Ladies and Gentlemen, On Monday, the 7th March, you will be called upon to elect your representative upon the above Council, and at the request of a large number of ratepayers, I have decided to offer myself as a can- didate for the vacancy. You honoured me two years ago by electing me as one 01 your representatives upon tne uroan Council, placing me at the top of the poll, an honour which I assure you is fully appreciated. During that time I have endeavoured to serve you faithfully and conscientiously, without fear or favour, as I maintain that creed or party should have no place in local government. I consider that unnecessary extravagance has taken place in recent years upon the County Council, more especially in connection with the erection of Elementary Schools. One parish in the ccuntv had already two schools, but the County Council decided to spend £ 650 upon enlarging one of them. 'The majority of the local ratepayers signed a petition protesting against the unneces- sary expense, as the population was decreasing and the school accommodation in the village was more than sufficient. But the Education Com- mittee refused to desist, and spent, not £650, but [1,573 in those alterations, and this in spite of the fact that the average attendance had gone down from 103 in 1907 to 8r in 1909. This is only one instance. I could mention others. Can you wonder that the County Rate, which was 512(1. in 1907, had increased by 1909 to iod. ? I shall, if elected, strenuously and fearlessly oppose whatever I shall consider to be wasteful extravagance, and should you consider me a fit and proper person to represent you, I should feel thankfuiif you will kindly signify the same by recording your vote on my behalf on Monday next. TTTHEREAS by Section 279 of the Public J VY Health Act, 1875, power is given to the Local Government Board by Provisional Order to form any Urban or Rural Districts into a United District for any of the purposes of the said Act: AND WHEREAS application has been made to the said Local Government Board to issue a Provisional Order forming the Borough of Con- way. the Urban District of Penmaenmawi, and the Rural Districts of Conway and Glan Conway into a United District for the purpose of the pro- vision, maintenance and management of hospital accommodation for the use of the inhabitants of such United District: AND WHEREAS any such Provisional Order will provide for the constitution of a Joint Board to act as the Governing Body of such United District, and determine the powers, rights, duties and obligations of such Joint Board, and will contain regulations as to the qualifications and mode of election of elective members of such Joint Board, as to the proportion in which the component Districts shall contribute to the expenses of such Joint Board, and as to other matters and things AND WHEREAS it is proposed that the Local Government Board should issue a Provisional Order to form the said Borough the said Urban: District and the said Rural Districts into a United District for the purpose aforesaid, and to make such provision as aforesaid, so far as the same shall be necessary AND WHEREAS application has been made to the Local Government Board for sanction to borrow the sum of £ 12,422 for the provision of an infectious diseases hospital, and the sum of [1,500 for the purchase of the site of the small-pox hospital at Llysfaen for the proposed United District NOTICE IS HEREBY GIVEN that L.
