LADIES AND GENTLEMEN,—You are perhaps aware that my term of office, as one of the representatives of the borouirli, expires on the First Sovember next. During the five years I have had the pleasure of being one of your representatives, I have for two successive years had the honour of being mayor. I am not induced so much by the solicitations of my friends, who are many, as of my own free will, to become a candidate again for municipal honours, bein. anxious, as a large ratepayer, to have a voice in the expenditure of the rates. During the la,;t few years, there have been considerable sums of money spent in what I may call permanent improvements;" such as providing a ceme- tery, a smithfield, opening new roads, and otherwise and it will be observed that such sums have been borrowed at moderate rates of interest, and the repayments thereof I spread over a number of years, thereby securing a contribu- tion from the next generaion, so that, the present shall not bear the whole of the burden. It is said that the rates are high and growing. So they are and as a ratepayer I can speak from experience; but we must not forget that improve- ments cost money, however judiciously it may be spent, and that if we are to cope with neighbouring towns, we must be equal in enterprise. I need scarcely tell you that I have, during the whole term of my office, endeavoured to do the best I could for the burgesses, knowing that their interests were identical with my own, and all I can now say is, that if I am again elected you may depend upon my best attentions to your interests. It would not, perhaps, be out of place to remind you that, during the five years of my office, I have been summoned to attend :51 meetings of the Council and Committees, and have been absent il only, so that, in com- parison with that of other members, you will find that I have the largest number of attendances to my credit.
