"SOBER AS A RAILWAYMAN." E,VERYONJS is familiar with the. old phrase Drunk as a lord." But although this saying is wiell-ositabliishad in the public speech, it is to meet with a powerful rival; din the new descrip- tion., .Sober as a railwayxnuan." Up to the pre- sent, it is itrue, this latter saying has. mat won a place in the list of our national proverbs, buit, nevertheless, it stands for an ideal towards which a number of good and earnest men are steadily wording. Sober as .a judge is, a pro- verb descriptive of the gravity of demeanour usually associated .with our eminent judges. Sober as a railwayman,™ on the contrary, doeis not indicate an undone seriousness of manner -on the patrt of a popular class of workers, but is a title which they hope to gain for themselves by strict absttinençe from alcoholic stimulants. Wonderful progress tow,ards this gcial has al- ready been made amongst the employees of the London and North-Western Railway Company, p -oof of which was forthcoming at the highly successful confefrence held at Colwyn Bay on -Saturday. The L. and N.-W.R. Temperance Union, which is now in its- .twenty-fourth year, is in the hands of excellent men, whose. unselfish labours are bound to pioduce beneficial and last- ing effects. According to .the official figures, the membership in 1904 was 4,777 by 1.905 the roll had increased to. 11,193- whilst at the close of 1906 there were as aniany as 14,560 members. This ds splendid, and we trust that the record will be improved upon as the years go on. Good health is so es- sential to the railwayman that be must take eivesry possible imeans. to support it., and it is certain that indulgence iln Istrang drink does not "assist to that end. In our time, more than ever, the race is to the swift and the battle to the strong. And to no class of workers, as we have observed, is good healfth more important tham to 'the large body of railwayman. They are en- gaged in very dangerous occupations. Unless they are in. the best of form, both physically and mentally, with brain and muscles well under control, (they are liablte to seriolirs accidents. Very few people realise what .are the. risks which are daily run by the railwaymen of our country. The legislature and the, companies are doing what they can to prevent the possibility of these accidents, but their efforts cannot possibly suc- ceedwlÏithiout the co.-opera.tion of the workers themselves. This is but one aspect of a large question, and very many imore arguments might be .adduced to prove the special necessity for strict abstinence amongst the inuinerous, members of the railway service.

LICENSING JUSTICES. SUPERINTENDENT REES was able to report on Monday to the Licensing Justices that there had been a deorea-je of drunkenness in Lhe Conway- Ijlandudno division .during the year. This was supported by the iChairimani (Colonel Darbishire), who pointed out that an improvement was tak-. ing place .throughout Carnarvonshire. Very gratifying was the report of the Deputy Chief Constable of Denbighshire to. the Llangollen Bench, according to which there had been a de- crease of 15 per cent, in the number of co.n- Viictiotns during the year, a decrease o.f 200 per cent. in those far Sunday drunkenness at Llan- gollen, there had rot been a single conviction for drunkenness in the two parishes of Llan- tysilio and Biryneglwys., and throrughout the division there had been no convictions against licence holders during the year for offences against the licensing laws. But even so. there was room left for complaint. It was reported that some of the licensees were trying to stimu- late trade by introducing automatic machines into their bars, that drunkernncas amongst women showed a tendency to increase, and that in certaiin houses goods were accepted in lieu of money. A strict investigation will be made by the .Bench into. all these matters, and it need hardly be said that drastic remedies will be. ap- pli-ed. Iin the island county of Anglesey, there are actually seventeen, parishes in one division— the Menai Bridge division—without a single public-house. On the other hand, the number of convictions, fojr drunkenness in the division has jumped from 76 last yeaT to 105 this year, which goes to show the need for stricter super- vision of the licensed houses. At St. Asaph and Mold the ofEciTjl reports. showed the necessity for closer attention to the, administration of the loJcensimg la,w,s. O,n the whole, however, North "Wales has a splendid record.

CURRENT TOPICS. CONWAY HORSE SHOW continues to flourish, and it is most agreeable to note the tone of jubilation which ;marked the proceedings at the Society's annual meating last Friday. The show is .firmly established, and so long as it is for- tunate enough to possess, such officials its con- tinued success, is assured. We heartily congratu- late all concerned upon the bright prospects with which they enter Iupon another year. THE TONE of Thursday's annual meeting of the Conway Nursing Association, an institution which lis doing such noble wonk amid much public .indifference, impels us to repeat a sug- gestion which we have several times offered in these columns,. It is, in our opinion, full time that Conway should have its Historical Pageant, and if such an event were, held, the proceeds might be devoted to. the Nursing Association. It is a matter of general knowledge that Conway possesses unique materials for such a Pageant, and we 'are .sure that if held in the summer it would meet with splendid support on the part of the visitors. Who. will take the matter up? BETTWS-Y-COED COUNCIL was asked on .Fridav evening to provide something in the nature of a fire -extinguishing apparatus, for the safety of the local public. That so important a resort as Beiitws-y-Coed should be without, such a necessity in itihiis, twentieth century is really startling mews. True, there is an excellent and well-equipped Fire .Brigade at 'Llanrwsit, whose .services could be requisitioned in, case of emergency, but when fire breaks, out in a hotel or other dwelling, time is of the greatest importance, and the delay, however slight, which must elapse before the arrival of the Llanrwst Brigade might make all the difference between the, saving and the loss of life. This consideration alone, and it is only one of several that could be advanced, reveals the great responsibility which lies at the door of the local governing authority. WHEN the matter was mooted at the Council meeting, a member submitted that the provision of facilities, for rapld fire-extinction wAs really a subject for the insurance companies to consider. As a business, proposition there may be something in what the good Councillor says. It as conceivable that it would pay the various hire insurance companies to reduce their risks to ,a minimum by providing an extinguishing apparatus near every property insured by them. On the other hand, the fact ,that they do not make such a provision inclines one to the belief that tihey as business firms prefer to ab- stain from such a speculation. But whether the companies ought or ought not to pro- vide apparatus. for the properties that concern them, it remains the case that in every locality, including even Bettws-y-Coed but a small proporti0111 of the buildings is in. sured, and that .therefore the majority of occu- pied premises would be still unprotected even under what the Councillor in question WiOuld consider the ideal arrangement. The local author,ilty, therefore, still has a dutv to perform in the public interest, in the way of safeguard- ing property against destruction by fire. BUT there is something more valuable than private property in the question. What about human life? No. power in the world, not even a wealthy insurance company, can restore life to tbe "viictum of a fire disaster ,and therefore a jub- c authority must realist its responsibility in a case where, by their contributory neglect, a life has been lost, fit has to be borne in mind that popular resorts ihave a special; duty laid upon them in this connection,, and what we have to say on the matter applies to,nior,e localities than one. A fire may occur when a house or an hotel .is crowded with and the 'know- ledge that there .is no brigade near -at hand may cause a panic, with all its dread possibilities. On the contrary, the fact of there being a brigade on the spot always ready for emergencies may in itself suffice to produce confidence and thus minimise the rislks. Another argument in favour of Iolcali brigades, in every town and vil- lage as the limmense value of the training which is, gatined by the members, who are thus rendered all the better citizens in return for the sacrifices .they make. 1N0 locality should neglect this question of a fire. brigade. It is in a special degree the duity of a visiting resort. MR. FREDERICK GRUBB, whose lecture on India so greatly pleased a Colwyn. Bay audience on Friday evening, is a man of many parts. In addition to. being secreitaa-y to a very busy Member of .Parliament, he is also the general secretany to the Anglo-Indian Temperance As- sociaitoon, and in hiis spare time, if any, he edits with great success the quarterly organ of the Association, and in addition to all this work he manages to write thoughtful booklets on press- ing ,problems of the age. iHow Mr. Grubb suc- ceeds in accomplishing so much and such a variety of work is really past finding out. How- ever, with all the preSISiUTe, nothing is scamped a note of thoroughness runs through all that 'Mr. iG-ruIbb achieves. We con- gratuilate him upoln the January number of Abkari," the official organ of the- Anglo-Indian Temperanoe Association, which publishes a New Year Message from .Sir Herbert Roberts to the temperance workers in India. It is most cheer- ing to read such favourable accounts as are con- tained in ithis very neadable periodical of the progress which temperance is making amongst all classes of our Indian fellow-subjects. COMING EVENTS cast their shadows before, and this applies with especial force to District Coun- cil elections. At Colwyn Bay the signs of the approaching conflict have already appeared, and at next Tuesday's Council xneetiimg they may be very prominent. Of course, all Councillors say what they have to say strictly in the public in- terest and never with a view to. winning votes; but the curious thing is that the mOist striking -speeches and the most ardent protestations of devotion to public duty are generally reserved for a dlart-e within measurable distance of an election. Perihaps, this phenomenon may be ex- plained by the fact, not always recognised as a fact, that Councillors, like voters, are after all only human. The great pity is that quiet, solid Councillors, who. do quiet, solid work all the year through and avofid theatrical display fail to receive the credit which is their due when tihe polling-day comes round, whereas mOire showy but less meritorious qualities, because advertised at the. right moment, are appraised above their .real value. The reason for this is the apathy of the average voter, who half his time forgets the every existence of such an in- stitution as .a Distract Council.
