YOUNG WALES. YESTERDAY the atmosphere of Wales was a<Hurated with ST. DáVIlJ. Speeches in- numerable were made in his memory, and many banquets and rejoic'ngs of various sorts- were held in commemoration of him. But the Wales of to-day is very different from the Wales of Sr DAVID'S time. The country has now reached its iron age. True, it has not lost its bard, or it3 song, its charming scenery or its old tongue, but it has developed its resources, has opened up slate quarry, mines of iron, lead. silver,and gold, and constructed miles of iron radways and added port to port for the exportation and tmpf'rtation of ail manner of merchandise, and for sending minerals to a.)l parts of the world. The uld love of learning has revived in its modern schools and colleges, and its ancient love of liberty has als,) once mure asserted itelf in what is now known M "Cymru Fydd." The two last made their mark yesterday in the University College at CardiQ' and in the We)sh <'oM- ference held in the same borough. The Conf'Tence may be chronicled as a decided auccess. It was conducted in the We'sh tongue without admixture with Eug1i"h, and may, therefore, be accepted by those Welsh- men who cannot understand the language of their fathers and those Englishmen, Scotch- men, and Irishmen who restdc in \Ya.J.s as 1iü'lJrdillg a faithful representation of Welsh opinion and ft ding. Before proceeding further we think a word is due to one loyal Welshman and faithful advocate of the liberahsm of his country- men..We refer to Mr HowEt Row- LAXDS, M.P., who has on several oceasu'ns been unwittingly ignored in connection with the eariy proceedtngs "f Pariiament. The Rev AARON DkviL.,i remarked that Welsh members in future must be men selected from among the people themseves. Good, bm why not carry this at once into practice ? It is not enough to lay this down as a rule, a guide to future <nduct. When a vacancy occurs the man is not ready. Time passes, and the local w.z!i or the Welshman tit to represent the ';<,nstituency has not been sought out, <Mtd M* the euer..¡.l scramble stranger presents himself, and he is chosen. Might not a general electioneering committee be formed, the sole object of which will be to hunt up candidates, ascertain their pol'.tical views, make arrangements for their appear- ing now and then as speakers on political platforms, and then, whenever a vacancy occurs, they would have a few names to surest. Merthyr Tydfil is a case in point. Even at this time of day everything seems to be veiled in uncertainly, though we have no doubt of the result. A good list of the right: sort of men ready to stand as candt- dates when required would be one of the best results of the recent, or rather of the present movement for securing the best: possible representation of Walea in Parlia- ment..

HOME RLLE STILL GOES AHEAD. THE Deptford Liberals have not quite suc- ceeded in winning what they bravely con- tended for. nor have they been rewarded as their splendid eSorts deserved. Thus is the fairest way of stating the case. To say that the Tories achieved a victory is ridiculous. The seat was one of their strongholds. All they had to do was to keep it, and this they struggled with might and main to accom- plish and with what result ? Those who congratulate them on it must be rather given to irony or sarcasm, and those who accept the congratulation must be easily pleased. The Deptford election ia one of the surest symptoms of the decay of Balfourism, and all that is ghastly and execrable in Government by unrighteousness and brute force. The poll waa unusually large. Eight thousand four hundred and nfteen out of a total of registered electors numbering ten thousand four hundred and seventy was good enough even for a general election. Yet the Tories kept their seat, not by a majority of six hundred and twenty-seven, at they did in 1886, but by a reduced majority of two hundred and seventy-five. They would, no doubt, have done better if they could, but they are thawing away. They have already reached the stage of slush, and by the next election they will have got so much nearer extinction that they will not be able to return their candidate. It is true that since 1836 they have added six hundred and sixty-three votes to their number, but the Liberals have, in the same interval. added one thousand and nfteen. This im- portant transformation has taken place within two years. Suppose, then, that it goes on for other two y&ars, and what will the result be ? The result will be a Liberal majority of seventy-seven. Hut even this is below the probable mark, because the Liberal candidate was held down in durance vile while Ins opponent was going from place to place urging his claims with his own voice and by the innuence of personal presence. The Tories, well organised, fought against a brave army whose leader was in captivity. To tie a man's hands and feet together and then light him is not a singuiarly heroic deed. We are by no means elated at the result, but it would be affectation to pretend to be indif- ferent to the clear proof that Home Rule is cutting a channeUhrough every Metropolitan constituency. We all rejoiced at the result obtained when the Severn or the Mont Cents tunnel had been bored only half way. The tranic could not pass from one end to the other at that stage any more than :\t the Hrst, but everybody felt conndent as to what was coming. The v.'orkmen plodded away until the last blow was struck, and an open- ing was made from end to end. Something like this ia going on a.t Deptford and in other constituencies once the stronghold of Toryism. We must have pattence. The Liberals who have fought so well must go on organizing. It is becoming more and more evident that the Parliamen- tary con:ests of the future are not to be mere party successes. The time is coming when even the stupid party will see in such a result as that which the Deptford election brought forth a reason for regret and vexation rather than a grand triumph over which to rend the heavens. If we arc to go in for the principle of one man, one vote, we shall have to carry that principle out to the letter at the polling-booth. Every elector who stays at home on the potling day, instead of going like a man to record his vote, must be called to account. Re need not vote even at the poll if he wishes to be neutral. He may drop hia voting-paper into the ba.Uot- box Wtthout any mark of Ills own upon it But he should prove that it is not from mere indolence that he does not go. If every voter will make to poll,BaIfourism will not cuHe Ireland, or Warrenipm England any more. The Tories are doing what they can to keep their spirits up, but the tide is going rapidly against them, in spite of renegade Duncaster.

Leaving this aside, the dinner was a big- success. For the Sret time, St. David's greetings ware exchanged over, or rather, ucder ] the ocean, a cablegram being despatched to the Seranf-on Cymmrodorion ia Pennsylvania. I shall wind up by repeating the mottoes so popular at the banquet, "Caloo wrth galon," "Etn Erw:ad, ein H¡¡itb, eia Cenedl!" Let Wales &jurisU A MODEL BAZAAR. A MODEL BAZAAR. I AM very glad to hear that my strictures upon bazaars have borne good fruit. I have pointed out in these notes that ministers of re'igion could not conscientiously condemn gambling either on the racecourse or on the Scock Exchange, or else. where, so long as they countenanced and such methods of raisiag tha wmd at bazaars. The Wesleyans have been the nrst body to recognise the truth of this objection. At their fancy fair at the Cardiff Town-hall there was none of these devices (ao I'm told) to tempt the unwary. I rather question the taste,thougb, which led them to open this essential tribute to Mammon with a long religious service. But cha,culI a NOH gout. Some tll-natured person has uttered a strong protest aga)nst the whole business. Certainly, bazaars for the purpose of nnding funds for the erection of places of worship are rather incongruous. But the protest alluded to was printed and in verse. There was a lot of truth in its hyperboiical satire. But man ot the wor)d as I am, I do not look upon these a5:urs with the vindictiveness and disgust of some people. However, I give them a wide berth, not because of my scruples, but because of my pocket. I'm fearfu), though, that the new departure will be more productive of morality* than money. A FORMER EXKCCTIOK AT CARMARTHEN. Now that the DaneMy murder trial is the absorbing topic of conversation, it may not be uninteresting, if accounts of murders are inter- esting,, and I suppose they are by the number of people who read them, to record some random re- collections of the last execution in Carmarthen, as it dates back to the time of George IV. From an old St. Peter's boy I gather that the last execution took place in that ancient town in the year 1329, the victim being a David Et'ana, who was condemned for murdering h<s sweetheart, he having attacked her with a blil-hook whilst out for a wafk on thd mountain. My informant was in court during the trial, and a)so witnessed the exacutioo, which in those daya was public, and always attracted considerabte crowds. I gather that those who saw the execution saw some painful, never-to-be-forgotten incidents. It appears that when the hnngman was near completing hia unenviable r'uty, and when the victim had just beens\vung-offhisfeet,the ropn got unhinged, and the poor fe'low feil on to the mor of the scaffold. He immediately came to the edge of the raised p'atform, and appealed to the people, saying in broken EngHsb, "Give me law; no hang twice," or something to that effect. Another painful incident was that the then doputy-sher.9, Mr Leyshon Daviee, on mounting the scaffold to see that the law was carried out, was so overcome that he fell back in a St. The dead body of the executed man was, as usual at that time, handed over to the surgeons r for dissection, and after dissection the public were agaiu atlowed to view the body. OTHBR REMINISCENCES. NOT on)y does; this n]d St. Peer's boy remember the !ast execution, but he remembers the two previous ones. The victim before David Evans, whose execution took place,my informant beiieves, 'n 1821, was a Thomas Baines, whose crime was that of forgery, at that time treated as a capital oSence. Ho was a London engraver, aud an engraving of his which cost him his life was a fac-simile of a Bank of England cote. 0:)e cf the chief witnesses agaiust him was Mr John P<.weH Davies, the then proprietor of the Carrr.arthen Journal. This was the tirst person hanged in the gaol, the previous executions taking place on Pensarn Common. In 1817, my informant was present at another execution, that of a person named Rees Thomas Rees, an itinerant preacher, who poisoned a young lady. Rees pleaded that. he had poisnned her at her request, she being enceinte at the time, and not wanting to get herself into disgrace. This execution took place on Pensarn Common, and was gazed at principally by the ever-curious fair sex. Women have always been known for their curiosity, and the dames of Carmarthen were not behind their inquisitive descendants. Sr David's Day appears to have been celebrated this year by Welshmen with all thqir customary enthusiasm. "Absence makes the heart grow fonder," and those sons of Cambria, compelled by circumstances to dwell at a distance from their own native ]and have honoured the festival of their patron saint with a heartiness not excelled by the more fortunate ones at home. From distant centres tike Edinburgh and Glasgow, from the northern cities of Manchester and Liverpool, from busy London, from the Midland borough of Nottingham, and from classic Oxford, we have accounts which show that Welshmen from home have not forgotten the land of the leek. The memory of St. David was kpot green at CardiS, Aberystwith, Banker, Lampeter, and other towns in Wa'es, by means of banquets and patriotic meetings, which v/ere wei[ attended. In semi-AngJicisad Cardiff the national emblem waa not worn to any great extant, hut in other parts of the principality it obtained high favour. [FROM OUR OWN REPORTERS.] An important conterer'ce of Welshmen, con- vened under the auspices of the South Wales and MonIDouthshire Iiberal Federation, was held on St. David's Day at tbf Hal), Cardiif. The conference was unique in its character from the fact that the entire proceedings were conducted in the vernacular. There was a very representa- tive attendance, and the conference was characterised throughout by that sturdy Liberal- ism which wo have learnt to associate with Welsh Nationalists. Convened for the purpose of taking into consideration the work and objects of the Liberal Federation, it fully justified tha reasons for which it was called. The principal points in the programme of the Federation re- ceived an emphatic endorsement, and there was not a discordant note to disturb the uniform harmony of the proceedings. As an authori- tative expression of Welsh national opinion, it is impossible to over estimate tl's importance of the conference, and it w)!l doubtless serve to give an impetus to vigorous political thought in the southern half of the principaHty. The arrangements were in every way excellent, and reflected credit upon Mr Beriah Gwynfe Evans and Mr R. N. Hall (secretary to the federation), on whom they devolved. Punctually at two o'clock Mr Thomas WiHiam", J.P., of Gwaelodygartb, took the chair. Mr Williams gave the key note to the conference by the robustness and animation of his opening address, in the course of which he insisted wtth vehement earnestness that Wales possessed aM the attributes of a distinctive nationality. Mr BERiAH GwTNFE EvANa, one of the secre- tanes ot the conference, read a large number of letters expressing sympathy with, and wishing success to, the movement. One gentleman in his letter wrote:—"If some of our influential men could only prevail on the hon. member for Mid- Glamorgan to resign, they would do more good to the cause of Liberalism in the division than ali the meetings it were possible to convene." (Laughter.)—Mr E. Daviea, Bridgend, wrote that he felt certain that there was a necessity I for a meeting of that kind. He feared that the federation was not in accord with the national spirit that had been awakened throughout Wales. It was but very little interest the public took in the federation and its pro- ceedings, and .for this reason he believed the I meeting would be productive of much good. The heart of every Welshman longed to see our old nationul institutions being given their proper placa, and to see our old language receiving more etementary schools." (Hear, hear.)—The Rev D. Morgan, Rssolven, Neath, hoped that some nteaus would be found to bring the federation into closer sympathy with the Welsh national feeling and take hold of the people."— The Rev J. Alun Roberts, B.D,, Car. diff, wrote:—"It seems that seme of our Eugiish friends took with <t degree of jealousy upon the meeting, and they advise us Welshmen to be careful aud not do anything that will tend to coo! the good feelings of the English people. I do not beiieve there ia reason fer this jealousy, nor any necessity for the advice. We are not so foolish as to think that we can carry Welsh measures independently of the co-operation of our English friends, but we are bold enough to believe tbac the moat eSective mode of carrying practical influence on the mind of England is for us as Welshmen to show that we are in earnest in our political movements. Hithertu our great sin has been believing too little in ourselves and expecting too much from others." The rav gentleman pro- ceeded to suggest that a few Weish craters, able to speak nuen'.Iy in English, should visit England to enlighten our neighbours over the border, and to gain their sympathy in connection with Welsh questions." I'bave every belief," concluded the I writer, that if the electors of England undar- ttood the position of matters as they Me in Wales they would be certain to express practical sym- pathy with our present efforts to secure political and religiou3 justice." (Loud cheers.) THE CHAIRMAN'S SPEECH. The -CHAIRMAN, who was heartily received, expressed the great pleasure he felt at being pre- sent that day—the day of the patron saint of the Welsh nation. There wa< nothing more appropriate, in his opinion, than that a conference of Welsh Liber&ls should be held on such a day, in order that they, as Welshmen, should discuss together matters which appertained to them. The Welsh had never attained that position to winch they as a nation had & right. Some people had the boldness to aasert that the Welsh were not a nation a.t aU, but he denied this statement in the moat positive manner. (Hear, bear.) The truth was that the English nation bad endeavoured to stamp tha Welah language out of existence, and this was the reason that the English Chmrh was to-day so weak in the principality. He wished Oes y Byd ir laith Gymraeg." and was convinced that, now that the Welsh people were beginning to feel their strength there was a glorious future before the old mother tongue. The credit for this was largely due to the Society for the Utilization of the Welsh Language, to which he wished every success, font had since its formation given a healthy impetus to Welsh movements. He had been astounded the other day by reading a statement made by the Bishop of St. ,t1.aph to the effect that the Welsh were a iob of iaudel.:), &od tua.t. they did not teach religion at ait—(shame)—that they did not know God and denied His existence that they did not baiiove in Christ, and trod upon Hia Gospel. (Loud ones of Shame.") This waa almost more than flesh and blood could bear. It was enough to make Irishmen of the Welsh and drive them to adopt soma means other than those associated with morality to emphasize their demands. How a bishop, who bad lived among the Welsh nation for sixty year! could have slandered and insulted his fellow-countrymen in such a manner he failed to conceive. (Hear.) However, the prospects of Welsh natiou.dity were now brightoi than ever, and the day w.'s not far distant when, with the co-operation uf the Engjish, they would be able to bring about the many reforms which they so sorely nepded. The federation was deter- mined it bring it8e)f Into close touch with We!sb nationality—(hear, hear)—and was determined to secure the hearty co-operation of the working community. (Cheers.) The fedacation was not to blame for n<tt having working men amongst ita members, for their doors were open to :ul, and they desired especially to have practical dealings with working men. Welsh Radicals could not afford to divide their forces. In unity alone was strenarth and he h&d every reason to hcpe that the efforts which were now being made in the direction of securing the hearty support of the labouring community would be crowned with sueC'R" THE OBJECTS OF THE FEDERATION APPROVED. In dong so, Mr Probert remarked that the federation was doing a great and useful wok in consolidating Weish Liberalism. (Hear, hear.) He did not know whether federation was going far enough. At present it did not, perhaps, touch the great masses of the Welsh people. He urged the importance of bringing the working classes into closer contact with the federation, and expressed the hope that it would sooa number its members by thousands. (Cheer-) Rev T. T. (Cardiff) had great pleasure in secondmg the proposition. He spoke of the im- portance of united action on the part of Welsh- men to ensure the passage of the many reforms that they needed. The estabtish- ment of the Liberal Federation ren- dered that united action possihie. (Cheers.) In- cidentally, he referred to the vitality of the Welsh language, which was exemplified by that con- termtco—probah!y the first ot its kind ever held. Mr E. HOMAS (Cochfarf) supported tha reso- lution. He said that over 60 associations were .'minted to the federation. (Cueers.) For years Wales had been agitating for the disestaolishment of the English Church, but it was only since the formation of the federation that that great reform had been ofHciaDy accept'"d by the L'beral party as an articie in its creed. (Cheers.) This single instance sufficed to show how important a part the federation filled in Welsh politic. The Rev W. FRANOis JoxEs (Cardiff) also supported the resoiution, ,wd paid a high tribute to the services of Mr Henry Richard to bis native land. The Rev E. The fact that sue)) a scene as that was possible was little short, of a scandal. The rev. gentleman dea!t with the more pressing polecat questions, speaking of the unsatisfactory stats cf the laud laws, and the iniquitous burden of royalty, and of tha need of educational legislation. (Hear, hear.) They were far and !'w.<y the most important part ot the electorate. Df the interests of the working c'asses in Walc-s the diffusion of political literature ia the vernacular was imperatively necessary. He had re- cently received a grea.t parcel of literature from the federation whtch was whoHyin theEnglish language. What purpose could that subserve m an eminently Welsh community like that of the Rhondda Valley? If they would win the devotion of the workiog classes, the federation must pay respect to the aeed'-t of the working c!asse<<. (Lou'< cheers.) Incidentally 1)0 complained that the TtM'taH, professedly a labour organ, had set itself ui antagonism to the working classes, to whom the question of r'y.dtios was of the utmost im- portance. The had opposed the recom- mt-ndations made by Mabon )n bis speech at Pembroke Dock. The Rev AARON DAVfES (Pontlottyn) explained that there were as many pamphlets printed i" Welsh as there were in English, but the d)meulty tvas that secretaries.when :<t'.king for a suppiy, did not state whether they rnqiurod the Eilglish or the Welsh pamphlets. Rev W. JoNKS (Borthlwyd) aaid that to secure the support of the Cymry it was essentiaiiy necessary that all tha business of the associations and the federation should be carried oa in Welsh. They would never reach tha workmen and the farmers unless this was done, and unless the associations possessed a Welsh spirit as well as a Welsh name. (Hear, hear.) Why should they sacrifice their language to please Welshmen who were not Welsh ? Mr G. P. WlLL!AMS (Tonyref:'ii) was of a different opinion. There were dozens of warm- hearted Welshmen who were yet unable to speak Welsh. He was, however, glad to think that the federation intended to make an eSorc to reach workmen generally. Let ministers bo consistent with their professton, and not praise .tI;Velsh while at the same time buying English newspapers and disregarding those published mthe vernacular. (Laughter.) Thu CHAIRMAN said that tha secretary (Mr HaU) W:L1 m correspondence with the secretaries and omciala of the labour associations with the view o[ devising some means of bringing the federation into closer connection with them. (Hear, hoar.) Rev. D. GLYK DATiES (GIfA-Neath) was glad to hear this. It was of the ut importance that working men should be brought into closer contact with national movements, and soma scheme should be devised without delay. Mr JOHN DAviES (Cymmer) said that the federation should not bo exclusively Welsh, for there were as many English Liberals in South Wales as there were Welsh Liberals, and English working men in the principality took great interest in the federation. (Hear, he¡"r.) In the RLcndda district, the squ'res, magistrates, au 1 others governed the local authorities, but the working men were determined to change tb's state of thtngs, and elect workmen's representa- tives in their stead. (Hear, hear.) The CHAIRMAN remarked that 27 gentlemen had already expressed their readiness to place their services as orators <tt the command of the federation—(hear, hear)—and to go to any meeting in any part. of Sjutu Wales. Mr Parry sa.id there could ba no mistaking the nature of that resolution. It was thorough, decisive, and clear—such that he who runs may read." The reforms enumerated in that resolution they couid on)y hope to see taken in hand by tha Liberal party. (Cheers.) Ho himself would prefer that they should not be touched by the Tories, because their meddhng would only spoil them. (Laughter.) What ha.d Wales ever received from the Tories ? Absolutely nothing. In order to ensure necessary legislation Welsh Liberals must be united and aggressive. There were still four Tory rep'e- aentatives of Wales in the House of Commons, and four were too many. (Hear, hear.) The presence of these Tories interfered somewhat with the cogency o[ the argument which they, as Welshman, wished to enforce. (Cheers.) The rev gentleman went on to that they owed much to the co-operat'on of Englishmen, and suggested that they should have two sectx.ns of the federation, one English and the other Welsh. The Rav J. MORGAN JONES (Card;S) seconded the proposition. He approved heartdy of every plank in the platform. At Merthyr ho noticed that they were seeking to puttn some additional planks, but, personally, he fe t that they, as Liberals, ought to concentrate their energies on one or two of the mote urgent reforms. (Cheers.) They must not seek to drive too many vehicles side by side through Temple (Laughter and" Hear, hear.) Dealing Wtth the question of disestablisbment, Mr Jone:! said he placed that in the forefront. On pain of being denounced as a despoiler, he maintained that the Church of England had no sort of right to its privileges. (Cheers.) Mr Jones alluded to the way in which the Church of England bad become possessed of its revenue, and pointed out that in Wales it had utterly failed to win the support of the people. The people of W&les bad turned their backs upon it for ever. (Cheets.) The Nonconformists of Wales came from a uob)e "tock. The were the descendants of such men as Wdliams of Wern, D tniel Rowlands, WiUia.ma (Pantycelyn), and Christmas Evans. The Church, on the other hand. was composed of the children of those who slew the prophets. The speaker also referred to the land question, describing the landlords as those "who toil not, neither do they Spin." (Chefrs.) Mr D. BowEN supported the proposition. The Rav H. A. DAVIKS (Cwmamman, Aber- dare) M.id that it was of the utmost importance that branches of the federation should bo estab- Jisbed in every district. Hd was a thorough Welshman, but he doubted whether it was wise to depreciate the members of the federation who were able to speak only English. (Cheers.) The j Irish members had no knowledge of Gaelic, but were yet most patriotic sons of Ireland, a.nd had rendered "¡ yeoman's service to their country. (Hear, bear.) At the same time it would be wise not to give too much place to Enghsh in their deliberations. Mr Richard Morris, the secretary of tha Rhondda Liberal Association, handed to the chairman a notice of an :nnendment to the eff>'ct that quextions relating especially to labour should be added to the objects of the federation. The rev geentleman remarked that he had no wish to overlook the great change that had recently taken piaca in the representation of Wale". but in the old words of Welsh truism, N'ct da ile ei weH." No doubt the conduce of the Welsh members in connection W)th the debate on the Address was deserving of strong condemnation, to say the least. A few weeks ago the Rev W. Thomaa, of Whitland. urged upon Mr Diiiwyn, Mr Henry Richard, and Mr Stnart Rendel the <it'sirableness of bringing forward the question of Weish disestahlishmeut in the form of an amend- ment on the Address, but the finggestton was not ac'ed upon. The excuse seemed to ba that a better pinn would be to sucuro a night through the medium of the ballot-box. The night secured was the 28".h ult., but owins; to the Govenunant monopolising the time, Mr DHIwyn had tost every opportunity of bringing th'a question before the during this session. The apathy of the Weish representatives was such that none of thsm could be got to support a proposal made by one of their number to cat) attention to the Ltan- gwm tithe trial. (Shame.) Two only of the 28 Welsh Liberal members—Mr Osoorno Morgan and Mr Tom E!Hs—(cheers)—the future leader of the Welsh party—(cheers)—were courageous enough to take advantage of au accidental oppor- tunity to ventilate the grievances of their con- stituents. Where werq the remaining 26 ? Mr Samuel Smith was more ntted to represent India than Flintshire, and he evidently was more coucerned in Iu"jan ql18st;ions than in matters concerning the electors he represented. The future members from must be men who wiit pay attention, not to the navy, the Peuca Society, and Indian affairs, but to the special interests of the Welsh nation. (Cheers.) A Welsh party must be formed, and they would never get justice for Wa)es until they secured as representatives men who would be far and away more energetic than those they had at the present time. (Loud cheetls.) The Rev. AARON DAVIES seconded theproposa), and remarked that Welsh members in future mast be men selected from amongst the people them,:¡eJves. (Loud cheer!) The Rev. GURXOS JONES said that they must have Home Rule for Wales, for, it the words of the Magna Charta, The people through their representatives shall conduct the legislation of eheir country." (Hear, hear.) Tha resolution was i,ben agreed to amid applause. A vote of condolence with the fam'ly of the late Dr Price, of Aberdare, was, on the motion of the Rev J. R. Jones, Llwynpif, unanimously passed.—A vote of thanks to the chairman, pro- posed by the Rev Aaron Davies, and seconded by the Rev Gurnos Jones, brought the proceedings of the conference to a close.

Morgan Jones responded.—Tbo tatter gentlemen, speakinK in Welsh, said the pulpit was, and always bad been, a power in Wales. The Welsh people were in a special sense a religious people. It was quite evident that the pulpit had done more than aught bestde to pre- serve the language of Wales in its purity. It was not an unusual thing in Wa)es to meet with a poor iHitorate working 'nan speaking bis native tongue in its purity, and that because he had bean trained to it by the influence of the pulpit. The pu)pit of Wales would compare fair]y with the pulpit of England, and, indeed, with that of a.ny country in the world. Though we no more had a John Ellas, with his nery eloquence, a Christmas Evans, with his unrivalled dramatic power, and Williams, of with his great, philosophical mind, we still had men occupying the Welsh pulpit of to-da.y of whom the people of the princi- pality are justly proud. (Cheers.) Dr Morgan Wdliams and Mr Bak"r responded to the "Araay, Navy. and Reserve Forces," which was the next sentiment given from the chair. Archdeacon ho received a corrhal reception, gave "The Memory of St. David" in most felicitous and eloquent terms. St. David was, he said, on both sides descended from parents not only of aristocratic descent, but of strong religious sentiment—parents whoso patriotism induced them to labour bard to center in the country to which they belonged the highest privileges that coutd possibly be con- ferred on any country. Welshmen themselves knew nothing ]ike what they ought to know about their patron or the other heroes of their history. (Ap- plauae.) The reason of this was, part)y, the way in which their education in the past had not given the right place to the characteristics and the his- tory of their country. Like the ancient Celtic Church—which was an institution of magnificent organization—just aa that church had been over- laid by an incon.ing organization which did not enable the Cultic people to develop in their own way in connection with their religton, as they had done with remarkabfe results in the days of their dory. (Applause.) The laws of Hywe! Dda. suffered simiiarty from the rudeness and lack of skill with wh)cb a system of law from the outside which had been thrust upon them, and in their educational system tbeir own characteristics aud proper development had not been considered. That was one reason why they did not know as they ought to do of St. David and Llewelyn and their other great men. Thia principle was carried out oven ia their school text books. Re used to look occasionally into their geographies to read the items descriptive of the characteristics of places and peoplas. But of Wa!es he could find nothing, except perhaps that there was a herring fishery here, or a lead nuno there, whereas in reality the who!o country was fu!l of the memoriee of its history with which every Welshman ought to be famihar. But the nigbt was passed and the day waa breaking. What this meant to Welshmen was not yet quite so definite ae it might be, but at any r<te )t signified that they should have the power to devotop their own system ot education in the way which was best htted for them. (Applause.) This year they bad wit- nessed the publication of the fourth bil) dealing wtth Welsh intermediate education, but he did net think it recognised so fully as it should have done the right they demanded in regard to educa- tion, nameiy, to frame for themselves their edu- cational system, with the best they could get from the outs)de. (Apptausf.) But the enthusiasm which had been shown in Wales during the last decade was something much more than had been manifested in Wales during many generations before. A united foehng had expressed itself, and it chiefly aimed at culture, an aim which meant prosperity and progress, both individually and collectively. (Loud applause.) The toast was then honoured in due form, and the whole of the students sang, "Hen wlad fy Nhadau," the Welsh national hymn, with much vigour. Mr WATKtN Wn,MAMS gave "The Council and StaS of the CoHege," which he proposed io felicitous terms. The Rev J. D. WATTEB3 responded for the council, stating that as a body they did their utmost for the welfare of the 'nstitution. He kaew no member of the council wb. ws not actuated by the desire to make the college a rea)Iy Welsh institution which would deveiop the htgher education of the people. With refer- ence to what Professor Roberts had said of the Welsh Intermediate Education BiU, be believed it wou)d accomplish more for the Catle of Wetsh I pducation than Professtlr Roberts eeemed to hope. ,They should try to make the bett of present circumstances. If they got tha present bitl- through, they should be able to accomplish in the future that for which they had been longing for, namely, to establ'ah a real system of intermediate education. (Applause.) Perhcfps some of them were getting a little im- patient, and they did hope that this fourth biU would achieve some tangible resu!t. (Applause.) A groat thing to the credit of Wales was that the present national movement was its distinct'vo desire for higher education. (Hear, bear.) The only paraHel ho could find was that which occurred in the history of Scotland 300 years ago, and the result was the estabtisbmcnt of most of its universities and ail its higher schools. A consignment of hides was recently delivered, an] upon examining eleven specimens it was found that eight contained g!u?ose to the amount of from twenty to twenty- <*ve per cent. This gross adulteration escaped the attention of the inspectors in the first instance, but was brought to the notice of tho head*) of the department and an enquiry made. Mr H.inbury has been instrumental in bringing to light another case either of gross carelessness or deliberate fraud, in which the country has been robbed of a considerate sum of money in respectof a contract tweed. There is an uneasy feeting in the H(,us6 that the who!e system of contracts in the spending' departments is thorouhly rotten, and Mr Hanbury will receive very general assistance in obtaining a searching inquiry into the matter. The Government have resolved to throw another sip to the Cerberus of the agricultural interest. Some time ago there was a departmental commission on agricultural and dairy schools, which, after extended investigation, recommended that a central normal school of agnculture, provided and maintained by the St.ate, should bo established in the neighbour- hood of Rugby. The Government have decided to pne"u[':)ge this suggestion by a grant in aid of j35,000. This wit! not go very far towards build- ing and endowing a college. But it is something t have made a beginning. At present the Government have not decided to adopt the recommendation that the locality chosen shall be Rugby. Indeed they bave not gone further in th& master than to prepare an estimate of j65,000. Mr Arthur O'Connor, who was once in the service of the Stl\te, is the depository of m:.ny grievances of the civii servants. DEATH OF A NEWPORT CLERGYMAN. Oa Thursday morning the death the Rev T. D. Grimths, vicar of St. John's, Maindee. The deceased had been suCfrinc from consumption fur acme time, and t recent visit to the South of France, undertaken on the advice of his medical man, proved of only temporary bene&t. Mr GriSiths, who was only 45 yeara of age, had been twice married, and hLa second wife, now the Widow, is the daughter of the late Mr Joseph Firbank, St. Julian's, who died whilst holding the shrievalty. Deceased bad laboured in Newport and Maindee for over 12 years. He was a*: GiyntaS for some period after hia ordina- tion, and accepted a curacy at St. Wonlics, the mother church of Newport. He wat promoted to Maindee on the death of Archdeacon Sleeman, and was indefatigable in parochial organisation, the successful mission churches at Barnardtown and Liewerry being due to his zeal. In previous years tba Liberals have celebrated at theeir club-house the memory of one who would certainly occupy a foremost position in the ranks of advanced Radicalism were he alive. But some thought that the celebration should be of a non- political character. They tried to carry their ideas into eSect. and they b&vo failed. For shame, Swansea ELECTION OF OFFICIALS BY DIRECT VOTE OF THE RATKPATJtRS. A FEW days ago I adverted in these notes to the strong opinion which developes as ttmegoeson in favour of tho ratepayers at largo having a mora direct voice in the election of the harbour com- missioners. At every recurring period when a selection has to be made, or rather when one of the outgoing members have to be finally elected— for there is hardly ever any real or healthy oppo- sition—this view Rnds significaut expression in all directions, from the council chamber t3 the street conversation among ratepayers. Vote by ballot is demanded on every stdt*, and so earnest is the conviction that the present close system should he terminated that I believe, were it not for the expectations of a local government bill dealing with this among other sub- jects, some practical vigorous steps would be taken to demand a apeecty &nd thorough reform. We hava now vote by ballot and open voting working side by side. We have voting on the extended franchise for parliamen- tary and municipal elections, and we have repre- sentation based on property m the poor law and harbour board. One system will have to become universe! so far as these inlands are concerned, and there is no need to surmise, at this latter end of the mneteenth century, which principle is going to win. There are Vfry few public cmces amongst us in wb«'h the omeialg, as in America, are appointed by the direct vote of the people. Onp such election, however, touk place in Swansea on Thursday. Auditors were to bo appointed to examine the municipal accounts on be- half of the ratepayers, and, for a wonder, the ratepayers were allowed to decide for themselves, without any intermediaries, who t!iose persons should bo. There is very littte to choae between the candidates. Messrs Jewett and Crabb are the retiring auditors, and as they have enjoyed the sweets of "Sice, such aa they are, for a long time. a danger signal has at length been held forth by Mfasra Dangerneld and Knowle. Some attempts have been made to prejudice Mr Crabb's claim on the ground of hie connection aa secretary with the coltapsed co-operative build)ng society. There can be no doubt that most of the shareholders who have lost their money will go dead against Mr Crabb, though how far he is individually responsible for ti<e disaster is yet somewhat an open question. It is a mere skimming over the surface, and very often nothing but the skim mi!k ia left; the cream has been taken away by the embezz'er under the very nose of the ofBcial in- quisitor. Ambiguous entries suab as sundries (oh, what a lot of swindiing that little word is answerable for!) should bo rigidly investigated. Then vague phrases such as travelling and hotel expenses to Timhuctoo should be translated into details.

CARDIFF SCHOOL BOARD. A meeting of the CardiS School Board was held in the grand jury room at the Town-hal!, CardiS, nn Thursday, Mr Lewis Williams, the chairman, presiding, and there being also present the Revs G. Handfcrd, V. Saulpz, A. TiHy, G. A. Jones Councillor T. Rees. Mr John Gunn, Drs Edwards, J. T. Tre- harne, and WaHace. — In proposing the minutes of the Higher Grade School Com- mittee, Mr John Gunn remarked that tbo original intention waa to make the standard of admission to that school standard 4, or an equivalent knowledge; but in deference to the wishes of some members of the board, and owing to the fact that all the elementary schools werf crowded, the standard had been reduced to the 3rd. Two now schools had been opened, and it was now recommended that with regard to the boys department the standard should be again raised to the 4th, the girls, to remain at the 3rd, as heretofore. He founa tt'at this week 548 beys and 281 girls were ou the roll. The re"iguatiol1 d Miss Ramsay, head mistress, and Miss Jones, an assistant mistress, wera received, and it was decided to ti!l up the vacancies. In connection wtth the report of the sites and building committee, an opinion was expressed that it would be desirable to procure & site for the building of a school on the Salt Marsh, Graugetown, within the next two months, as labour would be much cheaper then than at any other time. It was also pointed out that there was a great deal of distress in the town at the present tin'e, owing to men being out of employnent, and that it would bo a charity to give them work.—The Chairman called attention to a paragraph which had appeared in the papers, tc the eSect that at a meeting of the ratepayers' association a complaint, was made that dimculties had been put in the way of representatives of the ratepayers, on their calling at the oSco of the board, to inspect the accounts. A notice bad been placed outside the Town-ball, the Chairman went on. to the effect that the accounts and books would be open to the inspection and examina- tion of any ratepayer of the district from the 6th of February until the 10t.h. WeH, the gentleman who complained came there at three o'clock in the afternoon on the day of the lOth, when all the bnoks were with the aud'tor, and it was beyond the power of the clerk to take them from him. At the same time the ratepayers were to!d that they could s&e the books while the auditor was dealing with .them.—The board shortly afterwards adjourned.

WINDING ACCIDENT AT A FERNDALE PIT. At N'). 1 pit, Ferndale, on Wednesday, the cage w.<.s aecidontaUy wound up to the top of the pit framing. The patent fastening disconnected the rope from the cage, and the rope was drawn over the sheave into the eng'ne-houso, doing considerable damage to tho woodwork. It is stated that the cause of the accident waa that a pin broke in the headgear, or lever, by which the engine is reversed when the cage is appco&chiog the tup.

Its success depended upon its management, upon its students, and upon the town of Aberystwitu. In proposing the prosperity of their college, he coupled with the toast tha name of their worthy principal, who bad so nobty and so successful fought for its success from its 'otitncy. The PRINCIPAL, in responding, said it was a great pleasure to him to hc&r the highest civic authority of their town proposmg the prosperity of their college in such feUotoua terms. The best feeling existed between them and the town. The coilege bad proved itse'f worthy of Aber- ystwitb, as that year an o)d student was their mayor. The success of that cotlege bad far exceeded their most sanguine expectation! Their students occupied positions of high trust and honour in every part of tha country. They were mayors, professors, and. members of Parliament they bad prevatM against many enemies, even against destructive elements, fire having been poured down from heaven upon them, and the rough sea beating their waUn. Other cotleges had come to help 'n the great w.'rk before them. Their motto should be, Live and let live." Lot them rival amongst themselves in a cbtvalrous spirit, and do between them the best they could for the educational good of little Wates. "The College Societies''was afterwards pro- posed by Mr DODD, of Bangor, and responded to by Mr R. J. RE)[3. Then followed a successful conversazione, which included songs and recita, tions, and the acting of Hamlet, a parody in which the processors and student's jo'ned, and a most pleasant evening was brought to a close shortly before 11 o'clock.

LLANELLY. St Da.vid's Day was celebrated here by & bnnquer, wh.ch was held a.t the unuer the presidency of l\Ir John :Bourne. chairman of tha Local Board of Health, sup- ported by Messrs J. B. Puillipa. T. C. James, and Captain Rees. In all about 60 were present, amongst them being Messrs W. Howei). D. C. Edwards, W. Bythway, A. E. Old, J. Hansard, Aaron Stone, F. NevitI, M. C. James, Jeremiah Williams, and W. Buokiand. The room presented a pleasing appearance, the tables being covered with a variety of evergreens, whilst on the waits were the mottoes, "Oes y byd :;c iaith Gymraeg" and Y gwir yn erbyn y byd." The catering wa: entrusted to Mr W. R. Evans, of the Salutation. Hotel. After the tables bad been cleared, the chairman proposed the toasts of the "Queen,the Prince of W ale, and the Rest of the Royal Family," which were drunk with enthusiasm and with musical honours. Ir K"nny Hand here sang a humor'us song. "Our Forces "was pro- posed by Mr Hansard, and responded to by Major Bythway, who s&id the country was very much indebted to the volunteers for the impetus that had b'3en siveu to the army in the matter of straight shooting.
