THE LATE It L. STEVENSON. PICTURESQUE FOREST FUNERAL. A STRANGE FEAR. AUOKLAND, Tuesday.—The following details have been brought by the mail from Samoa Warding the death of Mr R. L. Stevenson, 'hioh occurred on the evening of Monday, December 3rd. Two hours before the end came r Stevenson said to his wife, I have a strange ,ORin in my hpad." He had scarcely uttered these Plords when he fell back insensible. Ho never recovered consciousness, and passed awiiy in the Presence of his wife and relatives. The cause Dr death was sudden paralysis of the brain, ^companied by collapse of the lungs. The fUneral of Mr Stevenson took place on the following day. The grave was dug on the summit of a lofty hill on his estate. The coffin was Carried up the hill by Samoans with great ditfi- ulty, a track having to be cut through the dense forest. An obelisk is to be erected over the grave, and will form a prominent land mark from the eea. Mr Stevenson, who leaves three unfinished works, had suffered for some time past from brain Bxhaustion, and was haunted by the fear that his Popularity was wining.-Rettc-r-

SUICIDES IN THE RIVIERA. NICE, Tuesday.—The frequent suicides of late t Men tone and Monaco are causing a painful "Bpression among the foreign visitors and the townspeople. To-day another case of suicide is announced from Villefranohe, where a well- (hessød foreigner was seen suddenly to throw off Ilis hat and coat and jump from the rocks into the Ilea below. His hteless body was subsequently ,recovered. No papers or money were found on the deceased, whose linen bore the iuitials P. I.— Renter.

The foreign residents fear riots may occur at any moment, in which their lives and property might be in peril before an ndpquata force could be landed for their protection; A young German officer, said to be a nephew of Captain von Hannecken, has left Shanghai for Tientsin to take over an important military command in connection with the defence of the capital. The work of placing Pekin in a state to withstand a Japanese attack is being pressed forward with unusual energy. CHINESE GENERALS TO BE ARRESTED. THE REPORTED JAPANESE EXCESSES. F TIMES TKLKGBAMSPEBFKKSS ASSOCIATION. ] SHANGHAI, Tuesday.—Au Impenal decree, of 17th December, gives imperative orders to L. H„n* to arrest Kmig Taotai, civil commandant, tocrether w.th the four generals commanding at port Arthur, and to send them to Pekm for trial and punishment for the loss of the fortress. Admiral Ting has also been arrested for failing to dsfend the dockyard. HIROSHIMA, Tuesday.—Marshal Oyama's re- port contains only military details. The Govern- ment have heard from various sources of the excesses at Port Arthur, and a strict inquiry is now proceeding. Official reports appearing in newspapers state than the allegations ars some- what exaggerated. Some officers are now before a court martial. I am requesd to mention the report that all foreign correspondents are leaving the army disgusted. I can posi. tively contradict this. Most of these returning agree that the excesses are regrettable, but ex- cusable by parallel cases in the best European armies. Officials report that the Japanese civil administrators of Port Arthur have made stringent regulations for the protection of the inhabitants, who are returning. Many are re- ceiving food from the Japanese, army. ENGLAND AND RUSSIA AND THE WAR. NEUTRALITY OF THE YANGTSE ENSURED. The well-informed London correspondent of the Manchester Guardian is told that one of the items of the arrangements between Great Britain and Russia as to their joint notion in China prevents any attack by Japan on Shanghai or on any other port or place on the Yangtse River, for no hostile fleet will bt! allowed to enter than stream. It is feared that the Japanese would defy the two Powers and try to sail up the river and seize Nankin, and it was thought that the third Japauese army at Hiro- shima was destined for this operation. Accordingly, Admiral Fremantle collected at the end of last month a considerable naval force near Chusan Islands, which command the mouth of the river, to be in readi- ness to enforce the mandate of the Powers, while a considerable Russian force was collected at Cheefoo. This movement has been wholly mis- understood. It was supposed that Great Britain was going to occupy Chusan. The British and Russnll fleets would have fought had it been necessary to keep the Yangtse free from hostili- tips. JAPANESE HEROISM. In the Japan )Veel-lyiitail are two instances of heroism during the war that illustrate the pluck of the Jap. Thomstiisthestoryofabtave reaman on board the Itsuktishima" Kan, who was shot to death while endeavouring to save the powder-magazine. The man was a marine who had been told to stand as sentry or guard at the entrance of the powder magazine. During the hottest part of the naval engagement -that of Hai-ynng-the Itaukusliima was so steered that the shots of the enemy's small arms seemed to concentrate in the vicinity of this vital point, and noticing this the sentry fearlessly endeavoured to cover the whole door. way with his body. In his attempt he was wholly successful, not a bullet reaching the interior of the magazine. When the affair was over, relief was sent to the faithful guardian, who was seen still standing at his post, with a somewhat troubled expression on his face. He was dis- covered to be stone-dead and literally honey- combed with bulletft, of which no less than 36 had struck him. Of course, death had ensued long before his wounds reached that terrible total, but even in death his body had continued to guard the post so fearlessly and so well in life. A BOLD SWIMMER. The FuzoJcu Guho gives an account of a very daring feat performed by an infantry soldier just before the Phyoog-yang battle. Boats were imperatively necessary, but every available craft in the neighbourhood had either been requisitioned by the Chinese or else moored on their side of the Tai dong River. One of the Japanese volunteered to go across alono and fetch at least one of these boats, and on receiving permission to make the trial he swam across, mostly under water and. in the face of a storm of bullets, unmoored one of the smaller I junks and towed her back again to his starting place. He escaped without a wound, much to the satisfaction of his regiment. The bold fellow is said to be the stoutest and most intrepid swimmer in the army.

RUSSIA AND HER JEWISH SUBJECTS. THE CHIEF RABBI ON HIS DEFENCE. Dr. Herihatm Adler, the Chief Rabbi, made the following statement to a representative of Router's Agency, on Tuesday, with regard to a paragraph in a weekly review inquiring how he (Dr. Adler) could reconcile the fact of his pre- sence at the ceremony of swearing allegiance to the Czar with his former views regarding the Russian treatment of the Jews. The Chief Rabbi s:tid Aly views have not clifroged in the slightest degree. I regard the illtreatment that my fellow-religionists suffered in Russia with unabated abhorrence, but it is neither charitable nor wise to assume that the Persecu- tions and the oppression which took p the reign of Alexander III. will be permitted to oontinue under a new regime. All that we know touching the character of his successor And the Empress, his Majesty's warm friendship for the Prince of Wales, and acts that have already signalised his reign, encourage us in the anticipa- tion that he will show clemency and justice to all his subjects, irrespective of oreed, and I gave the needful facilities to the subjects of Nicholas II. to take their oath of allegiance in a place of wor- ship incompliance with Russian law, to show thaV their loyalty would not be less sincere than that of their orthodox fellow-subjects. THE LATE CANADIAN PREMIER. REMOVAL OF THE REMAINS. The cruiser Blenheim, which is to convey ths remains of Sir John Thompson to Canada, arrived at Spithead soon after midnight, and CAme into Portsmouth Harbour at 10 on Tuesday morn. ing. She is now coaling with all despatch. The cruiser Blenheim, with the late Sir John Thompson's remains, will leave Portsmouth on Saturday. The coffin will be conveyed by special train on the London and Brighton Rail- way from Victoria on the same morning. The body will be placed in the captain's cabin, which is now beiug draped and fitted up as a mortuary chamber. The Blenheim will receive the re- mains at the South Jetty, where a guard of honour and military band will be stationed. A salute of 20 gvns will be fired during the em. barkation. MARQUIS OF RIPON'S CONDOLENCE. The Press Association says the Marquis of Ripon has addressed the following letter to Sir Charles Tupper regarding the death of Sir John Thompson Colonial Office, December 12tli, 1894. My dear Sir Charles,—I must write you a few lines to express my sincere sympathy with you under the grievous calamity which occurred this afternoon. I have never witnessed an event more tragic. A statesman holding a foremost office iu the Dominion of Canada, enjoying the confidence of its Parliament and people, dies in the palace of his Sovereign at the very moment, AS it were, of receiving a most distinguished mark of that Sovereign's appreciation of his eminent services. The cir. cumstances of such a death will bring the remembrance of those services vividly before the minds of all and if thesa considerations cannot console his sorrowing family and friends, they may do something to mitigate their gripf.- Believe me. yours very faithfully (signed) RlPON." Sir Charles Tupper, in reply, states that he has forwarded his lordship's letter to Lady Thompson, who will, lie is sure, be deeply touched at the kind sympathy his lordship has evinced, not only in his letter, but also in every possible way that could mark liis respect for and admiration of her dear husband. Sir Charles adds I am much gratified that her Majesty's Government have done Canada and the late Premier's memory the great honour of sending his remains by ship of war to Halifax, and, in order to mark my high appreciation of this great compliment to the people of Canada, as well as the family of the late Sir John Thompson, I have decided to accompany the remains as the representative here of the Government of which he was Premier."

CAPT. LOFTUS OTWAY'S WILL. LIBERAL PROVISION FOR FAITH- FUL SERVANTS. By his will, dated .Tune 6th, 1890, with a codicil of the same date, Captain William John Marjoribanks Loftus OtwAY, of Otway Towers. Bushey, Herts, and 13, Grosvenor-square, and forniet-ly of Cwm Elan, Radnorshire, who died on the 10th November last, aged 80 years, leaving personalty to the gross value of 27,161 Os 6il, appointed as executors his son, Mr Jocelyn Tufton Farrant Otway, and Mr Vivian Ellis, of 5. Delahay-street, solicitor. Captain Loftus Otway bequeathed to his faith- ful housekeeper, Annie Newman, £ 300 a yaar for her life, and, at her death, £100 each to her two sons to his cook, Sarah Ootaway, £250; to his head housemaid, Maria Bryant, £100; to his faithful servant, James Bartlett, B2,000 and to Edmund Henry and Vivian Ellis, as a testimcny of his regard and of the long period (more than half a century) of his connection with their firm, L500 each. The testator loaves in trust for his granddaughter, Georgina Frances Phosbe Otway, £ 10,000, and he leaves all the residue of his property to his son. The late Captain Otway married the only daughter and heiress of General Sir Loftus Otway, K.C.B., and assumed the name of Otway by Royal licence in 1883.

PERILS OF THE THAMES EMBANKMENT. AT IHE MERCY OF RUFFIANS. The residents of Grovenor-road, Pimlieo, and neighbourhood have been considerably startled by the perpetration on the Embankment of three outrages, which, although not resulting in any very serious consequences, have been of a sufficiently dastardly nature to excite genuine alarm. There has been com- plaints for a long time past of the character of a number of persons of both sexes who perambulate the Embankment after dark, and the inedequacy of the lighting arrangements in the neighbour. hood. Aofcive measures with a view to bring about a eeforin are about to be taken as the result of the outrages reported. In one case a gentlemau residing in the Grosvenor-road was about to enter his house when he was seized by three stal- wart men, who held him firmly and prevented his crying out, while two women who hurriedly arrived upon the soene rifled his pockets. The victim of this outrage reached home in a state of collapse, his assailants easily effecting their escape. In another case a young lady was stopped by three women, but as she had nothing about her of value she was let off with nothing mora serious than a vio!ent push, whioh threw her upon her face in the roadway. One of the nuisances strongly complained of is the amount of blackmailing which is attempted by disreputable individuals who aim at seizing upon well-known and respectable gentlemen, generally of middle or elderly age, and extorting money by means of threats.

SERIOUS STRIKE IN THE COTTON TRADE. FIVE MILLION SPINDLES CON- CERNED. Matters have assumed a serious aspect in the Bolton cotton trade. A committee meeting of the Bolton masters at Manchester on Tuesday after. noon resolved that the operatives at 'Great Lever Mill must return to work to-day, or notice would be issued to lock out the whole of the operatives in the Bolton district, which means the stoppage of five million spindles. They rejected the pro- posal of the operatives for a conference.

HEAVY WEATHER OFF THE CORNISH COAST. CARDIFF SCHOONER DISABLED. The schooner Leader, of Cardiff, was on Tues- day towed into the West Basin, Cardiff, in a disabled condition by the s.s. Wansfell. It appears that about a fortnight ago she encoun- tered a heavy gale off the coast of Cornwall, which carried away her main gaff and sails, and after losing her anchor she put into Hayle, and there awaited the Wansfell. The schooner and steamer are both owned by Messrs Spiller and Bakers, of Cardiff.

ESTATES OF A DUKEDOM. FRIENDLY ACTION BY THE DUKE OF NORTHUMBERLAND. I In the: Chancery Division on Tuesday, in a friendly action between the Duke of Northum- berland and members of his family, Mr Justice Sterling gave judgment to the effect that the Tyne and the Alnwick estatef, which formed the subject of the action, should go with thedukedoir.

CAPTURED BY PIRATES. REMARKABLE EXPERIENCE OF FRENCH LADIES. A despatch from Hanoi announces the release, after some months' confinement in a cave near Than Mai, of Madame Chaillet and her daughter, the wife and child of a French Customs official, who were carried off by Chinese pirates after M. Chaillet had been murdered and his house pil- laged. They are both in good li eal th. -Reuter.

WILFUL DAMAGE BY A 1- BARRISTER. PLACED ON HIS GOOD BEHAVIOUR At the Birmingham Assizes on Tuesdity- before Justice Mathew-Ernest; Justice Stanbury Eardley, barrister-at-law, practising in Birming- ham, was indicted for having committed wilful damage to an office door and a brass doer-plate. Au undertaking was given that he would not repeat bis conduct, and his Lordship bound him over in L50 to come up for judgment when called upon.

FITZGERALD DIVORCE SUITS. ALLEGED SCENES OF VIOLENCE. The hearing of tbe Fitzgerald divorce suits wat resumed on Tuesday. Mr Fitzgerald, father of Mr Fitzgerald, said he had seen scenes of violence when visiting the rectory, and noticed that his son-in-law and Miss Melsom were always hanging about together, Sir Francis Jeune asked whether after the medical evidence it; was intended to go on with the allegation of adultery between Mr Fitzgerald and Miss Melsom. Mr Inderwiok said he should like the jury to hear hill witnessa*. The President: Very well; I cannot stop it. I understood distinctly you had withdrawn the charge. Mr Inderwick explained that he had at first, but when allegations against his client that she had trumped up a charge was persisted In, he felt bound to call his evidence. Medical witnesses were then called to prove that the conditions shown by medical examination of Miss Melsom might exist if misconduct had taken place, though it was unusual. Mr Frederick Richard Fitzgerald, brother of Mrs Fitzgerald, was oalled and slated that on one occasion he overheard Mr Fitzgerald call Miss Melsom Darling gIrl," and say Lot me." On another occasion they were locked in a school- ioom together for half an hour. At that time witness did not think there was anything im. proper between tliem.^ A son of the parties deposed to having seen bis father strike Mrs Fitzgerald. Several servants from the rectory at Winslade were called to prove that Mr Fitzgerald and Misa Melsom were very friendly. One witness stated they spent evenings together in the schoolroom. Another said she had seen Miss Melsom sitting on Mr Fitzgerald's knees. Another servant declared she had found the door of Miss Melsom's bed. room locked and beard her and Mr Fitzgerald speaking. The President refused to allow the latter evidence to go to the jury,as it was not mentioned in the particulars. Another witness said she had seen Miss Melsom in her nightdress leaving a room down- stairs carrying her olothes. Mr Fitzgerald was in the room at the time. The evidence included, and counsel proceeded to address the court. The case was again adjourned.

V A LK Y RIE-S ATAN IT A COLLI- SION. ACTION FOR DAMAGES. In the Admiralty Division on Tuesday an action for damages arising out of a collision between Lord Dunraven's yacht Valkyrie and the yacht Satanita, owned by Mr Arthur D. Clarke, came on for hearing. Sir Walter Phillimoro, for the plaintiffs, said the action was brought in the name of Lord Dunraven by the underwriters of his yacht Valkyrie, and he was prepared to provo that the Satailita had disobeyed the 18th sailing rule of the Yachting As- sociation, and that she was liable beyond the sum of £952 paid into court. Mr Clarke, owner of the Satanita, was called, and said the collision was inevitable unless they had run into a small sailing boat and killed four or five people. He himself took ho part in steering the yacht. The collision was caused by the Satanita being hampered by a small sailing vessel, and nothing could have prevented the collision. Mr Justice Bruce gave judgjnent in favour of defendant's claim to limit his liability for damages to JS952 under tho Limited Liability Act. He said this collision clearly came under that statute. Mr Clarke, the owner of the Satanita, had shown that the collision had not occurred through any fault of his own or any privity on his part. Therefore the Earl of Dun. raven was not entitled to moro than was paid into court.

FATAL BOXING MATCH. CHARGE OF MANSLAUGHTER. COMMITTAL OF THE ACCUSED. At Bow-street o Tuesday Dummy Winters was charged on remanrl with the manslaughter of George Smith during a boxing contest at Holborn, and Frank Hinde, Robert Watson, Henry Jacobson, George Dunning, R. Goobey, Jas. Hulls, William Natty, and John Natty, who assisted at the contest, were charged as accessories before the fact. Mr Gill, who prosecuted tor the Treasury, having explained the case Mr bcdonll.1d, surgeon at King's College Hospital, said the deceased was treated as that; institution for two recent fractures of tho jaw, both of which might have been caused by ono blow. Witness said deceased died ot septic pneumonia, the result of gangrene. Mr Day deposed that he saw the contest, and at no time were particularly heavy blows ex- changed. Mr Vaughan said the contestliad characteristics of a prize fight. It was a fight for money, and there had been a breach of the peace. He there- fore felt it to be his duty to commit Winters for killing and slaying, and the others for aiding and abetting.

CAFE ROYAL MURDER. STILL A MYSTERY. The inquest concerning the death of Martin, the night porter at the Cafe Royal, Regent-street, West, concluded on Tuesday evening, At the post-mortem examination two revolver bullets were found in the head of deceased, and it was shown that the pistol must have been fired at close quarters, but no evidence was forthoomhsg as to his assailant. It was stated that some of the wooden mouldings in the office had been forced away, as though a burglarious attempt had been made to enter the office, but there was no evidence that robbery bad been committed. The jury returned a verdict of "Wilful murderagainst a person or persons unknown."

FATAL ACCIDENT TO A JOCKEY. INQUEST INTO SENSIER'S DEATH. An inquest was held at Lewes on Tuesday on Sonsier, the jockey, who sustained fatal injuries whilst riding at Piuropton on Saturday. When jumping deceased's mount Topthorn stumbled, and another horse following also stumbled, but the jockey of the latter said his horse did not touch Sensier. Dr. Nelson said deceased had eight ribs and his collar-bone and lower jaw broken, and there were two small lacerations of the liver. A verdict of "Accidental death wa9 returned, the jury exonerating Penyoun, the jockey of the second horse, from blame.

RUNAWAY WAGONS. ALARMING RAILWAY ACCIDENT AT LEEDS. An alarming railway accident occurred on Tues. day morning at the Leeds Station of the Great Northern Railway. Shunting operations were in progress at Copley Hill when 30 wagons, 27 of which were loaded, broke loose and ran towards Leeds at a good speed. Standing at the arrival platform were two coaches and a van. Into these thq runaway wagons crashed with terrific force. One carriage was forced right on to the platform and another thrown over the buffers. Happily the platform was almost deserted at the time and no one injured.

SUICIDE IN A POLICE CELL. A Glasgow correspondent telegraphs A weaver named John Reid, aged 62, who was arrested on Monday in Glasgow on a charge of assault, was found on Tuesday suspended tby the neck in a cell in the Eastern Police-station, having committed suicide during the night, although it is stated he was carefully watched.

FAMILY QUARREL. FIRED AT A BROTHER-IN-LAW. At Leeds Assizes on Tuesday Herbert Stowden, a butcher, was sentenced to six years' penal servitude for firing a revolver at Henry Archer, his brother-in-law. Archer was not stvaok. The affair arose from a family quarrel.

WAR IN WAZIRISTAN. BRITISH EXPEDITION STARTS. WANO, Tuesday.—The expedition against the Mahsud Waziris has now received its final orders The Bannu column marches this morning, and will be followed to-morrow by the First Brigade from this place, and the Second Brigade from Jandola. The objective point of the First Brigade is Kunigaram, and that of the Second Brigade Makiu. The Bannu column will make for Rosmak. All the divisions are timed to reach their respective destinations on the 21st I inst.—Renter.

CONTINENTAL DISTRUST OF ENGLAND. THE PERIGIL STORY REVIVED. MADRID, Tuesday.—In spite of a twice repeated official denial in the Cortes, the belief still obtains very generally that the island of Perigil, on the caast of Morocco, has been coceded to Great Britain. The matter has caused great excitement here, as it is considered that Perigil, now a barren desert island, would be a danger to Ceuta in the hands of a foreign power. With Gibraltar on one side of the straits, and Perigil on the other in possession of England," writes the Liberal, We should be prevented from moving m the straits, and could undertake no operations in the interior of Afrioa, through Cento. POSITION OF THE CONGO FREE STATE. ENGLISH FINANCIER'S OFFER TO PURCHASE. BRUSSELS, Tuesday.—The Petit Bleu, the morn. ing edition of the Independance Beige, gives an explanation of the recent alarming reports car- rent here regarding the Congo State. It declares that there has been no disturbance, but that important negotiations have been carried on between London and Brussels con- cerning tlie future of the Congo State. A pro- minent English finanoier is said to hnve made n offer to purchase part of the territory of the Free State. The Belgian Government, however, on being consulted on the matter decided against any cession of territory. -Reuter.

STRIKE OF DUTCH DIAMOND- CUTTERS. SEVERAL THOUSAND MEN OUT. AMSTKBDAM, Tuesday.—The dissatisfaction among the diamond-cutters, which culminated in a strike at the beginning of last month, but which was removed by ooncesions on the part of the employers, has now broken out afresh. Several thousand men went out on strike this morning as a protest) against the action of the masters in permitting men to work at a less rate of wages than that fixed at the time of the settlement of the previous dispute. Large numhers of the strikers are parading the streets with the object of inducing the men employed at other workshops to join the rnoveinent.-Betac)-.

THROUGH SIBERIA ON SLEDGES. CAPTAIN WIGGINS'S HARDSHIPS. The following is an extract from a letter re- ceived in Shields from one of the crew of CAptain Wiggins'd steamer Stjernen:—" We are journey- ing through Siberia on sledges, having lost our ship, the Stjernen, in Pills Straits on the passage home, after delivering the paddle boats which we took out from Shields for the Russian Government. We have had a hard time of it, the cold here being intense, the mercury olten standing five and ten degrees below zero. We have suffered terrible hardships from exposure. After the abandon- ment of the Stjernen the crew rigged tents on the ice and snow, and lived under these con. ditions for the period of nineteen days. We were ultimately rescued by fishermen from Pusto- zersk." The writer speaks in the warmest terms of the courage and kindness shown by Captain Wiggins throughout the whole of their unhappy adventures.

CANADA AND THE UNITED STATES. DOMINION INVITED TO ANNEX. WASHINGTON, Tuesday.—In the Senate to-day Mr Gallinger, Republican, New Hampshire, sub. mitted a resolution in favour of inviting Canada to consent to annexation to the United States. The re-olution was referred to a committee.— Renter.

WRECK OF A TORPEDO BOAT. BRINWSI, Monday.—The Italian torpedo-boat No. 117, while on her way to Ancona, ran aground last night at a spot about fivo kilometres from the port. The crew were saved, but the boat is regarded as a total losf.

FATAL HUNTING ACCiDENT- Mr Charles Saudeson, a well-known agricultur- ist, who resided at Cranwell, near Sleaford, has met with a fatal accident while following the Blaokney Hounds,, in the neighbourhood of Aehhy. His horse stumbled at a rabbit hole, and falling upon its rider crushed him so badly that he di-d from the injuries received.

THE COURT. The Queen postponed her departure for Osborne until to-day because of the rough weather. It was notified in Tuesday night's GaxeHe that the State apartments of Windsor Castle will be open to the public on Monday next and co Wednesday, the 26th, and afterwards on every week day (Wednesdays excepted) until farther orders.

EXTRAORDINAITY SCENE AT J A POLLING-STATION. Whilst the counting of votes was pro- ceeding at the offices (of the Lewi sham Board of Works, Catford, On Monday night, an extrstordinary scene»occurred. Tho palling clorks-most of them young ladies-w,re busily engaged in counting when a policeman rushed into the room and ordered the gas to be instantly extinguished, as a mishap had occurred in the lower premises. Mr Templer Dowu, tho return- ing officer, at once asked every one except the counters to leave the table-t3- an order which was promptly acted upon by those present, who left the room altogether when it appeared that a gas explosion was likely to ensue. It transpired that a large gas pendant, in one of the lower offices bad from some unexplained cause fallen down, and as a large volume of- gas was escaping, it was deemed advisable to extinguish all the gas. The counting in the meantime was continued by the aid of candles.

MURDEROUS OUTRAGE AT ACHILL. PUNISHMENT OF POLICE OFFICERS. The Westport correspondent of the Irish 2intcs gives the following summary of the find- ings of a court ot inquiry which was held on the charges made lagai.-t public officials of neglect of duty in allowing the man Lynclnphan, who attempted to murder Mrs Macdonakl, on Achill Island, to escape from custody. One constable is dismissed from tiia, force, an inspector is transferred to another county at his own expense, a uergeant receives a warning and an unfavourable record, one constable is-iined £ 3, and three constables are moved to othec counties at their own expense.

LIBERAL UNIONISM^LAN- GUISHING. LIQUIDATION OF THE BIRMINGHAM CLUB'S AFFAIRS. Liberal Unionism is going to pot. Even in Birmingham, the Mecca of tho great Pro- phet of the Lost Cause, its prospects are hopeless. Circulars have been issued by the Liberal Unionist Club of Joseph's own city calling an extraordinary meeting of the members for the purpose of considering the advisa- bility of liquidating its affairs, owing to the heavy liabilities and want of support. The club was established a few Yoltrs ngo, as a result of the break up of tho old Liberal Clui" which followed the split in the Liberal party in 1886. Mr Chamberlain was the first president of the olub, and one of its principal supporterp.- The Sun.

DEFENCE BY THE BENCH. A CURIOUS AFFIDAVIT. In tho Divisional Court of the Queen'd Bench on Tuesday -before Mr Justice Wills and II Mr Justice Wright — Mr Chitty moved for a rule calling upon the justices of Hampshire to state a case in the matter of a prosecution by the police ngainst a druggist re- selling cocoa adulterated. According to counsel's statement upon affidavit, a constable purchased from defendant a pound of cocoa, which upon analysis proved to consist of 80 per cent. of starch and sugar. When before the magistrates, thA defendant in the first instance pleaded guilty. The magistrates thereupon told him that he was not competent to make a proper defence, that he (the chairman) oould make a better de- fence himself, and that seeing the defendant was unable to make a defence he should try and do it for him. The chairman then proceeded to question the constable as to what proper cocoa was, and said that no ona would think of drinking pure coccn, as they might as well drink mud." (Laughter.) The affidavit then pro- ceeded: "The chairman then got very red in the face, and banged Stone's Justice of the Peace' on the bench, and said there'«s an end to the case." (Laughter.)—Mr Justice Wills asked oounsel from what he was reading, as this was not a proper way of proving the case. Mr Chitty replied that he was reading from an affidavit. Mr Justice Wills said it was a very improper way of doing it. They could not allow the proceedings I of the court being made a means of casting mud about. Council would have to renew his applica- tion upon a proper affidavit.

THROUGH OFFICIAL BLUNDERING. poop, WIDOW BURIES ANOTHER WOMAN'S CHILD AS HER OWN. An inexcusable blunder by Stepney Union officials has been the cause of great pain and aunoyance to a poor widow who recently applied to the guardians for assistance. She was re- lieved by some of her children being taken into the workhouse. On the 16th ult. news reached her of tho death of one of their,, and the body was brought home and interred in due course without parish help. Imagine the feelings of the mother on its being discovered some time after. wards that the dead child was not hers, but that of an inmate of the house. Besides having her feelings harrowed in this way the poor widow is faced by other troubles, as-with poor people's love of funeral extravagance—she seems to havo incurred liabilities over the death amounting to £ 5 10s. At the least she appears en titled to call upon the guardians to pay the bill.

SUPERSTITION IN STAFFORD- SHIRE. "BEWITCHING" A HUSBAND. The Brierley Hill magistrates on Monday'dis- missed a case in which Sarah Allfort was charged with stealing a watch and chain, the property of her husband. He broke open the defendant's box to see what was in it, and found a planet of young men." Holmes declared thnt John Burns was the most gigantic bundle of conceit that had ever come to the United States from England. The utterances of Bums were insulting to tluir intelligence, and he wished all Americans to know that he did not in any way endorse the sentiments put forth by Burns. j

POLICE CORRUPTION IN NEW YORK. Mr James J. Martin, president of the Police Department, and Superintendent Ilyriip-, ap- peared on Friday evening before tho Lexo-v Committee, and both promised that Police- Captain Creeden, who had benn suspended earlier in the day at the superintendent's request, should be reinstated in his office. This promise has now been kept, and the captain has been restored to his position. Before leaving the committee, room, Superintendent Byrnes admitted that ha- had heard that every captain of the force was compelled to pay for his promotion. The com- mittee adjourned.

MR GLADSTONE AND THE NEXT PARLIAMENT. Although Mr Gladstone has announced (says the World) that he will not again stand for Midlothian, he will in all probability havo a seat in tho next Parlia- ment. A benevolent member of the House of Commons, I nm told, has fully dote imined tha in spite of Mr Gladstone's neglect to invite him to become his colleague in office, he will secure Mr ^Gladstone as his colleague in the representation of his own special constituency at the approaching general election. Whether Mr Gladstone will or will not accept the unsolicited distinction is another question. But the Stewardship of the Chiltern Hundreds is not an official post to which he seems likely to aspire, should he be returned under such agreeable and unexpected circumstances.

ILLUSTRIOUS INVALIDS. The condition of Mr Justice Barnes was on Tuesday night reported to be unaltered. Lord Justioe Kay is still confined to his room. There is not likely to be any change in his con. dition at present. Lady Barnby on Tuesday night received a telegram from Bournemouth' to the effect that Sir Joseph passed a quiet night and is pro- gressing satisfactorily. SHOCKING DISCOVERY IN THE TAFF. A MAN'S BODY BOUND. Information was on Tuesday received at the Central Police-station that a mau's body had been seen floating down the river Taff. The police at Graugetown were immediately com. municated with by telephone, with the result that the body was recovered by Sergeant Ferris and P.C. Jones. The following is a description of the body, which was conveyed by the police officers named to the mortuary :—About 25 years of age, 5ft. 10;n., stent build, brown hair, clean-shaven face, wearing blue serge jacket and vest, striped tweed trousers, new laoed boots, grey worsted tockings, and grey Welsh flannel shirt. Tho body was fearfully decomposed, and had the appearance of having been in the water about eight weeks. It now lies at the mortuary await. ing identification.

SUICIDE AT NEWPORT. The old gentleman named Charles Henry Cobley (83), who shot himself in the temple at Newport on Sunday night, died from his injuries on Tuesday at his residence in Durban-place. The inquest is fixed for to-day.

FOUND IN THE LIFFEY. I 011 Tuesday tho dead body of Mr Crolty, brother of Leslie Crotty, the eminent baritone, was found in the river LifTey, Mr Crotty had been missing for tho ptst fortnight. The body was found at the jetty of the Glasgow boat. His watch, chsin, and valuables were untouched.

All the large provincial cities possess ample supplies for their needs for many years Manchester has tapped Thirlmere'; Glasgow has a practically unlimited supply from Loch Katrine; Edinburgh proposes to draw upon St. Mary's T.uch ;Liverpool, is adequately provided for, and uTBirmmgham is spending six millions to lav in 'water sufficient for the next hundred years. London alone remains without a proper supply. The defect is being attacked from three different directions: (1) by a proposal to municipalise the water supply; (2) by a schema to introdnce an ^additional supply from fresh sources and (3) by the novel idea of introducing; sea water for •sanitary purposes alone.

DEATH OF THE QUEEN'S MARINE PAINTER. Sir Oiwald Walters Brierly, marine painter in ordinary to the Queen. has just died in Lon- don at the age of 77. During the Crimean war he was present with the fleet -it the operations in the Baltic, the Black Sea, and the Sea of Azoff, and when the Naval review was held at the end of the war he made sketches for her Majesty from the deck of the Royal yacht. Sir Oswald Brierly, besides accompanying the Duke of Edinburgh on his voyage round the world in 1867. and the Prince and Princess of Wales on their trip up the Nile two years afterwards, had cruised about for 11 years together on various men-of-war, and visited all corners of the lob..
