OUR TRADITIONAL SHIP- PING POLICY. Freo Traders are constantly pointing to the extent a.nd prosperity of our shipping trade as a proof of tho benefits whioh we derive from our present fiscal system. But a return recently issued by the Treasury shows that the paramount posi- tion held by our mercantile marine is largely due to the manner in which it is "protec ed" by Government subsidies. The two new 24-25 knot steamships of the Cunard line, which now hold the Atlantic record, are subsidised to the extent, of £ 75,000 each per annum by t' e Ad- miralty, who thus secure the right of hire of the vessels in the event of a national emergency aris- ing, and the same company draws a yearly sum of E68,000 from the Post Office in order to ma'nn- tain an efficient weekly mail service between Liverpool and New York. In all, the net charge on the Exchequer during last financial year, after deducting Colonial contributions, amounted tc £ 430,000. It is interesting, in the light of thaso facts, to note the opinioon expressed by a French writer, M. Rene E. Bossiere, in his book, "La FVosperite des Ports Fra/acais." According tr M. Bossiere, the English merchant marine is "effectively protected" in no less than seven dis- tinct ways: (1) By fixed postal subsidies; (2) by Admiralty subsidies; (3 by commercial subsidies (Cunard, Elder Dempster, etc.); (4) by Post Office payments to all ships carrying letters; (3j sy a very high rate paid by the Government to mer- chant steamships which carry Government s ores, and by the p-eferezice which it gives exclusively to British ships; (6) by exemption from or re- duction of tonnage and light dues; (7) by the Royal Naval Reserve instituted in 1859, by w ich 20,000 registered sailors received in 1879 £ 237,487 while engaged in the merchant service. No doubt Mr Asquith and Mr Lloyd George will de-ny that these subsidies are of a. protec- tive nature, and will assert that they are merely payments for services rendered; but the fact that they are given solely to British lines, and that no mail contracts have been thrown open to for- eign competition, is a sufficient reply to that ar- gument. There can, we conceive, be no doubt regarding the protective character of the subsidy granted to the Cunard Company in connection with the "Lusitania" and the "Mauritania." It ensures that, for the next twenty years at least, that Company will bo enabled to place the swift- est. and best, vessels upon the Atlantic route, wf, we trust, to maintain the lead which they have gained for the British flag This is an excellent arrangement, but it is certainly not in accordance with the principles of Free T¡;ade. These subsidies are entirely in keeping wi)1 the traditional policy of Great Britain in regard to her shipping trade. There is no fact cleir< in history than that the British mercant'le marine has been fostered and developed by vari- ous protective measures, and that Free Trade in the Cobdenite sense has had nothing whatever Ii to do with its growth. So far back as the rj g.i of Richard II., a statute ordained that none ri the lieges should ship and merchandise out of the realm except in native ships. In 1651 I Acts were passed prohibiting the im- portation of goods into England or any r.f her dependencies in any other than English ships, or in the whips cf the nation of whioh the merchandise wa., the genuine product, At the Restoration these measures were re-enaotcd "0 by the famous N-avigati n Act, with the addition that the master and three-fourths of the crew of each ship fjhotdd be British subjects. In 1826 the Navigation Act was superseded by a new system of regulations, and eventually, under the influence- of tho Ma. rich ester school of politicians, the ancient policy of tihe country was reversed. It was not until 1854, however, that tho British coasting trade was thrown open to foreign vessels. It is obvious, then, that the prosperity of our mercantile marine is not due to Free Trade, but tOo our long-continued national policy of protecting and extending a great national in- d-uritry. When tho great expansion of trade took place in the middle of i'ast century, the predominant position to which our shipping had already attained enabled us to take full advantage of the opportunity which offered itself. Moreover, in the change which tob-lt 'place from wood to iron, and from sail to steam, our pre- domiroance in iron-working and in engineering gave us an advantage, which was enhanced by the fact that ship-building was a highly-protected industry. When the Cobdenites succeeded in overthrowing the traditional policy of the country the mercantile marine was too firmly established to be affected by the change. With the growth of trade consequent upon the applica- tion of f-teaim to industrial purposes, in whidh Great Britain, secure from invasion a.nd un- disturbed by civil wars, was the chief participant, our shipping increased proportionately. But it was not to be expected that other countries, with rapidly-increasing industries, would long be content that we F-,ho,itld carry their goods. It is true that the Britirih mercantile marine cen- tinues to grow, but the fleets of our commercial rivals are growing at a much greater rate. The coastal trade of o.ther countries is entirely losit to m, as foreign States reserve it exclusively for vessels of their own flag. British shipping is also undor restrictions with regard to deck-loads, load-lines, a.-P,d othpr regulations, from wihidh the foreigner is largely free; consequently he is a.ble to take freights at a lower rate than the British shipowner can do. This inji.f.iice has been to some extent remedied by Mr Lloyd George's Merchant Shipping Act of last session, wihicih imposes roon foreign vessel sailing from British ports the name regulations which apply to British ships. This measure, which is a partial but welcome return to our traditional policy in re- gard to sihippimg, nhows that even a. Cobdenite Government h.->,s awakened to the fact that if our shipping tra-do is to bo preserved it must be "protected" frcm unfair con-^tition. This is the admission of a principle for which Tariff Rcifcrmers have long contended. Our carrying trade being tfms m-onac-oci by the increasing fleets of other countries, it is but natural that we should turn to the Colonies, end seek to maintain our sihipping predtoominanco by de- veloping Colonial trade. It is apparently in this direction alone that we can hope to extend, and this is one of the grmtet-t benefits that will remit frro-m a well-considered scheme of Imperial Preference.

There was a largo audience at the Town Hall on Wednesday evening, when the pupils of Miss Leech's school gave their annual enteratn- ment, tho proceeds of which were in aid of the District Nurse Fund and other local o arities. The piece selected was" Zurika-the Gipsy Maul, or the Captive Princess," in three acts. by Clemintitie Ward. The following were the characters represented: -His Majesty the King of Kola, V. Locke t; Prince Dareall (his son). Miss D. Lockett; Earl Reinham (tho Prince disguised as a wood cutter), Miss D. Lockett; Jing!cs (the Court Joster), Misa D. Benson; Dr. Globule (the Court Physician), Hubert Warren Williams; Burika Miss Nesta Warren Williams; Elspeth, Miss Alice Caldwell; Ca tro (King of Gipsies), Miss D. Nock; Rosebud and Bluebell (Gipsy children), Miss Mollie Lockett and Miss Hilda Conway Jones; King's Mes- senger, Misa Leslie Caldwell; Courtiers, Master# G. Warren Williams and J. Hudson; Pagee, Masters G. Hughes and I. Hudson. Miss Ivy McCullock and Miss Mollie Lockett gavo an exhibition of artistic skirt dances. The musio, dancing and acting reflected the highest credit upon Miss Leech and her able pupils.

WELSH CATTLE AT THE BIR- MINGHAM SHOW. Welsh cattle (says the "Farmer and Stock-, breeder"), one might almost say have improved out of recognition. True, there is not that uni- formity of typo to bo found that at one time marked these classes, but breeders have improved flesh-bearing greatly, and that is the prime re- quisite of the breed. There were no better butchers;' beasts in the show than were found in these classes. The Coed Coch trustees bad no little honour attaching to their double-barrelled win in the steer class. The winning animal is much the weightier of the two, and a fine but- chers' beast. He weighs at two years llg months ISciwt. Iqr. 71bs., being bred by Mr H. Jones, Holyliead. The symmetry of this animal is very striking, and if he lacks the profusion of fleiih and the rare covering of loin displayed by the second steer, he scores in scale ano weight. This second bullock weighs 15cwt. lqr. 91bG, at two years ten months, and was bred by the Hon. F. G. Wynn, Mr R. M, Greaves was reserve with "Worn Bouncc," by "Wern Boy," which weighs 16cwt. 2qr. ltb. at two years HA months. Tfye Hen. F. G. Wynn and Mr Huarh#>a wero highly commended. There was a class of four yearling steers, a good bodied youngster shown by Mr Wynn oarryin" the red card. This steer weighs 14cwt. 2qr 51bs. at one year lli months. Mr R. Hughes, with a steer bred by Mr O, P. Jones, was second, his weight being 12cwt. 2qr. at ono year 11A months, lacking the early maturity of tho leader. Mr Greaves waf reserve and highly commended. There were half-a-dozen heifers, led bv the Hon. F. G. Wynn's "Lady Glynn," a short- legged heifer of a different type to the others, y indce.d miueh after tihe shorthorn in form. She scaled at two years 10 months 14cwt. 13lbs. 4 The Coed Coch truc-tces were second with "Mv- famwy," weighing 15cwt. 2qrs. 12Ibs, at 2 years months.
