PENARTH HARBOUR, DOCK, AND…
PENARTH HARBOUR, DOCK, AND RAILWAY. The 71st ordinary general half-yearly meeting of the directors and proprietors of the Penarth Har- bour, Dock, and Railway was held ^t the Royal Hotel, Cardiff, on Friday morning, under the presidency of Lieut.-Col. the Hon. George H. W„. Windsor Clive, chairman of the company. The following directors were also present Mr Henry Jones Evans, Mr Frank Matthews, and Mr Evan Lewis, as also Mr John E Bacon, secretary, and and Mr W. H. Lewis, the new solicitor of the company. The report stated that the directory proposed the payment of a dividend for the half year at the rate of 5 per cent. per annum, payable on the 5th September next. The directors announced with much regret the decease of Lieut. -Colonel Edmond D'Arcy Hunt, who for many years occupied a seat at the Board. The vacancy thus caused had been filled by the election of Mr Frank Matthews, of Glan Ely, near Cai> diff. The directors referred also with regret to the death of Sir John Hawkshaw, C.E., who, as chief engineer to the company, has been associated with the undertaking since the very commencement. The directors retiring from office were Lieut.-Col. the Hon. G. H. W. Windsor Clive, Mr David Evans, and Mr Henry Jones Evans, who, being eligible, offered them. selves for re-election. The retiring auditor, Mr David Roberts, F.C. A., also offered himself for re-election.—The Chairman, in moving that the report and statement of accounts be received and adopted, said the report had of late years been a very brief one. Tho usual dividend of 5f per cent. was recommended. Two items in it called for sorrowful remark. Une was that they had lost from their board their old col. league, Col. D'Arcy Hunt, who had been asso- ciated with them for many years, and whose memory, the speaker was sure, would live for a long time as that of a most amiable and able man. They had also to deplore the loss of Sir John Hawkshaw, who had been connected with the Penarth Dock and Harbour since its commencement. On every occasion that they had had recourse to him they had found him most able in counsel, most upright in every- thing that came before him, and altogether one whose lost they must very sincerely lament from the very long connection that had existed between him and the company.—Mr H. J. Evans seconded the resolution, which was carried.—The Chairman moved the payment of the dividend recommended in the report, and the motion was carried.—On the proposition of Mr Lewis, seconded by Mr Matthews, the retiring directors were re-elected. Mr David Roberts having been elected again as auditor, the pro- ceedings terminated.
PONTYPRIDD LOCAL BOARD.
PONTYPRIDD LOCAL BOARD. PROPOSED PURCHASE OF THE TRAMWAYS. Mr David Leyshon, presiding over the fort' nightly meeting of the Pontypridd Local Board on Friday, spoke to having called upon Mr D. T. Alexander, auotioneer, Cardiff, with reference to the sale of the Pontypridd and Rhondda tram- ways, and had been informed that, shortly after the public sale at the New Inn Hotel. Pontypridd, he (the auctioneer) had been offered £ 2,000 for the undertaking. Mr Alexander desired to know whether the joint boards of Pontypridd and Ystrad would make a higher bid, but he (Mr Leyshon) said he was not authorised to do so, whereupon Mr Alexander remarked that be was afraid the Boards would be "altogether out of it." During a discussion the opinion was ex- pressed that the Board had not been fairly dealt with, inasmuch as it was understood they should have had the first refusal.—Councillor Roberts said the chairman had acted very wisely in not exceeding the 22,000. If the parties who would eventually purchase the tramways would be people in a substantial position the Board could compel them to keep the roads in a proper condi' tion.—Dr. Alfred Evans, Mr William Jones, and Mr Henry Porcher attended as a deputation from the free- library: committee to urge that certain improvements be made in the approaches to the library, and a committee of the whole Board was formed to visit the locality.

BOARD OF TRADE INQUIRY AT CARDIFF. At the Town-hall, on Friday, the Board of Trade inquiry into the circumstances under which the ss. Swamby, of West Hartlepool, was damaged, by striking the rocks at the Longships on the 12th inst., was resumed and concluded. The court, in giving judgment, said they found that the vessel was not navigated with proper and seamanlike care, and they therefore sus- pended the master's certificate for six months, and severely reprimanded the second mate.

LONDON BETTING.
LONDON BETTING. FRIDAY NHnrr. There were always plenty of offers to lay odds of 6 to 5 on Common for the St. Leger, but business on the whole proved tame in the extreme. Inquiries for Mimi led to the acceptance of 6 to 1 to small money. Reverend had but few supporters at 7 to 1, but his stable companion, Gouverneur, was by no means lack. ing friends at 100 to 8. SOUTH WALES FINANCE
SOUTH WALES FINANCE FRIDAY, Aug. 23th, 1891. August is maintaining its reputation for being » quiet month in the matter of business. Even the recent bad weather does not appear to 'have brought many men of business home from heir holidays before the time originally con- templated, for the attendance on 'Change to-day was hardly up to the average, while commercial affairs did not appear to be of a very engrossing character. fhe question of a possible reduction of rates to Barry is one that will interest a considerably larger number of persons than those actually in- terested financially in the company, or concerned in its affairs through business relations. The project is one which offers an immense field for speculation as to the effect it would be likely to produce in the further expansion of the trade at the now famous dock. The possibilities of Barry in the future have only been vaguely estimated up to the present, but the consequences of the adoption of a reduced tariff would be such as, in the opinion of not a few competent judges in matters of the kind, would give che newer port an advantage not enjoyed by any of its older rivals. At the recent meeting of the company the deputy-chairman referred to the possibility that as gas companies bad to regulate their dividend according to the price per thousand feet they charged the consumers, so in course of time the dividends of other com- panies—railways in particular-might be regu- lated by the rates at which passengers and freights were carried. Such a scheme if ever adopted could only apply to companies in a very pros- perous condition, and Barry would, of course, come in this category. In any case the rate question is one which the proprietors of the Harry Company can regard with the utmost equanimity. The annual meeting of tf International Coal Company was held on Wednesday, when the report and accounts were adopted and a dividend for the past half-year was declared at the rate of 20 per cent. per annum, payable on September 1st. The dividends for the whole twelve months are thus equivalent to 17% per cent. The half-yearly meeting of the Aberdare and Aberaman Gas Company was held yesterday, under the presidency of Mr Watkin J. Thomas] n an interim dividend of 4 per cent. for the fialf-year, equal to 8 per cent. per annum, was declared. Business has taken place to-day in a number of ,ecurities of local interest, but the more impor- tant railways have been neg'ected with the ex- ception of Taff Vale Preferences, which have been done at 114% and also at 115. - CARDIFF EXCHANGE.
CARDIFF EXCHANGE. BUTE DOCKS, FRIDAY. There was a good attendance of members on 'Change, and in the coal market a fair amount of activity prevailed. Both steam and house quali- ties were in moderate request at about last values, and a steady business was done in the patent fuel and pitwood trades. Small steam and coke quo. f tations remain unchanged. In our local freight market to-day chartering for steam tonnage ruled moderately active, and a fair amount of business has been effected. Out- ward rates for Malta, Constantinople, Brindisi, Alexandria, and Port Said closed quiet, as did also Algerian, Italian, Sicilian, and Adriatic freights. Spanish, West Indian, and Gibraltar rates were steady. Eastern quotations remain unaltered. The following comprise the latest operations :— Uape de Verds, 7s 6d, clean (Mandalay). Naples, 6s 9d (Saint Gothard). Naples, option Leghorn, 6s 9d (Boskenn* Bay). Naples, 6s 9d (Trieste). Constantinople, 6s (Beechville). Malaga, 8s, clean, (Senator). Malta, 4s 6d (Cairnryan). Havre, 5s 6d (Plantagenet). Portsmouth, 5s (Kampokus). Swansea to Lisbon, 6s 6d (Radnor). Swansea to Havre, 5s (John Byng). Sail.—There is little new movement to report eitber in outward or homeward freights. The demand for this class of tonnage from the South Wales ports for Monte Video and Rio Janeiro still continues more active, yhile homeward rates for the United Kingdom and Continent are practically unaltered. Ore.—Homeward business from Bilbao, Povina, and Salta Cabello continues moderately steady at last figures. Porman, Carthagena, Bemsaf, Pomaron, Huelva, Garrucha, and Mazarron quotations for the Continent and east coast of the United Kingdom remain unchanged. The shipments at Barry Dock yesterday were 12,217 tons. Vessels in dock, 47.
BALTIC REPORT.
BALTIC REPORT. LONDON, FRIDAY. At the Baltic to-day, notwithstanding the disastrous reports from the provinces as to the damage done to the crops, there was no dispo- sition on the part of buyers to operate in cargoes of wheat in any position. Holders, how- ever, remain firm. It would appear that the vast surplus of wheat available for export from America is the reason of the inactive trade here. Both maize and barley are quiet, and lower to sell. Freights remain steady.
