TO THE BURGESSES OF I SAINT OSWALD'S WARD. LADIES AND GENTLEMEN,—The third term for which you have been good enough to elect me as a Representative of your Ward terminates on the 31st instant, and I have much pleasure in placing my services again at your disposal, should you think fit to elect me for a further period. During the past three years general improve- ments have been carried out in the City, not only as regards street paving, but also in the widening and improving of some of the thoroughfares, which must be a benefit to all ratepayers and inhabitants. I am glad to think that the health of the City remains as satisfactory as three years ago, if not more so, demonstrating that the measures which have been taken for the advancement of sanitary matters have so far borne good fruit. The im- provement of the sewers is being actively pro- secuted, notably on the south side of the Dee, the sewage from which district will no longer be allowed to flow into the river, but will be dealt with along with the rest of the sewage of the town. With regard to the Water Supply, as the result of the failure of the Corporation Bill before Parliament last year, application has been made by the Council, conjointly with the Cheshire County Council, to the Local Government Board, for the purpose of forming a Joint Committee to enforce the provisions of the Rivers Pollution Prevention Acts, which, although seeming to be so perfect in theory, are so faulty in practice. A public inquiry has lately been held in regard to this application, and the decision of the Local Government Board will be looked for with much interest. Should the application be granted and confirmed by Parliament, no doubt it will be of great value as a safeguard to our Water Supply, which, however good it may be at present, must be open in the future to more serious contamina- tion still. The only remaining step then, to place the river as a source of supply practically beyond suspicion, would be the removal of the intake above tidal influence. The Health Committee have for some time had under consideration the erection of an Infectious Diseases Hospital, which is now in course of con- struction at Sealand. The Baths Scheme, which has engaged the attention of the Committee and of the Council for some time, will have to be somewhat altered, but the site ultimately selected will be, in my opinion, of more general convenience to the City than the one originally proposed, and I believe the Baths will be constructed at considerably less cost. The Ratepayers may be congratulated upon the very great success which has attended the installation of the Electric Light. Chester is quite unique in its experience of the introduction of the new illuminant, so much so that the machinery and plant which were from general experience con- sidered to be sufficient for the demand that might arise for several years to come will very shortly be trebled by the addition of new engines, boilers, and dynamos. When these are completed, the works will be in a position to supply the increased demand, and ought ultimately to become a valuable property to the Corporation. Under these and other favourable circumstances, I confidently look for a reduction of, rather than an increase in, the rates of the City. Early in 1899 the Corporation will have to consider the question of taking over the Tramways from the Company, under the powers of the Act of Parliament. If the Tramway service can be made a paying concern the Corporation ought certainly to own it; but I am very doubtful, with such a limited population, whether Tramways in Chester could ever be made remunerative. Whoever may be responsible, however, for the Tramways in future, they will have to look forward to a reduction of the fares to a penny. In conclusion I desire to express my appreciation of the great compliment which the Council have for the last two years generously paid me, by unanimously electing me Mayor of the City.
