hen reviewed the history of the Egyptian (TfficuHiee, from the time of the bombard menc of Alexandria down to the present. The great mistake of the Government was that they did not act with promptitude, and when they 2jd act they did not send out forces sufficiently strong. The consequence was they had lest many excellent men—amongst them Mr Evans, of Rhuddlan (applause), who was on the staff of the unfortunate Hicks Pasha. He ridiculed the sending out of General Gordon alone.to make the best terms he could with the Mahdi, without being supported by a sufficient military force. And when General Gordon was well known to have been surroun- ded by the enemy in Khartoum, tho Govern- ment procrastinated and procrastinated, and at last under the pressure of a powerful ex- pression of public opinion only sent out a relieving force in time to know that Khartoum had fallen, and General Gordon massacred. General Gordon went out in February, but it was not until October that the Government sent out a relief for, and in doing so, committed another serious blunder by selecting the Nile route, which is the longest and most difficult instead of the Suakim-Berber route. The consequence was that the expedition bad been a total faqure (hear, hear.) This never ought to have happened if the Government had taken proper precautions but indeed of that they had met with nothing but disaster and disgrace. The Egyptian policy of the Govern- ment was one reason why they could not have confidence in them in the future (applause.) Lord Beaconpfield and Lord Salisbury we e spoken of as warlike Ministers, and we 8 much maligned but they [succeeded by the r policy in convincing the Powers that t-h- y were in earnest—that they meant what thfy said, and they had succeeded in securing peace with honour (applause.) After a few more remarks, Mr Williams concluded bj saying that if at the close of the meeting anyone present would wish to ask him any question, be would endeavour to answer it to the beet of his ability (applause.) Mr P. P. Pennant, who was cheered on rising, Baid he was extremely glad to see so many ladies present, and he for one would say that the sooner the better the ladies had votes (bear, hear.) A general eleotion was rapidly approaching, when the Government which went into power five years ago would ask for a renewal of the confidence which was then placed in them. The present Government when they succeeded in getting into office the last time came forward as 81 great advertising firm. They sent their principal partner to Midlothian, and what he said there—the wonderful advertisements which he issued—were hawked all over the country, and reiterated by other members of the firm. They bad, as Mr Mostyn had eaid, promised peace, retrenchment, and reform and the country thought that where there was so much smoke there must be fire. The question which the country would have to decide at the next election would be —whether they should renew their confidence in this firm," or whether it would be safer, wiser, or more prudent to tiust those who were in offioe from 1874 to 1880, and who bad maintained peace and honour (applause,) Had t r country had reform ? At the moment he not think of any beneficial reforms wMch had been attempted, except one—a '0 reforw the city of London, and even was smashed with the rest of the crockery at tie end of the session (laughter.) Another was promised was in respect to Inter- mediate Education in Wales, but that did not eet PVPU so far as the first he had mentioned. O r'M was considered of so great importance it ^ras called The Reform Bill," and r cYvT there was much good in it. It was a f r My good Reform Bill, though it ve-been better. There was one iTT-take in connection with it—namely, that ti e- wo parts of the Bill were not carried through together. The Conservative party in the of Commons, in an extremely moderate resolutions pressed for that and they were backed by the house of Lords. In the Hcuse of Commons the Government were victorious but at the last moment the Government had done what had been reocin mended to them as the proper thing for them to GO. Bnt then they had only half tho Bill, ai;d the lesult was that ac the piesent moment the British Constitution was actually not in existence—that is, no appeal could be made to the new constituencies before the loth of November in this year; and in the present great crisis through which the country was passing the people could have no voice Then as to the retrenchment. The budget which they were going to have in about a week would show an expenditure larger than had been seen since the Crimean war. Then again as to peace. How much peace had they had since 1880 ? Had they had peace in Europe and could they truly say they had peace in this country P The discontent in Ireland, the outrages in London, Liverpool, and at Wynnstay, the police protection to Mr Gladstone, &c.,&c., to say nothing cf the which were going on in different parts of the world testified that there was no peace (ap- plause.) All this he attributed to the same source-the half-heartedness, disunion, and vacillation of the present Government. Not that there were no able and clever men in the Government, he would admit that but they were unable to work together. It did not matter how clever they might be, there can be nothing but disaster if they have no definite ends to aim at (applause.) A lack of confidence had been fosterec and ennsed amongst capitalists and in all trade concerns through the vacillating, shifting poliov of the Government. He instanced the case of the Talargoch mine. They all deplored the stoppage of that work, and the manner in which the men employed had borne the great misfortune was a great credit to them. With a firmer policy or the part of the Government things in general would come better, and very probably the price of lead would rise in the market; and then some capitalists might venture to reopen and restart those works. After a few luitber remarks, Mr Pennant concluded by proposing a vote of confidence in the two candidates before them at. that meeting (applause.) Mr Llewellyn Lloyd, Ty'n-Rhyl, seconded the proposition, and remaiked that there was nothing left for him to say, after the speeches which they had heard. Those present would do well in every way to support the cause which was advocated there that evening. There was an old proverb which said, Know Thyself."
