LADIES AND GKNTLBMEN, At the urgent request of a large number of influential Ratepayers of the Ward, I have the greatest pleasure in placing my services at your disposal to represent you on the County Council. I do this with the greatest confidence, for, having resided amongst you for upwards of 32 year?, I am no stranger to you, but oue of your- selves, knowing your needs and desires, and being in full sympathy with your aspirations. In addition to this personal and intimate knowledge of the people of the Ward, I claim that my past record is ample justification for seeking your support. I have bad the honour of representing you on the Bedwelity Board of Guardians for 21 years on the Tredegar District Council for 16 years and on the County Council for 9 nine years; This is a record any man might be proud of, and it is in no spirit of boasting that I say that my conscience is clear that I have faithfully and honourably carried out the trust you reposed in me. My record as a Member of the County Council will bear the minutest inspection. Durinar the nine yeal1 you honoured me with vour confidence I laboured unceasingly to secure for the District a fair and equitable share of the grants disbursed by the Council. An an instance of this, I might mention that f successfully advocated an increase in t),e grants tnwjuds the main roads of the town from £i5 to £100 per mile per annum. I was also instrumental in inducing the County Council to ray L20 per mile per annum towards the reads which are nr-t main roads. No grants were pre- viously rlficf for these roods. Those additional grants have I)e-r, a tremendous relief to tho local rates, and plfc is felt by everyone directly or indirectly. I may also mention that through my advocacy the County Council were induced (,1) pay some hundreds of pound8 towards the roarla n, the Dia- trict, which sum, although due, had been over- lookod. ThE>e are only a few instances out of many which, show that I Wl\ always alive to the very highest interests of the Ratepayers. Being one of the heaviest Ratepayers in the Ward, 1 naturally do vhat T can in securing Economy, tj wiiilfi at the sp.aie time I stand for Efficiency. It is of the utmost importance that your Reprt- sentative should bo vigilant and untiring in fight- ing for justice for his constituency. LADIES AND GENTLKMKK, I have again been requested by a number of Electors to become a Candidate for election to the County Council. I have lived in the Pariph of Gellygaer for a considerable number of years, and can reasonably claim to be thoroughly well acquainted with tho characteristics and needs of the district. In my business as a Sinker and Mining Contractor I am in close and continual touch with the Coal In- dustry. The prosperity of the district and of every .inhabitant of it I, therefore, my most ernest wish, and my best efforts are at all times directed to the maintenance and advancement of that prosperity in every way. In Education I am in favour of a forward policy. I support the provision of ample School Accommodation for giving a sound and practical education to all children on equal terms but I am opposed to the extravagance sometimes shewn in the high salaries paid to officials, and the excessive embellishment of public buildings. As a Member of tbo Gellygaer Urban District Council I opposed the recent Water Board Scheme, as I considered the special interests of Gellygaer were not fairly treated. If that Scheme should again be promoted I would still oppose it, unless I found that our particular local interests were properly dealt with and safeguarded. I am of opinion that the control of the Edu- cational Affairs of our own district should be in the handes of the District Council, who are natur- ally best acquainted with our looal needs, and if elected I will do my utmost to bring this about. Owing to the recent and prospective great increase in the population and traffic of the dis- trict, the maintenance of existing highways and the construction of new main roads are questions of vital interest to the Ratepayers; and it will always hi one of my first duties to see that a r<»asonab)e share of the expenditure on these mat- ters shall be borne by the county funds. My motto is always "EFFICIENCY WITH ECONOMY." All expenditure on Education or other purposes would have my close attention, with the view of preventing waste or extravagance in any form.
