Boisterous Fireman at Barry Dock Thomas Brown, a marine fireman, was brought up in custody before Mr Llewellen Wood and Councillor J. H. Jose at Barry Police-court to-day (Thursday), after having used abusive language and then kicked Foreman Porter Kvans and Dock-constable Rees, and hit them both on the face and head at Barry Dock Railway Station the previous day. 10 conse- quence of his conduct they bad to engage a trap to take him to the Police Station, where he Hgain turned upon Evans aud kicked him in the presence of Inspector Williams. Prisoner, who bad no recollection of anything that bad occurred, was sent to prison for seven days with bard labour.

A GLOOMY OUTLOOK FOR REFORMERS. ——— As WAS to be feared would be the case, we have assurance now that the reformer has little to hope for from the Parliamentary Session opened on Tuesday week. The trail of the war serpent will be over it all. The Queen's Speech made so much clear, and the cantankerous conduct of Ministers in both Houses of Parliament on the very first day of the legislative re-assembly sealed the situation. The Government will alternately threaten, shuffle, aud haggle taking up all the energy and attention of Parliament to extricate them from the dreadful difficulties into which their incompetence has landed them. For when Ministers have been compelled to do the undone things that they ought to have done and when, so far at is possible, they have been forced into the undoing of the things which they ought not to have done, there will be little time left for anything save the discussion of the tremendous question of Ways and Means." So we must look with disappointed certainty to see a Session of wrangling and infertility Infertility we mean, of course, as regards sorely needed domestic law-making; and wrangling on account of the incorrigibly unconciliatory and unrepentant attitude assumed by the Ministerial party at a time when they should be tactfully eliciting aid at the hands of all who would fain see the prestige of Britain restored and consolidated. Measures are foreshadowed to be introduced in regard to Scottish Education, for amend- ing the law of ecclesiastical assessments, and for the relief of tithepayers in Ireland and with regard to most of these we are afraid those who expect much have disappointment awaiting them. Railway workers have the labours of a Royal Commission, with its crop of recommendations, dangled before them the housing of the toilers is referred to in the Government apology for a pro- grame, and so is the factory law, both as fit subjects for new legislation. Secondary and technical education are set down as matters upon which to give greater Parliamentary powers to local authorities in England and Wales. We are afraid the redemption day for these is, when we look at the gloomy outlook, far obscured from sight. IN JUDGE OWEN'S COURT. ADMITTED DEBTS. There were originally nearly 100 plaints down for hearing at the Court, aud of these only about one aozen were contested, the remainder being dealt with by Mr Alfred Jackson, the registrar. ALLEGED ILLEGAL DISTRESS. Frederick Psarce, Cadoxton, sued Sidney Broad- bent, Leicester, for 910 for illegal seizure of a hoise, but, on the application of Mr F. P. Jones- Lloyd, solicitor for the defendant, the case was adjourned for a mouth. Mr Lewis Morgan, solicitor, Cardiff, was for the plaintiff. It was agreed that defendant sheuld pay the costs of the day. A HORSE CASE. Frederick Pearce, haulier, Cadoxton, the same plaintiff as in the previous case, sued David Rees, White Farm, Merthyr Dovau, for 913, the value of a horse. Mr Lewis Morgan appeared for the plaintiff, and Mr J. H. Jones defended.—The cir- cumstances were that plaintiff sent his horse to graze on defendant's laud, and the defendant was to be allowed to irork the animal in lieu of pay. ment. Pearce sought to secure the return of the horse, but Rees refused to give up the animal, alleging that he had bought the horse for £ 5.— John Howells, hay and corn merchant, Cadoxcon, valued the animal at f,13, and Inspector Benford, Royal Society for the Prevention of Cruelty to A imals, at 98, the latter stating that both parties to the action had been convicted for working the animal in question while in an unfit state.-I)tfen- dant eutered a counter claim for f3 for hay sup- plit:d, and for money paid at the police-court and for tack.—His Hononr gave judgment for £10 ou the claim, and £1 149 6d on the counter claim. THE WENVOK ASSAULT CASK. An application was made by Mr J. H. Jones, solicitor, for a new trial on behalf of Oliver Ford, of an action heard at the last court, in which judg- ment was entered against him when he sought f20 damages in respect of injuries attributed to an assault alleged to have been committed on him by Lewis Biss, a local gamekeeper. The ground for the app icatiou was stated to be that five respect- able persons, s (Ij g the report of the case in the South Walet Echo, had volunteered to give tvidence on For<i's behalf as witnesses of the assault. RAILWAYMEN'S DEMANDS. PROBABLE EARLY SETTLEMENT. Deputations will be received some time this week by the managers of the Ttiff Vttle, Rhym- ney, and Cardiff Railway Companies of their workmen, in respect of the claims that are being urged just now for a. revision of the conditions of employment. In accordance with the decision arrived at by the South Wales Committee of the Ainagninated Society of Railway Servants on Sunday last, direct appli- cation has been made to the three companies named, as whs suggested in the replies which were addressed by the managers to Mr Bell, the general secretary of the society, a few days ago. Arrangements are being made for these deputa- tions to be shortly heard by the companies' chief officials; so that everything promises to fulfil our prediction that there would be no stoppage.

BARRY DEBATING SOCIETY THE FRENCH REVOLUTION. The meeting on Monday evening was one of those quiet evenings when the strife of, i iscussion does not rise very high. >uch was the spirit in which the members enjoyed Mr. J. E. Rees' scholarly study of tha causes that le' up to the French Revolution. As u any of them con- felsed during the evening, they ft-lt afterwards that they could go back and take up the study of that great period with a new inter^t. The paper was comprehensive and analytical, with- out being academic, and the usually dry him- torieal dnta was set in all its local colouring giving a very vivid picture easily undcrst- od and retained. Mr Rees snid in opening be, who would understand the French devolution, must first get a clear idea of the condition of the people of France in the 18th century. When it began is difficult to determine, but its object and aim was e-i,i-ient,the destruction of feudalism which bad founded a certtin form of society with exclusive and exeuiptive rights, and to re-place it with a more equable social system based on an equality of rights. Mr Rees traced very clearly the bold spirit of enquiry which took possession of the minds of all thinking men at the end of the 18tb century, which saw great discoveries in all the sciences. This led to the distrust of all accepted notions and to treat with little decorum what had been previously looked upon with reverent awe. As fnen learned to appreciate the laws of Nature they concluded that there must be other laws quite as simple for society and politics. Finding the social and political world lacking in the new physical standard, they began to attack all other insti- tutions. Law and religion being so corrupt at that period naturally lent itself to the men of the new idea as an easy means of attack, and both were attacked with that daring and vehemence which science alone can give. At the Police-court at Barry Dock to-day (Thursday), James Crocker was fined 10s for assaulting Thomas James, who declared that he was a Boer, and could fight any Englishman, Scotchman, or Irishman. Crockcr, who is a Welshman, took him on, and James was found unconscious, his face covered with blood, on the battle giound.

On Wednesday afternoon a lad aged 15, named Bertie Jones, was received into the Accident Hospital, Kingsland-crescent, suffer- ing from injuries to his foot, received at the place where he is employed, the Central Engineering Company. Jones is a shipwright's apprentice, and liyes at 43, Castleland-street. He was attended by Dr Treharue.

The Cadoxton Bigamy Case. At Worcester Assizes on Wednesday Annie Richards, of Hinton Green, n- ar Worcester, pleaded guilty of bigamously marrying William Osborne, greengrocer, Cadoxton, Barry. It was stated that the woman had previously kepr house for Osborne. The woman now offered no defence.
