SOUTH WALES FINANCE. (Cardiff Account Day, Oct. 27th.) TUESDAY, October 25th, 1898. The ugly rumours in circulation as to the seriousness of the trouble between- England and France, and the preparations going forward in the two countries in anticipation of the worst, sent a cold-shiver through the London and Provincial Stock Markets. The sensational fall in Consols to just a„fraction over 106 caused a wild rush of weak speculators to close their accounts, but later on there was a very slight rally. The tight money crisis was doubtless- as much responsible for the all- round sharp falls as the war scare itself. Locally, as might be expected, business was of quite a finicking character. Independent of the war and international money troubles, the coal and kindred trades are in such a condition as to preclude the possibility of a large volume of business being transacted. Most of the weak local holders have been cleared out, and as those who are not obliged to sell at a comparatively early date are not offering stocks and shares, quotations do not manifest any marked decline. On further inquiry Brecon and Merthyr First Preference Stock has moved up 2, to 84, and the Second ditto 4, to 47% otherwise Rails have been very quiet indeed. Coal Shares have been qniet but fairly steady. North's Preferences have been done at 7, the top price, and Cambrian Debentures have moved up 1, to 103. Other dealings included Thos. Owen and Co.'s Debentures at llO Cardiff Ice Shares at 11% Spillers' and Bakers' Preferences at 11% and London and Provincial Banks at 21%. Cardiff Channel Dry Docks have weakened to 10%. The following changes in value are noted in the official list of the Cardiff Stock Exchange :— Rise—Brecon and Merthyr First 5 per Cent. Preference Stock 2, to 84; do. Second 4, to 47 Cambrian Colliery Debentures 1, to 103. Fall-Bristol Gas 5 per Cent. Stock to 127 Cardiff Channel Dry Docks 78, to 10%. Messrs Thackeray and Co. note similar changes, and in addition a fall of 3,% to 262%, in Barry Undivided Ordinary. There are buyers of Barry Deferred Spillers' and Bakers' Ordinary Cambrian Railway D Debenture Stock Port Talbot Ordinary Barry Graving Docks. There are sellers of Barry Preference Stock and New Ordinary London and Provincial Banks Mountstuarts Strana- ghan and Stephens' Ordinary; Rhymney Preferred; Rhondda Ordinary Albions; Cardiff and Penarth Trams; Weston- Buper-Mare Corporation Stock. The traffic receipts on the Taff Vale Railway for the week ended October 22nd amounted to £13,016, against .£15,625 in the corresponding week of last year—a decrease of £2,609. The aggregate decrease since the commencement of the half-year amounts to £106,344. The traffic receipts on the Brecon and Merthyr Railway for the week ended October 23rd amounted to £1,305, against £1,472 in the corresponding week of last year—a decrease of JE167. The aggregate decrease since the commencement of the half-year amounts to £7,639.

LONDON STOCK EXCHANGE. LONDON, Tuesday. Increasing uneasiness with regard to the political situation caused a very firm tone to prevail in the Money Market, and brokers would not take best three months' bills below 4 per cent., whilst they were not at all anxious to do business. Money continued in strong demand, and 3% up to 4 per cent. was paid for advances over the night, whilst the Bank of England did a large business in short discounts and three-day loans at Bank rate. The banks easily obtained 4% per cent. for their fort- nightly loans to the Stock Exchange. Stock markets opened in a semi-panicky condition on the news regarding the Fashoda, difficulty, whilst the increasing value of money, and fears on rumours of difficulties at the settlement which com- menced to-day in general securities added to the depression. Sales for a time were forced in all directions, and prices fell very heavily all round, gilt edged securities leading the way, Consols at one time touching 100 to 100'% for money. Later on, however, the tone became decidedly more cheerful, and prices finally closed considerably above lowest on some favour- able political rumours and better prices from Paris towards the finish, whilst the fact that only one small failure was announced in the House also assisted the markets at the close. Consols, thoijgh marking a sharp fall on the day, were to above worst points. Foreign Bonds generally were lower on the day, and Home Rails also show some serious losses on the balance. American descriptions wore freely offered, but in a few cases partially recovered on New York support. Grand Trunks, after being much depressed, partly due to the bad traffic returns, partly recovered, while Canadian Pacific finished strong and higher. Mining Shares were pressed for sale in the morning, but partially recovered on repurchase, Kaffirs being assisted by French support towards the close. At the settlement rates were generally heavier owing to dearness of money, and 5 to 7 per cent, was generally charged for carry- ing over Yankees. The market for Home Government Securities after being depressed closed firm, Consols being lower on the day, at 107% for money, and 10754 for the account. 2^4 per Cents, and 2% per Cents, also fell, and Indian 3% per Cents., 1% do. Threes, do. 2% per Cents., 2. Metropolitan 3% per Cents, fell 2 do. 2*4 per Cents, and London County Stocks. to 1. Rupee Paper fell *4. Colonial Inscribed Stocks were mostly 1 lower. Amongst India,n Railways Bombay- Barcda fell 1. Foreign Bonds were depressed, but closed above worst, French Threes, Spanish Fours, Egyptian Preference, and Turkish Defence marking a fall of on the day do. Second Group, Third do., Russian and Hungarian Fours, 34 Italian Rentes, 34; Chinese Loans to 1; Japanese Scrip, Brazil 1889's, 54; most others, 1 Costa Ricas and Vene- zuelas, 1 Argentine 1886's, and do. 1884's, External, and Water, 1. Do. Funding rose 34. In Home Railways Metropolitans, Chat- ham Preferences, South-Eastern Ordinary, Glasgow and South Western Deferred closed 1 lower Highland and Caledonian Ordinary, 2; North Western, 134 Great Northern A, 1 do. Deferred, 34 North-Easterns and Midland Deferred, Hull and Barnsley, Lancashires, Districts, Brighton Deferred, and Great Easterns, 34 and South-Eastern Deferred, Caledonian Deferred, however, closed higher, and North British Ordinary, Yz- Waterloo and City dropped 4, to 108%. American Railways marked a general fall, Illinois closing 134 lower; York Centrals, 1; Union Pacific Preference, 1; do. Ordinary, Wabash General, » do. Preference, Erie First Preference, 1 do. Shares, Denver Preference, do. Ordinary, 34'; Atchison Preference, do. Ordinary, Milwaukees, North Pacific, Ontarios, and Pennsylvanias, Norfolk Preference, do. Common, Missouri-Kansas and Central Pacifics, Louisvilles, 34 Southern Preference, Reading First Preference }< and do. Shares, Canada Pacifics closed better, whilst Grand Trunk First Preference closed only .¡ lower Second do., 1 Third do., and do. Ordinary, i6. Mexican Railways were flat, and First Preference fell 1%, and Ordinary 1; Buenos Ayres Southern and Rosasio fell 1, and Centralea Bank Shares were flat. London and Westminster fell to 59%; Union of London to 36% Parr's to 90% National Provincial Bank of England 10% paid to 50, and 12 paid to 57 Lloyds- to 31% Standard of South Africa to 65 New Zealand 1, to 102 London and River Plate to 53%. Miscellaneous Shares shared in the prevailing depression, with the exception of Coats' Ordinary, which were in request on the very satisfactory dividend and .advanced 2%. Welsbach Ordinary further relapsed 2% to 9672. Allsopps' Preference fell i Marine Insurance, 1; Royal, 72 Anglo-American Telegraphs Preference, 1 Direct Cables, Eastern Telegraphs and do. Rxtension, 34 South Metropolitan Gas Ordinary, 2% Lovell and Christmas, City of London Electric Light and St. James'sand Pall Mall Electric Supply, Hudson's Bay and Aerated Bread, Y4. South Africans closed steadily, but are, mostly lower on the day, Rand Mines and Ferreiras marking a fall of 72 on the day, and most others to Heriots at 7, and Henry Nourse 8%. De Beers closed higher on French purchases. Leading Westralians were also lower on the day. Associated Gold at 4% Kalgurlis, 6¡\ Rio Tintos were a shade higher on the day. Forty-nine: thousand pounds in bar gold and French and United States gold coin have been bought by the Bank to-day, and 25,000 sovereigns were received from Australia, whilst 50,000 sovereigns were withdrawn for Egypt. The Silver Market remained firm, the price for bars being unchanged for spot at 28-jgd per ounce, but %d dearer for forward delivery, at 28d. Calcutta Exchange was quoted at Is 4d Bombay, 1 3 31-32d Hong Kong Is 11—-d; :L6 do. four months, Is 1172d; Shanghai, 2s 8%d; do. four months, 2s 8%d. The India Council to-day has specially allotted 500,000 rupees in telegraphic transfers on Calcutta at Is 4 1-32d per rupee, and also 600,000 rupees in transfers on Bombay at Is 4-f¡¡d to Is 4 3-32d per rupee. On 'Change bills were much offered at rates considerably more favourable to this country. The only exception was in the Portuguese currency, which slightly im- proved in value. The rouble was quoted at 25* to 25 The Paris Bourse, after being weak, closed better, prices being generally above lowest. De Beers were higher. Exchange cheques on London advanced to 25.36, aud private discount to 2% per cent. Canadian Pacific Railway week's traffic receipts were 593,000 dols. gross, or 26,000 dols. decrease; Grand Trunk Railway week's traffic receipts, iE8,601 decrease Chicago Grand Trunk, 1264 increase Detroit Grand Haven, iC150 decrease showing a total net decrease of £ 8,487. Traffic receipts of the Lombardo Vene- tian Railway from the 10th to the 20th inst. show a decrease of 53,056 florins. The directors of Messrs J. and P. Coats, Ltd., after providing about R50,000 for depreciation and setting aside X200,000 to reserve, will recommend a dividend for the half-year of R2 per share, in addition to £ 1 per share paid in May, making P,3 per share, or 30 per cent. for the year, carrying forward about £ 57,000. We are officially informed that Mr Lionel Sparhawke Tatham was declared a de- faulter on the Stock Exchange to-day. Home Railway Traffics Increase Furness, £ 960; Lancashire and Yorkshire, £ 909; North Eastern, £ 6,865; Great Eastern, £ 2,753. Decrease: Metropolitan District, R393. Dividend of 3d per share nett has been declared for the month of October and warrants have been posted for the Kaffirs Consolidated Investment and Land Com- pany, Limited.

CARDIFF EXCHANGE. BUTE DOCKS, TUESDAY. The steam coal market has been very dull indeed to-day so far as new business is concerned. Indeed new business has been practically con- fined to make-up quantities, for with rates at their present high level, to say nothing of the scarcity of tonnage, a large volume of business is out of the question. Of course a lot of coal is being shipped under contract, and it is on this account that chartering is so brisk, for delivery is being pressed forward very strongly indeed on the other side. Most other departments of the market are quiet in sympathy. The follow- ing were the closing quotations:—Very beat Cardiff steams, 12s 6d to 13S good ordinaries, from 11s 9d; and seconds, from Us best Monmouthshires, 10s 9d to Us seconds, from 9s 6d; drys, 10s 9d to lls No. 3 Rhondda large, 12s6d to 13s 6d; No. 2 large, 8a 9d to 93 3d; best house coal, 14s to 15s; best small steams, 6s 6d to 7s; good ordinaries, from 5s; other sorts from 4s (f.o.b.). WRECKS AND CASUALTIES. [SPECIAL TELEGRAMS FROM LLOYD'S AGENTS.] The steamer Tintern Abbey collided with the pier in entering Havre and sustained damages. The pier also sustained extensive damage. A Ramsey, Isle of Man, telegram states that the steamer Viking has broken down three miles off Point of Ayr. Part of the crew have landed. The vessel is at anchor. A Sundswall telegram states that the Norwegian steamer Peik got ashore at Storgrundet inside i; Bramo, in entering port, and remained. A steamer r,has gone to her assistance. A Grimsby telegram states that the mail steamer Venetia, previously reported ashore at Theddle- thorpe, got off unassisted and undamaged, and safely docked on Monday night. 3 A New York cablegram states that the British barque Andormha took fire M port, but the fire has since been extinetushed. The steamer Verax, at Liverpool, reports having lost part of her deck cargo and three blades of her r propeller. Thesteamer A. Asgeirsson, of Copenkagen, with timber, at Sharpness,, reports that on October 17th she lost a portion of her deck cargo Themicster of theship Comiiebank, at Falmouth, reports that on September 17th, in lat. 8 north, long. 24 west, he spoke the Italian ship Royal Sovereign, from New Caledonia for Queenstown, with loss of mfzen topgallant yard and all three roval yards, cargo shifted, and other damage. The crew were all well. The British steamer Brenhilda, from Liverpool, has arrived at Melbourne with stearins gear seriously damaged. A Barbadoes cablegram states that the barque Mistletoe, of St. John, is ashore at the entrance to port in a bad position, and is expected to become a total wreck. A Hamburg telegram states that the Norwegian steamer Thelma, from Newcastle, and the steamer Mars collided at EJrunsbuttel on Monday fright, and theformer sank. Damage to the latter unknown. The Thetma's-crew landed at Cuxhaven. A Brooldyn cablegram reports a fir-at Red,:Hook, Brooklyn.
