COLWYN BAY COUNCILLORS' DELIBERA- TIONS. Savera] matters of unusutal interest came up for the consideration of the Cohvyn Bay councillors on Tuesday. Amongst tbe-m the vexed question of Sunday labour occupied a prominent plaoo. The officers at Engedi Calvinistic Methodist Chapel wrote calling attention t-o the employment of Council workmen in street-sweeping on the Sab- bath, and urging that the practice be dis- continued. He thought tlie tow nspeople were well aware of tlx) fact, and in his opinion the work was an absoJute necessity. No man who had a.ny objection was compelled to be thus em- ployed. The Surveyor further stated that the work si a; ply consisted of picking up scraps of paper and othor litter. Mr John Williams remarked that the streets were swept lata on Saturday nights. To this the surveyor replied with an emphatic assertion that, Saturday night sweeping had boon a failure, baeauce some of tho shops in thn to-wn did "not close till midnight, and oven one o'clock in the morning," and the shop refuse was brushed out into the streets long after the scavengers had gone their rounds. Thus we have the crux of the question. As is often the case, tin layman is the unwitting cause of tlo trou- b1e, and, as long as he persists in doing what lie should not do and leaving undone those things which, he should do, the effect will bo the same. Another noteworthy feature of the Coun- cil's deliberations was the Chairman's state, ment with regard to the health of the town. He pointed out that, from the annual rer port of tho Medical Officer of Health, Col- wyn Bay's deatli-rito during the past year was 9.1 p&r 1000 of the population—the lowest ill the whole of the combined dis- tricts in Carnarvonshire and vicinity. He congratulated the Sanitary Committee upon the high state of efficiency into which they had brought the district, and added that it must be gratifying to Mr Wm. Jones, the surveyor, who had recently resigned his position as sanitary inspector, to find that his Last year of office had been bo fruitful. Mr George Sevan also dwelt upon the re- markable improvement with respect to the death-rate amongst infants in the town. Th.3 average deaths of infants under one year was 142 psr 1000 for the past ten years, but last year this had been reduoad to 84 per 1000. "Now," added the Chairman, with a broad smile, if tho Sanitary Conv imitt.eo can keep the rats-si at this level Colwvn Ray will be the best place in the world to be born in, and also tho place where people will live longest." To this the ir- repressible Mr Ileenan put an addendum to the effect that if the committee could fix up a refuse destructor people would live in the town for ever!

DiSCCRD ON RHYL SANDS. A number of Rhyl's inhabitants are in a plaintive mood. It appears that, what with the lusty hymn-singing, and the powerful preaching of local missioders at one end of the sands, and the rollicking chorusos of the minstrels at another, the discord prevaiL ing at times is intolerable. Neighbouring residents complain seven.dy. On the au- thority of Mr S. Perks, "an invalid lady, who sat indoors a great deal with the win- do"; open suffered much from the annoy- anoe of the services, and in another case some small children were prevented from going to sleep because the missioners kept up their ministrations till tan o'clock at night." Permission has been given to con- duct the services, and the minstrels, of course, pay for their "pitch" in the usual way. They had refused to allow the band to play sacred music on the Promenade on Sunday ev?nings, while these men are carrying on their services with a oortain amount of bawling and nuisance." THE EXPECTED HAPPENS. Tiie remarkable accident which occurred at the Colwyn Bay Railway Station on Tuesday afternoon w as, in one way, what might be osprefced. Considering the extra, ordinary amount of traffic, the numerous passing trains and the la.ck of accommoda- tion on the platform it is astonishing that such mishaps do not occur oftener during the summer months. Fortunately, the station is worked by an uncommonly vigi- lant master- and a very smart lot of men, and, but for this fact, the short list of acci- dents reported in connection with tlie place would b3 quickly doubled. It is a com- fort to hear from Mr Turnbull, the com- pany's engineer, tlmt the new- station will be prooaeded ith at the close of the pre- sent season. A splendid feature of Tues- day's affair was the manly effort of the gentleman who, apparently, was tha unwit- ting canae of it, to remedy his mistake. As will be won from our reporter's description of the accident, the manner in which the rt3scue was effected was indeed worthy of a hero.

The result of the Court of Appears de- cision in the case of the King v. tho Colwyn Bay U.D.C. is, it will be admitted, a decisive victory for the Council. The action related to a claim made by Mrs Ward, tha owner of a residence which it is alleged, suffered injuries in con- sequence of certain neglect on the part of the Council. As a first stop the Authority were ashed to pay C300 on account of the da.mage doue to the property. The Council repudiating all responsibility, the matter was submitted to arbitration. In dne course, the arbitrators' award was declared ready to ha taken up, and Mrs Ward, as the claimant, contended that the Council should do this. The Council refused to do so, contending that as they had been acting rinder the Public Health Act, they could not bo compelled to do so. On the other hand, the claimant's solicitors plead- ed that the proceedings had been taken under the Land Clauses Act, which necessi- tated the Council taking up the award. The point was BUDse- qucntly considered by two London judges, who declared against the Council. The Authority decided to appeal against this decision, and on Wednesday, a superior court pronounced in their favour, declaring the claimant responsible for the costs of the appeal, and the hearing in the court below. The exact amount of the arbitrator s award is, of course, still un- known, but the Authority have &o far been saved the expense of taking it up. J

PENMAENMAWK URHAN DISTRICT COUNCIL. A HEALTHY TOWN. The monthly meeting of the above Council was held on Tuesday, when there were present Mr W. D. Jcnes (chairman), Dr. o. K. Wil- liams, Dr. Jenkins, Messrs David Jonea, Richard Williams, R. D. Owen, Edward Davies, J. b. Coverley, R. D. Jones, Robert Williams, Samuel Williams, with the Clerk I Mi T. E. I arry), the Deputy Clerk (Mr J. W. Post), and the Sur- vqyor (Mr I, J. Hughes). FINANCE. It was reported that the amount of the Sur- veyor's expenditure for the month was L117 15s 7d. The total amcunt collected was £ 143 18s 4d, and the treasurer had a debit balance of £982 Is 3d. DISCONTINUANCE OF A TRAIN. A letter was read from the L. and N.W.Ry. Company stating that as the late train from Bangor to Llandudno Junction did not pay expenses, it bad been discontinued. NOT ENTERTAINED. A letter was read from t-h-2 Urban Council's Association asking the Counci: to appoint dele- gates to attend the innual meeting of the Urban Councils' Association to be held at Pen- rith. It was decided that the letter remain on the table. NEW GUIDE BOOK. The application of Messrs Mate and Sons, of Bournemouth, for the Council's patronage to their new illustrated guide to Penmaenmawr was granted, it being understood that the Council would receive 500 copies of the guide gratis. NEW BRIDGES. Upon the recommendation of the Estate Com- mittee, it was decided that a wooden bridge be constructed across the bog near the top of the Cwm footpath. The Roads and Improvements Committee recommended that an 'ron and concrete bridge with fencing be fixed at Glyn-terracs, at a cost of L18, and the recommendation was adopted. PARADISE ROAD. The Roads and Improvements Committee re- commended that Paradise-road be improved by the erection of a wall on the west side, and also a surface drain,at a cost of C20. The Council considered that it was not advis- able to proceed with such work during the season, and the committee's recommendation was not adopted. THE BEACH CHAIRS. Upon the recommendation of the Improve- ments Committee, it was decided to renew the agreement with Mr Ernest Newell for provi'ing chairs on the beach during the season. BATHING FACILITIES. It was decided that the ladies' and mixed bathing grounds be changed, and that bathing be allowed without vans before 8 a.m. A NEW FOOTPATH. Upon the recommendation of the Roads Com- mittee, it was decided that an additional path be formed at Pencutting up the bank west of Plas Mawr shelter, and tha hollow filled in, gravelled, etc. VITAL STATISTICS. It was reported that the number of births in the district for the past month was five, and tlie numler cf deaths v as six. Dr. J. R. Williams said that Penmaenmawr had the lowest death rate of any other town on the coast during recent years, and this year was one of the three lowest The death rate at Penmaenmawr was even lower than in rural districts, and, considering the industrial popu- lation, he considered that they would compare favourably with Llandudno and Colwyn Bay, a fact which was due to the excellent sanitary condition of Penmaenmawr.

At the Bangor Police Court, on Tuesday, be- fore Mr Thomas Lewis and other magistrates, two men named John Rowlands and William Berry were charged with stealing eight bolts, weighing 64lbs., from tho sewerage works at Colwyn Bay. It transpired that the offence occurred at Colwyn Bay, and not at Conway, as at first thought, so the Bangor Bench had no jurisdiction. The defendants sent the bolts to Bangor by rail. A Glanadda salt-dealers named Davics gave evidence that the defendants tried to sell him the bolts. The- Bench transferred the case to the Colwyn Bay magistrates. v_
