MONDAY. Before Mr J. S. BATCHELOR and Colonel GUTHRIE. WHAT CAN A MAN DO? There were quite a number of unmuzzled cases against owners of dogs permitted to be at large without the regulation muzzle. The first case, to come forward was that in which Dr W.
