GENTLEMEN,— An unfortunate illness, which every Pro. gressive politician in the Principality deeply do. plores, prevents your late esteemed member, Mr David Ranaell, again serving you m Parliament. The members of the Liberal Association of the constituency, after a set'ies of representative meetings throughout the Division, have honoured me with an invitation to accept nomination as his successor, Deeply sensible as I am of the distinction thus conferred upon me, I willingly respond, and if you do me the honour of resuming me to Parliament I shall strive diligently to maintain your rights and to advance your in- terests. The Government, in an absolutely unfair man nor, have dissolved Parliament on an outworn register, and now demand that the country shall pass judgment on the policy of the war and its re- sults. I associate myself with Sir Henry Camp- bell-Bannerman and Sir William Harcourt in denouncing the diplomacy which led up to this disastrous struggle. I believe that there were grievances suffered by our countrymen in the Transvaal which should and could have bean removed by pacific measures. Had negotiations been conducted by a statesman more skilful and less boastful than Mr Chamberlain, a satisfactory solution of the difficulty could have betn effected, and the fearful misery which the war has entailed could have been avoided. By the genius of Lord Roberts and the bravery of the British troops— among whom the Welsh Regiments have 80 valiantly distinguished thAmselves-bhe war has been brought to an end and the hostile States annexed. They have been brought under the Brinish flag, and there they must remain. The duty of the nation, however, does nob end with the incorporation of the Republics. We must aim now at their pacification, and we can best do that by the application of those Liberal principles which secured and have maintained the loyalty of Canada and of Australia. In the Gower Division interest centres on those questions of industrial and social legislation with reference to which the late Government pro- mised so much and performed so little. I am in complete accord with the desire of the workers in the constituency to better their condition. I shall support au Eight Hours Day for Miners. I would strenuously advocate the extension of the Workmen's Compensation Act to those mem- bers of the industrial classes whom the Tories de- liberately excluded, and would give every possible support to a scheme for promoting old age pen- sions. Parliament should evolve a plan which will prevent the aged and deserving poor from seeking the cold shelter of the Workhouse, and I would co-operate heartily in any movement that will realise the promises the Conservatives held out in 1835, but which they never intend to per- form. I wouM seek to promote the better housing oE the working classes, and any legislation—from whatever quarter it comes—that has for its aim the elevation of' the workers would receive my cordial support. I am for the reform of the House of Lords, and for Disestablishment, and the rightful restoration of public funds to public purposes I am for popular control for State-maintained schools and for Temperance Reform on the lines of Lord Peel's Rport. As a Welshman, I am in full sympathy with Welsh national aspirations. My country's aims are mine; and if I have the honour of represent- ing you I shall work heartily with Mr Lloyd George, Mr S. T. Evans, Mabon, and other ad. vanced Nationalists in keeping the claims of Wales for special recognition well in the fraub. I am the son of a tenant farmer, and as such the wants of the working agriculturalists, as dis- tinct from those of the landed proprietors, shall recoivo my best consideration. As a witness be. fore the Welsh Land Commission, I advocated a drastic reform of thM Land Laws on lines that would secure for the farmers fair rent, fixity of tenure, and compensation for improvements. GENTLEMEN,— A Parliamentary Election confronts us, and, having now accepted the invitation of your two A«*sooiation« to contesi the Carmarthen Boroughs in the Radical interest, I solicit your Votes as a Welsh Radical and Nonconformist. I would remind you that the Tory Government has largely legislated for the benefib of the Classes at the expense of the Massesj having given to their friends the landlords and the Clergy, in respect of Rates, Tithes, and Schools, soma Thrpn Million Pounds per annum. With regard to the Transvaal War, I am of opinion that the action of the Boers in issuing their ultimatum and invading British Territory made war inevitable, and I hold that the annexa- tionof the Orange Free State and Transvaal musfc be maintained ab all costs. I deeply regret the enerallDefficiency displayed by the Wnr Office, and I feel that that Department and also the relations of the Empire to our Colonies musb have the prompt and earnest attention of the New Parliament. I now invite your attention to the progressive reforms which I advocate. I am strongly in favour .of the Disestablishment and Disendowment of the Church of England in Wales, of the utilisation for Welsh National objects of the funds thereby released, and of the Tcnrcise of popular control over all schools receiving grants from the public parse. I support Temperance reform, the taxation of ground values and Royalties, a just apportion- ment of local taxation between the owner and the occupier and the abolition of all those taxes upon the simple necessaries of life which fall so un. fairly upon the breakfast table of the working man'd household. 1 regret that the Tory Govern. ment has increased these burdens by the imposi- tion of a further twopence and fourpnnce a pound on the workman's tea and tobacco respectively. Being deeply interested in those questions which closely affect tba welfare of the Working Classes I am convinced of the necessity for an Old Age Pension Scheme, by which the veteran toilers shall receive a Pension as a matter of right, on the same principle as do our retired Judges and other Public Ofioials. I advooate the establishment of Compulsory Courts of Arbitration for the settlement of Labour disputes, an extension of the Amended Compensation Ac I: so that all employees injured during their employment may obtain compensation by a simple and cheap process the Nationalisation of our Railways and any mea. sures which will provide for the proper Housing of the Working Classes at rents compatible with their incomes. I am earnestly in favour of such Parliamentary Reforms as shall secure to every capable citizen one vote, and one only, available for use when a Parliamentary Election takes place of the pay- nletof members of Parliament, as in most other countries, and of the expenses of Returning Officers being defrayed oub of the rates, as is the custom in all other Elections, thereby ensuring true representation also of a radical Reconstruc- tion or Abolition of the House of Lords. I am prepared to give my hearty co-operation to such legislation as will incroase the number of owners of the soil, and I therefore advocate the Enfranchisement of Leaseholds on fair terms and libe-establishmsnll of a Land Court in Wales, having power to fix fair rents and reasonable con. ditions of tenancy, and to give tenants security in their holdings in accordance with the majority report of the R?yal,.Commission on Lacd in Wales.
