W"W" ELECTION ADDRESSES. ) CARNARVONSHIRE COUNTY, COUNCIL BYE-ELECTION. FEBRUARY 29th, 1908. XO TIlE FREE AND INDEPENDENT ELECTORS OF THE. LLANGWSTENIN ELECTORAL DIVISION. T ADIElS and JLJ invited by a number at offer Paritikti of Liang wnatenm and Pannhyii to ovTcto-ti <yf the tote Mr Joto I willingly 00111961114; to accede' t<> + ^niiU art am prct.a.rM to P™"» Ky I bo ellected as yo-ur raprceeintafave it wUi be my earnest endeavour to study the im arcs Elector with a vow to economy and efficiorqy, es the County expenditure is becoming a hmvy and unbearable burdien. upon the Ratepayers. SENSATIONAL FIGURES. That this is not a random statement on my port, i. born* out by the ahnost, sGnsafaonal d closures which have appeared m the North ll'/i/z-c Chronicle in correspondence between Mr Lloyd Carter and Mr D. Pv, ,Wll!'amS^ t 'B chairman of the Carnarvonshire Edition Com- mittee. Despite the assertions of the chairman the Education Committee to the contrary, Mr ¡ yc1 has proved by facts and liguiea a the rater, if he. county of Carnarvonshire I now moo than' double what they were m 04. The old School Board rate was abwt .17,000 a year. That has been raised to £ 32,UU0a year, or an increase of over 37 per cent. In other words, the Education Committee draws £ 15,000 a year more from the ratepayers pockets than was then drawn four years agto. And that is in addition to 214,000 a year grants from the Government. 'l'he-æ figures oannot be refuted, but up to the .^resent, time they have been hidden amount a bewildering mass of figures issued yearly by the Education Committee, and which the aver- age ratepayer can make nothing of. The m- telligent ratepayer can now see for himself the extravaganoe of the Education Committee, who., in spite of the protests of the local ratepayers, are erecting unnecessary costly buildings all over the county. If there had been any apparent improvement in the standard of education this heavy expenditure might be put up with, but when we are confronted with the statements of educational experts to the effect "thalfc the hands of the education clock in our county have been 9&t buck," it is high time that the ratepayers should sett their faces against this continuous wasteful expenditure. As you are aware I have served on t.ho County Council as Oorjmty Councillor as well as in Alder- man for nine years. I iliave also attended the VCocutnty Ooimchl Assoc iatiom meetilngts in Londiun for several years free of expense to the Rate- payens, to thJat my experience of County Coun- cil ibufiiirtese has boem such as I hepe will well qualify me for rtlhe position I am seeking to Obtain. I may afeo add bliet I have during this period, with oaily a few exceptions, neveir failed <3o attend the various Meetings and Committees I (have been placed upom, and for several years I occupied the Chair of the Weights and Measures Oomm i't;t f',(> {:l.; jr iiio rv ,I. txsimg of the largest Eaitepaverg. aJao foOT'TOT pr^^ituiueaAy- -Jttj?f>t^t~ <AT axunjg* y?>Ti;r bar, will I trruBfc be considered a sufficient roccm- mendiajtkxn for my fitness and my excuse for fedUcitiinig yoair vote.
