There has been much anxioty-unnccessary anxiety, no doubt- an-Gnb tho payment of the J38000 due to the ratepayers by the Cay icy Estate trustee-i on ac- count of tho Promenade and sewerage works, and the local authority have been subjected to considerable criticism by certain pessimists for the part they took in connection with the trans- action. We have endeavoured to allay what- ever foars might liave been engendered by these outcries, feeling firmly convinced that the final issue would justify the confidence reposed in the estate's trustees. Now that the Cayiey Estate is to be opened out, bowc-ver tho argument will no longer prevail, for more desirable land for building purposes in this neighbourhood could not be conceived. An extensive tract lies right along- the splendid Pramcauade recently com- pleted by tho Council, amd, while afciil within easy reach of tho North-Western Company's station sod the centre of the town, the view seaward is not marred by the railway, as is the case elsewhere. In this respect the property is superior to any of the same acreage in the whole district, and, but for the old restriction preetudrrag its disposal in the form of freehold plota, we venture to think that by to-day the whole of tho land along the Promenade would have been metamorphosed by tho hand of the builder. Under these altered conditions, we anticipate the speedy linking up of Rhos- on-Sea and Colwyn Bay, and tho completion of one of the finest marine terraces 'in the kingdom.

EDITORIAL CHAT. What is known locally as "the LIandudno betting ca&o" was brought to a close at Ooaiway on Monday. Whether the magistrates' deci- sion is reversed on appeal remains to be seen,. The main point was as to tho licensee's knowledge of the transactions alleged to liavo taken place in-her house. The advocate for the defence em- phatically contended that tlhat had not been sufficiently well established, and for that reason ho requested that a case be stated with the view to an appeal against the decision. How- ever, be the result of the appeal what it may, thea-e can be no doubt that the justices' decision will aot as a powerful deterrent to others. En passant, Mr Chamberlain called to rmnd another point confirming the assertion that "the lawisahass." An acknowledged bookmaker ia legally entitled to occupy accommodation in a licensed house for the purpose of paying money won by his clients in the form of bets. Let him, however, take money in bets, and the strong arm of the law will instantly pounce upon him. « « Professor Lewis Jones has written a book on Dafydd ap Gwilym, the Welsh poet of the fourteenth century. The book will include a biography of the poet, a full account and a critical study Off his poetry, and a largo number of translations into prose of Dafydd's most characteristic poems. K • » » » Concurrently with the regulation introduced during Mr Rrodi^ck'e service as Wax Secretary, requiring obligatory attendance at camp for recruits, and after 1905, for trained men, the praiseworthy departure was sanctioned of &110w- ing recruits who did not join in time to register the imimber of drills required to qualify for at- tendance in camp to count their service towards efficiency in the following year. Volunteer corps are thus enabled to receive additions to ttheir strength all the year round, as this year, when Mr H-aldeno abolished compulsory camp attendance, he happily did not interfere with the new xecwtviting regulation. One good effect resulting is to be soon in tibo stimulus it has given to the training of the whole corps after camp, to the benefit of officers and men who have had, their zeal quickened and their know- ledge extended by field training. « At the end of last mouth there were 752,175 pauperg in Enigiland and Wales in receipt of relief (exclusive of lunatics and casual paupers) -a ratio per 1000, according- to the monthly statement of the Local Government Board, of 21.8. Not only the rabio on the basis of esti- mated population, but the actual numbers shows a. reduction on the figures of last year. Jill 1904 the rate per thousand was 21.9, in 1905 it was 22.2, and this year it stands at 21.8. 0 The Postmaster-General announces that the last of the improvements in the postal service promised by the Chancellor of the Exchequer in his Budget speech wiill come into operation on October 1, whesi revised regulations for the halfpenny post will take effect. Under the new regulations, the list of formal commercial and other documents admitted to the halfpenny post will bo enlarged, so as to include practi- cally all formal partly printed documents in general use in business, and more Liberol rules will bo introduced as to the written additions alowed on circulars and other printed docu- ments. The enlargement of the list of formal business communications which ma.y be sent for a halfpenny should be of Considerable bene- fit to traders; whilst insurance offices, election agents, friendly societies, local authorities, and others, who send large numbers of formal part- ly printed notices through the post, will share in the new privileges. » With characteristic sense of fairness, Mr Roger Dawson has been asking the Llandudno Urban District Council members why they al- lowed Father Ignatius to charge for scats occu- pied by those attending the Sabbath services re- cently conducted by the venerable Abbot at the Town Hall, when they refused some time ago to allow the hirer of beach chairs to do so on the sands. The question is quite pertinent. An inquiry has been ordered into the matter, and it will be interesting to ascertain the an- swer of 1;ho committee conoeirned. Mr Owen Owen, of Liverpool^ bought the Garthgwyniion Estate, Machynlleth, last week, for £ 10,500. estate, which formerly be- longed to Sir H. Wiggin, is situated in the Lfyfnant Valley. Mr John Roberts, PLas Heaton Farm, ex- chad raKin of the Denbigh County Council, and one of tho best known agriculturists in the Valo of Clwyd, has bocsn placed on the commission of the poaos for the county. The Bishop of St ASo.ph (says the "London Kelt") is busily engaged in preparing an elaborate pamphlet on the subject of Church Defence. He has given eight hours daily to this work for over six weeks. It is anticipated (says a London contempo- rary) that the Righli Hon. D. Lloyd George, M.P., will make a special pronouncement on Welsh Discstablishmant at a meeting' at he will address at Llanelly within the next few days. Sir Horatio Lloyd's birthday is to-morrow (Saturday). He was born in 1829. His happy irecovery from a very trying illness makes this anniversary all the more gratifying tX) his friends, to whom he is invaluable, and it is the earnest wish of all that he may be spared for many another year. A convocation of the University of Durh-am will be held in the Armstrong College, New- castle-upon-Tyne, to-day (Friday) and a num- ber of honorary deg'rees will be conferred. Amongst those to be so honoured is Mr O. Bryner Jones, formerly lecturer in agriculture in the Unav-M-nity College, Bangor, who is to receive the degree of Master of Science. Mr Jones, who is a native of Dolgelioy, is now a. lccture<r in agriculture in Newcastle. The Welsh Industries' Association, of which the King and Queen are patrons, and the Princess of Wales is president, will hold a gramd exhibition and sale at the Mansion House on Mondtvy and Tucaday5 October 15th and 16b11. PRESENTATION TO CANON HUGHES. A well-attended meeting was held at tihe Assembly-rooms, Barmouth, on Friday, undsr the nresidency of Mr Hugh Evans, to bid farewell to the Rev. Canon Hughes and Mrs Hughes on their departure from Barmouth to Bangor. Canon Hughes was presented with a,n illuminated address and Mrs Hughes with valuable plato. The chairman and secretary of the Presentation Committee are prominent Nonconformists and deacons at Caersalem (C.M.) Chapel.

LECTURES T OCLERGY IN BANGOR DIOCESE. On Tu<?sda .y week, in the C41-a-pter Room, Baiigor Catiiedral. by kind permission of the Dean, an interesting course of lectures was delivered to members of the Diocesan Branch of the Central Society of Sacred Study, a society which was founded in 1899 for the promotion of study among the clergy, and of which branches have been established in every diocese of England and Wales, and in many Colonial dioceses. The subject of study during the past twelve months in the diocese has been "The history and doctriuo of the Holly Euchar- ist. The lectures formed an appropriate endl np-, to the course of study and were delivered by the Rev. Darwell Stone, M.A., Librarian of Pusey House, Oxford ,formerly Principal of Dor- chester Missionary College. The morning meeting was presided over by the Lord Bishop of the Diocese, who, at the close, expressed his appreciation of the lectures, and his thanks to the lecturer. Questions were asked, and a discussion en- sued after the lectures. A hearty vote of thanks to the lecturer, proposed by the Diocesan Warden (tho Rev. H. L. Jairas), and s/econded by the Rev Canon Hughes, brought the proceedings to a close. The subjects of study for the ensuing year are the Book of the Prophet Jeremiah and the history of the Celtic Church.

SERIOUS CHARGES AGAINST A COLWYN BAY GROOM. At a special court, held at Colwyn Bag, on Wednesday, before Mr T. G. Osborn (in the chair), and the Rev. Thos. Parry, Rob- ert Burt, a groom, of 84, Park-road, was charged with having on the previous even- ing been drunk in charge of a horse in Prince's Drive, and also with cruelty to a horse. Defendant pleaded guilty. Sergt. Jones Rees said that the previous evoning ho saw accused, who was drunk, fit charge of a young pony, and the condition of Burt was such that lie looked him up. With referenoo- to tho second case the Sergeant said that defendant was in charge of a mare which was perspiring freely, and the off-kneo and both hocks were cut. Later in the evening he examined the bit, which he found covered with blood, and there was a wound of two inches in diameter on the near side of the mouth. The remnants cf tho whip were prodnced. Mr Albert Scott, of the Hollies, Prince's Drive, said that ho saw the defendant in Princo'3 Drive struggling with a mare, which was on tho ground, and attached to a trap. Defendant beat the animal four times with the butt end" cf the whip, break- ing the same. Ho also kicked it. When remonstrated with by a lady. defendant told her to mind her own business. Tho Chairman said that the offences wore both cf a very serious naturo, and a lino of £ 1 and costs— £ 1 7s in all, would be im- poeo.l, or in default, 14 days' imprisonment. With regard to the second case, defend- ant had no doubt lost his teinner, and whilst in drink, had been Led to do what he. tha Chairman, hoped no right-minded person would do.
