear and applause). Mr Sidney Robinson, the next speaker, said it was true that the answer to the call meant a sacrifice, but those who were already with the colours had made it. Mrs Robinson and himself bad lost five relatives in the war, so that they knew something of. the extent of the sacrifice that was to be made. He hoped that that meet- ing would indicate that the young men were not going to lag behind or to shirk their duty. He wanted them to come voluntarily. He called to them in the name of their country-nay in the name of their God, because it was His battle. (Applause). Mr Joseph Burgess, as a spokesman of the Labour Party, admitted that that organisation was a peace party, yet he said with the fullest sense of responsibility that nothing rejoiced him more than the fact that there was no immediate prospect of peace being established. A peace now that would be inconclusive, that would give the Kaiser the right to say that the military system for which he stood bad gained anything, that would be a disaster to civilisation. (Hear, hear), Therefore he rejoiced that after two or three weeks of gloom and depression there was now an improvement, that they were re asserting the compact entered into at the commencement of the war by the Allies, that there was to be no separate peace, for there could be no peace for Britain and her friends so long as Belgium and part of France was held by the Central Powers. He urged the young men to come forward as a free democracy to put down this autocracy that was absolutely blaspheming the name of human. ity. If the young men continued to offer themselves as they had been doing the past few weeks, they would defeat the, enemy by voluntary means. The Prime Minister said he was going to stick at nothing to win the war, and if the men did not come voluntarily they would have to come otherwise. But it was so much better to enlist of their own free will. He urged them to do so, and they would never regret it as long as they lived. (Loud applause). Two wounded soldiers, Pte Griffiths (from the Dardanelles) and Pte David Jones (from France) ascended the platform and made brief but pointed pleas for the assistance of the eligible young men. They received an ovation. Sir Henry Jones, who spoke both in Welsh and English, said he had not come down from Scotland to Wales to persuade anyone to join. They would have to join. One way or another they would have to go. As Mr Asquith had stated the strength of the nation was going to be thrown into the fight, and be had come to tell the young eligibles that they should go volun- tarily. Voluntary service was very near to his heart, and he wanted the service of the recruits to be willing and not compulsory. But men were wanted now. Soon they would not have opportunity to choose. The question of whether the young manhood of the nation of the proper age should fight or not was settled. They bad to come, and unless they came voluntarily com- pulsion would come like a thunder clap, and it would be quite right too. (Hear, hear.) He thought, however, that if after the past success of voluntaryism they had to adopt compulsion, it would be a stain on their national character. He had three sons serving, one in France, one in India, and one in Mesopotamia. The youngest (in France) was only 21, and he had written home saying he was as happy there as if be was in the study with his mother and father at Noddfa. That boy hated militarism, but he had gone to do his duty, and was doing it all the better be- cause he was doing it of his own free will. That thought would be a tremendous help to those who did go voluntarily, and by going they would be doing their duty both to themselves and to their country. (Loud appiause). Sir Henry then moved a resolution pledging all present to unreserved service in the national cause for work they were fitted, and the motion was carried by all standing Major Jessel, in the course of a brief address, said Wales had done excellently in the matter of recruiting so far as he could see, and the Welsh regiments had acquitted themselves well, but that district, he understood, had not responded quite so well as it might have done. There were many eligibles who had not yet enlisted-in fact there were, he understood, sufficient to fill four battalions, and he urged them to come forward and do their duty. The meeting at Cwmtwrch on Thursday evening was also very successful.
