HOUSING ACCOMMODATION AT THE SEASIDE. Sir James Crichton-Browne delivered a noteworthy address at the first public session of the Sanitary Inspectors' Confer- ence, at LIandudno, on Tuesday. He dealt with many public health problems, and it is to be hoped that the points he emphasised impressed themselves on the minds of the strong body of sanitary inspectors forming his audience. Seaside communities will be perhaps more interested in what Sir James had to say in regard to summer over- crowding at popular resorts. He dwelt upon the fact that, "while all hotels, boarding- houses, restaurants and apartment houses are systematically inspected by the sanitary inspector," all houses' in which lodgings are let are not subject to the same rule, and he strongly urged that certain provisions of the model bye-laws should be made ap- plicable in all such cases. In common fairness to all parties this course should be adopted, no doubt, but there is something to be said for those who arc compelled, through sheer force of circumstances, to transgress the laws of hygiene in this matter. This summer, for instance, has been a severe test to hundreds of the people to whom Sir James referred. People often find themselves under the necessity of taking houses at a high rental, because they cannot find suitable housing nccom- modation, but they rely entirely on the money they derive from letting apartments to enable them to pay rentals which would otherwise be beyond their means. When, therefore, as has been the case this year. the season is a short one, a special effort has to be made to recover the loss sustained at the commencement of the summer. Were that not done many scores of families at Llandudno, Colwyn Bay, Rhyl and other re- sorts on the North Wales Coast would pro- bably find the outlook for the winter months anything but pleasant. The remedy lies in the provision of suitable dwellings for those people, who, under present conditions, find it necessary to cater for visitors, and con- sequently undertake financial risks* which they would not otherwise do.

INTERESTING RUMOURS. Llandudno affords convincing proof of how a Pier can be converted into a valuable asset for a seaside resort. Managed on thoroughly sound commercial lines and the most up-to-date methods adopted for steam- boat traffic and for the amusement of visi- tors, the success which has followed the enterprise of a private company at Llan- dudno should stimulate local authorities at other coast towns where similar structures are already, or likely to become, the pro- perty of the ratepayers. What private venture can accomplish in this direction a local authority, which is more directly con- cerned in the welfare of the community as a whole, should also be able to undertake with advantage to the particular town over which it exercises its administrative powers. This week there is a rumour current that the Rhyl Pier is likely to change hands and that the Urban Council have been negotia- ting for its acquisition. If this project is carried out there is no reason why it should í not prove a decided benefit to the to VD, Bearing in mind the vicissitudes vhich the present Pier has undergone the local authority, if they obtain possession of it, ought to profit by the example of Llan- dudno and add another attractive feature to the town, and what is of prime im- portance to Rhyl, they could develop a good steamboat traffic by extending the Pier. Since the destruction of the Pavilion by fire some years ago, the Pier approach has been unsightly, and there is ample scope either for the local authority or private en- terprise to improve this portion of the sea front. There is also an interesting rumour with regard to the Colwyn Bay Pier, that it may shortly be offered to the Urban District Council. Though at present we mention it with all reserve, it is possible that more may be heard of it in the near future.

A correspondent writes The burglary reported at Rhos-on-Sea last week em- phasises the need for better police pro- tection in that part of the district. Rhos is of course under the jurisdiction of the Colwyn Bay officers, and it stands to reason that when the town is crowded out with visitors—as it has been during the last few weeks-the present staff have as much as thev can do in Colwyn Bay itself. I do net suggest for one moment that the police neglect Rhos on such occasions, but sub- mit that as this charming, ever-growing suburb is somewhat difficult of access, the police might be tempted to overlook the place. I understand that the Joint Com- mittee have been approached with a view to providing Rhos with a resident officer of its own. If that is so, Colwyn Bay repre- sentatives on the Committee would ro doubt be materially assisted if local resi- dents backed up their endeavours with a strong petition.

On Monday Sir Theodore Martin celebrated his ninety-first birthday. But it is perhaps as the author of the "Life of the Prince Consort" that Sir Theodore is best known, and ho has much to remind him of the favour with which he has always been regarded in high places. He enjoyed the friendship of the '.ate Queen Vic- toria, who, in 1889, visited his house near Llan- gollen, where a good deal of the "Life" was written. This monumental work is represented by five huge volumes, and it brought a knight- hood for the great literary lawyer. Sir Theodore, it must be remembered, first built up a largo practice and reputation as a parliamentary agent in the passing of private Bills.

Appended is the programme of the proceedings to be carried out at Gwrych Castle :— Friday, October 25th.-Tea and enter- tainment for adults. Saturday, October 26th.—Tea for local school children at THE National Schools. Monday, October 28th.—Tenants' dinner. at the Hesketh Hotel, when a valuable deer-stalking rifle will be presented to Lord Cochrane by the tenants of the Gwrych Castle Estate. Wednesday, October 30th.-Dinner party, at the Castle. Thursday, October 3Ist.-Dinner party at the Castle with a display of fireworks in the grounds. Friday, November 1st—Dinner party at the Castle.. During one of the three evenings last mentioned a ball will also be held at the Castle. The Countess of Dundonald will be un- able to invite all whom she would like from Abergele to meet her guests, but in order get over that difficulty it is understood that a garden party on a very large scale will be held next summer when invitation tickets will be freely distributed. the arrangements of the Executive Com- mittee are not yet complete, but excellent progress has been made so far.
