E N'T L I,: M E GENTLEMEN — Through the unconstitutional action o: the House of Lords, in suspending the Budget, a General Election has been forced upon the country. Hitherto, it was the Hous» of Corrfmons, as the elect of the nation, decided the time and the. occasion of an appeal to the Constitu- encies. We have now to reckon with a revolutionary House of Lords, and the question whether the Peers or the People are to govern, must be settled at this General Election. All other questions, however great, necessary, and urgent. must for the time being lie dormant, until the uncontrolled veto of the House of Lords is abolished. While advocating as strongly as ever Relig- ious Equality, a settlement of the Education Question, Irish Home Rule, Land Law Reform, Temperance Reform, Extension of the Fran- chise, including Woman Suffrage, Leasehold Enfranchisement, and other items on the Lib- eral programme, all our energies at this crisis must be bent to the removal of the greatest obstacle to political freedom. After 25 years' eervioe, I again confidently seek your suffrages and I appeal to you to re- turn me with a large majority, so that I may help our illustrious fellow-countryman, the Right Hon. D. Lloyd George, to pass the People's Budget, and to support our great leader, the Prime Minister, who so nobly champions the rights of the People. PARLIAMENTARY ELECTION, 1910. Mr. Frank Gaskell's Election Address to the Electors of East Glamorgan. GENTLEICEK,— The Unionists have chosen me to fight their battle in your Parliamentary Division at the forthcoming General Election. I have, there- fore, the honour to appeal to you for your sup- port. port. In 1906 the Radicals were returned to power largely upon their contention that Chinese slave labour had been introduced into South Africa. Even Cabinet Ministers afterwards declared this statement to have been a lie. During: the 1906 Election they promised us the Big Loaf. Since they have been in office the price of bread, as well as that of the necessaries of life gener- I ally, have greatly increased. They promised us I Retrenchment, but the national expenditure this year is higher than ever it was before. During the last four years the number and amount of the salaries of their officials have largely in- creased. They promised us good times, but have given the country a great increase of un- employment, with a reduction of wages all round. Not for many years has Britain seen such social misery as is to be found in our midst to-day. The Government has imperilled the seiety of the nation by a great reduction in the strength of the Army. Our Navy is the only safeguard for our food supplies. Yet the Ministry has abandoned the two-power standard which suc- cessive Governments have repeatedly declared to be necessary to provide the lowest possible mar- gin for our national safety. Nor has the Admin- istration cared for the fact that Foreign Powers are building ships with great haste. Ammuni- tion and stores for both Army and Navy are in a dangerously depleted condition. Large num- bers of coastguards have been abolished, whilst the death-cries of seamen are unheard save by the foam-crested breakers in the storm. The Colonies have been openly flouted, and a Cab- inet Minister has proudly claimed to have bang- ed, barred, and bolted the door of friendship in their faces. Government contracts go abroad whilst British workmen starve. In April last the Government produced three Bills under the name of the Budget. The House of Lords con- titutionally said that they had no right to pass these measures into law under the name of the Finance Bill until the Budget had been referred to the judgment of the people. Not the Com- mons, not the Lords, but tne nation must con- tinue to be the final Court of Appeal in our country. The Radical Party vents its anger in the old election cry, "Down with the House of Lords Some Liberals advocate its abolition, others cry out for the destruction of its Veto. The two Chambers of tho British Constitution have given birth to the Constitution of all the great King- doms and Republics of the modern world. if we returp to government by the Houb-" of Com- mons alone, we must sink to the level of Ni- caragua and Guatemala and other petty States whose troubles and tyrannies are a curse to civi- lisation. I consider, therefore, that the House of Lords should be "mended, net ended Our defensive forces should immediate^ be strengthened, for the safest guard against war is a nation's rcsaijieas to fight. The Army must be increased ir. men, stores, horses, and must be increased ir. men, stores, horses, and guns, and mainiainsed in efficiency. I We must at once and at any sacrifice, raise our Navy up to the "Two-Power Standard." Onr existence as a nation depends upon the reten- tion of our unchallenged supremacy of the seas. On the questions of National Defence I appeal to you as one who hs,s served in the Welsh Regi- ment at borne and abroad, and both in the Regular and Vckuufceor Battalions. By th« imposition oft-«**■ tyr A' duties on manufactured articles* we -12. I only raise revenue, but can safeguard our home I market for cur own manufactures, and thereby increase employment. By re-arranging the ex- isting taxes on. food, without adding one penny of taxation thereto, we shall assist the British and Colonial farmer without increasing the price of food to our people at all. The repeatea at- tempts of the Radical Party to hide the fact that our food is taxed to the extent of thirteen millions a year under Free Trade, must be ex- posed. I will support no legislation that will increase the cost of liviut7 to :1y working man. I con- sider the two ;1a;t political problems to be those of finding work for the unemployed and of imperial defence. i ^employment can only be reduced by safeguarding our home manufactures and protecting workmen from unfair foreign competition. The problem of Imperial Defence can only be solved by Imperial Federation se- cured through trade preference between our Colonies and ourselves. I will oppose the Dis- establishment and Disendowment of our Na- tional Church, because such a measure will tend to change the national character of the Anglo- Celtic race, to its detriment. I will support the right of the parent to have his child taught the religion which he professes, and I will oppose any legislation for secular education only in our publio elementary schools. No effort of mine shall be spared to endeavour to remove any re- ligious or educational grievances that may be felt by any denomination, consistent with the obligations set out above. I will support a new Franchise and Redistribution Bill, and will ad- vocate the inclusion of all women in such mea- sure who would be entitled to the vote if they were not women. I think the Licensed Trade should be allowed to conduct its business without. unfair legislative barrassment. The Act of 1904 is decreasing unnecessary licensed houses at the rate of more than a thousand a year at no cost whatever to the taxpayers. I strongly advocate the extension of Old Age Pensions with the re- moval of the pauper disqualification. The Unionists did what they could to get an amend- ment to this effect inserted in the present Act, but it was defeated by the Radical Government. Amongst those who voted against this Conserva- tive amendment was the sitting member for East Glamorgan. I will oppose Home Rule for Ireland, because a union that nature, by prox- imity, has created cannot be destroyed by man. I am strongly in favour of L-easehold Enfran- chisement and Small Proprietorship, both of which are jeopardized by the Budget proposals. Indeed, eo strenuously was the Government op- posed to Leasehold Enfranchisement that they prevented a measure for this object from becom- mg law more than once in the last Parliament. The Unionist, Land Policy aims at the encour- agement of thrift and at defending the right of the poor man to hold his house and his little plot of land for ever. I would finally remind Trades Unionists that they owe almost all their liberty and their privileges to successive Con- servative Governments. It was the Toriea who gave them the Workmen's Compensation Act, the Coal Mines Regulation Act, Free Education, I 23 Factory Acts, Master and Servants' Act, the Truck Act. Public Health Act, and almost the whole of the Labour Laws. "The Toriea have done more for you in five years," said Mr. Mac- donald, the miners' MP., in 1879, "that the Liberals have in fifty years." Remember that Free Trade means both the power to buy mate- rials in the cheapest market and the privilege to I buy labour in the cheapest market, too. You cannot be Free Traders and Trades Unionists at the same time. I therefore ask you to give your starving fellowmen the same right to earn a living in their native land as is given to the? citizens of Protectionist countries. In wishing you all, friends and opponents alike, a Prosper- ous New Year, I suggest that you adopt as your ( New Year Resolution: "A New Year and a ¡ New Member for East Glamorgan."
