IIVCRPOOL, Friday.—Wheat in moderate supply, which made %d below Tuesday. No. 1 Californian 8s lid to 9s No. 2 spring, 8s 7d to 8s 7%d. Beans quiet, though in steady, demand, at 34s 3d to 34s 6d. Peas are at about Tuesday's rates—6s lid to 6s ll%d. Oats inactive-new white, 3s 6d yellow, 35 to 3s 3d old white, 3s lOd to 4s Id. Maize, d to Id under Tuesday mixed, extreme price, 6s 5d. Flour inactive, at Tuesday's rate. GLASGOW, Friday.—Market generally dull in the absence of American quotations. Where business was done prices generally favoured buyers. Irish and Scotch oatmeal, 6d cheaper. Oats unchanged, at 18s to 21s for both Scotch and Irish. Barley and wheat un- changed. Flour steady. Flour millers' deliveries to bakers are presently good, but are expected to fall off next week. WAKEFIELD, Friday.—The large arrivals of wheat have filled up millers, and in the absence of all demand, it is practically impossible to make quotations, although sellers are prepa.red to accept lower prices. This applies also to English. Malting barley, with the exception of finest qualities, about. Is qr. lower. Grinding barley, about 6d qr. down. Beans firm. Oats and beans rather lower. CATTLE ROATH, Friday.—There was a short supply of cattle at our market to-day, chiefiy of a middling description. Sheep and lambs were numerous, and the trade quiet, top qualities were firmer. Quotations :-Cattle (best), 63s to 65s per cwt. secondary lots, 60s to 62s in- ferior and middling cows, 42s to 46s per cwt. There was a moderate attendance, and trade was quiet throughout only good finished cattle being enqnired for at the close. Several lots remain unsold I PRODUCE. CARDIFF EXCHANGE. BUTE DOCKS. FRIDAY. There was a good attendance on 'Change, but business generally was quiet in all departments. Both steam and house coals were in only moderate request, at about last values, and there was not much doing in the patent fuel, iron ore, and I pitwood trades. Small steam and coke quotations remain unchanged, In our local freight market chartering for steam ruled moderately brisk, and, with a fair supply of tonnage on offer, the volume of business effected was well up to the average of the past few weeks. Outward freights for the Egyptian, Adriatic, Sicilian, and Black Sea ports were maintained, a similar remark applying to Malta and Italian freights. Egyptian, Adriatic, Sicilian, and Black Sea ports were steady. Baltic and Eastern quotations remain unaltered. The following comprise the latest operations :— Brindisi, 9s (Kindate). Pomaron, Huelva, Garruclia, and Mazarrou quotations for the Con- tinent and the east and west coasts of the United Kingdom remain unaltered.

BALTIC REPORT. LONDON, FRIDAY. At the Baltic to-day wheat opened steady, except for Russian, the free offers of this quality on passage deterring buyers from bidding, as they are aware steamers will be arriving at an inconvenient moment and in a considerable quantity, when they flatter themselves they will be able to dictate their own terms. The steamer Marlborough sold at 41s 6d prompt; Califor- nians offered at 45s 3d 45s said to be obtainable. Indian parcels steady, but inactive. Maize—mixed American was held at late rates, but round descriptions are easier. Barley un- changed—25s bid for steamer Cornucopia from Salonica. Freights generally are dull and in- active.

WRECKS AND CASUALTIES. rSPEClAL TKLKGKAM8 FltOM LLOYD'S AGKNT3.1 The British barque Mobile Bay, from Algoa Bay, has arrived at Rangoon in tow, with loss of fore and main masts, liavinc passed through a cyclone. No lives lost. The schooner Pedestrian, of Fowey, from Antwerp for Swansea, lias been towed into Dover, totally dis- masted, by the steamer Dorunda, from London for Australia, with which steamer she bad been in colli- sion. The G steamer Euuna, before reported aground near Burntisland, has floated apparently undamaged. The L'Esperance, from Port Nolloth for Swansea,has put into Cadiz, having" been damaged in a severe gale. She must repair. The passenger boat John Clayton ran into and sank the steam launch Mayfly at Howden. in the Tyne. The latter had workmen on board, two of whom were killed and one drowned. The Norwegian barque Harmonie, from Dram for Liverpool, collided on Thursday night off the Bar Lightship, Mersey, with a small steamer, name un- known. The latter sank, supposed with all hands. The barque was dismasted. A Lisbon telegram states that a": floating wreck has been seen off the Billings. The steamer Hektos, from Amsterdam for Grange- mouth, has arrived at Leith leaky, having been ashore at Soutar Point. She dry docks for repairs. The steamer Martha, from Java for Abo, has arrived at Copenhagen with boilers damaged. '1 he Norwegian vessel Neptune, from London for Philadelphia, "has arrived off Lisbon, and is reported damaged. The steamer Mandalay, which has arrived at Avon- mouth from Montreal, encountered heavy weather on the 17th and 18th November, causing her to take a heavy list, and flooding her cabin, etc. The cargo is possibly damaged.

SOUTH WALES FINANCE FRIDAY, Nov. 27th, 1891. Some confusion of ideas has arisen in relation to the Severn Navigation scheme because it has been presumed that the Cardiff gentlemen who are promoting the establishment of a fleet of small steamers intend them primarily for the Severn trade. This is not the case. The naviga- tion of the Severn by such steamers is only a secondary part of the purpose in view, and it is maintained that those who oppose the scheme-- which, so far as it relates to the Severn, will in- volve the alteration of the Westgate Bridge at Gloucester—are doing so under a misapprehension of the real facts. What is desired is to provide for Cardiff a number of small steamers which will serve ths merchants who have frequent consign- ments of goods to United Kingdom ports. It is stated that heavy consignments of goods for different parts of the country sometimes lie for long periods in Cardiff because of the difficulty of obta:ning steamer transit, and, in certain cases, local consignors have had to charter an excessively large steamer in order to carry the goods to thei destination, as, for instance, in one case where a 1,300 ton vessel was chartered for 350 tons of cargo. The promoters desire to establish steamers of 300 to 350 tons burden, which will trade be- tween such ports as Cardiff and Waterford, or Cardiff and Aberystwyth and Port Madoc, and towns of the west and south eoasts, and be avail- able at the same time for passage up the Severn when required. Such steamers, however, could not pass under W estate Bridge, not only because it is too low, but because it is built askew of the river, and navigation beneath it would be extremely difficult, even if there were headway anS they arriveti'^gF, °.f,, gentlemen connected "u~ Vi, ul of the size mentioned couW navigate the stream were the obstacle of the Westgate Bridge removed. Hence their proposal of the present structure should be replaced by a girder or swing bridge, the latter for preference. The projected steamers would be about 135 feet m length, with 21 feet beam, and it is a necessity of the river transit that they should draw not more than 9% feet of water. On behalf of the promoters it "is urged that so far as regards the investment by the Cardiff Corporation their scheme would make that investment more secure, because, while in no way interfering with the traffic from Cardiff un the river, the steamers would introduce a totally new trade'from other port.?, and therefore give considerable increase to the revenue of the Com- missioners. The scheme is being actively pushed forward, and we are likely in a short time to hear much more of it, for although if Parliamentary powers be necessary for the alteration of the bridge these could not be obtained during next Session, yet that part of the project-and it is the greater part-which relates to the traffic between Cardiff and other British ports, could be carried out at once. The scheme has been thoroughly worked out, and has been adopted by gentlemen fully conver- sant with and experienced in shipping affairs. Their opinion is that if additional facilities for distributing goods be provided at Cardiff, it will help materially to increase the import trade of the port. Our inquiries have led to the dis- covery of evidence that goods are at present sent elsewhere because of the difficulty of tranship- ment which is experienced at Cardiff. It is this difficulty which the promoters of the small steamers seek to remove, and, as we have already stated, their design is not limited to Severn navi- gation, nor, indeed, is it particularly concerned with the inland traffic to Worcester by that waterway. It is chiefly to carry on the business of distributing in small vessels to small ports goods that are brought into Cardiff, and thus imitating what is done, and done to a large extent, at Glasgow and some other large import- ing centres. Business gives indications of improving, but, the settlement being only completed to-day, there 18, of course, no likelihood of any marked change this week. The period of extreme dulness sèems, however, to have reached a limit; and there are anticipations that next week will see a livelier tone characterising affairs. The appeals against the refusal of the local magistrates to renew the licences of certain houses in Cardiff will come before the Court of Queen's Bench in the next few day: That the question ? regarded as one of great importance is shown by the fact that the brewery companies :re persevering with their appeal. Seeing that the licences were refused at Brewster Sessions, and that the refusal was upheld on appeal to quarter sessions, it shows the deter- mination of the appellants, as well as the weight they attach to the decision, that they should incur so large an expenditure as must necessarily be involved. In passing, it i, to be noted that the proposal to split the shares of Hancock's Brewery Company—which, it was anticipated, would send the shares up £5 5s each—has had practically no effect upon the market, and there is no change in the values recorded pnor to the announcement of the intended application to Parliament for a Bill authorising this financial modification. An important question affecting locul interests hinges upon the applications to Parliament, of which notice has just been published. From this locality alone will be forthcoming between a dozen and twenty new bills, each involving journeys to London with expenses of temporary residence there, and the inconvenience and delay which inquiries at a distance always occasion. The suggested reforms in private bill procedure, which from time to time have been discussed, have never yet taken practical shape so far as regards England and Wales, but it willbercadily acceded that if a mixed tribunal, competent to take evid- ence in the locality and to decide the question at issue, were to perambulate the country during the Parliamentary recess, not only would the promoters of private bills have the cost of procedure greatly reduced, but the inquiries would be far more searching, and the decisions arrived at would be more just. Everybody, not even excepting the legal -er gentlemen engaged, would be benefited. Such a tribunal might be composed of, say, a lawyer, an engineer, and a commercial man of standing, and thus every department of the inquiry would be conducted under an expert. Poorer persons, whose interests are affected by private bills and who now, by reason of the expense of attend- ance in London, are prevented from presenting themselves before a Select Committee of the House of Commons, would be enabled to attend and properly submit their opinions to the tribunal, which, for South Wales, should sit, say, at Cardiff or Swansea or some other convenient place. The procedure would be both simplified and cheapened, and the inquiry be more thorough and exhaustive. The question shbuld be boldly put to the dnectoro What need is there for any further Acts of Parliament ?" We have a line to the iihonada Valley and we have a fair dock at the end of it. What need have we for more? By the Khondda and Swansea Bay Act of 1899, there is power to buy or work the dock in question without any need to go to Parliament, and at that dock the Rhondda and Swansea Bay can CaTdiff coal at 5d per ton less than at Cardiff. The dock may have a bad entrance, but it has a larger water space than Barry, and we have c-rily to look at Portbcawl to see what the Great Western Railway can do with a dock with a far worse entrance than Port Talbot. By all means let us get to Swansea some day, but let us first earn a dividend, long promised but never grasped. xnere are two alternatives now before the shareholders6 1. An expensive fight in Parliament to get this new Act; an expensive line to Swansea, which cannot be completed under three or four years from now. 2. Not many bills were offering, but the Discount Market was fairly steady-60 days' and three months' Bank bills were negotiated at 3% per cent. The Paris cheque Exchange is 25.23. Account has gone off quietly without any hitch worth mentioning. Not much fresh business was done. Consols were firmer, closing at 95% to 95% for delivery, and 95^ to 95{¡¡- for the account 24 per Cent. (Childers'), were 96% to 96% 2% per Cent., 93% to 93% and Local Loans Stock, 101% to 101%.
