DEUDEAETH KUPtAL DISTKICT COUNCIL. The nwntlily meeting of the Doudraeih Rural District Council was held on Tuesday, when the following members were urgent: Messrs D. Tegid JJn(. (chairman), W. Williams, H. W. Vaughan, John Roberts, Talsarnau; Win. Jone^, Penbryn I.^af; M. E- Morris, D- Pugh, R. Rich- ards,Robert Evans. Llanbedr; T. Rolxn-ts (olerk), D. jones (assiotahi. clerk), and T. Jones (surveyor ari,i It. was reported, that the iKsvssary ste-ps to secure a loan towards improving and extending Harlech Water Works were being completed- Mr S. Jones, Penrhyn, asked i>ermi>sion to put up a boundary wall at TyvJdyn y Wei ll- The Surveyor, replying to questions, said that there was some waste land near Tyddyn y Wem, and he thought a boundary wall would improve the appearance of tho place. The Chairman But we cannot eneioso waste land that belonged to the public. It wits resolved that Messrs W- Jones and Vaughdfc should, with the Surveyor, visit- the place and make a report.
DEATH OF MR. R. WILLIAMS.
DEATH OF MR. R. WILLIAMS. Mr H. Williams, s-clioolmaster, of Tanygrisiau. while engaged at his usual duties in school on the 10th inst., suffered a paralytic sei/.ure; to which lie suocombed two days afterwards at the age of sixty-two- The deceased was widely known and very highly respected- He was the oldest school- master in the district; the senior deacon at the Tanygrisiau C-M. Church, and the leader of tho local Liberal Asecciation. The interment took place on Saturday, at Dy:; ryn- Services were held at Bethel C-M. Chapcf. Tanygrieiau, in the morning", and the school chilclren oang "Pan gilia'r niiij," "Mordaith Bywyd," and other appropriate hymns, as the coffin was borne into tho chapel, where there was a large gathering of friends. The Revs, Silyn Roberts, D. Hoskins, J. Owen, Rhydwen Parry, and J. E. Hughes took part in the service. The Revs. J. Owen and R Parry attended on behalf of the Education Committee, and tho Festiniog Association of Teachers was reprinted by Mr E. Griffith, headmaster of the Gianypwil School, who read a resolution of sympathy paesed at a special meeting of his association. Tho pall- bearers wore the deceased's co-deacons- Several beautiful wreaths were sent: Two by the Festin- iog N.U.T. Association, one from the staff and pupils of Tanygrisiai! School, one from Misses Neeta., Gwlodys, and Enid Lewis, one from Dr. Will latIL-" School, Dolgolley, and one from Mr John Davies, Birminglram- The journey to Dyff- ryn was by road- In the first carriage were Mr E. Morgan Williams, (son), Miss A. L. Williams (daughter). Miss Ethel Williams (daughter). Mas- ter Arnoid Williams (son), Miss Morgan (South- port), Mrs Dr. Jones (Harlech), Miss Kate Jones (Crioeiefch), Mrs Griffith (Gianypwil School), Miss Thomas (hou-se-koeper), and the Rev- SiJyn Roberts- Tho socond carriage contained. Mr J. Jones1?, Mr R. O. Roberts, Mr II. H. Roberts- and Mr Richards (deacons), Mr Richard Jones (cousin), Mr Griffith (Gianypwil School), Mr W. M. Williams, and Mr Lewis Jones (assistant- master, Tanygrisiau School)- The- public, with the children in front, followed tho carriages as far as Penoefn, where the little ones silently dropped out- Dyffrvn. was reached by 2.15, the cortege being he-ro joined by a large and repre- sentative gathering of ministers, deacons, school- masters, and others. A short service was held a.t IIoreb C-M. Chapel, in which the following took part:—Revs. W. Griffith, Silyn Roberts, V. Hum- phreys, R- Evans, and W. Thomas, Lianrwst, a.nd Messrs W. Morris (late Rhosydd Quarry), Roberts (Post Office, Dyffryn). and R. Rowlands (late Pen- rhyn), all bearing the highest testimony to the deoeased's great usefulness,, ability, and excellent character. The service at the graveside was con- ducted by the Rev- Afonwy Williams and Mr Ebeneaer Morris, Dyffryn. On Monday even- ing a very impressive sermon in memory of the deceased was delivered at Bethel, Tamgnsiau, by the Rev. Silyn Roberts.

Williams, Manod, drew attention to the case of a little girl who had suffered for the last three years from a. deformity in her foot, lie offered to paly the cost of senxting her to a hospital for treatment. The ctffee was left in the hands of Mr Williams and Dr. Richard Joiie.9, B laen a u. A long discussion took place on a question affecting the out-relief of an old man. By a majority of one, it was decided to with-hold the relief until a relative of the old mail found means to subsist on his own earnings- A SEAT DECLARED VACANT. TIlle Local Government Board wrote stating that if Dir. R. D. Evans had not, attended the Board meetings dtiraig the last six months, there was no need to accept his resignation, as lie wu no longer a member- Mr Rich. Williams --aid the Clerk advised them that Dr. Evans could not. be a candidate for the medical officership of Taraws-fynydd as he -was a member of the Board- ,The Clerk: I say the same thing again. Until tne seat, is declared vaoant, Dr- Evans cannot be a candidate for any office under the Board. On tho motion of Mr W. Williams, seconded by Mr R. Williams, the seat was declared vacant.

On Saturday, an excellent view of the liner "Maure- tania" was obtained as she made her way down the channel. From the Pwllycrochan Woods gome scores of people watched the progress of the yacht race from Liverpool-to Llandudno; the trim little craft could bo seen, it was esti- mated, for quite 20 miles from the shore. On Monday and Tuesday, New Brighton Tower could be distinctly discerned from Seafield- road. ON HOLIDAY.—Herbert Hanmer, second son of Mr and Mrs llanmer, of Nant-y-Glyn Lodge, is at present spending a holiday at home. His many friends will be pleased to know t.ha.t. "Herbie" ia making good progress as a jockey, being connected with the well-known racing stable of J. Jarvis. CHURCH LADS' BRIGADE. In October, it was decided to form a local com- pany of the Church Lads' Brigade, and on Tues- day evening the public were given the first op- portunity of seeing how well the movement had progressed. The occasion was that. of a display and concert, given by the members. The proceedings were occe attended by a large number of parents and others interested in the work. In the unavoidu b1, absence of Councillor Ed. Allen, the Rev. Roes Morris occupied the chair, and at the outset ho appealed to parents to ren- der every assistance to the movement, whose advantages he indicated. An interesting programme was presented, the youthful aitistes givng a, very good account of themselves. Private T. E. Hcraan's rendering of "The Children's Home" so captivated the audience that an encore was demanded, and he gave The Dear Little Shamrock." Under Lieut. The Rector ex- plained the steps he had taken to try to secure an additional teacher to the school, but the tooal Education Authority remained obdurate. Other schools with a similar number of ohildren were provided with two teachers, and he instanced one school where the expense of the staff was about £100 iitore annually than in the-Pen- maeimo School, though tho number of children was eitnitar. Davies con- ducted the service.—Archdeacon Evans, in the course of his chargfe, touched upon the subject of the disestablishment and disendowment of the OhiMXih in Wales- He remarked that Lla.nrwst and the adjoining valley, which hud given birth to William Salisbury and Bishop Morgan, the translators of the Bible into the WeLi.1i language, had particular reasons to be proud of the Church and loyal to IIOT doctrines- Tlie Nonconformists desired to disendow the Church, yet she was the fountain of charity. CORINTHIANS F-C. ANNUAL MEETING. —The annual general meeting of the Corinthians F.C. was held at the North Western Hotel on Monday evening, when Mr F. W. Jones pre- sided over a good attendance-—The Secretary (Mr A. J. Davies) read the annual report in which he stated that thoug'h the season had been a poor one in many respects^ the club had se- cured the Duncan Cup and the Wednesday Lea..glu.e championship. Financially, the club had man- aged to clear the expenses. The officers elected for the ensuring year were Mr J. Wilson, chair- man Mr F. W. Jones, secretary; and Mr R. Travcrs, treasurer. Mr A. J, Davies, formerly secretary to the club, sent in his resignation, which was aiceepted with regret. Mr Davies was the original founder of the club, and his valuable services had been previously recognised by the members. Owen presided over the eveninjg meeting, when the children were again cateoliised- OBITUARY-The death occurred on Satur- day after a brief illness of Mr Emanuel Jones, Marl Farm, in his 68t,h yeai. Deceased, who was a native of Flintshire, came to Llandudno about forty five years ago, and by his persever- ance and energy became one of the pioneers of the coaching business in the town. He dispOBed of his business, and for nine years was the lesee of the Conway Suspension Bridge. Afer that, lie took over the Bryn locyn Farm, to carry on as a dairy and then went to Marl Farm, wiiere he remained up to his death. Deceased at one time took much interest in public affairs, and served on the Conway Corporation for some years. The interment, which was attended bv a large number of friends and relatives, took place at St- Tudno's Church Cemetery on Monday.

THE CORPORATION'S GAS BILL.— The Conway Corporation's Gas Bill has now passed the House of Lords, and it is expected that the Royal assent will be given before Whitsuntide. It givea the Council power to supply gas to the Rural District Council for the urban parts of the parish of Llangwstenin, including Llandudno Junction. CYCLING ACCIDENT. — While Mr Howel Glyn Jones, of Plas Vardrp, was cycling through Lancaster-square, to-day week, he accidentally collided with the nine-year-old son of Mr and Mrs Such, of Cree Cottage, Morfa. The lad, who was somewhat painfully injured, was con- veyed by P.C. Hughes to Dr. Morgan's surgery, where he was found to be suffering from severe shock, two deep incised scalp wounds about an inch in length, and several bruises on the face and head. After treatment* the boy was oon- veyed home in a carriage. At tlie time of writ- ing the child is making satisfactory progress. DR. PRICHARD'S TESTIMONIAL. — The Mayor (Dr. M. J. Morgan) presided on Friday over a meeting of the committee who are carry- ing out the details in connection with Dr. R. Arthur Prichard's testimonial fund. DRUNKENNESS.—At thq Police Court, on Monday, John Price Jones, a farm labourer, was fined 5s and costs for being drunk- ASSAULTING THE POLICE—On Tuesday, before Mr Owen Rowland and Mr J. Adey Wells, Thomas Smith, a hawker, was charged with being drunk and disorderly and assaulting the police, on the previous night. P.C. Owens (77) said defendant was creating a disturbance in Upper Gate-street, and refused to go home. When witness was taking him into oustody, the defendant kicked him. Defendant was fined 53 and oosts for being drunk and disorderly, and sentenced to two months' imprisonment for assaulting the police. TRAP ACCIDENT—WThen Mrs Roberta, of Tanyrallt Farm, Talycafn, was driving home on Thursday evening, and just as her trap was turn- ing the oorner under the arch leading to the Suspension Bridge, the noise of » passing tntia frightened the horse causing it to run. The trap struck the stonework on the other side of the: bridge, and Mrs Roberts was thrown out, and sustained injuries to her head. She was taken to the surgery of Dr. MorgaJi, aPcl afterwards conveyed home to Talycafn. She is now pro- gressing as favourably as can be expected-

LLANDRILLO-YN-RHOS. CURIOUS ACCIDENT—An aocident which, luckily, was not attended with any serious jn juries, occurred to a horse iu a hold in the vicinity of Llandrillo Church on Monday morn- ing. In some unaccountable manner a barbed wire which formed part of a fence lodged be- tween the hoof and shoe, and so firmly was the wire imbedded that it took a fhocsmith over half an hour to release it.

RHOS-ON-SEA. NEW CONGREGATIONAL CHAPEL.—Now that Mr William Horton lias presented a site for the proposed new Congregational Chapel, at Rhos, an ambitious scheme has been prepared, part of which will be proceeded with without delay. It is intended to build a chapel accom- modating 300 persons, a schoolroom with seating room for 200, a manse, caretaker's house, and the usual offices, the cost of the whole being esti- mated about £3300. The site, which measures 2000 square yards, is at the corner of Colwyn and Tramway-avenues, and thus occupies a cen- tral position. Eleven architects were recently invited to send in plans for competition, and the six received were last week adjudged by Mr GaBS (Messrs Br ads haw and Gass, Bolton), who declared those sent in by Messrs Porter and ELcook, architects and surveyors, Colwyn Bay, to be the best, while those from Mr Arthur He- witt, of Llandudno, were given second place. The Chapel Committee have decided to proceed with the scheme as planned by Messrs Porter and Eloock, while Mr Hewitt has been awarded a prize of £10. The schoolroom will be built first, and this is estimated to cost just over £1000. The new church will be regarded as a branch of the Colwyn Bay English Congregational Church, and will be, therefore, under the supervision of the Rev. Thomas Lloyd.

ST. ASAPH BOARD OF GUARDIANS. ROYAL COMMISSION'S RECOMMENDATIONS CRITICISED. The St. Asaph Guardians met on Friday, when Mr Edwin Morgan presided. There were also present: Mr J- Frimston (vice-chairman), MN Howell Gee, Messrs Sam Perks, Hugh Edwards, Llew. B. Evans, J. Lothian, William Jones, Isaac Batho, Robert Jones (Prestatyn), T. Pen- nant Williams, John Roborts, William Williams, W. S. Roberts, R. Jones (Denbigh), J. E. Jones, John Jones (Waen), William Morris, Georgo Williams, R. E- Griffiths, W. Conwy Ben, with the CLerk (Mr Charles Grimsley), the Master (Mr Robert Jones), and other officials. THE HOUSE. The Master reported that there were 165 in- ma.tes in the house, as against 158 during the corresponding period of the previous year, an increase of seven. The number of vagrants re- lieved during the fortnight was 257, as again 361 in the corresponding period .of last year, a decrease of 104. OUTING FOR THE CHILDREN. The Master stated that the children had been taken to the Rhyl May-Day festivities, and had been generously entertained by the May-Day Committee. The proceedings afforded them immeasurable pleasure, and the children were grateful to their many friends for their kind- ness. On the motion of Mr Frimsion, a cordial vote of thanks was accorded the May-Day Committee. THE ROYAL COMMISSION CRITICISED. In accordance with the decision arrived at by the Guardians ai their previous meeting, the Clerk stated that ho had drafted the following resolution:—"That this Board disapproves of the proposal made in the report of the Royal Com- mission on the Poor Laws to dissolve all Boards of Guardians, now elected by the ratepayers, and to transfer their powers to a. body selected by the County Council, and not directly responsible to those who find the money, as being a retro- grade step, which is likely to lead to Administra- tive extravagance, and consequently to an in- creased burden on the ratepayers, considering, as it does, that the same personal interest, and care now bestowed by the Guardians in Rural Unions, both for the poor and the ratepayers, could not possibly be continued by suoh a body,"

Mr Perks proposed that a resolution to that effect be sent to the Government. The report was a stupendous document, dealing with a momentous question, and when it oanie to b» considered by Parliament; would no doubt occupy a great deal of time. Although he wae not going to claim for the Boards of Guardia that there was no room for improvement, he thought that it could be carried out by leatt drastic measures than those proposed by the Royal Commission. One of the rwommenda- tions was that the workhouses should be put out of use. That would incur enormous expenditure, for other places would have to be found in some way. There were several recommendation* as to the way of dealing with the matter, but whatever system was adopted it would mean ft very large amount of additional expencliture., Another recommendation was that the County Council should take over many of the duties of the Guardians. He had been a member of the County Council since its creation, and the husi- ness of that body had lately been considerably increased. At present they had as much wood as they could possibly accomplish, and he really failed to see how the County Councils could take over these additional duties and carry on the business satisfactorily. In any case, it would mean increased expenditure, and he con- sidered that it would be a dangerous thing tg JDaoke such a change as was proposed. Mr Hugh Edwards seconded. Mr Frimston, in supporting the resolution, said he thought that it would be fatal to transfer such powers to the County Council. They had had experience of County Councils, which were not worked so economically as Boards of Guardians. The Chairman said he heartily endorsed the remarks of the previous speakers. He had had a great deal of experience on Boards of Guardians, and he certainly had come to the con- elusion that the Commission's proposal was a step in the wrong direotion. Mr J. Ellis Jones, in supporting, said he would like all the Boards of Guardians in the princi- pality to act together with a view to prevailing upon the Government to detach Wales from the operation of the suggested changes. He thought Boards of Guardians had been condemned as a whole merely because one or two Boards had been guilty of aots of bad Government. Welsh Boards carried out their duties very creditably, and as they were a nation prone to a little bit of home rule they shou!d be exempted from the Act (laughter). The resolution was carried unanimously. REVISING THE DIETARY. Mr Batho stated that the Visiting Committee had been considering the question of having a revised diotary for the officials, with a view of giving them a little more variety in the dishes served them. The cost would be less if any-. thing, and the committee had acted as a result of a petition on the part of the officials- The Clerk stated there had been no alteration in the dietary table for 30 years. Mr John Roberts said the proposed change re- minded him of the story of the dog that \vas sent from Liverpool to Tremeirchion for the benefit of its health. The woman who bad charge of it was too poor to give it much food, and when it returned to Liverpool, the dog ate so heartily that the owner again sent it to Tre- meirchion, thinking that the air had done it much good (laughter). He thought they should send their officials away for two or threo months, so that they might "chew" a bit (loud laughter). The recommendation of the committee was agreed to.
