County School Teachers. Conference at Shrewsbury. MR TREVOR OWEN presid-e.d at the annual meet- ing of the Welsh Couiiiity School Association at Shrewsbury on Friday nighit aind oni iSatarday. The cotinmiitltee xeported the receipt of a letter from Mr Mansel'l Franklen sltlaitliing tlhalt the county of Glamorgan was applying for an atmeindimemit of their scheme to. allow of tiheilr joining the pension; fund, and the cllause had been approved by the 'Board of Educaition. The Seoretary (iVLr Thomas.) said that was thie. firsit real! beginning of the pension scheme. Discussion took place on the recognition, of the Central Welsh Board's certificates, by the various banks and by the Law Society. It was agreed in the casle of the latter to aSlk this Cen- tr.al Welsh fbalrd to. press, on the subject of get- ti,ng the Law Society to recognise the senior certificate of tibe iBoard for the pirelimdmary laiw examination, and in the cas.e of the banks it wais agreed t'hlat they be askedi for an official communication stating that they xecoginiised, the junior certificates for entrain,ce to their service. 'The association reaffirmed iits belief that, ac- tual teaching experience in secondary schools should be' fie-gar d ed as an indispensable qualifi- cation fox inspectors: and examiners of secon- dary schools, and regarded with great misgiv- ing the: departure from that principle. Tih-e following were elected nOln. members of the association :—Misis Cilay, Misls Robinson, MID A.. [B. ,BadigI\èT, Mx T. W. Phillips, .and Prof. Findllay. Miss Joneis, headmistress of the Girls.' County School, 'Wrexham, and Mr F. 'P. Dodd read papers on "'The differentiation of the curricula of boys, and giirls." .The President's Address. The (President said that one, very powerful! indirect influence of the anew era in English education over their Welsh system was the ten- dency to force, up the general level of the sal- axdeis of the assistant masters and mistresses. In any case the tiime was not far distant when the -reflex effect of a, more liberal scale- of sal- aries wouilid make, itself powerfully feillt in Wales', and their edililcalÜon committees,, if they were to. maintain theiir schools in a high sitate of efficiency, must, be prepared to face' ithe very serious problem of how to provide the .necessary funds for a -more adequate, he might almost say a more just, payment to many of their assistants. The fact that so much excellent work had. been done, undier the present condi- tions was a remarkable tribute to. the spirit which permeated the schools of Wales, but if the community insisted on the continuance of the present educational output, of many a school those nunst be very materially im- proved. That their local authoriitiies would be com- pelled to come to some definite understanding upon the inter-relations of primary amid second- ary schools was abundantly clear wihen they remembered that a large percentage of the pupils of the' Hatter were dm Will from the for- mer. Referring to the' establishment! of a Welish National Council for .the control of education, ha slaiÏd thalttihe, fact of the financial arrange- ments. being subject, to. the absolute control of the combined councils was likely to act as a serious check tio the possible, future usefulness .of the Council. They, however, were mtainly ooncer, ned about the absence from the. proposed constitiuitibin of the iCbutncil of any guarantee thait persons, of experience in education would necessarily be, interpreted to mean persons of real expert knowledge in education dierived from, experience, in teaching. Ft wais essential t'halt direct representation should be accorded to both grades- of the teaching profession. In this manner -only was' it possible to pre'venit t[1alt democratic control' of education which wais, so prominent a feature of thisl cent-ury from, de- generating initio a, bureaucratic tyranny and p-eltity interference. ^Applause.) lit was. agreed that the pre'sidenlt.'s' addresl9 should be printed and sent to tlhemelffiiberrs of the various education authorities ini Wales. Mi,sis1 Oolllin, Cardiff, was unanimously elect- ed -president', Mir Jteinkin Thomas- was re-elected secretary, and the folio-wing w-eire elected oiii the commitfiee to, fiilll vacancies:—Messrs. May- ller, Lewis; (Llianelly), D. H. Williams (Pwll- heli), 'and Mds's- Rowland's (iRuthdn). «
