English Congregationalism in Flintshire. ANNUAiL MEETINGS AT RHYL. THE CONSTITUTION OF THE UNION. The annual meetings of the English Congre- gational Union of Flintshire were held; at Rhyl on Friday, Mr P. Mostyn Williamis .presiding. At the conference in the laiternoon the Chair- man introduced the question of t!lie new con- stitution of iiOie Congregational Union of Eng- land and' Wales. New Building Schemes. Several schemes for the erection of new chapels, schoolcoams, anid niirfistersli houses were under discussion, and1 int :mearly all ca,ses approved of. A scheme was- passed for aug- menting the collections and- subscriptions to- war's thie th,,ec)lo?-,ic.al ins?zitut,*ons of the de,no- a mination. The recommendiatioins of the conference with reference to foreign missions were 'carefully considered, and it was reisolve-dl that the same as far as they aire applicable to fhe district, should be put into operation. The next May Synod -is to be held at Towyn, MericXieth. Special preaching services were 'held at ElberJezer -and Caersalem Chapels, the preachers being the Revs J. Lloydl Hughes, R. M. H-uglbcis, P. Jones Rciberts, W. Caenog Jones-, W. Madcc Roberts, Robert Lewis, Ridhalrd: Morgan, P. Price, and Ishtma,el Evans.

Montgomeryshire Congregational Association. On Thursday the Quarterly Association oiÍ the Montgomeryshire Congregational Union was held at Welshpool, under the presidency of the Rev E. Einion Evans, of Derwemlas. Mr Morgan, of Llanfyllin, and1 the Rev. Wm. Harris, who recently setded; as minister of the Welsh- pool church, were received as* members. A letter was voted transferring the Rev. D. B. Evans, on his removal from Welshpool, tn be- come the- minister of (-he church at Lla-nbrabach, to the Glamorgansihiæ Association. A resolution was unanimously passed reaffirm- ing the protest of the Union against the Educa- tion Ac't of 1902, and emphatically protesting -against the -concordiat proposed iby the Mont- gomeryshire County Council. Copies of the resolution were to be forwarded to the chairman and clerk of tthe County Council. A resolution was unanimously passed1 sympathising, with the sorely tried Christian's of Macedonia, and appealing to the Governimenlt to take action. Mr T. Hum- phreys, of Llanidloes, was appointed county secretary in connection with the Ministers' Widows' Fund. A resolution) was passed congratulating the United) Kingdom Alliance upon its jubi-lee., and wishing that itis efforts in conimec'tion' with the cauise of Iceimperance woulid) be crowned with success. Ordination Service. The ordination of Mr W. R. Lewis, Bryn- •hytfryd, Swansea, formerly of the North Wales Baptist College, took place on Tuesday and Wed- nesday last week ai the Baptist Churches, Plan- wyrd'en and Penrhynsidte, wlhen the following ry-ere invited to officiate :—The Revs. S. Morris (Bangor), E. T. Jones (Llanelly),and D. B. Rich- ardis (^rynhy-'nyd, Swansea). Bishop Edwards and Clergy Sustentation. DEPRECIATION OF TITHE. The B:shop of St. Asaph, speaking at a draw- ing-room meelcing at Park Hall, Oswestry, on Mond'ay, in aid of the Diocesan Clergy Sustenta- tioni Fund, referred to the number of distressing cases which had come under his notice of clergy in the diocese doing splendid work for what j. he described as a pittance of ^100 a year and leas. Nearly half the livings in the diocese, 'he added, did not reach £200, owing to tine great fall in the value of tithe, which during the pastt 26 years, had fallen from ^69,000 to ^41,000, ttthe result being an unfortunate lack of candidates for the ministry, the support of which should be a prime object witch every Churchman, whether rich or poor. The .Marquis of Salis- bury-, concluded the Bishop, had hoped to be present, but owin?g to obvious circumstances- he was unable to attend: In a leUer which he received not long before his death the late Mar- quis volunteered unasked a subscription- to the fund'. The Hon. Laurence 'Brod'rick, president of the fund, also spoke, and saidl that a sum 0^5,000 was required to raise the incomes of the clergy in the diocese to £ 200 a year.

Presentation to the Vicar of Holywell. At a meeting of the congregation of Holywell Parish Church, on. I-Alond'ay evening, iche Rev. R. D. Willi-ams, M.A., rural dean, was the re- cipient of an album address and a cheque for the purchase of a motor tricycle from the parishion- ers on his resignation of the living and his retire- ment to Sit. Asaph. 7 ?\lr S. L. Revis, North and South Wales, Barvk, presiidied over a large gathering at the old St. Winefred's-hall. The Chairman, in eulogistic terms, spoke of che worth of their worthy vicalr during- the. 36 years he had occupied the living. The presentation was made by Dr. Jas. Wil- liams, Castle-hill who referred to L'he lonf, period the vicarad ministered' to them. He also ad- verted to the work of Mrs Williams, to whom was presented a handsome silver d nin-g-room lamp. The Rev. R. D. Williams, in replying, spoke of the great assistance he had' always received from his parishioners and the freed'om from turmoil and strife within and without the church '¡hat he had enjoyed. Mr H. A. Cope, :lr J. Lloyd-Price, Mr Thos. Thomas, the Rev. Jos. Davies, and others also spoke, and referred to the various work's the v:car had carnied out, the building of Holy Trinity Church, Greenfield, the restoration of the parish church, and the enlargement and1 im- provement of the Church Schools.

On Monday, the Rev. Dr. Garvie, Principal of Hackney College, London, preached at tihe anniversary of the Pe-nybryn 'English Congregational Church, Wrexham. The Rev Dr D. M. Phillips, of Tylorstown, has been appointed joint editor with the Rev Evan Davies, of Trefriw, of the "Lladimerydd," the Welsh Calvmistie Methodist monthly maga- zine. The Car-no and Llanwnog Congregational Churches, Montgomeryshire, have 'sent a unani- roo-u-s invitation- to Mr T. Bowen Evans, a student of the Aiberystwyth University College, to undertake their pastoral charge. Another Liverpool Welsh church., viz., the Parl?-Toad' Cor?- I I ,,re-at',orval Clhurch, has uLn,a.ni?m- ously passed a resolution in favour of passive resistance to the Education Act, and offeirintg to give financial support, if necessary, to those members of Ohe church whose goods are dis- trained upon' for the non-payment of the edu- cation rate. Colwyn Bay Petty Sessions. The National Provincial Bank Assessment. Case Again Adjourned. An Extraordinary Couple. SATURDAY Before Mr T. G. Osiborn (in the chair), Mr J. W. Lurnley, Mr J. W. On the application of Mr Amphlett (Messrs Porter and Amphlett) the licence of the Liver- pool House., Abergele-r-oad, Colwyn -'Bay, was temporarily transferred from the gre'Senf; 1 censee to J. Cyffin William's. Rate Cases. A number of rate castes 'occupied the attention, of the' court for a considerable tiim-e. Serving a Demand Note. In one instance, (the collector for the Colwyn Bay Urban District Council (Mr Roberts) applied for an order 'against 'a ratepayer. A witness was called upon to- give evidence a's to the serving of the demand nolte upon the man: in queskion. In reply to the clerk, t'he. witness said he: could not recollecit upon, whom the demand note was served. The Clerk therefore held it would; note be equitable tio proceed in the usual' way with the case. Mr Roberts contended that according to the Act all t'hat was required, of him was to serve a notice in the dlebtor's place of .abode. The Clerk held that that was not enough. The Chairman observed that whatever m ight have been; the ld;te-r of the law on the point it was- hardly fair to deal with any man in that fashion-. For instance, the gentleman refetreld to might have been away on his- holidays at the time, the notice was served. Consequently, he might know niotih, n, -about it. The' collelc't'or eventually consented- to the withdrawal of the case, aflte-r pretesting again,st the ruling of the clerk. An Interruption. Meanwhile, a lady who was1 a party in one of the cases yet tOo come forward created- a 1-ttle commotion. Eventually, P.S. Tippet't called the aittenitioni of the Bench to the raclt t-hail the woman wlai9 trying to intimidate certain- witnesses c,onceri-ied in the case. The Chairman remarked tbajt unless silence was at once- restored the woman would be re- moved in custody. Thenceforward' "silence" reigned s-upreme. The Bank Assessment Case. Mr A-mphldtt mentioned the case of the National Provincial Bank, Ltd., v. fjtoe Ass.ess>- ment Committee of the Conway Un-on and the overseers of Llandrillo parish. It will be recollected thiat tlheBank Company ait a rece-nt court sittinlg appealed, against the ratinig of itheir new building's at Colwyn Bay at £280, -andi the case was adjourned. No relSpondents now appeared in lanswer to the clerk's call, and ilt eventually trainsipiredf thai: there bad been an oversight somewhere, as a result of which 'Messrs GharnfD-erlain and John- son, solicitors for the respondents, -did not put in am appearance. In due course Mr Amphlett was summoned1 to the telephone1, and, on his, reiiiurn., he iniforr,-Ied the count that the advocates for ithe other sidle were undter the impression- thajc the case had beeo adjourned; until the November court. Tihey suggested that a further adjournment be now granted. He would, however, apply to their worships to grant the expenses of the three expert witnesses whom he had been forced to summon in support of his own case. After adjourning' to consider their decision, the Bench eventually dlecidedl 1:'0 adjourn, the hearing until the court to be held on December i,t prom;,s,nr, to make l?-rn;o-wn \lr -A,,mp!blc. that decision to Messrs Chamberlain and John- son. An Unruly Couple. A plasterer, named Edward Evans, and his wife, Mary Jane, residinig at Whitfield House', I Colwyn Bay, pleaded guilty- to charges: of drunkenness, evidence being given by P.C. Rog-ers. Inspector Jones, of the N.S.P.C.C., p-reiferte,d a further charge a,gainst ,t!he parties of havinig neglected their children, John Evalns (aged 12) and Susannah Goosey (aged 8). Mr Franc's Nunn- appeared for the pro sec u- tion. The ddend'ant's,J.whb were evideritly under the influence of driink in. the court, (behaved in an extraordinary manner, Mary Jane being espe- cially unruly. Repeatedly she cried ex-cibedly "We are, willing1 to go to. gaol for .being -drunk, but not for be:ng cruel to the children, because we have never been. cruel to them." Time andi again Mr N'unn's, opEning remarks were interrupted! by the woman, despibe an the efforts, made by the police and the. clerk to secure order. Inspector Jones's evidence appeared! ito give Mary Jane considerable anxiety, because her cries: of "That's a big lie," etc., interlarded his whole, statement. Witness- saidl he had visited Mrs Goosey's house at Grove, i-a-rk, and: hiadi found the children' without flood. At this poinjt a sharp bout of wordy warfare took place IbeJiween Edward' and, his wife. The Chairman said, th-ey could not proceed unless quietness was restored, as- it was reduc- ing the proceedings' to an absurdity. Defendant's stated they could not pay, as they wanted to get their children ouit of the work- house-, where- aJi present they were detained1. Edward ;and Mary Jane were, therefore, senlt to prison for seven days, the parties being bound over to appear at another court on tihe ch-a-rfges .of cruelty.
