COMMERCIAL FAILURES.—According to Kemp's Mercantile Gazette, the number of failures in England and Wales gazetted during the week ending Aug. 28th, was 58. The number in the corresponding week of last year was 73, shew- ing a decrease of 15, being a nett decrease in 1897, to date, of 156.
