LONDON LETTER. (fROM OCR LONDON CORRESPONDENT.) GRKCIALLX WIRED. LONDON. Friday Night. CLOSE or TFfE PARNKLL COMMISSION. To-day, the 128th sitting, saw the end of the Farnell Coromision. There was a considerable fillip of interest; in tbe concluding scene, Lord Randolph Churchill being among the crowd in court; but the falling off, as compared with the intense interest that seethed around the court this time last year, was marked with melancholy force Sir Henry James has Btubbornly *nd gallantly done his duty, and, as far as oppotunity offered, earned his handsome fee. But the most interesting feature in bis address is :hat it is now finished, and that the Judges are free to consider and prepare their report. Tiere is no doubt that the task will be completed s) that the volume may be available at the opening of the session. The precise course that will bp taken in the House of Commons is, of course, n't yet definitely arranged. Its form will depend upon the nature of the judges' report, but, in effec", it is settled that before any other work is uocertaken by the House of Commons, the oriiÐ and history of the charges and allegatiom against the Irish members shall be tborooghlj investigated. bIR row ARD GCINNESS'S MUNIFICENCE. Though London has appropriated to it fonr- fifths of tla gift of Sir Edward Guinness, thus taking Dublin will not be so far behind as appears on the face of the donation. Under a recent Act of Parliament the Chancellor of the Exchequer is empowered to advance, by way of loan, a sovereign for every pound locally pro- vided for the building of workmen's dwellings in certain Irish towns. Bafore settling the terms of his gift Sir Edward Guinness ascertained, through Mr flitchie, that the Government would be quite prepared to upon the statute. Thus, Dublin will have £100,000 appropriated for the building of workmen's houses. MR CHAMBERLAIN'S DIFFICULTIES. The electoral difficulties of Mr Chamberlain are not limited by the dispute that has arisen in connection with Central Birmingham. Mr Jesse Gollings won bis seat in the Bordesley Division in 1836 by what seems a prohibitive majority but the recent course of municipal elections indi- cates a marked change in the political sentiment of the constituency, and the local Liberals, inspired by a reasonable hope, intend to fight the division at the next election. Still another awkward prospect opening up at Aston Manor. Aston is not the rose, but it lives near it. It is not one of the Birmingham divisions, but it has come under the friendly eye of Mr Chamberlain, who at the last general ejection was party to an arrangement whereby the dissentient Liberal vote was given to the Conservative candidate. With its help Mr Kynoch won tho seat. But the member has not given unqualified satisfaction. His attend- ance upon bis parliamentary duties has not been noted for its regularity. Worse still, be is more than suspected of a tendency to conversion on tLe Home R-ile question. In a letter just received from him, written from a distant quar- ter of the world, be hints that in certain circum- stances be might support Home Rule. This is the last drop in the cup, and tbe dissentient Liberals are resolved that Mr Kynoch shall not receive their support at the general election. Should this resolve be carried out, it will make a favourable opening for a Liberal candidate. OLAIMS OF LONDON CARMEN. Mr Church, the militant manager of the London General Omnibus Company, has suc- ceeded in carrying the majority of the directors with him in his determination to bold no parley with the rival company. The overtures of the road-car directors for a conference at which the circumstances under which the men work should be considered have been certainly and peremptorily declined. Mr Church, to do him justice, does not make any secret of the inner springs of his action. The men declare that they will have a settlement of the labour ques- tion on the basis of a day's labour not exceeding twelve hours. That, it has been demonstrated, cannot be concedeJy the omnibus companies as long as the present unlimited system of penny fares is in existence. The London Road Car directors, whilst sticking to the penny fares, which they introduced into Lond m, are desirous of arranging with the General Omnibus Com- pany a scheme whereby the rate for the ruinously long i mrnev BhlI be pro- portionately increased. That is a proposal which, judiciously carried out, would the difficulty, and please everyone. The public get- ting their penny fares for reasonably short dis- tances would not object to pay twopence for longer trips. That slight re-adjustment would add considerabiy to the revenues of the omnibus companies and would enable them to meet the Just claims of the men. But Mr Church, dominated by fanatical opposition to the rival companies, sees in the existing state of affairs an opportunity of bringing, about his cherished scheme of crushing it. If no arrange- ment is come to and the men are driven to strike, the General Omnibus Company will be heavily hit, and the Road Car Company, be thinks, will be mortally wounded. Therefore, he will not listen to any arrangement, and the atrike, tem- porarily averted by the concessions of the road car directors, seems inevitable. The shareholders of the London General Omnibus Company, who have seen their property steadily depreciated by the policy of the board, are growing restive. But they are handicapped by the curious fact that a considerable proportion of-the stock, said to be more than one-half, is held in France, and in these divided conncils the chairman rules a large body of working men are threatened with privation, and the metropolis with tha disaster of having its most popular means of locomotion cut off. SIR MORELL MACKENZIE. Sir Morell Mackenzie often wears a notable breastpin, which has a curious history. It is in diamonds, forming the figure 50, surmounted by a crown set in pearls. It is one of a few identical in value and design that the Queen had made ia celebration of her Jubilee year. She presented one to each of ber children, their husbands and their wives. The late Emperor Frederick, then Crown Prince, received one and greatly prized it. When he died the empress sent it to the English physician with a note saying she would like him to keep and wear it, since it had boen peculiarly precious to her bus- band. Thus, as far as Royalty is concerned, the pin has a treble association—with the Queen, with the late Emperor of Germany, and with his widow. "THE GREATEST SHOW ON EARTH." I leoked in at Barnum's last night and found "the greatest show in the world" in full swing. Considerable advances have been made since the first night. The Rood harvest of entertainment has been judiciously cut down, till, everything proceeding without a hitch, the conclusion is reached by a quarter to eleven. Not the least striking feature in the show is the audience. Never even in London was anything seen like this mighty gathering, peopling the building from basement to the topmast range of the gallery. To those who have not seen the show, it promises to be embarrassing that there should be five exhibitions simultaneously going forward, but that is a condition simply indispensable in view of tho vast space of the building and the enormity of the audience, which equals the population of some thriving towns. Looking upon the scsno where marvel succeeds marvel, one is lost in admiration of the masterful generalship, the enormous labour, and the infinite care bestowect upon details, whereby the kaleido- scopic spectacle resolves itself, etianging every moment, each performance more interesting than the last, and all going forward with the regularity and apparent ease of clockwork. MR LIONEL GOWING'S STORY. Four years ago a young English journalist, temporarily located at Shanghai and about to return home, conceived tho bold idea of accom- plishing the journey through Siberia. He found a companion. The work was promptly under- taken, and successfully carried out; and Mr Lionel Gowing now puts forth his story in a single volume, published to day by Messrs Cbatto and Windus. Some of the chapters appeared in the form of letters in the Standard, and attracted consider- able attention. In carefully revised book form, with many additions and some light but graphic illustrations, we have a singularly interesting book. The country traversed is comparatively new; the circumstances of the voyaging were unusual, if not quite unique and the narrative is happily told in that simple fashion which makes the best story-telling.
