SOOTH WALES FINANCE. (Cardiff Account Day, Sept. 29th.) Saturday, Sept. 23rd, 1899. There has been very little business stirring in the local market to-day, as might have been expected on the last day of the week, and following on such an unsettled period, but the general tone of the market was better on what is considered the im- proved outlook of affairs in South Africa, as well as in regard to some local labour disputes. Rails have been a neglected quantity, but a general belief prevails that just about bottom prices have been touched. Coal Shares claimed a shade more attention, but with- out eliciting much business. Ebbw Vales were dealt in at 91lr, and the quotation closed better at that level. The im- provement is immediately due to the reported settlement of the company with their furnacemen. Bland's Shares have been dealt in at 18s 6d, the same as last business, and Spillers' and Bakers' Ordi. nary at 12 y4, the middle price. Bute Dry Docks show a farther improvement of at 16%. Mining Shares showed a slight general recovery, but dealings were on a limited scale. Chartereds were dealt in somewhat freely round about 2*. The following changes in value are noted in the official list of the Cardiff Stock Exchange:— Rise—Ebbw Vales -fg, to 9^ Bute Dry Docks y3, to 16%. There are buyers of Ben Evans' Ordi- nary; Bute Dry Docks; Ebbw Vales; North's Ordinary. There are sellers of Barry Deferred; Ben Evans' Debenture Stock; Penrikyber Colliery Ordinary International Coals. Ben Evans and Co., Ltd.'s Interim Dividend.—The transfer books will be closed from Oct. 2nd to 10Mi (both days inclusive) when the dividend will be paid. RHONDDA AND SWANSEA BAY RAILWAY. With respect to a report that has been pub- lished regarding the work of the Consultative Committee appointed by the Rhondda and Swansea Bay shareholders to consult with the directors and report to the shareholders as to the possibility of reducing the working expenses and increasing the traffic, the chairman of the com- mittee (Mr T. E. Stevens) writes expressing surprise at references which have appeared in a contemporary. He says the secretary of the com- mittee has not yet completed his repot t, but when completed it will deal chiefly with economies which, by a revision of the train service and other Means he recommends, and which the committee will consult the directors upon at a joint meet- ing to be held shortly. The committee," he adds, have not yet pac before the directors any tecomrnendations, and there is nothing that can be styled drastic in the proposed recommenda- tions of the committee. The committee does Dot see any gravity iu the position of the com- pany." NOTTINGHAM EMPIRES. The report of the directors of the Nottingham Empire Palace, Limited, has jnst been issned. Itstat--s:-The business during the year has been very satisfactory, and on the conclusion of the first six months the directors were able to pay an interim dividend for that period at the rate of 10 per cent. per annum. The balance of profit brought forward from last year,after deducting the sum of zEIC,5 voted to the directors at the annual meeting, was Z579 183 4d. In dealing with the profits for the cnrrent year, the directors have resolved to asply £ 1.000 in reducing the balance of preliminary expenses by that amount, and to allow JE725 3s 5d for depreciation of furnishings, &c., being at the rate of 10 per cent. In addition, all repairs and renewals have been charged to I revenue. Under the agreement between Mr Stoll and the company he is entitled, in the event of the proposed dividend being paid, to an add4- tional sum of 1250 to his salary of V500 (due only if 10 per cent. has been paid to the shareholders), and the directors have debited this sum in the profit and loss account. After giving effect to these and all other deductions (including debenture interest and the amount of the interim dividend) the balance of pront is £ <^297 15s 5d. The directors recommend that a dividend should be paid for ths second half of the year at the rate of 15 per cent. per annum, free of income tax. This will absorb a snm of X,3,742 10s, leaving a balance of C555 5s 5d to be carried forward, subject to such amount as the shareholders may vote to the directors, other than the managing director, for their services daring the year.

LONDON STOCK EXCHANGE. LONDON, Saturday. Money has continued very abundant, consequent on the good business done in discounts by the Bank of England of late, and short loans, after being last at 1% to 2 per cent. in the early hours, could be borrowed at 1 per cent. in the afternoon. Business has been quiet m the Discount Market, and rates have ruled steady at 3ï\- to 3% per cent. for three months' bills. The Bank of England has done a fair business in discounts, owing to a slight relaxation in political tension. Stock Markets have to-day shown a more cheerful tendency, as it is hoped that President Kruger, after the receipt of Mr Chamberlain's despatch of last night, will be disposed to accept British pro- posals. Fresh business has, however, been limited, the improvement being largely due to the closing of bear accounts. Favourable rumours respecting the acquisition of Delagoa Bay by Great Britain have also not been without their good influence upon the market. Consols have been firm, closing, however, below their best at 73 advance for money and account. Foreign Bonds have been quiet but firm in tone. Portuguese have improved on favourable rumours respecting Delagoa Bay. Spanish and Italian have also closed higher. Home Railways have shown a firm tendency at a slight advance on few purchases to cover recent sales. American Railways have experienced general improvement on better New York prices and in the expecta- tion of a good Bank statement, Grand Trunk Railway Stocks have closed higher on speculative purchases. Mexican Rail- way First Preference receded y2. South African Mines have shown firmness on the improved political outlook and on pur- chases to cover recent sales. West Aus- tralian Mines have also improved. The market for Home Government Securities was firm, and Consols rose for both money and account at 105 34 and 104 respectively. Rupee Paper was unchanged. Colonial and Inscribed Stocks were steady. Foreign Bonds were firm. Spanish and Portuguese rose and Italians 76, whilst Chinese Silver Loan fell 72, and Cedulas B yA. Home Railways generally were firm. Great Westerns, Great Easterns, South- Eastern, Midland Preference, and Hull and Barnsley rose 34 and South-Eastern, Yi; Great Northern y2 Caledonian Deferred and Chatham Ordinary, Taff Vale fell 1 Great Northern Preferred Ordinary, and Districts, 34* American Railways were strong, York Centrals marking a rise of 1 Mil- waukees, Illinois Central and Louis- villes, Y4 > Norfolk Common, do. Preference, Union Pacific Preference, do. Shares, y2 Atchison Preference, do. Shares, Wabash Preference and Denver Ordinary, 72 do. Preference, 34 Central Pacincs and Erie First Preference, Southern Prsference, and do. Common, Missouri-Kansas,, Ontarios, and Reading Shares, Read- ing First Preference and Pennsylvanias, howsver, fell y*. Canada Pacifics were unchanged. Grand Trunk First Preference rose do. Seconds, 54 do. Thirds and Guaranteed, and do. Ordinary, Ts. Mexican Railway First Preference and I io. Central Bonds fell Y2. Buenos Ayres Rosario rose and do. I .i! South African Mining and Land Shares were strong, and Rand Mines rose 1% De Beers and Modderfontein, Consolidated Gold Fields and East Rands, Ferreiras, Yi; other changes ranging from to 34. Jumpers, however, declined 34; Durban Roodepoort to 5% Angelo, to 6; and Langlaagte Estate to 3. West Australians were also firm. Lake View Consols rose Hannan's Brownhill, 34 New Ivanhoe, 3-b and some others -ft. North Kalgurli declined -ft, to 1% Rio Tintos rose and Mount Lyell 34, to 10%. At the Bank to day 200,000 sovereigns were withdrawn for the Cape. The Silver Market was ffrm to-day, and the price for bars rose /S, to 27 per ounce for both spot and forward delivery. Calcutta and Bombay Exchanges were quoted Is 4 3-32d; Hong Kong, Is 11^ d I I's do. Four Months, Is llNd; Shanghai, 2s 7%d do. Four Months, 2s 8d. The Paris Bourse has been firm. South Africans were good. Cheque Exchange on London remained at 25.2734. The Broken Hill Proprietary Company, Limited, have declared a dividend of Is per share for the quarter ending October, and it will be made payable on the 18th of that month. The Anaconda Copper Mining Company have declared a dividend against Conpon No. 8 of the regular 1 dollar 25 cents, and 75 cents extra per share, payable Nov. 1st.

A Victoria, D.C., cablegram states that the steamer Barbara P-ogeowitz, from Skeena for Victoria, has grounded and her hold is full of water. The vessel is badly strained and is discharging her cargo alongside the wharf at Skeena. A Yarmouth telegram states that the brigantine Parthenia, with coals, has heen assisted into Great Yarmouth harbour very leaky. A Gibraltar telegram states that the British steamer Folda has lost two blades of her uropeller. A Bremen telegrum states that the German schooner Hermine, from Konisberg for Shoreham, with grain, is ashore on Meyers Ledge, mouth of the Weser, leaky. Crew saved. A Marianople telegram states that the steamer Goldsbro, which went ashore on Dolgaia Spit, has refloated. A survey will be held. The British steamer Ethel Radcliffe, from Nicolaieff, is aground on Odessa Bank. Assistance has been sent. CARDIFF GUARDIANS. At a meeting of the Cardiff Guardians on Saturday, the Rev. J. R. Buckley presiding, the Rev. J. Williams asked if members absent from tho meetings for a certain period did not dis- qualify themselves. The Clerk replied that if a member absented himself tor six months for reasons other than illness, the board could call upon him to resign if the cause stated was not satisfactory. The Rev. J. There was only a small attendance on 'Change to-day, a fact quite in keeping with the state of the market duriug the last few days irrespective of it being the last day of the week. There is practically no alteration to note in ajy depart- ment of tbe steam coal market. Qaotations for all classes of large coal are very well maintained, and the outlook for next week is decidedly promising. *Stnalls continue wettk, and are likely to so long as tonnage remains scarce and the Italian market easy. Pitwood is a shade firmer, but there is very little business doing, Coke and pitwood and iron ore keep about the same. All these highly interesting characters move through the pages of the story, which centres round the heroine Gwenllian. Her romantic meeting with Prince Gruffydd, her devotion to her lover and his people, her life of adventure amidst the most striking scenes of Welsh and Norman warfare, and her ultimate martyrdom afford the theme of the narrative. Recognising the difficulties with which the authors have had to contend we must admit with the adjudi- cators that they have produced a work of great value historically and educationally to Wales, whilst giving us a story of the most thrilling interest.
