The boats havo won a capital reputation for their steadiness and re- liability, and the owners are consequently reap- ing their jiust reward. During tile last few weeks they have ha-d full bookings for practi- cally every journey. Tho Menai Straits and Carnarvon trip, for which the vessels leave Rihos at 10.20 a.m. each day, calling at Llan- dudno at 11 o'clock, arriving home again at 5 50, are exceedingly popular amongst tho visitors,who can afford a whole day for it, but, local resi- dents find tho afternoon trips to the Menai Strait.s—boats leaving Rhos at 2.30, and arriv- ing back at 6 I)-m.-a(ililir ably adapted for their purposes, and they patronise them accordingly. On Thursday the many hundreds of passengers borne by the "Rihos Trevor" and "RhosNcigr" wero hugely interested in the gambols of a big shoal of porpoise through which the boais passed as they approached tho Rhos Pier on tho return journey. LLYSFAENT OBITUARY.—Mrs J<MMJS, widow of the late Rev. Robert.JonM. M.A.. for upwards of a decade the rector of Llvsfaen. passed away very suddenly on Monday morning at Tanllwyfan Isa. Penmaenrhos, where she had been living with her daughters during the past twelve mont-hs. 'Hie deceased, who was attended by Dr. f), M. Davie«. Old Colwyn, was ill for a few days only, but at the end of last. week, Drs. Lloyd Morris and Elliott, of Old Colwyn, were called in with a view tQ ascertaining wihetbcr an operation could be successfully performed. However, having regard for the weak state ot the patient's healt h, this idea. was abandoned for the time being, in hopes that she would sufficiently rocovcr to bo able to und^r^o it later on. i. iifortunau-Jy, lu>>vever, Mrs Jones passed away as stated on Monday. RHUDDLAN PARISH COUNCIL MORE REPRESENTATION WANTED. The monthly meeting of the Rhuddlan Parish Council was held on Monday, Mr William Jones presiding. There were also present Messrs W. Conwy Bell, R C. Enyon, Robert Evans, H. I Edwards. Jos. Roberts, John Robert. H. Barnett, and LI. Uoyd, with the Clerk (Mr James Kilner). THE COUNTY COUNCIL REPRESENTA- TION. TION. Je^er ^roin the Flintshire County Council on the i e-arrangemenfc of the electoral divisions was discussed, and Mr W. C. Bell explained that the County Council intended to give Rhyl another was discussed, and Mr W. C. Bell explained that the County Council intended to give fthyl another member, and to re-arrange the present Dyserth division which would mean another member for that district. Mr Barnett thought they should ask the County Council to take into consideration that Rhuddlan was entitled to increased representation. The Chairman replied that if they took his advice they would leave well alone. It was agreed not to make any move in the matter. TOO DUSTY. Mr Barnett raised a lengthv discussion upon the dust question. A great deal of the dust, he averred, was caused by motor cars, and ex- pressed surprise at learning that the Police Com- mittee, whilst instructing the police to do whiit they could to cheek furious motoring, would not allow them to lay trans. He gathered that that was so from a report of a recent meeting. lIe also referred to the experiments the County Coun- cil were carrying out on the roads with tars, and thought that Rhuddlan, which had one of the busiest stretches of road in the whole county, bearing as it did the bulk of the holiday traffic from RhyJ, arid practically all traffic coming right through the county, should be in- oluded in the County Council scheme of opera- tions. Mr W. C. Bell explained what the County Council were doing with regard to tarring opera- tions, and he thought that Rhuddlan could well afford to wait the results of experiments in other places, especially as they would be carrying out other improvements in the locality, including the widening of the road at Bodrhyddan gates. Rhyl and Begillt were the two places that had demanded special consideration in this matter. Mr Enyon assured the Council that the Police Committee were doing all they coukl to check furious motoring, with as much economy as possible, and he remarked that it would be an enormous expense, and to some extent a waste of money, to lay traps all over the county to Catch motorists. WATER CART WANTED. The question of procuring a water cart was discussed Mr John Roberts saying that he thought the parish would have no objection to pay for a street watering scheme. Mr W. C. Bell said it took them all their time to get money from the parish for lighting. Mr F. Barnett thought that it could be done for JS5. Mr W. C. Bell said he would guarantee the money if Mr Barnett would see that it was done for that amount. It was ultimately decided to ask the County Council to include Rhuddlan, not in the present, but in any future tarring scheme. EVENING CLASSES. It was decided tor apply for another course of evening classes similar to those held last winter, and a letter on the subject of insurance of work- men was taid on the table. THE MORFA BARRICADE. Another discussion ensued on the barricading of the roadway at the Morfa. Mr W. C. Bell thought that he was perfectly justified in the action he had taken. There was no roadway there, but he recognised that the public had footpath rights there, and there had been no attempt to stop the u^e of that. Mr Barnett contended that it was a public roadway, especially as the public had had the uninterrupted use of it as far as living memory would serve. No further action was taken in the matter. I

The directors of the Manchester and Liverpool Djjtrict Bank ng Company, Limited, who last Monday opened a branch at Colwyn Bay, under the management of Mr F. E. Schiele, faave just issued their lialf-yeariy report. It ia as follows:—"The directors have to report that the gross profit for the half-year ending 30th June last., after providing for all bad and doubt- ful debts, is E298,655 lis 8d, to wh.ich has to be added the amount brought forward from 31st December last, viz., £5Ó,709 14s 7d, making a total of £ 349,365 6s 3d. CONWAY RURAL DISTRICT COUNCIL. A MUCH-NEEDED IMPROVEMENT AT CAERHUN. ROAD SURVEYOR'S DUTIES DISCUSSED. HOSPITAL SITE DISPUTE SETTLED. The monthly meeting of this Oouncil was held on Friday. There were present: Messrs Edward Williams (in the oiiair), Ben Fisher, R. Roberts, J. W. Eaynes, Hugh Owen, W. T. Jones, E. J. Evans, Owen Williams, Robert Williajns, with the Clerk (Mr T. E. Parry), the Surveyors (Mr Levi Jolin and Mr John Davies). PENYFELIJT BRIDGE: MI-Cli NEEDED IMPROVE- MENT TO BE EFFECTED. Mr Ben Fisher again callcd attention to the reny- felin Bridge, locally known as the "Caerhun Death- trap,' and asked whether Mr Hugh Owen, as a mem- ber of the County Council, had any information to give the Council oil the matter. Mr Owen said the first meeting of the County Coun- cil which he had attended since he had renewed his association with that body had been held in May. He ha.d previously been OIl the County Council for fifteen years, but not ùuriug the last tour years. When he now renewed his acqua-intstnceship with the autho- rity he was struck with the number of strange faces around him, and was soon satisfied that the conditions had changed materially, for few of the members of the Surveyor's Committee knew anything of the pro- mise made by the County Council to the Conway Rural District Coullcil with reference to the improve- ments desirable in regard to Penyfelin Bridge. How- ever, lie was glad to say that the" County Council had now decided to provide for a sum not exceeding £3.:)0 in next years estimate to cover the whole cost of the work, which would serve to practically do away with "lie dangerous bridge approaches (hear, hear). The rural authority wou!d not., therefore, be called upon to contribute the t70 towards the expenditure which the County Council had latterly suggested .a.r. hear). li would be well for them to bear that resolution in mitid lest another dirty trick be played upon them. Mr Rnynes: Th(^- can't now. The work has been passed. Mr Owen It was passed before. Mr Fisher aid he was very glad to hear Mr Owen's good news. In the meantime, however, he wished the Council would take some steps to protect the public PiLt that spot- Minor accidents were happening almost every week, to his personal knowledge. He suggested that warning boards bearing the word "dang"r" be fined at either approach. The ollly thing up at pre- sent was a C.T.C. Caution" board, which was inade- quate. Local authorities were undertaking work of that character now, and he proposed that boards, as in- dicated, be fixed; they would cost only a few shil- lings. The Clerk said the C.T.C. would supply the neces- sary boards if they were applied for. It was decided to make an application for the boards, and that they be fixed without delay. ULANGYSTENIN RATES. Mr R. Robert, referring to the change of overseers in the parish of Llangystenin, said the old overseers were under the impression that as they had money in hand to meet the year's calis, the rate would have been reduced this year. However, whereas in other parishes similarly situated there had been a reduc- tion the rates were still the same at Llangystenin, and he would be glad to know the reason for that. The Clerk promised to supply Mr Roberta with the necessary information. THE ROAD SURVEYOR'S DUTIES. The Road Surveyor (Mr John Davies) reported that 25 yards of piping had been placed along the Peny- cae Road, Llechwedd. Mr W. F. Jones complained that the men who had been carrying out the work had not been visited by the Surveyor during the week, and remarked that it was quite possible that had Mr Davies supervised the work personally the pipes would have been placed differently. The Surveyor should make a point of seeing all his wn at least once a week, however busy he might àe. The Surveyor replied that William Roberts, the man in charge ot the work, was, m his opinion, well able to carry out the work without his (the speaker's) personal supervision, and the men did not e-xpect a visit from him. He had nevertheless inspected the work on Saturday. He should explain that his bicycle had broken down that particular week, and as more- over, he was very busily occupied in other parts of the district, he could not visit the men all over the district. The job in question wu a very small one, and he (Mr Davies) had had to supervise a more important undertaking at Caerhun. Mr W. F. Jones said he did not see how the Sur- veyor's whole (iuie I'oulil be so far employed as to preclude his visiting his men once a week. Other sur- veyors could do it. The Surveyor: I do see the men every week. Mr Jones You would not have done so last week if I had not called your attention to it. Mr R Roberts said he agreed with Mr Jones. He did not know whether the Surveyor had too much to do or not, but he certainly thought he should per- sonally supervise all worl, carried out. Mr W. F. Jones suggested that it might be of advan- tage to the Surveyor if a time-sheet were prepared fur him by the Council. Mr R. Roberts proposed that a special committee he appointed to arrange the duties, and remarked that It was aiso very desirable that a new method of pay- ing the Surveyor's men be adopted, for Mr Davies' tim" was largely occupied every weeli ill going about Uie district paying the men. The Surveyor said he paid the men by means of post-office orders sent by post. Mr Hugh Owen said that as the district, Wa so very large, it would be very difficult for the Surveyor to give an account of himself always, and it was advisable -that he gave preference to the personal supervision of important worll rather than to work t)f lesser importance. If the Council thought the Sur- veyor was neglecting his duty then he was doing wrong, but if they believed he was doing his vvurk honestly they should allow him to do it in the way which he personally hdÍcn,¡j was the best way. The Surveyor further pointed out that during the last week in every month he was obliged to devote two days to his clerical duties, which happened to occupy his time during the week referred to by Mr W. F. Jones. Mr J. W. Raynes said he thought the Council should also consider that much extra work devolved upon We Surveyor now in consequence of road rolling. Mr W. F. Raynes said it was obvious that Mr Daviei knew his duties sufficiently well, and there was a* necessity to deifne them anew. Mr E. J. Evans suggested that Mr Davies provided ft weekly report denoting where he was engaged day by day. J the Chairman: Are you willing to do that, M Davies? The Sm-veyor: I am willing to do anvthiug. On the motion of Mr Robert, it was decided ta supply the Surveyor with a book for the purpose in.. dseated by Mr E. J. Evans. PAYMENT OF WORKMEN'S SALARIES. In reply to Mr R. Roberts, The Surveyor said some of his men were paid monthly by means of post-office orders. Mr N. Roberts thought it was veiy desirable that all the Council's workmen should be paid weekly. The Clerk: The only difficulty would be in providing Mr Davies with more money every month for tl1 payment of the men, and that could be easily managed of course. Mr Ben Fisher agreed with Mr Roberts, and said it was certainly desirable that the workmen should not be tempted to seek credit at shops. Mr E. J, Evans: The County Council pav their mm every month. Mr Roberts: But that has nothing to do with ua* and it is a wrong system. Mr Owen Williams: Do the men complain abot wait- ing for their wages now? The Surveyor: Oh no. The only thing is that Wfk. are now asked by the auditor to have all receipts over £2 in, value stamped. It was decided that a special committee prepare SL scheme to deal with the matter. THE SHEEP DIPPING ORDER. The Clerk, referring to the discussion which tooM place at the previous Council meeting in regard to the new Sheep Dipping Order, said that Sir Westlak*. Clarke, representing the Board of Agriculture, had telegraphed on the previous day stating he would call at the Council Offlcca in order to obtain the views of the Council on the questioj. He (Mr Tarry) thertS upon sent for Mr W. F. Jones, who had spoken on the matter at the last meeting, to meet Sir Westlakfe Clarke, and Mr Jones would no doubt explain to. the Council what had taken place. Mr W. F. Jones said all that had happened waa. that he had explained to Sir Westlake the grievance which had been described at the previous Council meet- ing. That gentleman replied that he could give ncb. definite answer on the point until lie had met mem- bers of the County COllncil, who met to discuss the question on the following day. He promised to com- municate the result to the Council in due course. "FOR THE SAKE OF PEACE. It was reported that a letter had been received from. Messrs l'orter, Amplilett and Jones, date lId May, stating that they were taking the necesary steps to. dispose of the hospital sit-* to Lady McLaren also a further letter enclosing copy of letter dated 4th June,, received from Messrs Chamberlain and Johnson, sta- ting "that their client will not pay the architect's charges,amounting to t79 10s., for preparing plans 01' tho proposed buildings, and that unless this item 18 abandoned the action most proceed." At a special meeting of tho Council, held subse- quently, it was decided "that Messrs Port-cr, Amplilett, and Jones be requested to negotiate with Lad)", McLarcn's solicitors for the repayment of 1:30 on aQ- count" of the sum referred to. A letter was now received stating that Lady Me, Laren refused to pay any portion of the money, and, that unless the Council were agreeable to pay tho amount the action must proceed. Mr Rai-nes: Lady McLaren agreed to pay our eX penses and she should do :t. What does she agree t,o,. pay now? The Clerk replied that 'Lady McLaren was bearing all expenses other than this item. Mr Ben Fisher: For the sake of peace and avoid- ing litigation, I propose that we fall in with the, views of Lady McLaren. Mr Raynes seconded, and this was agreed to. ALLOCATION OF SALARIES. Another discussion took place with reference to th allocation of the salaries paid to Mr Levi John 9&, sanitary inspector and surveyor respectively, and it. was eventually decided to refer the matter to thfc Finance Committee. WATER SUPPLY. A letter was read from Mr Goldsmith of the Rhos-on-Sea Golf Club, complaining of the unsatis- factory amount and quality of water supplied at tha- club house. It was resolved to inform Mr Goldsmith that, hav- ing regard for the fact that the new water main laid into the district would be soon in practical use, t4s- desired improvement would be effected before long. L'LYSFAEN WATER AND SEWERAGE LOA.NS AND- EXPENDITURE. The following report was presented of a special- meeting of the Council The Clerk reported that the audit of the accounts of the District Couucil had been in progress during the week, when there had also been present the inspector of audits, Mr E. Pearce Burd, and that on Thursday, the ISth, the auditor, had adjourned tho audit in order that the question of the Llysfaen water and sewerage loan and. expenditure might be laid before the Council with a, view to adjustment and passing resolutions thereon, the Clerk explained the suggestions and requirements of the auditor. "The Clerk further explained that the account*, under audit showed that there had been expended on waterworks accounts the sum of £ 9,581, 14s 7d. for which a loan of £8,250 had been received, thus, showing a sum of CI,331 14s 7d. over expended; that, there had also been expended the sum of £ 872 Ds hd for works of sewerage; that the total loan taken up for water and sewerage purposes was as follows Water- work £ 8,250; sewerage work t2,501-total £ 10,751 y that the auditor had ascertained that the afore- mentioned sum nl £t!i2 9t 8d spent on sewerage w-rrto* was for works not a portion of the original scheme, and for which the loan of S-2,301 had been received and could not therefore be ciiarged against that loaa. and must form the subject of a separate loan that u- no money had been spent on the original scheme, a. balance of 92,501 must be shown in the ledger as ia hand, unexpended; that a further loan should be c4- tained for the amount over-expended on the water- works accounts that it would therefore me^n that Council must pass resolutions in order to carry ou, the auditors instructions, Tiz :-I. That the require-, ments of the auditor be carried out as to the accounts- under audit and the ledger amended accordingly;) (2). That application be made in due course to the Local Government Board for a loan for the amount spent on waterworks over and above the amount of loan sanctioned and received; That an application- be made to the Local Government Board in due course- for a loan for the amount of expenditure on sewer- age works not being a portion of the original scheme; (4), That the accounts be S3 amended as will show the amount borrowed on the original scheme intact, viz. Aneurin Jones, andS carried unanimously, 'That a deputation be appointed to interview the- auditor on the subject of the foregoing report "It was resolved that the deputation «onsist of Messrs J. W. Ravnes, J. Aneurin Jones, and Edward- Williams, and that the Clerk endeavour to arrange an, interview with the auditor. LLANSANTFFRAID DISTRIBUTARY M "I A letter was read from the Local Government Board. with reference to the Council's amended application for sanction to borrow X1000 for works of water sup- ply for the parish of Llansantffraid, and stating that, before deciding upon this application, they will direct, a local inquiry to be held on the subject by one ot their inspectors. The Board further inqinred whether- notice had been given to the Conway ii,.d Colwyn.- Joint Water Supply Board as required by their Pro- visional Order. The Clerk reported that the neeesFary notice had been given to the Cowlyd B ard and that he pro- posed informing the 'Local Government Board thatc, the National School is the more suitable place to hoi A the inquiry. It was decided that the Clerk write to the Loca& Government Board accordingly.
