TO THE INDEPENDENT ELECTORS OF THE BOROUGH OF BEECKNOOK AND THE TOWN OF LLYWEL. GENTLEMEN, I beg to offer myself as a Candi- date for the honor of filling his place, who has for so many years represented you in Parlia- ment, in doing so, I cannot refrain from ex- pressing my great sorrow that so mournful an event should be the cause of my now addressing you. I should feel great pride in representing your Ancient Borough with which my Family has been so long associated and in the pros- perity of which I naturally from my name and connection feel the greatest interest. I promise you that, if you do me the honor to elect me, I will do my best to advance your interests and those of the Country. I am a firm supporter of the Es- tablished Church, and should regret to see any change which would impair her power, at the same time I think there are strong objections to our present system of Church Rates, and should vote for such a measure as would in my opinion equitably adjust the question. I should support such measure of reform as would extend the franchise, while preserving to property and education their due share of influence. The financial policy of the present Ministry has met with deserved success. They have increased the revenue, while diminishing taxation, and have effected large economies, while providing amply for all branches of the Country s service. Their foreign policy has, in my opinion, kept the nation from War during times of difficulty without any sacrifice of dignity. I am prepared for these reasons to give Lord Pal- merston's Government a firm, but independent support. Out of regard to the memory of the late COLONEL WATKINS, I postpone for the present paying my respects to you in person. I shall take the earliest fitting oppor- tunity of doing so, and of explaining more fully my views on many points of public interest. TO THE ELECTORS OF THE BOROUGH OF BRECON AND TOWN OF LLYWELL. Q^OO— \g7'CT GENTLEMEN-, Solicitous as I am for the honor of represen- ting you in Parliament, my respect for your feelings on the loss of your late lamented Member has hitherto commanded my silence. My political principles are, I have no gdoubt well known to you all as being Conservative and Independent. I consider the very essence of the Creed of the Conservative to be, the use of the pruning Knife, carefully to cut off every proved and acknowledged abuse, and to aim at progress and improvement. Though firmly attached to the Established Church, I nevertheless deeply respect the convic- tion of those who honestly differ from me in their religious- views, and I shall therefore support any Measure that will relieve those who entertain con- scientious scruples from any longer paying Church Rates. Believing the Income Tax to be inquisitorial, I am opposed to its continuance, and think it ought only to be used as a temporary resource in cases of War or any great financial embarrassment of the Country. I consider the Ballot to be incon- sistent with the spirit of the English constitution, and am convinced it would not prove any real advantage or safeguard to the Voter. I am no stranger to your ancient Borough and County, with which my Family has been connected for many centuries, and I should indeed feel proud and gra- tified if the connection were cemented by my becoming your Representative in the House of Commons. You may depend, in such an event, upon my best exertions being used to promote in every way the welfare of your Borough, as well as of the Country at large.
