DISTRESSING SUICIDE AT CARMAR- THEN In our last issue we briefly reported the suicide on Thursday, the 17th inst., of Miss Lucy Rees, Cam- brian-place, Carmarthen, under distressing circum- stances. Mr. Thomas Walters, coroner for the borough, held an inquest on the body tit the Assembly Rooms. Mr. J. Patagonia Lewis, Notts- square, was the foreman of the jury. William Rees, fish-hawker, Cambrian-place, father, said the deceased was 20 years of age last April. She had been a domestic servant at fewansea, but iust before Easter came home to get married. How- ever. her sweetheart died, and she stayed on at home broken-hearted. She was not a very strong girl, and seemed to have taken her bereavement to heart very much. She sometimes spoke of going back to service. Witness last saw her alive on the day previous to her death (Wednesday), when she, with her mother and witness, went to a sale at Bolahaul. She was sometimes low-spirited, but on that occasion seemed quite cheerful. He and his wife had to go out early the next morning, and they left her in bed. i Mrs. Rees, deceased's mother, corroborated, and said that when she saw deceased about 11.30 a.m. on Thursday, she was taking an early dinner. She seemed "quite cheerful then, and always seemed haASiiQtDha°?es (14), daughter of John Davies, 6, Cambrian-place, deposed that the deceased, who was a friend of hers, called her on Thursday morning and asked her to go a message for her. Deceased requested her to go to Davies the chemist for 3d. worth of liquid salts of lemon, saying that she wanted it to remove stains from a dress. Deceased accompanied her as far as Red Lion Yaid. Mr. Davies told witness that she was too young to bo served, and when she went back to deceased, h was asked to go to Phillips shop m Hall-street. Mr. Phillips had no liquid, only powder, and so, at de- oeased's request, witness went up to Walter Lloyds shop. Here she was again told that salts of lemon were not sold in liquid form, and that they were poison. Deceased then sent witness to Phillips fo a penny packet. Witness got the packet, which was labelled "poison," and gave it to deceased, who took it home, went into the house, and shut the door. Witness noticed nothing strange in her ap- nearance. About 2.0 p.m. witness heard that de- ceased had taken the stuff in the packet. Witness had gone for the same stuff once before for her sister to Davies' shop for cleaning purposes. By a juror-Deceased gave as a reason for not troing for the stuff herself that she was too dirty. Annie Evans, wife of Walter Evans, labourer, 27, Cambrian-place, spoke to having a conversation with deceased about a week previous to the suicide. Deceased said, "I am quite broken-hearted (be- cause of the death of her sweetheart) and can never live over it. I have a mind to take poison. I would have taken it this morning if my little brother Ben had 2d." Witness told her not to be so foolish as to do that. Deceased seemed quite contented, but low-spirted at times. After this conversation, witness told deceased s mother that she ought to take care of her, as she threatened to do away with herself. Mr. George Phillips, chemist, Hall-street, said that the second occasion on which the girl, Annie Davies, called at his shop was about 1 o clock, just as he was closing. She asked for a 3d. packet, and ¡ witness told her that he did not sell it in packets, but at 6d. per oz. The girl said it was for Mrs; Rees the fish," and said, "Give her a pennyworth. Witness gave her about a dram, and at her request told her how to use it. Salts of lemon would also be called binoxahc acid, as it contained a very small percentage of oxalic acid, which was one of the poisons. It was bqught, however, as "salts of lemon." It was greatly used in the town at this time of the year for cleaning straw hats. It was formerly only used for erasing iron-moulds. The girl Annie Davies looked to him to be over 16 years of age. He was surprised to hear that she Annie"^ Davies, recalled, admitted telling Mr. Phillips that the stuff was for Mrs. Rees, and said she did so because it was for Mrs. Rees daughter. In answer to a juror, witness said that deceased did not ask her not to mention her (deceased s) name to ^Mrs Annie Evans, recalled, said that she was having her dinner on Thursday in last week, when her little girl came in and said that Annie Davies 1 had been fetching poison for Lucy i^es^ WitneKs ran into the house as fast as she could, and found deceased, together with her mother, sistei, brother. Witness asked deceased where the poison was, but deceased denied having any, and asked for some water. After drinking some, she ran out to the back, and tried to vomit, and then, after being pressed by witness, admitted that she had taken poison, and that her stomach was bad. She gave some terrible screams. Witness gave her some salt and water and sent for Sergt. Davies and 1 By^the Coroner—Witness's little girl said that Annie Davies had told her about the poison. Dr. Parry said that when he saw deceased abouu 2 p.m., she was just dead, and quite warm. the salts of lemon must have been the cause of hei death although it was an exceptionally small dose, and he could only find one other case where a, dram had caused death, and that was in a much vounger person. The probability was that if any of the iury took a dram it would not kill any ot them. It depended a great deal on the health oi the person. VELINDRE. THis Rev. D. W. Thomas, diocesan inspector, has iust reported on the religious instruction given in both divisions of the Penboyr National Schools. In the mixed department the report was as follows:- "This is a first-rate department where Religious Instruction is very usefully given." Certificates of merit were awarded to Lizzie Campden, Mary Ellen Evans Willie Evans, Annie Davies, Annie M. Jones,' Sarah J. E*ans, Johnny Davies, Wilhe Howells, Lizzie A. Jones, Elizabeth A. Jones, Maggie S. Phillips, Annie James, David L. Jones, and° David Jones. On the work in the Infants De- partment the following general report is a very favourable one .This is a first-rate department. Very great pains must have been taken with the teaching, and it was a pleasure to note how keenly interested the little ones were in their work." Both reports reflect credit upon the teaching staff and pupils.

KIDWELLY TOWN COUNCIL THE WATER SUPPLY. The usual meeting of the Town Council was held in the Council Chamber on Friday evening last, the Mayor (Mr. D. G. Anthony) presiding. There were also present: Ald. J. C. Anthony. Councillors W. D. Davies, John Jones, S. H. Anthony, T. Rey- nolds, D. Gravell, W. Watkins, R. H. Isaac, Geo. Jones, G. E. Bowen, A. Stephens, and H. E. Smart; together with the clerk (Mr. U. E. Edwards), and other officials. The Market Committee recommended that hawkers coming to the town should go to the market-place and pay the usual fees, and that new pipes should be put in the market, and have it cleaned, white- washed and painted, and have the Town Hall done up- Some discusion ensued on the question of whether it was worth while doing it up for the small amount which they derived from the market. Mr. George Jones said that they only got 56. for the hire of the market. If they got Lb or JB7 per annum it would be worth while doing it. Other members, however, were of the opinion that if the work were done, it might be the means of bringing others, who would pay them more for the hire. Eventually, on the proposition of Mr. A. Stephens. seconded by Mr. W. D. Davies, it was decided that a committee, consisting of the Mayor, Mr. Isaac, Mr. Reynolds, and Mr. George Jones, should see what ought to be done, and the Surveyor having made specifications, separate tenders should be applied for for the work. The chief business of interest was the question of the water supply, over which much discussion arose. Mr. Stephens said that more water was wanted badly. The place was increasing, while the supply was getting less. They should get it seen to now. Mr. J. G. Anthony thought that they should get the opinion of the Surveyor before doing anything as a Council, but Mr. Stephens said that before going to the expense of getting a new supply, they should see what could be done with the present supply at Maes- gwenllian. They should have a suitable analysis taken of the water. The place from where it was taken at present was not suitable. They should go to the source and take it there. The Chairman said that the Medical Officer took the samples in favourable weather, and it was the only time that the analysis had been condemned. Dr. Griffiths said that it was true he had taken the samples at the outlet,, but that was the only place where it could be done. Mr. Stephens agreed with Dr. Griffiths that at present he could only go to the outlet, but suggested that they should open up the old level and get at the source. He made that suggestion some time ago, and the Mayor was empowered to call a committee and spent jB5 on the work. That had not been done. The present samples were taken in favourable weather, but it should be done in unfavourable weather. The water was more or less impure. There were men on the mountain who had worked at the level and knew where to get at the source. The Surveyor gave it as his opinion that L5 would not be enough to do the work. L50 was more like it. Mr. J. G. Anthony said that there were no houses to contaminate the water, but the graveyard of Horeb Chapel might affect it. The bacteriological analysis had not been satisfactory. The water was always said to get bad after a night's keeping, but there were hundreds of people who had drunk it all their lives and lived to a good old age. They did not want much water. If they had one good spring it would be ample. He did not think they should go to Peniau as was suggested. it was said that it would cost £ 6U to go to the source of the Maes- gwenilian supply. Well, they had often thrown away ±i5U..tie believed the water to be excellent, and there was no question as to the expense, ii there was a moderate supply at Maesgwenlhan it would be enough. There was be no harm in turning off the water a few hours earlier at night. lie agreed with Mr. Stephens that they ought to have enough water in case of lire. 'llw Mayor said that it had not been proved that they would be benefited by opening the level. It would undoubtedly be throwing money away. If they were going to do the work. he hoped they would get an estimate for £ 5. Other members agreed that there was an excellent supply at iliyaonctiana, which served Velindre dis- trict. It would run right into the town. Air. Stephens stuck to his proposition with regard to opening the level. It was the only way in which they could prove whether or not the water was bad. As one who continually had to deal with machinery, he knew that the cost of bringing the water to town from another supply by pumping would mean a great deal. Agaic there was always the danger of the pumps failing. The Council had previously decided to spend J65 on opening the level, but the Mayor had not called the committee to- gether. He never called committee meetings. Since he had been Mayor the business of the Council had been quite at a stand-still. There was absolutely nothing done. The Mayor—It has been done; you have heard the doctor speak. Air. Stephens—It has not been done. The Myor-But that is your opinion, and you are not infallible, you know. Mr. Stephens-It is a matter of fact. The Mayor persisted that the work had been done, and that he had called the committee meet- ings, whereupon Mr. Stephens enumerated a number of committees that had not been called, and challenged the Mayor to deny his statements. The Mayor-That is not a fact. The Medical Officer has done his duty, and you are not satisfied. Mr. Stephens-The Medical Officer took the samples from the only place where he could-- The Mayor- You are trying to push this water down the Council's throats, and you can't get out of it. Mr. Stephens-I am doing my best for the rate- payers of the town ,and I have a right to speak. The Mayor-You are speaking in favour of water which have been condemned by the Medical Officer. Mr. Stephens moved that the work of opening the level be proceeded, but Mr. S. H. Anthony negatived the proposition, and proposed nothing be done in the matter. They had a good enough spring in Colman's Well, which was the a bsolate property of the Borough. The only objection to it was that it was too low. They ought not to be under-supplied, and go in for other sources of supply when they already had one of their own. It was time they as a Council woke up. They spent about an hour discussing paltry matters such as walls, but they left an important question like that of the water supply alone. He was speaking on behalf of the ratepayers. Mr. Stephens-You have your own spring and don't care. Mr. S. H. Anthony-I am speaking for the majority of the ratepayers. Mr. Stephens—You are not speaking for the majority. A; t<>r some further discussion, Mr. Wilkins pro- pO"L,,1 that the water at Penlan be guaged and analysis taken. Air. Stephens seconded, and said that he only wanted to get at the truth and have .pert opinion. The matter of Colman's Well and the other springs had been thrashed out long ago. The Mayor alluded to the possibility of the water from Pontantwn and Llangendeirne being brought to Kidwelly, but Mr. Stephens said they ought to have their own scheme ready in case they did not get the Pontantwn water, although they might decide to hold their hands. Mr. Bowen said that about 29,000 gallons of water were consumed in the place per day. The water was shut off at night, and by the morning there was no water in the pipes. It seemed as if there was a leakage somewhere in the pipes, which were old. If they could get a small amount of water in the reser- voir from Penlan, it would be a good thing, and keep Kidwelly going for some years. Penlan was an ideal place for the supply. He proposed that a man be put at Penlan to clear the spring, and that as soon as it was done, a committee of the whole Coun- cil should visit the place with the Mayor, who had been accused of not calling committees, at their head. Mr. Stephens seconded, and added a proviso that the committee had power to order an analysis if they thought there was enough water there. Mr. S. H. Anthony's consent having been given, this was agreed to. This was all the business of interest.

PROGRESS OF EDUCATION A FEW PLAIN TRUTHS. The following letter from the facile pen of that well-informed writer, "A. Daughter 01 the Em- pire," will be read with much interest:—"Now that the medical inspection of school children has been begun, and the chorus of applause has not yet died away, might it not be still better to begin a little earlier, and have parents inspected, before they risk matrimony, to see if physically, financially, domestically, and morally, they are fitted to assume and discharge their onerous responsibilities as citi- zens and parents? With a rapidly-growing number of unemployables, feeble-minded, neurotic, and physically unfit to deal with, we are soon going to run up against a hard question, and whispers of coming difficulties are even now heard. Dr. Boggon lately said that drunken or unfit parents ought to be taken away from their children, and placed where they can no longer increase the burden and misery of the world. Socialists also claim to have a similar scheme, but they take care to say nothing of it to the working men when de- scribing their dreams of the future. Appeals in sermons and papers to decent men and women to deny themselves in order to help the families of those who never have denied themselves anything— not even the luxury of killing themselves with drink—are losing their force. Much of the misery and wretchedness in the world is caused by folly, selfishness, and absolute wrong-doing. We can face —with comparative resignation and courage-tho trouble that comes direct from God, but that created by thQ folly of others has no redeeming point. We have lately had a curious lesson from France of what may happen to a State even when it shall have taken over all the means of production, and its em- ployers strike against itself. After all, a State only consists of men and women elected by their fellows to bear the weight of governing the other men and women. For over 33 years the so-called "Free Churches" -free from the tyranny of the King "and Bishops, but not altogether free from domestic tyranny—have been trying to put an end to Church Schools, as such, and to substitute in place of Church teaching some vague system which they call simple Bible teaching. It is said that no other body reads as much of the Bible in its services as does the Church of England, and therein lies the great secret of her strength. There is no book like the Old Book, where we can seek and find passages to guide us through life's difficulties. However well the Bible may be taught in our Sunday schools, we all know that unless taught daily and powerfully in our day schools, and taught by those who heartily believe what they teach, many children in this Eng- land of ours would never hear His Holy Name spoken, except when wicked men take it in vain. Some years ago I was travelling in Mexico when there had been scarcely any rain for two years. Even the railway carriages had to be cleaned out, on long journeys, twice a day; red plush cushions became grey with dust, a dreadful slate pencil kind of dust. The whole country looked baked up; lean pigs, donkeys, and cattle seemed to browse off bare ground, dry bushes, and rocks. And then I realised the awful anger of God against disobedience to His commands. Forty years the Israelites wan- dered in the wilderness. What must he think of England, and the suggestion of secular education only in our Council schools? It makes one think, and also makes one thankful that the English people move slowly, thereby avoiding troubles that a more impetuous people might rush into. It is possible that in ornamental education we have reached our top note. There are signs that every- one has had enough and perhaps more than enough of expensive attempts to ape the habits of the classes who pay for their children's education and are in return heavily taxed to pay for the education of those who are going to compete in life with their children. Indeed, the middle and upper classes are face to face with a great hardship. Their children have to compete in business, engineering, teaching, etc., with children educated at their expense in the Council schools, and at the same time the competi- tive examinations are being made stiffer each year. It is a case of being ground between the upper and the lower millstones, for the unfortunate parents whose thrift, or their ancestors' thrift, has made them rish enough to pay school bills. I heard this week of a very indifferent maid-servant who had won a medal for swimming, and learned brushwood and wood-carving. Perhaps both maid and mistress would have been happier women if in place of swimming she had learned washing and scrubbing; if in place of brushwork, she had learned to sweep and dust; and if in place of wood-carving she had learned to cook a plain meal thoroughly well, and allowed her mistress to carve it afterwards with enjoyment. In the Old Book we find no work spoken of as lowering or undignified, but we do read a great deal about doing what we have to do well, and it is always "with all thy might, with goodwill, with all thy heart." Most of us are be- ginning to realise that if England is to keep her place among the nations we need to have a keener sense of everyone's responsibility to the nation. It is no good for drunken or worthless parents to flood the country with children they will not or cannot support; it is no good taking away the Book from the schools, or trying to prevent the old Church—from which the "Free" Churches went out —teaching, as she has taught for centuries, in the schools her people built, paid for, and maintained loyally. It is no good to bring up boys and girls with scarcely any punishment, to face a world that is waiting to teach them hard lessons; it is no good to fill offices with cheap girl-labour, and render man's labour worth nothing; it is no good to train girls as if they were never to do any so-called menial work, when they are to be the wives of working men and the mothers of poor men's chil- dren; it is no good to set class against class, and to stir up the muddy waters of envy, hatred, malice, and all uncharitableness, for in every family some succeed and some do not, and the successful one is not always the happiest. It is no good to inspect school children unless the parents inspect themselves first, and then inspect their children. We do not come of a race of weak-backed people, but unless England wakes up we run the serious risk of finding ourselves under a so-called State Government with no incentive to do anything more than the Govern- ment and perhaps our conscience compels us to do, and as apparently many have no consciences—at all events as concerns their hapless progeny-the State, if indeed men can be got to enter such a Govern- ment, will have a great deal of unsatisfactory and unpleasant work to do, and in return they will get only the same as everyone else. The Socialist, pro- gramme contains the right-to-work, afforestation, the abolition of the monarchy and the House of Lords, the disestablishment of the National Church, and the abolition of the yellow Press. A thought- ful person can scarcely see how any of these high- sounding phrases will increase employment. On the other hand, we have three quiet undertakings going on that will materially increase occupation and the food supply of the country. A system of intensive gardening has been introduced into England from France—not by Socialists, but by people with a little capital, and also by some scions of the despised House of Lords. It is going to revolutionise the face of the country, and everyone with a few yards of back garden can practise it and provide fresh vegetables in greater abundance. It will affect rich and poor. Young boys and girls, instead of grow- ing pale and listless from too much schooling, and not enough green food and air and exercise, will be needed to carry out the constant attention that our neighbours across the Channel give to their tenderly grown vegetables; old men and women will find light work to keep them out of the work- houses, and men physically unfit to attain to the Trades Union rate of wages will be able to earn enough to keep them-not as now-from rags and starvation. The second system is that of intensive wheat growing, as practised for centuries by the Chinese and Russians, whereby, with careful manur- ing and constant covering of the green blade, one grain of corn can be made to produce several thou- sand ears. The third system is the generous sub- scription to the fund to enable cabdrivers to learn to drive taxi-cabs, or to learn some other possible occupation. If, as some think, this country may be some day invaded by Germany, we should insist that all bovs educated at the expense of the nation should serve at least 12 months in the Army or the Navy. This is the return Germany claims from her people for free State education. Should Ger- many ever conquer us, we know for certain that we shall have conscription and Tariff Reform as well."

CARMARTHEN COUNTY COURT The monthly County Court was held at the Sale Room of the Ivy Bush Royal Hotel, Carmarthen, on Thursday, the 17th inst., before His Honour Judge Bishop. PERSIAN BARLEY MEAL. Reference was made to the case of Letham v. Hicks, heard at the last Court, when His Honour gave a verdict for plaintiffs, and requested the Registrar (Mr. T. Parkinson) to assess the damages. The case arose out of a dispute between a York- shire milling firm and a Bankyfelin merchant with regard to a consignment of Persian barley. Mr. W. W. Prosser (of the firm of Messrs. Morgan Griffiths, Son, and Prosser, solicitors, Carmarthen) was for the plaintiffs, and Mr. W. J. Wallis-Jones, solicitor, Carmarthen, was for defendant. The Registrar now gave an award for £ 18 17s. 8d. damages and costs. The original claim was about JB18. TIMBER MERCHANT'S CONTRACT. Thomas Thomas, timber merchant, etc., Parky- drissi, sued David Davies, timber feller, Bry'nhyfryd, Bronwydd Arms, for the recovery of £ 2 16s., being the sum he had overpaid the defendant in respect of an agreement for cutting timber in a wood which plaintiff had bought. Mr. Thomas Walters, solicitor, was for plaintiff, and Mr. W. J. Wallis-Jones, solicitor, for defendant. Plaintiff stated that he had paid defendant JB12 lis. 10d., but afterwards found that only J69 15s. lOd. was due to him, so that he had been overpaid to the extent of £ 2 16s. He employed defendant to cut wood for him in January last, and agreed to pay him at tho rate of 2s. per ton for pit and fire wood, and 2s. 3d. per ton for clog-wood. He had ad- vanced money to defendant from time to time, but when he ceased work, and witness counted up what was duo to him found that he had overpaid him to the tune of the sum claimed. When he gave de- fendant a J61 in March he told him he was over- drawn, but defendant promised faithfully to work it out. He never did so. Cross-examined—He admitted telling defendant that he could get the tonnage from the G.W.R. Company when he applied to him for a statement of account. Some firewood was sold in lots, and defendant agreed to the sum suggested by plaintiff as his share. He was paid that money. He had sold wood to people in the locality, but had placed what was due to defendant to his credit. Defendant used to go ferreting and fishing. He was drinking beer all the while he was working. Defendant had men working under him. He had given defendant several shillings to get drink. It was true there was some timber on the ground when defendant gave upj. work, but there was more on the ground when he started, and he had received the benefit of it. He did not agree there was a balance in defendant's favour. Several witnesses were called. Defendant went into the box, anct swore that far from his being in the plaintiff's debt, the latter was indebted to him for a considerable sum. He never promised to pay plaintiff back, and, added the wit- ness emphatically, "I never will." After a lengthy hearing, the Judge gave a ver- diet. for plaintiff for the amount claimed. This was all the business of publio interest.

TEIFY FISHERY BOARD "BAILIFFS TREATED LIKE DOGS." A meeting of the Teify Board of Conservators was held at the Salutation Hotel, Newcastle-Emlyn, on Friday, Mr. Jonah Evans presiding. The Clerk reported the receipt of a letter from Mr. Robinson in regard to the report of the sub- committee appointed to consider the question of water bailiffs. Mr. G. B. Thomas, Cilgerran, took objection to the matter being discussed, and contended that the sub-committee meeting had not been properly con- vened. as the chairman had not been notified. This question occasioned a heated discussion be- tween Mr. Thomas and Mr. Rowland, The Garth, and The Chairman eventually ruled that Mr. Robin- son's letter could not be considered. It was thereupon proposed by Mr. G. B. Thomas, seconded by Mr. Rowland, that the report of the sub-oommittee should be printed and circulated among the members and bailiffs a month before the next meeting. The Clerk produced the list of prosecutions, and referring to three cases dismissed, Mr. Thomas asked for the production of the bailiffs' reports, remarking that they should treat all classes alike. He pro- posed that all the reports be submitted to the next meeting, and this was agreed to. FAVOURABLE REPORT. The head bailiff, in his report, stated that the season up to a month ago was the best ever ex- perienced by the St. Dogmell's fishemen, but owing to the low state of the river the catches at present were not very numerous. In a separate report the head bailiff dealt with the allegations made by Mr D. P. Williams, of Abercoed, Tregaron, at the last meeting that horses had died in the upper distr' Jt. owing to polluted water. The bailiff said lie had made inquiries of several farmers, "vho denied any knowledge of such occurrences. Mr. G. B. Thomas said it appeared to Mm "hat bailiffs were being treated like dogs. AGRICULTURAL ftOTES Under the Food and Drugs Act the total number of samples taken by the Board of Agriculture in England and Wales increased from 95,(16 in 1807 to 95,249 in 1908. Of these 44,39b were of milk and 20,196 of butter. The difficulties encountered, es- pecially as regards milk, were fully up to those of previous years, revealing tho "toning of milk by mixing it with separated milk and milk fat and adulterated by means of milk powder and water, while one firm is actually reported to have issued a circular to dairymen advocating a method of adulterating cream Referring to suggestions made that the law should be amended so as to prohibit the sale of milk containing less than certain er- centages of milk fat and solids other than milk fat, the report says:—If these suggestions were adopted the prohibition should be eniorced by some means other than criminal proceedings and the change should be made part of a general arrend- ment of the law relating to the sale of milk which would remove some of the risks of hardship to which producers of milk are now exposed. The manufacturers of margarine, for which commodity the Board approved of 2,384 "fancy" names during the year, came in for much attention, and two cases of organised fraud were brought to light, while a feature of the work was the co-operation of traders who gave information as to certain per- sons selling margarine as butter. There were many contraventions of the Fertilizers and Feeding Stuffs Act, one relating to a sample of grain meal found to contain 30 per cent. of impurities, another deal- ing with a false invoice given to a Worcestershire farmer relating to shoddy manure deficient in nitrogen, and a third case of adulterating maize germ meal with 21 per cent. of chalk. Increased inquiry work was also done under the Merchandise Marks Act, one of the prosecutions instituted being for falsely describing American as Irish bacon, and others for selling "factory" as "creamery" butter. An important Bill relating to the sale of foreign and colonial meat has been introduced into the House of Commons. The Bill is intended to prevent butchers and provision merchants from selling to their customers foreign or colonial meat under the guise of English, Irish or Scotch meat. All butchers and provision merchants who deal in the former kind of meal are to be required, under penalties, to advertise the fact on their shops and vehicles so as to enable persons who wish to buy English, Irish or Scotch meat, to deal at shop's where such meat alone is sold, and so as to prevent persons who are willing to take foreign and colonial meat from being charged the prices of English, Irish, or Scotch meat. The Bill is limited so as to impose conditions against the sale of specified kinds of meat and does not apply to persons who are merely fishmongers or poulterers, or any persons who sell meat otherwise than as butchers or provision merchants. An Agricultural Credit Bank is a co-operative society through which persons in a small way of business may obtain advances of money for useful purposes at a reasonable rate of interest. Some people may be inclined to question the wisdom of supporting or encouraging any system which makes it easy for a man to conduct his business with borrowed money. This idea, however, is based on a misconception. The wisdom of borrowing de- pends mainly upon the purpose for which the money is borrowed, and the possibility of borrowing upon reasonable terms is generally a question of the securing which the borrower can offer. Credit is at the foundation of modern business methods. Most public companies work with borrowed money, and so long as a company can show good security for its liabilities nobody questions the soundness of the principle. A business man of any standing in the commercial world experiences little difficulty in ob- taining temporary advances of money to meet special requirements. But the small man in an agri- cultural community does not as a rule possess the same facilities. In the days when private banks were scattered up and down the country the position was somewhat different. A trustworthy man could then more easily obtain a credit accommodation merely on the security of his character and position. But with the gradual absorption of private firms into large Joint Stock Banks conditions have changed. The small farmer, the labourer with his allotment, the market gardener, and the village tradesman, may not be in a position to borrow money through the ordinary channels of credit be- cause ability, experience, and honesty of character, do not necessarily constitute a sufficiently acceptable security for an advance. It is such persons that a credit bank is intended to benefit. A credit bank, however, is not a philanthropic institution, but a society based and conducted strictly upon business principles. The distinctive features of a credit bank are (1) It is co-operative-its key-note self help: (2) it is local-its members living within a small area and being well known to each other. The loss or gain of nitrogen in the soil is to a considerable extent under the farmer's control. Much may be done to improve the land without the purchase of nitrogenous manures. His atten- tion should be given to three points: (1) The diminu- tion of the losses occurring (2) during autumn and winter drainage, and (3) the turning to full account of the power of leguminous crops to obtain nitrogen from the atmosphere. The best treatment of farm- yard manure is a matter of importance. The losses by autumn and winter drainage may generally be prevented by skilful cropping. In the case of a bare fallow it has been found advantageous to sow mustard early in August and plough the crop in October before wheat sowing, the nitrogen of the nitrates is thus converted into vegetable matter and preserved from loss by drainage. In reply to Welsh Amateur re the Gad Flay or Breeze Fly. The adult fly deposits its eggs in the skin of cattle where they hatch into maggots. The maggots bore through the skin and form tumours or warbles beneath it. When full fed they quit their host, fall to the ground, bury themselves, and after pupation emerge as flies. These settling on cattle cause them to gallop about in frenzy in summer time. Other examples of the same family are the bot fly for the horse. In the sheep bot fly has a similar life history; the maggots enter the nostrils and live in the frontal sumses. Several dressings are advertised to kill warbles.

IDOLE. DE-\TH.—Much sympathy will be felt with Mr. and Mrs. Rees Jones, Penrhiw, Croesyceilog, in the sad bereavement which has overtaken them in the death of their infant son, Daniel Aneyirin, aged 18 months, which took place on the 16th inst. The funeral took place on Saturday, when the Rev. J. P. Evans, Penygraig, officiated at the house, and the Rev. J. T. Davies, Idplo, at the chapel and graveside. This is the first burial at Idole burial- ground.

Maize was about unchanged on spot, but slightly easier for arrivals in a few days. Oats on spot very scarce and firm., Barley unchanged. CATTLE. NEWPORT, Wed.. June 16.-About an average supply of cattle was offered here to-day, English cattle selling well, but Irish cattle dragging. An abundant supply of sheep, lambs, and calves met only a moderate demand. LLANDOVERY JUNE FAIR. The annual June fair was held on Saturday. The attendance, though large, showed a decrease on years gone by. There ere only few animals on sale, and prices showed a downward tendencv Cows with calves sold at from 210 to £ 17; bulls, of which the number on offer was small, LIO; barrenerB £ 8 to £ 9 10s.; heifers, £ 6 to JS8 10s.; two-year-old; 338 to B9 10s.; yearlings, £ 6 to £ 9; fat cattle (young), 6gd. to 7d. per lb. In the horse section several classes were not represented, and prices were, if anything, lower than at Mothvey fair the previous day. Colliers, E30 to £ 40; cobs, £10 to £ 20; mountain ponies, yearlings, J62 10s. to L5 10s. A large quantity of wool was disposed of at this fair, the chief buyers being the Messrs. Davies Broa., Vale of Towy Factory, Llanwrda. Quotations:— Mountain wool, 6d. to 7d. cross-bred, 8 £ d.; Down, 10d. per lb. The pleasure part of the fair waa devoted almost entirely to "Hoop La's," a gam* which at the moment seems to be driving all others to the back ground, although it is but the survival of another with more elaborate paraphernalia that attracted youngsters 30 years ago. 7 A DOG LICENCE TUMBLE MINISTER'S STARTLING STATE- MENT. At Llanelly Police Court on Monday the Rev. U., Rowo Williams, Baptist minister, Aweldeg, Tumble", was summoned for keeping a dog without a licence. Defendant pleaded "Not guilty." P.S. Lewis said that at 10.30 a.m. on April 23rd he visited the defendant's premises, and there found a dog for which no licence had been taken out. Rev. L. Rowe Williams said that on February 27th a Mr. Samuel, who had gone to South Africa, left a dog for his little boy, and Mrs. Williams thought a licence had been taken out in respect of it. On the 23rd April witness had occasion to call at the Tumble Post Office, and on ascertaining that no licence had been taken out for the dog took one out. On returning to the house he found that Sergean Lewis had been there. Cross-examined by Superintendent Rogers—Had you the licence at 10.30 a.m. on April 23rd? Defendant-I would not be positive about that. Supt. Rogers—Have you the licence with you?—« Yes. The licence was produced, and Supt. Rogers, after perusing it, asked, "Did you notice that this licence is marked 11.30 a.m.?" Defendant- Yes. Supt. Rogers—Well, you might have answered very well. You bad not got a licence at 10.30 a.m. on the 23rd April?—No answer. Supt. Rogers- I will ask the Bench to compel you to answer the question. The Presiding Magistrate (Mr. Thomas Jones)- Had you obtained a licence at 10.30 a.m. on April 23rd? Defendant-I say "Yes." Mr. W. Y. Nevill (a magistrate)—Is it wrongly made out? Defendant-I suppose it is, and that there is a reason for it. Supt. Rogers—What is the reason? Defendant—The postmaster sent for the licence, and he altered the time from 8.30 to 11.30. I after- wards asked him why he had done so, and he said that Sergt. Lewis had been to see him, and had compelled him to change the time. The Presiding Magistrate-Then we had better adjourn the case for the attendance of the Tumble Postmaster. Supt. Rogers- I apply for an adjournment. The case was adjourned for a fortnight.
