T the said Borough, being the duly constitu- ted .Local Authority, do hereby, in pursuance of an o j a ^er Majesty's Privy Council, dated the 23rd. day of November, 1865, and of a further Order of the same Council, dated the 20th day of January, 1866, give NOTICE and declare that it is expedient, until the ist day of March next, that no Cow, Heifer, Bull, Bullock, Ox, or Calf, Shall (except as hereinafter mentioned) be brought from any other part of Great Britain into anyplace within the said Borough: Provided, nevertheless, that notwithstanding this Notice, it shall be lawful for any Butcher or Slaughterman to bring into the- said Borough any such animal as above-named, if the same shall be actually killed within 48 hours after it shall have been so brought into the said Borough, and shall not have been brought out of or from any herd or homestead where the Cattle Plague exists. # And I hereby further give Notice and declare that it is expedient, until the first day Of, March next, that there shall not be brought into anyplace within the said borough, from any other part of Great Britain, any raw or untanned hides or skins, or any horns or hoofs, of any Cow, Heifer, Bull, Bullock, Ox, Calf, Sheep, Lamb, Goat, or Swine, or any offal of any such animals as are last herein- before specifically described, or any dung, hay, straw, fodder, or litter likely to propagate infection. And I further give Notice that any person who shall, before the 1st day of March next, bring or send any Cow, Heifer, Bull, Bullock, Ox, or Calf, (except as aforesaid) or any hide, skin, horn, hoof, offal, or other article as aforesaid, from any other part of Great Britain, into any place within the said Borough, will render himself liable, for every such offence, to the PENALTY OF TWENTY POUNDS. GENTLEMEN, It is now Three Months since I last addressed you, and the time is drawing near when you will be called upon to elect your Representative in Parliament. The death of Lord Palmerston, who for so many years conducted the affairs of this Country, is felt by all as a national loss. Lord Russell has been called upon to lead the Liberal Party, and a Reform Bill will be brought forward-under his auspices. I am in favour of a considerable extension of the Electoral Franchise, and wish to see a better representation of the edu- cated and working classes without pledging my- self to the details of a measure not yet before the public, my support will be given to the principle of any Reform Bill which shall command the ge- neral approval of the Liberal party. I shall be ready to lend my aid in favour of the abolition of Church Rates, being desirous of deal- ing justly with those who dissent from the Estab- lished Church, and having no fear that she will suffer by such a measure. I need hardly repeat that I shall give a firm and independent support to a Liberal Government. The very kind reception I have met with, and the distinct promises I have received, leave me no doubt that you will return me your Member. ENTLEMEN,—In consequence of the retire- ment of two out of the three Candidates who sought your suffrages for the forthcoming Election, to represent you in the Commons House of Padia- ament, I have issued this, my Second address. The various political questions, pro and con, which have been brought before your notice, have only, in my opinion, been to ascertain whether the Borough is really liberal or conservative. The fact that the most liberal and greatest conservative Candidates have retired, is a decided proof that it is neither the one or the other. Feeling that there are a number of Electors and Non-electors who fre not represented in their social and political interests, I am desirous to go to the poll. In order to enable me to do so with pure, conscien- tious, and liberal motives, I beg to offer you, one and all," my best services in that Department of Trade in which I am conversant, and any measure you wish to bring before my notice, shall have my earnest and devoted attention. The Noble Earl is in favor of the extension of the Franchise, Howel Gwyn, Esq., in favor of the conscientious abolition of Church Rates, and Dr. Price, in favor of the total abolition, and the great- est extension of the Franchise. In applying the above Candidadates' principles to Business views, -Howel Gwyn, Esq., is of the old fashioned Busi- ness Men, small select Trade, with enormous Pro- fits Dr. Price, of the modern Fire-eaters," who wish to make people believe that he is doing all his Business at 20 per cent. less than Cost Price Lord Brecknock, like the more sensible Tradesman, avoids the two extremes, and wishes to live by fair dealings, with merely Remunerative Profits and Quick Returns. Electors,—As there are two Can- didates left, (His Lordship and myself,) cannot we both look after your interests-one your Political, the other your Social-so that on the Day of Elec- tion you will exclaim, "Brecknock and Phipps for Brecknock." It gives me great pleasure to return you my most heartfelt thanks, for the kind reception and support I have received on all occasions of my can- vassing, in and out of your Borough.
