ELECTORS AND FELLOW COUNTRYMEN.— HAVING been urged by influential Liberals from all your Boroughs, to come forward as the Liberal Candidate for the seat now vacant by the death of Mr Ellis-Eyton, I willingly place my services at your disposal. As I have for years taken an active part in political matters in Wales, my views are known to many of you, and I sum them up in the good old cry of the Liberal party—PEACE, RETRENCHMENT, and REFORM. We want Peace in the interests of suffering humanity, and to revive our Trade, now blighted by war and the lumours of war. To that end, I rejoice that the Government of Lord Beaconsfield has at length adopted the policy of a conditional agreement with Russia for the protection of Christian Nation. alities, which Mr Gladstone has from the first so consistently advocated. We require strict Retrenchment in the cost of the Public Services. Our regular national expenditure is now greater than it has ever been in the history of England, and the increasing Taxation which seems invraiably to L be the work of Conservative Govern- ments, presses doubly hard on a nation suffering from de pression of trade We need Reform in matters affecting the political rights and the religious privileges of large classes of our fellow countrymen. The tillers of the soil, as a class, tre 'denied any share of political powers, whilst about half the nation are painfully reminded of religiou-s disabilities when they enter the national graveyards. ] will, therefore, support the reduction of the franchise in counties, and Mr Osborne Morgan's Burials Bill. Your Boroughs have been distinguished for their iideilty to Liberal principles, and if I have the honour to be elected as your representative, it will be my aim to act according to tho.se principles, to support all measures tending to extend religious equality, and to promote the true happiness and prosperity of the great masses of the people. ELLIS EYTON, I beg to offer myself as a Candidate for your suffrages. My long connection with the Town and District of Flint, as a Member of the Firm of Messrs. MUSPRATT BROS. & HUNTLEY, will, I hope, permit mo to count on your good will. I have, moreover, good reason to believe that my political convictions, which are not the growth of a day, but the result of considerable thought, are in unison with those of the large major- ity of the constituency. I need hardly say that having been for several years a Member of the Liberation Society, I am in principle in favour of Disestablishment; and the position of the Church in Wales is such that, accord- ing to the principles held by the great majority of Liberals, its existence as an Establishment is both an anomaly and an evil. Mr. OSBORNE MORGAN'S Burials Bill is a part of this great question, and will receive my hearty support. As regards the Foreign Policy of the present Government, I think we are all agreed that even should the great blessings of peace be secured by the Congress now sitting, the path followed has been both tortuous and perilous. For years of Tory finance have dissipated the surplus of six millions left by Mr GLADSTONE and the Liberals, and landed us with a deficit of nearly the same amount. The trade of this district, in common with that of the whole country, has for some considerable time been depressed, and we cannot expect any great improvement so long as a mischievous Foreign Ile Policy, followed by increased taxation, weighs upon the springs of industry. The sudden death of my valued friend, your late Member, Mr P. ELLIS EYTON, will leave but little time for me to make you fully acquainted with my political views, but I hope before the day of Election to have several opportunities of addressing you. THE FLINT BOROUGHS ELECTION.
THE FLINT BOROUGHS ELECTION. The two Candidates representing the two great political parties in this country, are now brought fairly before the Electors, and in less than a week the fate of the Liberal or the Conservative will be decided. The nomination is fixed for Monday next, and the poll, which no doubt will be demanded, will take place on Friday next. Of Mr. PENNANT, personally, we have nothing to say, except that he is a most estimable gentleman, but i before u-; as the supporter of a GovernireStr whose domestic and foreign policy we con- zn demn, and with whom we are at variance on almost every question. We shall not follow the example of our Tory contemporaries who abuse a man because they caunot agree with his political creed. The Liverpool Courier in a virulent acticle on Thursday last, threw all the dirt it could upon the chosen Liberal Candidate, simply because they could not answer his able speeches at Mold and Holywell. What made the abuse intolerable was the faint praise which they bestowed upon Mr. EDMUND MUSPRATT as the rejected of the Liberal party in Flint. Mr JOHN ROBERTS has for the last ten years been talked of as a probable candidate for a Welsh constituency in one or other of the three border counties of North Wales. As the Presidentof the Welsh Reform Associa- tion he rendered great material assistance to the Liberal cause in Wales on various occasions. In 1872 he actually withdrew in favour of another candidate for the Flint Boroughs, whose name was then little known in the county. He has recently withdrawn from the Carnarvonshire in order to make room for another Liberal more intimately connected with that county. Mr EDMUND MUSPRATT, on the other hand, was not known as a probable candidate for the Flint Boroughs or any other Welsh constitu- ency. His connection with the great firm of MUSPRATT BROTHERS and HUNTLEY Was known only to a few, while his high standing as a Financial Reformer and Liberal Politician, in Liverpool, was still less known in Flintshire. Mr RICHARD MUSPRATT had certainly put forward a claim for the seat after the last election, but he had done nothing to strength- en that claim, relying entirely upon his business connection with the borough of Flint. Now that he has virtually retired from the field Mr EDMUND MUSPRATT will be henceforth accepted as a Liberal candidate for a Welsh constitusncy. The graceful manner in which he drew from the present contest; the able and dignified speech which he delivered at Mold ;theactive supportwaich he and his family are giving to the candidature of Mr. ROBERTS, have won for him golden opinions from the Liberals of North Wales, aud we feel certain that now he is better knowu and has identi- fied himself so thoroughly with their cause he would be returned by any Liberal coLStituency wanting a candidate, by a tnumpllant majority. The address of Mr ROBERTS and Mr MUSPRATT are so nearly alike, the qualifications of the two men are so pre-emiuent, that we feel it was Mr ROBERTS' former connection with the Flint Boroughs, and his identification with the Liberal cause in Wales generally, that gave him the majority at Flint on Monday. A question has bean raised as to the constit- ution of that meeting. The opponents of Mr ROBERTS have done their upmost to raise a prejudice against him by calling him the choice of a sjot. We all know that Mr ROB- ERTS is a member of the Calvinistic body, but it is incorrect to say, aud uafair to insiuuatj, that the members of that body packed the meeting at Fliut. There were 42 delegates at that Meeting only twelve of t-iem were Oal- vinistic Methodists; the remaining 3J were composed of Churchmen, Roman Catholics, and the other Nonconformist denominations. As Mr ROBERTS received 33 Votes out of the 42 we may safely say that the overwhelming majority he received was fairly representative of the Liberal party in the Flint Boroughs. As to Mr RjBZRTd's fitness for the coveted honour of being a Member of Parliament we need only refer to the flattering manner in which he was recommended by Mr JOHN BRIGHT, the unsought for eulogy of Mr HENRY RICHARD, and the hearty approval of the leaders of the party everywhere. He has long made politics his study, and is by training and conviction a true Liberal. He is a fluent and effective speaker, and is one of those who is destined to be heard and listened to with respect in the great assembly of the nati )n where practical good sense and sound judg- ment arj listened to with toleration, whde high-sounding nonsense is at once laughed at and put down. Mr ROBERTS is a Liberal of the ad- vanced school. He brings out the main principles of politics to their logical conclu- sions, and does not treat them as mere ques- tions of expediency. The bases of his faith are the grand old words Peace, Retrenchment, and Reform." He does not believe in an administration which have squandered away five millions of surplus left to them by their predecessors, and have obtained an additional sum of six millions by a surreptitious vote of credit to covur a loom- ing deficit, and recklessly expended millions more upon a policy of brag and menace. He cannot have confidence and give his generous support as Mr PENNANT promises to a Govern- meat, which, after months of Parliamentary threats to the very brink of war against a friendly power, enters into a private treaty to undo all that it professed before Parliament and the world and is prepared to dismember Turkey and spoliate its territories aftar pro- fessing the most chivalrous regard for the integrity and independence of the Ottoman Empire. The Tory Government has in four years given us an ad-litional lease of the incomo tax which Mr GLADSTONE was prepared to abolish and have increased this unpopular impost from 2d. to 4d. in the pmnd. It has addod to the daty ou tobacco, and the tax upon dogs. Other imposts of various kinds will have to follow, and by this increased taxation the con- stitutional party will perpetuate the memory of their present tenure of office to future generations. And what is the result ? Every trade and industry in the country not only harassed, but depressed to a degree not known before. The great feud between capital and labour intensified and made more ireconeileable. Our large working populations thrown into a chronic state of discontent; the prophets of evil encouraged in their gloomy forebodings the people generally filled with anxiety bor- dering on despair. And what have we gained abroad by these tremendous sacritices at home? Do we stand any higher in the estimation of Europe by our shuffling, double dealing diplo- macy? Is Turkey satisfied r Is Russia con- ciliated ? Is Germany pleased ? Mr ROBERTS is opposed to this trickish mode of government, and goes on the broad prin- ciples of legislation and administration by which England is made contented at home- and respected abroad. A policy which gives equal rights and privileges to the people irres- pective of creeds or gradations. A policy that in former years has given emancipation to the Catholic, by which he was raised from being an alien and a slave to the proud position of a British subject; that has abolished the Test and Corporation Acts, by which the Nonoon*
