YSTKDYFODWG LOCALI BOARD. j The fortnightly meeting of this Board was held on Friday afternoon, the 4th inst., at the Public Offices, Pentre, when there were present:—Mr E. • Evans (in the chair), Messrs E. Williams. J. Da vies (Porth), W. Davies, D. Evans, W. Jenkins. S. Smith, E.W. Lewis, J. Havard, and Mr H. Mathias. IS IT A NUISANCE, OR NOT ?—DOCTORS APPARENTLY OISAGRBE. Dr Dukes, Porth, attended, to reiterate a com- plaint he had recently sent to the Board as to an alleged nuisance caused by boiling fat upon ;he premises of Mr Coles, bntcher, Porth. Mr J. Davies handed in a letter which be bad received from Mr Coles, blaming him for taking up the matter. The Clerk added that the letter went on to libel Dr Dukes. Dr Dukes said the smell was something enough to poison a regimont of soldiers. He had spnken to the inspector, who did not care to go there again, because he had been abused on a previous occa- sion. He (Dr Dakes) had telegraphed to Dr James, at the inspector's request, but the uiedicaloHi. r did not come till the next day, being awriy wh u the telegram was received. Subsequently Dr James entered the room, aod, in reply to some of the members, stated that h* bad visited the place, and found nothing wroug there. Of coarse he did not know anything about the smell whioh was referred to as being there rn the previous day. He had been there repeatedly and called there so often because$hey dealt there, but found nothing. Mr D. Evans—Doctors often disagree (lanphtei). The Sanitary Inspector for No. 3 distriot ulso reported that be had visited Mr Cole's premises, and found nothing wrong thore. It was understood that notioe be given to Mr and found nothing wrong there. It was understood that notice be given to Mr Coles to abate the nuisance, otherwise proceedings would be taken against him. REWARDS TO THE POLICE. A letter was read from P.S. Hoyle, asking f.u reward for the ooaviction of a person for driving a Jiorøe and trap across the pavement. Mr D. Evans did not approve of the police being paid rewards for doing their duty. He did r»"t I know whether they were justified in paying rewards to the police for finding out those who broke thf lamps. After a brief conversation the matter dropped, Mr D. Evans presented the report of the finance oommittee. The cheques signed this day amour.ted to £ 1,682 10s., leaving a balance in the bank uf I £2,482 14s. lOd. TAKING OV SB N'CW ROADS. Mr Smith, from tbe Bailey's estate office, attended to endeavour to come to an amicable arraugemer t with the Board for taking over as public roadr. Ty.isa and Gelli roads. He suggested that t, Board should take over Gelli roads as far as tut railway bridge, as that bridge, which wan too narrow to meet the requirements of the Board wan to be maintained by the Taff Vale Railway COII- pany for ever, and that that be left as it is. On the motion of Mr D. Evans, it was agrerd that, subject to the approval of the surveyor, ttit, Gelli road from the parish road to the river brid^x be taken over. INSPECTORS' REPORTS. The Inspector of Nuisances for No. 1 Dis*n>t (Mr J. Evans) reported two fresh cases of typhoiJ fever, one at Brynwyndham Terrace and another at Hill-street, Pentre. ThE following collieri. were reported by him to be tipping upon the side- of the brooks and riverg:- vvaonarlvwydd, Ynysteio, Treorky, and Tylacoch. The Rhondda aud Swan- sea Bay Company were tipping into the bed of t brook, so that the material was washed away to- wards the river Rhoudda. The Blaenih nldli Company tipped into a culvert leading to the river, an i the Yoyafeio t. ompany tipped into the Rhondda river, while tbeJytacoch Company tipped into the side of the N Itntybhddd brook. Mr Jenkins suggested that the clerk write to ti-, companies drawing their attention to the nviit"- Tho Cfc&irnwn asked if th«y wer" "Oi fli, t :.Ke I proceedings. Mr Jenkina suggested that first of all tbey sbudd request these people to desist. Thiii was agreed to. A DICKENS IN TROUBLE. In No. 2 Distriot, Mr D. Evans reported twi fresh cases of typhoid fever, being the jatne num- ber as last month. The district, however, was fr from scarletina and measles. The houses wh-r. the fever existed had been visited, and found it fair sanitary condition. He reported lli I) HI:" I Dickens, Dunraven-street, Tonyp mdy, for ei-, et i i,, a wooden building without consent. This was the same man as had before been sun moned for the same offence, but then dis ni^st-d because &ix months had elapsed before proceediug were taken. They would be safe, it was stated, i! they proceeded now. It was decided to take proceedings. Mr J. Davies: Is it the same shed ? The Surveyor (Mr J. W. Jones): No, addition* to the other one. The same inspector teported that he had Ii., tected no one tipping iato the river, except tho Naval Colliery, Penygraig, which bad been tipping into the Ffrwdamos brook, but they had now ceasov to do so for the put fortnight. Mr W. Davies, the inspector for No. 3 Distiict reported that he had seen no tipping into the ri verr, but as to the last part of his instructions, be beg^eo to report that the Ferndalo and Cymmer tips w-u in such a position that thoy would be washed aw ly during such floods as had been experienced during the last few years. The Chairman: We cannot make them take th tips away. Mr D. Evans: I think we have a perfect rig t t take them on our lands. If the river comes tOu hi: we cannot avoid washing the land away. Suiue- times it goes several miles along the line. Mr Matthias said the Diiams Company were ju-, putting up an engine to draw rubbish up ti mountain side. Mr D. Evans was glad of that. Mr Havard-We are doing oil we can to cmrv out oar promises in the sense they were urnd*- I" the beard. (Hear, bear.) The Inspector reported one fresh case of ty ih i fever at Bridge-street, Havod. Tbe Surveyor read a letter from the Fe. bd .]" Gas Company stating that the large lamp in Lli- Strand, Ferndale, burnt as much as five ordiimsy lamps, and the company thought that they bad acted very fairly in charging only the price of three. After a length discussion it was decided that thr surveyor should see wnether the price could m t be reduced by reducing the number of burners in the lamp, and, as he himself suggested, reduce th* burning capacity of eaoh burner from tive three. COLLECTOR'S BKPOBT. Mr E Llewellyn, the collector, presented hit- report showing that the recoverable arrenjc amounted to the small sum of JE2 10/3 for the ha i year ended March 25th last.
