LADIES AND GENTLEMEN,— I have been unanimously selected by the Canton Ward Liberal Association as their candi- date to fill the present vacancy in your ward. The alarming feature in our municipal politics is the rapid increase in rates and taxes. The remelly for this evil, in my opinion, lies not in curtailing necessary end useful expenditure, but in a fair division of taxation beticccn landlord and tenant and the taxation of ground rents. I have no belief in -in economy which punishes the occupying classes by restricted expenditure and allows other classes to be unjustly exempt fvom taxation. Canton could have its lake and the Taff be weired if our system of taxation were readjusted. If elected I shall do all in my power to forward reform in this direction, and shall on all occasions advocate the principle of Betterment.
