Official Notice. ELECTRIC LIGHTING ACTS, 8- 1882 TO 1890. Penmaenmawr Urban District Council Electric Lighting Provisional Order. NOTICE IS HEREBY GIVEN that the Board of Trade have made and issued a Provisional Order, under the provisions of the Electric Lighting Acts, 1882 to 1890, with a view to the same being included in a Confirmation Bill, about to be intro- duced into Parliament, to the Urban District Council of Penmaenmawr, in the County of Carnarvon, author- ising them to supply Electrical Energy for public and private purposes, as defined by the said Acts, within the Urban District of Penmaenmawr, in the said County. Copies of the Provisional Order have been deposited for inspection at the Office of the Clerk of the Peace for the County of Carnarvon, at Carnarvon, and at the said Urban District Council's Offices at Penmaen- mawr and printed copies of the same can be obtained at the following offices (that is to say) :-At the said Urban District Council's Offices at Penmaenmawr; at the Offices of Messrs. THE SECRETARY OF STATE for the Home Department HEREBY GIVES NOTICE that a representation, dated the 10th March, 1935, has been duly made to him by the Llanrwst Urban District Council that Fairs have been held at Llanrwst on the following dates, viz.: the 1st Tuesday in February and on March 8th, April 25th, May 19th, June 21st, August 10th, September 17th, October 25th, December 11th, and the 2nd Tuesday following the last-mentioned date, and that it would be for the convenience and advantage of the public that such Fairs should, as from the 1st January, 1906, be held on the Wednesday following the first Tuesday in the months of February, March, April, May, June, August, September, October, November and Decem- ber, in each year. The National Museum. WE believe Conway Corporation acted very wisely in refusing to enter into com- petition with Carnarvon for the location of the National Museum. The hopes of the little borough for securing that institution were very slender, and it did well to refrain from imperilling its present pros- perity by entering upon an expensive scheme with which to lure the Museum to the Castle. From a historical point of view there is no town in Wales which can show greater claims to a national institu- tion of this kind than Conway, but, un- fortunately, there are other elements which count. It is imperative that a strong attempt should be made to secure the Museum for North Wales. It must be admitted at once that Carnarvon is the most powerful claimant for the honour, and in that case it would be extremely meln for a town like Conway to imperil the good chances of Carnarvon by dividing the support which would other- wise be unanimous for Carnarvon. Jealousy between different parts of the country has often spoilt many good causes in Wales. It is well that towns like Con- way are learning self-denial by uniting in a common cause in the fight of Welsh Wales against the Anglicised South.

The Education Crisis. THE thunder-clouds have been gathering with a vengeance during the past fortnight, and no one knows to-day when Wales will be embroiled in the thick of a bitter feud between the education authorities and the Government. There is no denying the fact that the great body of national feeling is in full sympathy with the County Councils in their light, and that Merioneth will receive the hearty support of the whole of Wales and of a large body of wealthy English Nonconformists in its struggle. We believe that the Govern- ,,g ment has been ill-advised in attacking Merioneth, although the provocation given was great still, there is hardly a doubt that the county is entrenched in a strongly fortified legal position. Its position is cer- tainly more logical than the other counties, although perhaps less subtle and evasive. It takes its stand boldly on the principle contained in the Education Act that the school buildings must be placed in a thoroughly efficient condition before they will be maintained from the rates. It is very doubtful indeed whether the Govern- ment would win its case if the matter were argued out in the law courts. It is very probable that Carnarvonshire will find itself in the same position as Merioneth ere long. The non-provided school man- agers in the county have refused the very lenient and reasonable terms of the county authority. The result will be that the county will press the managers to carry out its demands, and it seems beyond hope that the money can be found wherewith to do so, the schools will be declared in default by the county, and will not be further maintained. The school managers have to provide some- thing like ^15,000 in order to meet the demands of the Council, and it is well known that they cannot do so. If the county refuses to maintain them, it is expected by the Bishops and their followers that the Education Department will declare the county to be in default. We firmly believe the Church., party has made a grievous error in not accepting the moderate terms of the County Council —terms which it is certain will never be offered them again.
