SOUTH WALES FINANCE MONDAY, February 29th, 1892. The market has been exceptionally flat to-day, negotiations being of the fewest and of very little interest in themselves. It is difficult to account for the stagnation of affairs, and as it appears to have been induced by no particular influence, it can only be hoped that it will be of short duration. In rails, so far as can be ascertained, business has been confined to Barry Ordinary Stock, in which there have been dealings at 204%, which is some- where about the present middle price. Other transactions have been of a very ordinary kind. Business has taken place in James Tucker's New Ordinary at 1 premium, which is re- garded as a rather high price, and also in Floating Metallic Shares at Is 6d premium. Banks and collieries seem nselected for the time being, the only negotiations recorded therein being National Bank of Wales Shares, at 17%, and D. Davis and Son's Colliery Shares at 12%. The announcement of North's dividend is being rather anxiously awaited, the declaration being considerably behind hand as compared with preceding years. A definite statement with regard to the pro- jected new issue of capital is looked for in the report, which- it is hoped, will be in the hands of shareholders before the expiration of the present week. The dividend of the Penrikyber Company is also awaited with a good deal of interest, and general anticipation points to the distribution being a handsome one. The dividend warrants for the Preference Shares of Spillers' and Bakers', Limited, for the six months ending to-day, will be posted on the 1st of March. The official report as to the export of coal, coke, etc., from the port of Cardiff for the past week mentions that easterly gales and snowstorms experienced in the beginning of the week retarded the work of shipment. Notwithstanding these drawbacks, however, the returns for the official week are fairly satisfactory. The total quantity of coal, coke and patent fuel sent away from the Bute Docks was 131,084 tons. At Penarth Dock the total shipments for the week ended Saturday last were 42,965 tons, which must be regarded as a very fair average return. At Barry Dock the total quantity cleared during the same period was 89,861 tons, which is quite up to the usual record. At both Penarth and Barry on Saturday the return was very meager, being at the former 1,899 tons, and at the latter 6,550 tons. Outward freights are stated to be firmer and higher, and the week has closed with better figures than in the previous one. It will be seen by an announcement in another column that a cJmny has been formed in New- port, under the title of the Monmouthshire County and Boroughs Newspaper Company, Ltd., for the purpose sf purchasing the copyright of the Weekly and Evening Telegraph and the Mon- mouthshire Merlin newspapers, with the machinery and plant thereto belonging, and publishing the papers throughout the county of Monmouth and adjoining counties. The capital of the company is fixed at 210,000, which will be divided into 10,000 shares of J31 each. The subscription list opened to-day and will be closed on Monday next, the 7th March. Arrangements have been made for obtaining a 20 years' lease of the offices in which the papers in question have hitherto been pub- lished. It is intended to make the papers the means of furthering the mining, agricultural, manufacturing, chipping, and general interests of Monmouthshire. The directors are Messrs A. Hobden and Co. have issued the following report M The Money Market hardened towards the last settlement, and contangoes were a shade higher than at the previous settlement. The Bank rate remains unchanged at 3 per cent. Money was easier at the end cf the past week. American Railroad Shares have not risen to any extent owing to gold shipments from New York and to the question of the legality of the combination of ooal-carrying lines. The bears "m to have now played the question of gold shipments for all it is worth as a bear" point. It is stated that the Pennsylvania Railroad | Mpresentatives are withdrawing their opposition tol combination referred to above. How could they well do otherwise seeing that it is said that they were long unoe compromised by similar contracts ? The decrease in the reserve of the New York Associated Banks is 2756,000 as I against the previous return. Should opposition to the "coal deal" cease American shares would rise considerably. Dulness to stagnation is the state of the local market. Barrys hang fire, but once a movement in them shows itself perhaps a rise will follow. Possibly the Ordinary Stock might be appropriately called the Cardiff" Mexican rails. We may add that no further call will be made on the existing ordinary shares before the issue of the new ordinary stock on March 4th. There are buyers of the ordinary stock, if it can be obtained cheaply we fail to see why sellers should supply cheaply. The shipments last week totalled some 90,000 tons. There is nothing fiesh to note in Taffs. Rhonddas are flat. Bank shares are improving. Amongst Miscellaneous Securities, Dry Docks have been in demand. Norths are flat, and are likely to remain so till the report is to hand; their course afterwards is naturally uncertain. We have noticed some paragraphs relative to a Blindness Insurance Company. We should think this a very good thing when formulated on a firm basis; but the Financial ivews is rather pre- mature in its remarks. The dulness in the local markets is, of course, partly owing to the settle- ment taking place last week.

LONDON STOCK EXCHANGE. LONDON, Monday. A fair business has bean done in money. Loans were at first charged 3 per cent., but the rate at the clos-i was no better than '2 per cent. Dis- count business was quiet, with more disposition to take bills at three months. Bank Paper was negotiated at 2% to 2% per cent. Paris Cheque Exchange is 25*23. Stock Exchange business to-day was rather more active, and there was a better tendency, except for British Railways, which are depressed through the coal dispute. Consols closed at 96 to 96% for delivery and account; 2% per Cent. (Childers'), 97 to 98 2112 per Cent., 9474 tt 94% Local Loans St..ck, 103 to103%. The Foreign Bond Market was quiet. Spanish were weak falling Portuguese steady, and 74 bettor. Egyptian and Turkish tolerably tirm. Hungarian, Russian, and Italian steady. Greeks quiet. There was afain some inquiry for Peruvians, which further advanced to Argentine, Buenos, and Chilian rose 1 Santa Fe, 2%. A dull market was reported for British Rail- way stocks. The fear that the threatened strike will disorganise the traffic had a depressing influ- ence. Southern Deferred issues were, however, firm. Brighton A closed up, and South- Eastern A, Brighton traffic showed a decrease of £ 2,177, and South-Eastern of B402. Chatham issues were weak, specially the Preference, which fell 1. North British fairly firm, but Caledonian declined North-Eastern left off 1 lower. In Great ^Western, North-Western, and Midland the fall was to Metropolitan declined and H ill and Barnsley fell There was an advance of 23 6d per ton at the Coal Exchange to-day. The tone of the American Railway Market is much better. There is good reason to believe that the disputes between the Pennsylvania and Reading Companies will be amicably arranged. Denverswere very strong on thereported condition of business at the Montana Mines Ordinary Shares improved 1%, and Preferred 3%. In Milwaukees there was a rise of Louisville, and Union Pacific of Eries, Atlantics, Atchisons, Readings, Wabash, and most others were firm, and to better. Grand Trunk Preferences advanced to and Canadian Facifio Shares, Foreign Railways quiet. Mexican (Vera Cruz) steady, without any special change. Lombards unaltered. Amongst South Americans, Central Uruguay rose 2%. Nitrate Market quiet and featureless. Amongst Miscellaneous issues, Hong Kong and Shanghai Bank further rose 1 London and Brazilian, Breweries were very quiet. London and St. Katherine Dock and East and West Indian Docks were firm. CARDIFF EXCHANGE. BUTE DOCKS. MONDAY. There was a very good attendance on 'Change to-day, and a moderate business was transacted in the staple trades of the district. Both steam and household coals were in fair request, and there was about an average inquiry for pitwood, patent fuel, and furnace and foundry coke. In our local freight market to-day a moderate amount of activity was displayed in all depart- ments, and, with a fair amount of tonnage on offer, th" business effected was well up to the average of the past few weeks. Outward rates for Constantinople, Malta, Alexandria, and Port Said were moderately well maintained, a similar remark applying to Sicilian, Algerian, and Italian freights. BALTIC REPORT. LONDON, MONDAY. Freights all round are dull; from the States, March, 3s 4j to 3s 6d is the rate. At the Baltic there was next to no demand for cargoes of wheat, either afloat or for shipment, but values are not quotably lower, as there is no dis- position on the part of holders to press sales. Steamers of red winter wheat, March-April, offered at 38" 6d, while for Californians afloat 40s would be accepted, and for large cargoes, prompt, 39s 6d. No. 2 Club Calcutta, 35s nominal value April-May. Maize—there is a pause in the demand for steamers of mixed American, although holders are rather inclined to meet buyers. Barley steady and little offering- Trafalgar, Danube, spot, made 21s 3d on Satur- day for continent.

The Crescent, of Newry, for Cork, with coala, is ashore at Passage East in a bad position. The schooner Mona's Isle, with a cargo of slates, is ashore in the River Foyle, leaking badly. The steamer Cadiz, before reported ashore near Havannah, is full of water. The salvage recoverable will be small. The British barque Mitford, before reported ashore, has been floated and towed to Gibraltar, making water. The barque Athalia, from Brevig for Hartlepool, with timber, is ashore near Whitby, and will become a total wreck. Crew saved. The Argentine barque Perla. Del Plata has returned to Cadiz making water. The Spanish brigantine Joven Ana, from Torrevieja. for Monte Video, has returned to Lisbon leaky and otherwise damaged. The British barque Invertrossachs, from Philadelphia for Calcutta, was spoken on the 24th February in lat. 37 N., long. 65 W., with mainmast and boats gone and sails torn, steering N.W. by N., probably heading for New York or Philadelphia. A cablegram from New York states that tho British steamer Vandyck, for Rio Janeiro, is returning in tow.

There is not much buS^f ness offering for makers, and they are not doiw much business, buyers in home and foretfj accounts being far from disposed to j>lace ordej; in them at present they are still asking 48s p*j ton net f.o.b. for parcels of mixed numbers Bessemer iron. Stocks are steady. The 8 trade is indifferently employed, especially l/j West Cumberland. Rails are only a moder trade, and steel shipbuilding material is in f*1 inquiry. Shipbuilders have got new work.
