DISCORDANT NOTES. BY RAMBLER, 11- Now that the concert season, including Jhe extension series, is over, and Llan- dudno practically at its lowest ebb as far as visitors are concerned, I may be allow- perhaps to call attenion in the "Adver- tiser" columns to one or two matters which seem to have been overlooked by the City F'athers. Naturally, though only a, stranger here, I should not care to put the search-light on these hlots, and they are blots, duraig the .season, sio I have bided my time. Next year Carnarvonshire is to be visited by Royalty, and whilst nothing yet has been said publicity of Llandudno being included in the; list of towns to be visitedprjvately the thought has struck many individuals that, being the "Queen i of Welsh Watering Places," and bearing in mind what King George said, when as Prince of Wales he visited Llandudno a fe..)T years ago, the new Prince of Wales and possibly Royal parents, may pay our town a, flying visit. Alii this preamble leads up to the aforementioned "blots" or eye-sores. Now presuming that we do have a Royal visit to Llandudno, it is certain Llandudno will be ordered by the, Chair- man of the Town Council, to put on its best bib and tucker, and quite right too. Flags will be flown, bunting displayed, Venetian masts raised alL along; the pro- menade, and generally the town will be seen at its best; and for this reason, the display of so much bunting will take the eye. away from the eyesores in our midst. Now my point is this, whilst ad- mitting and entirely agreeing; with the display which usually attends a, Royal visit, I want to know why the Royal vision only should be taken away from the eye- sores by a counter attraction in the form of bunting. Surely our visitors, who after all pay the piper, should be con- sidered, but do we consider them to the extent they deserve. I say no, and I wJl instance what I mean. 11 Take the entrance to Llandudno Conway Road—is it an entrance, to a town of Llandudno's importance, to be proud of ? To my mind it is not worthy of Mochdre, let alone the Queen of water; ing places. The only other entrance by road would be either Queen's Road and along the promenade, or from Penrhynside and Little 'O'rme, but by either routes another eyesore has to be passed. On either side of the Grand Theatre and Hippodrome Skating Rj nk there is a roadway. Time was when each road boasted of a foot- path, but for ages it has been in a, neglect- edstate, and at present it is a disgrace to the authorities, covered as it is with rank giass, to say nothing of the other uses that have for decades been made of it, and this mind you in the full view of the, prcmenaders, a more neglected and un- I kempt appearance could not possibly be ^r.agined, and the general effect is not I made more pleasing or artistic by a chicken and duck enclosure, which ad- joins the north-West road and a stable on the south-east. The, Council recently gave instructions for a: I boats left on the promenade dur- ing the winter, and not required for use until the summer season, to be removed, if they could only be induced to go further and turn their optics in the direction I have mentioned, what a real good turn they would be doing to the prestige of Llandudno. This does not by any means exhaust the "eyesores" I have come across in my rambles, but I am afraid if I glive a longer list it might dishearten those City Fathers, who in their wisdom may seek to remove such eyesores that lie in the Ward they represent, without fear or favour.

THE SHOP HOURS BILL. LLANDUDNO TRADESMEN AND THE BILL. An extraordinary general meeting of the Llandudno Guardian Society was held in the Lecture Room of the new Public Library on Thursday to consider the provisons of the Shop Hours Bill No. 2, which the Home Secretary (thei Right Hon. Winston Churchill) is to introduce into the House of Commons next session. Dr. Kenrick Davies presided over a good attendance of members, and the secretary (Mr J. 00. iHallmark) explained the provisions of the bill, and pointed out its probable effect on shopkeepers gener- ally. After considerable discussion a. resolu- tion was ultimately passed approving of the general principles of the Bill, but, ex- pressing the opinion that an amendment should be made to it allowing shop- keepers at holiday resorts to employ assistants after 8 o'clock in the evening every day during the season, and that the wcrcls exempting the children of an em- ployer living on the premises should be struck out.

CLOTHING CL UBS.-The savings of the scholars at the Welsh Baptist Sunday Schools of the Tabernacle, Salem, and Horeb (Penygwa,ith) havei been dis- tributed. The total was nearly £ 300, and represented the savings of twelve, months.

THE ELECTRICITY WORKS. LOCAL GOVERNMENT BOARD INQUIRY. COUNCIL'S METHODS CRITICISED. A Local Government Board Inquiry was held in the Council Chamber on Thursday morning into the application of the Lliandudno Urban District Council for sanction to borrow £ 2320; for pur- poses connected with the Electricity Works. Mr H. Ri. Hooper presided, and Messrs. A. Conolly (clerk), H. Mor- toa (electricity engineer) and W. Wood (accountant) represented the Council. The councillors present were Messrs. Pierce Jones, J. McMaster and S. Chan- trey. The usual statistics as to the rateable value, population and loan debt were pre- sented and the following particulars given of the purposes for which the loan was required:—1. £1000 for excess expendi- ture and estimated expenditure on mains an 1 services for two years; 2932 for a coal conveyor, etc. R260; for two mechanical stokers, and J350 excess ex- penditure on a loan obtained for the pur- pose of supplying current to the Llan- dudno and Colwyn Bay Light Railway. THE INSPECTOR AND LOANS FOR SERVICES. In reply to the Inspector, Mr Wood said the amount overspent up to March 31st in loans and services was £ 256, and the electrical engineer said he estimated that the halance of £ 744 would sufficie for two years from the 1st of Apdl last. The average cost of each service he said was 25s., and 2,00 services had been installed in two years. The Inspector It would pay you bet- ter to put the services in out of revenue. The man that lends the money is the only one who gains by loans for that purpose. Many local authoroities now do as much as they can out of revenue, having real- ised that it is very expensive to borrow money. Mr Wood: That principle has been adopted with regard to meters. The Inspector pointed out further that to borrow a £ 100 for ten. years would cost the ratepayers £ 35. On behalf of the Council it was urged in reply that the cost fell on the elec- tricity consumers, to which the Inspector replied that they were ratepayers, and that after all At was the ratepayer who had to pay. "Your undertaking," he added, will be a far greater success if borrowing is kept down. If you can tell me where the financial advantage comes in I should like to know it. I submit that the pro- per thing to do is to put services in out of revenue, and .suggest that you abide by your application for £ 1000 and divide it into C256 for work already done and £ 744 for prospective new mains, which should meet your requirements for three years instead of two. Mr Perce Jones As chairman of the Electricity Committee I will agree to that suggestion. THE COAL CONVEYOR. The estimated cost of a coal conveyor, i.e., £ 932, was then gone into, and Mr Morton stated that la,st year 5527 tons were handled. The, cost delivered in the Council's own trucks at their siding was 8s. 7d. per ton, and from the siding to the works 11-bcl. per ton. The total cost 2 was £ 245 15s. It was estimated that the conveyor wouid reduce the latter amount to 6.1 pence per ton. I The Inspector after going into the figures said the conveyor would cost the Council £141 per annum, and that it would effect a, saving of £ 120' a. year for the 10' years the loan was asked for. MEICHANICAL STOKERS. The next item dealt with was C260 for mechanical stokers in reference to which Mr Morton said there were already two of the Bennis make at the works which had proved very satisfactory. In reply to Mr Pierce Jones, the In- spector said that the Local Government Board if the loan was granted would not insist on Bennis stokers being installed. If the Council found a better or cheaper on: as good they would be at perfect liberty to buy a different make. All the Beard insisted on was that the money if the loan was sanctioned should be spent for the specific purpose itwa,s ,ask,ed for. THE; LAST ITEM. Finally the Council asked for sanction to borrow £ 130, which represented the sum expended in connection with the supply of current to the Light Railway, over the amount of loan sanctioned itn 1909, i.e., C2450. The Inspector: Why don't you pay this out of revenue. It is such a small amount., After some discussion the three mem- bers of the Council agreed to the appli- cation being withdrawn, on the under- standing that the amount was paid out by the reserve funds of the undertaking. Referring further to the proposed leans, the Inspector said" a. separate ledger account should he opened for each loan sanctioned by the Board. The inquiry was then closed, and a vote of thanks tendered the Inspector oil the motion of Mr Pierce Jones, seconded by Mr S. Chantrey.

WELSH BAPTISTS' TEA. The annual tea and concert arranged by the Welsh Baptist Churches of the town took place in the Town Hall on Wednesday afternoon and evening. The attendance when tea was dispensed was so large that the tables were filled three times. The tables, which were very tastefully decorated, were presided over by ladies of the church, among whom we noted Mrs Parsons, Mrs Edwards, Valkerie Villa; Miss Evans, The Moor- age Mrs Roberts, St. Asaph Mrs Jones, Bodafon; Mrs Jones, Alafon House; Mrs Jones, Bryn Aber: Mrs Jones, Islwyn; Miss Sy Roberts, Bryn Celyn; Miss Esther Edwards, Pennant House; Miss Myfanwy Griffiths, Miss Jcneis, Isiiwyn; Mrs R. The arrangements were made by a committe.e consisting of Mrs Roberts, Bryn Celyn; Mrs Edwards, Latimer House; Mrs Thomas, White House, and Miss Griffith, Morfen (secretary). Much of the success which attended the tea was due to the labours of the aibove ladies and the ticket sellers, who worked assiduously to dispose of a record number of tickets. In the evening a concert and enterain- ment was given in the same hall, pre- sided over very generally by Mr Thomas Thomas, Cilgerran. The first part con- sisted of a, series of lantern slides ex- hibited by Mr ,W,m.. Owen, Cystenin, Mr A. H. Hughes not being able to be prtsent. Some of the pictures were really beautiful. In all nearly 200 were ex- hibited. The second portion was of a miscel- laneous character, the contributions being- gram aphone selections, Mr George H. Edwards; song, "Cymru Newydd," Mr W. Roberts; recitation, "Uncle Prodger hanging the picture," Mr Elrnest Davies encored); song,, "All that I ask," Mr John Roberts (e,ncored); song, "0 na byddain haf o hyd," Mrs Ord Charter (encored). The accompanist was Mr J. Orel Charter, M.A.

SEWAGE IN THE CONWAY. ACTION AGAINST LLANR.W ST COUNCIL. Mr Jus-tice Parker, in the Chancery ni vision, continued on Thursday, the hearing of the a,etion.of Isgoed Jones v. The Ll,anrwst Urban District Council, by which the plaintiff, as owner of Penny- sftclier, sought to restr^S. an alleged nuisance by the defendants caused by the discharge of crude; sewage into the river Conway at a point adjacent to his pro- perty. Mr Owen Isgoed Jones, the plaintiff, called in support of his case, said that he had been the tenant of the property he now owned from 1898 and purchased it until January, 1909. The sewage was a great nuisance to his property, and was in his opinion getting worse. He was desirous of developing his land as a building estate, and this nuisance pre- vented him from doing so. Cross-examined, he said he was a memo ber of the local sanitaay authoritv in 1890. and knew from the beginning that these sewers were constructed to empty into the itlver. In July and August, 1909, he was in correspondence with the Council through his solicitor with refer- ence to alleged arrears due in respect of sewer easement, but throughout the cor- respondence there was no mention of any nuisance. He was not aware that the Elarl of Ancaster claimed the. whole of the bed of the river. He knew Lord Ancaster issued permits to fish, but he would not allow anyone to fish from his propery without his permission. Re examined, he. said he had not com- pluine.d to the District Council of the nuisance before February this year, be- cause he did not wish to give a, publicity to it which he thought might injure the district. Mr Thomason, an analytical chemist, spoke to visiting the river Conway in June last, when he found it in a filthy condition.
