The duties devolving on the County Council will necessarily be very great and responsible, as the greater part of the non-judioial business hitherto transaoted by the Magistrates at Quarter Sessions, with other important matters, will henceforth be administered under the provisions of the Local Government Act. I am deeply oonvinoed that the utmost care and discretion should be exercised by you in the choice of a fit representative, who should be characterized by sound judgment, be practically acquainted with public matters generally, and be willing and able to devote a great deal of time to look after your intert sta. I am a heavy rate- payer,and have always been of opinion that matters involving the outlay of a large expenditure of public money should not be undertaken until the views of the ratepayers could be ascertained, and I shall firmly pursue this policy if elected aa a Councillor.
