Golf. LADIES' CHAMPIONSHIP MEETING AT RHYL. PRELIMINARY MATCH WON BY SOUTH WALES. The sixth championship meeting of the Welsh Ladies' Golf Union opened on the links of the Rhyl Club on Tuesday, and although the entry is not quite so good as last year at Southern- down, there is every promise of a very successful meeting. Writing on Monday night, a correspondent stated:— Several of the North Wales ladies, by reason of their long handicaps, are likely to bring off a couple of surprises, although there does not seem to be much doubt that in the team and singles championships the South Wales competi- tors will be able to hold their own. The Royal Porthcawl team is fancied for the team champion- ship, Radyr, the present holders, of the trophy, having only four competitors present at the meeting. To-morrow a start will be made with the team championship for the Western Mail Cup, for which the aspirants are Royal Porthcawl, Radyr, Rhyl, Swansea Bay, and Carnarvon- shire. Something of gloom has been cast over the meeting at the outset by the bereavement Mrs. Ellis Griffith has sustained by the death of her only daughter, who was a very popular child in Rhyl. Mrs. Griffith, it will be remember- ed, was last year's runner-up for the champion- ship. AN INTERESTING MATCH. The preliminary fixture in connection with the meeting consisted of a match between teams representing North and South Wales on Monday afternoon. The weather was gloriously fine, and some excellent play was witnessed, the re- sult being a victory for South Wales by five games to four. The rival captains, Miss Lloyd Roberts (Rhyl) and Miss Duncan (Glamorgan), were the first pair to go out, and attracted a large following. They turned all square, and the North Wales captain won by 2 up and 1 to play. Miss Powell (Royal Porthcawl) next se- cured a win for South Wales, and the third and fourth matches were won by North Wales. In the next two contests South Wales proved vic- torious, and then Miss Mesham (Rhyl) obtained another easy win for the North. Once again the play went in favour of South Wales, and the victory of Mrs. M'Call (Royal Porthcawl) in the last match secured the honours of the day for South Wales. Scores:- North Wales. Anglesey Liberalism. ADDRESS BY MAJOR LAWRENCE WILLIAMS. A well-attended meeting was held at Marian Glas on Thursday night, over which Mr. R. Lloyd, Ty'nygong], presided. The meeting had been arranged by the local Liberal associa- tion to formally welcome Major Williams into the Liberal ranks. In rising to address the meeting Major Williams was very warmly received. He paid a high compliment to the legislative achieve- ments of the Liberal Government, which, not- withstanding the reactionary influence of an antagonistic House of Lords, had succeeded in adding some of the most important and bene- ficial Acts to our Statute Book. He dealt with the chief political topics of the day, and said that it would always be his aim to further the Liberal cause in every way he could, and it would give him the greatest pleasure to support Mr. Ellis Griffith, the member for the county. A resolution welcoming Major and Mrs. Wil- liams as members of the Liberal party, and expressing the meeting's congratulations to them, was moved by Mr. W. Griffith, Angorfa, seconded by Mr. H. Williams, Moelfre, and carried with acclamation.

Llantairfechan Urban District I Council. PROMENADE ENTERTAINMENT DIFFICULTY. COLLECTOR'S INCREASED SALARY. The monthly meeting of the above Council was held on Tuesday night, presided over by Mr. John Harrison. The other members present were Messrs. Robert Hughes, W. G. Roberts (Camarnaint), W. Timmins, J. R. Williams, J. Davies Williams, T. G. Morgan, H. Jorss, W. G. Roberts (Hall Bank\, and Dr. Archdall with the Clerk (Mr. W. H. Ellis), the Surveyor (Mr. Thomas Hughes), and the Collector (Mr. J. R. Morgan). ANOTHER DIFFICULTY. The Chairman read a letter from Mr. Alfred Wentworth, Cheltenham, stating that he was sorry he could not accept the terms of the Coun- cil, as it would not pay to bring six artistes to Llanfairfechan during the last week in June, and then be allowed to give entertainments on four nights only. Mr. W. G. Roberts (Camarnaint) remarked that he considered Mr. Wentworth should have replied to the Council's communication sooner than he had done. Mr. T. G. Morgan said he had been advised of that letter, and he took it upon himself to write to Mr. Wentworth as follows by the in- structions of the sub-committee:—' I was in- formed by one of the officials of the Council that a letter had been received from you declining to complete the agreement sent to you some time ago. I understand that on the 8th November last you were notified by the Clerk that the Council had granted your request, sub- ject to certain conditions set out in that letter, and that on the 18th November you replied accepting and agreeing to the conditions, and now I hear that you refuse to sign the form of agreement embodying those conditions. If I am correct in my statements, will you let me know the present position per return. Do you con- sider the Council have in any way departed from the suggested agreement ? Mr. Morgan said he had had no reply to that letter. He, however, had seen a man named Sykes, who had told him that he would be pleased to provide minstrels for the season. He (Mr. Morgan) told him to send in his application to the Council, and this, he believed, had been done. The Chairman then read a letter from Mr. J. E. Sykes, Manchester, stating that he would be pleased to provide minstrels, six in number, to commence the entertainments in a fortnight's time. A letter on the samj3 matter was read from Mr. Ted Scott, Wrexham, who formed one of Mr. Wentworth's troupe. He stated that he had heard from Mr. Wentworth that he was not performing at Llanfairfechan this year, and he (the writer) asked for the necessary permission on the same terms. He would bring four good men and himself. He had performed at Llan- fairfechan for ten summers with Mr. Went- worth. After a short discussion, it was decided, on the motion of Mr. Timmins, seconded by Dr. Archdall, that the matter be left in the hands of the sub-committee, with full power to act. A WORKMAN'S SALARY. A letter from Arthur Roberts, who is in the employ of the Council, applying for extra pay for overtime, caused some discussion, and ulti- mately it was referred to the Sanitary Com- mittee. THE PRICE OF GAS. A letter was read from the Secretary and Man- ager of the Holyhead & North Wales Gas Com- pany, stating that the directors had made the following reductions in the price of gas in Llan- fairfechan to commence on the 1st July :—Gas for lighting purposes, reduced to 5s. per 1,000 cubic feet gas for cooking purposes, 4s. 2d. per 1,000 cubic feet; gas consumed by average meter system for public lighting, at 4s. 9d. The Coun- cil would, undoubtedly, yrote the Secretary, save money by its adoption. The letter was referred to a committee. THE LIGHTING QUESTION. Mr. H. D. Jones, Maes Caradog, off Valley- road, again wrote complaining that there was no lamp column erected at the point where the Valley-road leads off to the main road. There was considerable danger of accidents occuring owing to the absence of any lights. He was quite aware that it was a private road, but it was very much used by the public. For the public safety, he hoped the Council would take this matter in hand. Mr. W. G. Roberts (Camarnaint) said that a committee was appointed a few months back to view this place, and they reported that they did not think a lamp was necessary. Mr. T. G. Morgan said there was a number of other places which required the same thing, and Mr. Timmins pointed out that a lamp was re- quired on the road leading past Christ Church. The suggestion to refer the matter to a com- mittee, who were deputed to make inspection of several places, was carried. THE RAILWAY COMPANY'S CLAIM. A letter was read from the Bangor and Beau- maris Union stating that the Railway Company, by notice dated the 19th January, 1909, appealed against the valuation of the parish of Llanfair- fechan in conformity with which the poor rate of the 19th May, 1908, was made. They sub- sequently appealed by notice dated the 30th June, 1909, against the poor rate made on the 18th May, 1909. They (the Guardians) under- stood that the poor rate made on the 19th May, 1908, had been paid before they appealed, and the Guardians were in some doubt as to whether the Company could claim to be refunded sums overpaid in respect of a rate which they had already paid, and in respect of which no protest was made. The Finance Committee, who had considered this letter, recommended that the Clerk should make further enquiries by the next meeting, with reference to the claim of the Railway Com- pany.—This was agreed to. WHAT COUNCILLORS HAVE TO PUT UP WITH. A communication was read from Mr. John Roberts, Milton Villa, calling the attention of the Council to the band instruments which were lying idle in the Council Offices, and which were being allowed to depreciate in value. Some of the Councillors were also members of the Im- provement Association, and he thought it was the bounden duty of the Council to do some- thing in order that they could show a return for the £ 200 of the ratepayers' money expended on the instruments. The Surveyor said that two meetings of the Committee had been held, and the only diffi- culty was the finding of a place for the band to practise. He, as secretary of the Committee, had made inquiries of the Public Hall Company for the use of the back of the hall, but had re- ceived no reply. He mentioned the matter to Colonel Platt about a fortnight ago, but had heard nothing since. Mr. T. G. Morgan suggested that the Surveyor should write a further letter to the Company, asking for a reply to his communication, and this suggestion was adopted. Mr. Robert Hughes, who is one of the direc- tors of the Public Hall. said that it was a great pity to see such valuable instruments lying idle. It was a great drawback to the parish to be with- out a band. There was once a very flourishing band, and he himself would be very pleased to support the application for the hall, provided the band would meet after 8 p.m., because of the shop attached. Mr. W. G. Roberts (Hall Bank) said that Mr. Timmins and himself had to put up with a great deal when the band practised in the school. At the time of the Coronation, he (Mr. Roberts) had to listen for about two hours to God Save the King," and nothing else. (Laughter.) Mr. Jorss And you knew it afterwards. Mr. Timmins It is all very well for three people who don't have to put up with it. THE CONDITION OF THE SEA FRONT. The Highway Committee reported having considered the letter of the Town Improvement Association, enclosing a copy of a letter from Mr. Neill, their President, complaining of the state of the sea front, and they recommended the Council to reply stating that they would do their best to remedy the defects complained of. Mr. Timmins said he should like to know what the defects were that the Council intended re- medying. He thought the best plan would be to write to Mr. Neill, telling him that the Coun- cil had not got control of the land, and that they were unable to do anything. Mr. W. G. Roberts (Camarnaint) said they decided to reply that they would do the best they could. Mr. Timmins Which means that you will do next to nothing. Mr. Roberts Well, it might come to that. Mr. T. G. Morgan said a great improvement had already been effected on the front, and he had been complimented upon it, and he felt that the Surveyor deserved credit for it. Since the cut- ting of the edge of the lawn, the place looked wonderfully improved. Mr. Timmins said he took the letter of Mr. Neill to refer to the bathing vans, sheds, and rubbish that had collected there. Mr. Robert Hughes said this matter would continually rise as long as the present state of affairs existed. Some years ago a committee was appointed with the view of trying to purchase this property, which belonged to private in- dividuals, but they failed. He thought it would be well to endeavour to re-open negotiations. It was a very imporrant question, and involved the welfare of the parish to a great extent. The Council would never be able to keep the place as it should be, until the whole of that property came into the possession of the local authority. He should like to give notice that he would bring the question of the purchase before the next Council meeting. Mr. T. G. Morgan suggested discussing the matter at a committee meeting, and Mr. Robert Hughes agreed to this. Mr. W. Timmins said he did not agree to the purchasing. Several of the members had a diff- erent idea altogether. The recommendation of the Committee was adopted, and the suggestion of Mr. Robert Hughes was referred to the Highway Com- mittee. A further recommendation of the Highway Committee was that six waste paper baskets be purchased for the Promenade. Mr. W. G. Roberts (Hall Bank) considered that they should also provide such baskets on Bronymaen Hill and Station-road. These places looked exceedingly bad on a Sunday morning, when they were covered with bits of paper and orange peel after Saturday nights. These streets were very untidy, and were a disgrace to the place. A suggestion by Mr. T. G. Morgan that one of the workmen should scavenge those streets on Saturday nights for the summer months was agreed to by Mr. W. G. Roberts, and adopted. AN OFFICIAL'S SALARY. A recommendation of the Finance Committee was that the salary of the Collector, Mr. J. R. Morgan, should be increased from £ 60 to £ 70 on the Collector's application. This having been moved and seconded, Mr. W. G. Roberts (Camarnaint) said that although he had every respect for the Collector, he was going to move an amendment, that the question be deferred sine die. He considered this a most inopportune time to raise the salary of the Col- lector, who had only been in the service of the Council for a few months. There were a large number of applicants for the post at £ 60, and there had been no great increase in the work. He (the speaker) was well aware that he was not paid the same salary as his predecessor, but there were no restrictions on him, and he was in a much better position than what his predecessor was. Mr. J. R. Williams seconded. Mr. W. Timmins said that as the proposer of the resolution in the Committee, he should like to say that there was a sum of £3,000 to be col- lected, and he was of opinion that even £ 70 was much too small for the collection of that amount. If the Council had occasion to go before a judge, in his opinion, they would get a good dressing down for paying such a paltry sum. It was not 2i per cent. He did not think the question of the Collector being in a better position than his predecessor arose at all, as long as he did his work. They could not object to any man who did not do his work unless he got a satisfactory wage. If a man got a pretty good salary, and he found that he did not do his work, he would pretty soon tell him what he thought of him. Mr. W. G. Roberts (Hall Bank) said another thing was that the present Collector had a great deal more work than his predecessor, owing to the new system of keeping the books, because he had to copy the same thing three or four times over. Mr. W. G. Roberts (Camarnaint) said that all- other Collector in the district made a similar application, but it was not granted by the auth- ority he worked for. He did not think the Coun- cil should be afraid of a dressing from any judge. The duties were not so difficult after all. They might say that there was a lot of responsibility, but he should like to know where it came Ill. If he (the speaker) was a defaulter, the only thing the Collector had to do was to report him to the Finance Committee and the Council- During the last month he had collected £ 58, and that was not a very large sum. He felt certain that the majoriry of the ratepayers would not approve of the increase. Mr. J. Davies Williams said that Mr. W. G. Roberts must remember that it was not once or twice that the Collector had to go to some houses, but a dozen or fifteen times, and then perhaps he would get no money. It wanted a considerable amount of tact with the business, and if they paid the Collector a decent wage, they could expect decent work from him. Mr. W. Timmins said he was told at the Com- mittee that he was given £ 60, so that the Coun- cil could deduct £ 10 to pay a person to do the work the late Collector ought to have done. Mr. W. G. Roberts (Camarnaint) Nothing of the kind. I can assure you that it was decided by the Council to offer ¡60 without entering to the merits or demerits of his predecessor. ° Mr. J. R. Williams complained that it was very hard on the ratepayers. The present Collector was in a much more favourable position than his predecessor. The amendment of Mr. W. G. Roberts was then put to the meeting, and lost by a majority. Mr. Robert Hughes, who had given notice of a further amendment, said he should like the Council to be unanimous in the matter. He must admit that the application from the Col- lector had come rather soon, but with the view of trying to get the Council unanimous, he would move that the salary be increased by Z5. He did not think for a moment that £ 70 was too much. This found no seconder, and it fell to the ground, and ultimately the recommendation of the Committee was adopted. RECOMMENDATIONS. The following recommendations of the High- way and Water Committee were agreed to :— To carry out the work suggested by a committee on the main road near Mr. Merrifield's house to write to Miss Wynne, Fern Bank, with refer- ence to her claim against the Council in respect of the flooding of her house, stating that the drain causing the flooding was not the property of the Council, but a private surface water drain to write to the trustees of the land in Valley-road, where the new C.M. Chapel was to be erected, requesting them to clear the ditch running along the footpath so that the Council could repair such footpath that Mr. T. G. Morgan, Dr. Archdall, and the Surveyor inspect and report upon the advisability of fixing a few rustic wooden seats on the Glanymor Elias- road. DEATH OF THE COUNCIL'S HORSE. A bill for a sovereign was submitted to the Council as the expenses of Messrs. Robert Hughes and W. G. Roberts, Camarnaint, when purchas- ing a horse for the Council. Mr. W. Timmins asked how it was there was no report about the death of the horse ? He should like to know what had come over it. The Surveyor replied that the horse was alright when Henry Thomas, one of the Council's work- men, went to dinner last Friday, and on his re- turn he found the animal lying ill on the ground. Believing that the horse suffered from colic, they called in Mr. W. G. Roberts, chemist, and he gave it a suitable dose. The horse rallied for a time, but its condition became worse, and a veterinary surgeon from Bangor was called in. The horse died in the evening as the result of a ruptured stomach, peritonitis eventually setting in. Mr. W. Timmins asked whether a post morteD1 examination had been conducted ? Mr. W. G. Roberts, Camarnaint, said that the cause of death was quite plain. Mr. Henry Jorss felt that the animal should have been examined. It was very unfortunate for the Council to lose the horse, which had cost them £ 50, and had only given them a feW months' service. Mr. T. G. Morgan asked why there should all this cross-examination, as nobody could k.f the horse dying. He proposed that Mr. EUls' Brynypin, be asked to look for a horse to take the dead one's place. Mr. Jorss seconded, and said that the veter- inary surgeon had called his attention to the very small stall. It was ultimately decided to ask Mr. Robert Ellis, Brynypin, to procure a horse about five or six years old, to cost about {50, for the Coun- cil.

Conway Licensing Meeting. The annual meeting of the Corporation for the licensing of hackney carriages, boats, &c., was held in the Guild Hall last evening (Wed- nesday), presided over by the Mayor (Councillor John Williams). The other members present were Alderman Dr. R. Arthur-Prichard, Coun- cillors Hugh Owen, Edward Jones, J. E. Con- way-Jones, Fred J. Jones, Robert Jones, and A. J. Oldman; with the officials. A discussion arose on the question of the ap- pointment of an inspector, and it was ultimate- ly decided by a majority to appoint Mr. John Williams, the old inspector, to the post upon the same terms as last year. It was reported that it was rather surprising that last year there were 93 boats registered and 70 boatmen licensed. This year the Cor- portation issued the notices for that meeting, and also that the examination of the boats would be made last Monday and Tuesday. The Inspector of boats came to Conway on Monday, and there was not a single boat or boatman about. He could do nothing. He was insulted all round, and the men said they were not going to take a licence out, because the Corporation had done something, and the Territorials ques- tion was thrown at him. He had no assistance from a single boatman. The Inspector exam- ined 44 boats and had sent the report in. As a matter of fact, not a single boat licence or boat- man's licence had been applied for this year. Mr. Oldman moved that the Accountant forth- with notify each boatman that an Inspector has been appointed, and that instructions have been given to proceed against anyone plying for hire without having first of all made application to the Accountant for a licence. Mr. Conway Jones seconded the proposition, which was carried with one dissentient. A further long discussion ensued on the matter, Dr. Prichard remarking that the boat- men had treated the Council with the greatest contempt. With regard to the hackney carriages, the Accountant reported that last year there were 18 drivers licensed and this year 11 had applied for renewal. The number of carriages licensed was 21, and this year 15 had applied for renewal. The applications for renewals were granted.

Penmachno Parish Council. The monthly meeting of the above Council was held at the Council School on Tuesday evening, Dr. W. Michael Williams, M.B., C.C., presiding. The other members present were Messrs. John Jones (Vice-Chairman), Hugh Hughes, J.P., Richard Thomas, Thomas Row- lands, E. Davies-Jones, W. Daniel Davies, John Williams, R. Evan Jones, Ebenezer Jones, Owen Edwards, R. J. Roberts, J. R. Hughes, and the Clerk (Mr. J. R. Williams). Mr. John Williams asked if the Library Com- mittee had been called together, and the Clerk replied in the negative. After some discussion, it was decided to call the Committee together on Tuesday evening. The Chairman {Dr. W. Michael Williams) gave a report on the Waterloo Bridge, and said that a deputation from the Carnarvonshire and Denbighshire County Councils had met at Bet- tws-y-Coed to discuss the matter, and that plans and estimates were being prepared by Mr Evans, Surveyor to the Carnarvon County Council. id* A letter was read from the General rost Office asking the Council to pay £ 8 as part of the deficiency in working the telegraph to Cwm, Penmachno. In answer to Mr. E. Davies-Jones, the Clerk replied that the Council had signed a guarantee to the Government to that effect. Mr. E. Davies-Jones said that the Penmachno Slate Co., Ltd., ought to pay a share of the money, and proposed that they should ask them for a contribution, as the telegraph was a great facility to them. Mr. John Williams proposed that the bill should be paid, and this was seconded by Mr. J. R. Hughes, and carried. A letter was read from the Geirionydd Rural District Council re the widening of the Cwm- road. Mr. Hugh Hughes, the Chairman of the Geirionydd Council, said that the matter stood adjourned at that Council in order to make en- quiry as to the land, &c. It was afterwards de- cided to refer the matter to the members of the Cwm Ward. RHIWBACH PATHWAY. A petition was presented signed by fifty-one ratepayers who were either living at or working in the Rhiwbach Quarry, asking the Council to repair the pathway from Tanrhiw, Cwm, to Pen- rhiw reservoir. Mr. W. Daniel Davies gave a report of the deputation who had been inspecting the place. The path was not only difficulty to walk, but also dangerous. He had drawn a diagram of the worst part, and they recommended the Council to repair it at an estimated cost of £ 2. Mr. Hugh Hughes proposed that the work should be done, and this was agreed to. Messrs. W. D. Jones, R. Griffiths, and W. Hughes came before the Council to report on the proposed boundary fence between the par- ishes of Penmachno and Ysbytty. Mr. W. D. Jones said that they had been up by the Conway Lake, where they met a deputation from the Ysbyty Parish Council. They had taken the Ordnance Map as a basis of bound- ary, while the Yspyty Councillors took the say. ings of the old shepherds, and they could not agree at all as to the boundary by the Conway Lake, and he would suggest to the Council to fight for their rights. A vote of thanks was passed to the deputa- tion. A vote of congratulation to Mr. Hugh Hughes on his elevation to the Magisterial Bench was proposed by Mr. Thomas Rowlands, seconded by Mr John Williams, and carried unanimously.

Military. Under the heading of Volunteer Force, the London Gazette of Tuesday night announces that Second-Lieutenant A. J. Mott, of the Mostyn House School Cadet Corps, has resigned his commission as from 31st March last.

ABERGELE COUNTY SCHOOL v. A COLWYN BAY XI. A scratch team from Colwyn Bay journeyed to Abergele on Saturday and encountered the County School on their own ground. The visuors won the toss and batting first made a poor show against the bowling of B. R. Davies, Lvne and Hemphill, being disposed of in an hour and ten minutes for a total pf 43. Edgar Phillips, who carried his bat for 21, and his brother Colin who hit hard for 11, were the only ones to shape with confidence. A noteworthy feat was accomplished by Lyne in capturing the last four wickets in four balls. C. P. Jones and Lyne did best in batting for the County School, and a large number of extras for byes, no-balls and the wides helped the total to reach 59. R. Booth captured three wickets in one over for no runs. Rain fell throughout the encounter and the weather conditions remaining unfavourable the match was decided on the first innings. LLANRWST 2ND v. RHYL COMMERCIALS. The first fixture of the season by the Llanrwst second string was played on Saturday at Gwydyr Park, where they played Rhyl Com- mercials. Rhyl arrived with only seven men, the vacancies being filled by substitutes from Llan. rwst, who, strange to relate, compiled 25 runs against their own town. The Second XI. proved extremely weak with the willow. R. H. Jones being the only player who was able to stay; his contribution of 13 proved most useful to his side.
