THURSDAY, JAN. 3. r 5 ^HE French Government, as appears by a let- ter from the Grand Judge to the President of the Council of Prizes, have considered- America as hav- ing pledged herself to oppose'those principles of blockade which are called new—and the Message of the American President seems to justify this opinion. The French Government, in consequence of the President's Proclamation of (he* 2d Novem- ber, have ordered that American vessels, seized since the 1st of November, shall not be proceeded against according to thuprinciples of the Berlin and Milan decrees. Hamburgh, Lubeck, and Bremen, are annexed to France, after the most solemn assurances and pledges to the contrary, The French Papers talk j of the joy expressed at this union; assertions which we know to be false. So indignant were the inhabitants of Bremen, Lubeck, and Hani-' burgh, that they shut up the theatres and all places of amusement. Let Denmark look now to herself. rRID AT, JAN A. Ministers were defeated last night in the Lord, The defeat was complete and decisive. The only point which they carried was one which some of the steadiest friends of the Prince of Wales sug- gested and supported. If the Regent was to have the power to grant a peerage in the case of naval and military merit, they saw no reason why he should not have the same power in cases of any other sort of merit. For the sake, therefore, of consistency, they thought it better to withhold the power altogether, than to give it thus restricted and confined. The Amendment to this effect was accordingly carried. The Debate and the Divi-ions atford ample proof of the pertinacity with which Ministers adhere to their places. One of the legal forms wanting in the case of the Treasury Warrant, for an issue of a million of the public money, directed to Lord Grenville, as Audi- tor of the Exchequer, was the absence of the Privy Seal. Lord Grenville, in his letter dated January 3, 1811, assigning his reasons for not complying with 2:1 the directions of the Treasury Warrant to issue rhis sum, says— "he ,Act Passed in the Sth and 9th of KHes Wdbam the Third, cap. 2S. intituled, 'An AetJbr the better observation of the course anciently used. in the Receipt of lxchequt"r; prohibits the i,t;e of the King s treasure, except in pursuance uf the. special provisions (if an Act of Parliaa^nt, r un- der th £ a'.{; Uority of vvariaiirs under his Majesty's Greaf Seal or Privy Seal, duly entered in the Olfiee of the Auditor, who is thereupon to draw the ne- cessary orders. In the present instance all authorities are wanting and it is proposed that one million sterling of his Majesty's Treasure shall be issued on the sole ground of a warrant si^ i-d by your Lordships. Every step taken toward., uci-i an issue by any Officer of the Exchequer, but more especially by the Auditor, would be in open viola- tion, both of that Statute, and of the accustomed i-j course of the Exchequer; for such an act your T^prdships Warrants cannot, as I now learn from -the hignest authority, aftbrdmeany legal Sanctis' I must, i jim told, act on my own discretion for the exercise of which I must alone be responsible.
