Water for Cwm Penmachno. Local Government Board Inquiry. A LOCAL Government Board Inquiry was held on. Thursday art Rhyd-y-meirch schoolroom into the application of the Geiirionydd' District Council for permission to borrow £ •1,000 the co,sit of the Cwm 'Penmachno water scheme. The Local Government Board w.as represented by Mir, R. H. Btickmell, M.'I.C.E., and there were preisent:—(Mr E. Jones, Williams, J.P. J. Hughes (borough siurveyo,r of Ruthiin, and engin- eer of tlhe scheme), Rev John Gowerr (Trefriw), Messrs Ellis Pierce (Dtolwyddeilen), Edward Robeiritis (Penimiachno), and E. W. Roberts. The schema provides for a supply of water for alii ;oe d\v llings in ,tlhel village of Gwm, Peimraarhr o. The dimenisionis of the service reservoir will be 25x20x8—o, having a capacity of 25,-00 gallons equivalent to. a supply of 2 days allowing 20 gallons per head per day for consumption. The total quantity of w,atleir required per, day ItOI supply a population of 500 wiith 20 gialllionis, per head is 10,000 gallons, a,n,d: as, there are 33,320 gallons of water avail- able daily it is clear that the service reservoir will constantly be full and an adequate sup- ply willil at ailill times- be available for domestic purposes. The pipe lines -will proiceed, in a north-westerly direction in a direct line to the Posit Office, and- from this point along tlhe rear of Didol and Wesley -(terra ce, across the meadows paisls-ing the rear of Rryn Madoc and a row of semi-deitaehed houses, ainid the schools. where it passes, beneath the bed' of the Dwy- n,a:nit Riiver, tlhen across the meado-ws to Dwy- n,ant, and. terminating at the end' of Dwynant- tennace. A s'eoondl main will connect' ait the Post, Office, alnid extend towards: Rhosgoch, and on, ito Blaen-y-Cwm. T!he source of supply is intended to be taken from five points situate on the side of the mountain called M'archyria." The gaugings which weire taken at a period after ,a long spell of dry weather showed the rate. of flow to be 2'3 glaltlons peir minute. The daily flow was, therefore, 33,320 gallons, an average of 66.64 galikwus per head. The Penmachno Mains. It isi intended tlo, dispense with. the existing waiter mains art iPeinmachno, and. to .substitute an entirely 'neiw system of mains. 'The exist- ing w,'alter mains are defective, :3Jnd aire badly corroded, the pressure in the pipes, having ibeeln .reduced from 6oHbs. rto 181hs per ,indh. In answer tb questions, the inspector elicited the information, that the population at the lasit census was 1,6.8-6; the numb tlr of houses, to be served, 500; number,' of houses in ithe parish, 409 annual assessable value, ^3,839 out- standing Joans unidier the -Public Health Act, ^401 1 as; it wa's proposed to, borrow Zi,ooo for ,the water supply; the airea of tfhe parish i's 13,291 aores, and the area to be served is about 50 acreis. Mir R. R. Owen, in iwply to the inspector, siaid tlhat they had Obtained the consent of the riparian owner. Lord Pemrhyn had melt them very liberally in the matter by granting a 60 years' lease. The Imspedtor remarked that the Council musit understand' that as, the waiter is soft, they could not use lead pipes, or they would have caseis of lead poisoning. Galvanised iron pipes must be used, and on no account musit lead pipels be used. Mrr Ellis Pierce: 'My experience is thait iron pipes corrode. The 'Inspector: I assure you that you neveir made a bigger niistlake in your life, if the pipes are blown off regularly twice a week; but. on -no! Mr David Roberts: I understand that it was. owing to an' outbreak of fever some (time ago rthait this scheme was fint brought, about. There is no such thing as drainage in the dis- trict, ,and I should like to know whether the scheme covers the sewerage of the district. The Inspector: 'No, there is no sewerage scheme in conniection with this. You cani'tt; have a sewerage ^scheme without watear to carry it away. INlOW, you are applying for water, anid latter on the Council might pro- bably consider the sewerage scheme, when they have got the Avater, but a sewerage. scheme on top of a waiter scheme would be a v-ety expensive 'thing. Mar E. Joneis Williams There is no demand: for a sewerage scheme. The inhabitants will be perfectly satisfied with a good waiter scheme. Mir E. Jones Williams proposed a vote of thanks to the inspector for the oourteouis man- ner i.n which he had conducted the inquiry, and on behalf of the Council, he felt bound tb thank him for the excellenit suggestions, he had given them,. Rev John Gower seconded, and remarked that he bad attended several inquiries' from time to time, but had, never seen an. mspector go so thoroughly into- every detail of a scheme be- fore. The vote of thanks was carried unanimously, and the meeting terminated.
