IN the issue of the Daily Mirror of the 8t-h September, 1910, a diagram, drawn and circulated by the miners who struck work at the Penygraig Collieries, was published, showing a sec- tion of the Five Feet Seam, Ely Pit of the Naval Colliery Company (1897), Limited, as compared with a section of the Bute Seam, Cymmer, Porth, with a note stating that this was a reproduction of a roughly coloured diagram drawn by the miners showing the dangerous nature of the Ely Mine as compared with the ordinary strata of the mine next to it. The Proprietors of the Daily Mirror," having satisfied themselves that the section of the Five Feet Seam, Ely Pit, and the letterpress at the foot of the diagram is misleading and inaccurate and that the seam is not of a dangerous nature, express to the Naval Colliery Company (1897), Limited, their regret that they should have been the medium of making the publication to their detri- ment, and tender their thanks to them for accepting this apology and payment of £ 52 10s. as a contribution to the Cardiff Infirmary in settlement. 490 Public Apology. EDITORIAL NOTES. ........
EDITORIAL NOTES. It is very pleasant reading to learn from Councillor D. C. Evans, Chairman of the Finance Committee of the Dis- trict Council, that the District Rate has been reduced, and that this has not been done as a result of a cheeseparing policy, for lie tells us that all the Committees have been fully provided for. We are told that there has been an increase in the rateable value for the half-year of E9,348, and thus the valuation now stands at £ 634,127. This figure gives an idea of the immensity of the Council's work. The estimated expenditure for the next half-year is £ 56,651, not including Education. Clearly, it is no sinecure post to be Chairman of the Finance Com- mittee, and the Council are to be con- gratulated on the economical manner in which the work is performed, and on the decrease in the District Rate, which all will welcome. -+' The question of providing a Police Station at Penygraig, which was discussed at the last meeting of the Penygraig Chamber of Trade, is an important and pressing one. Penygraig and the sur- rounding district has, in common with other localities in the Rhondda, made rapid strides in the past ten years. The increase in the number of inhabited houses bears a corresponding ratio to the great growth of the population, and it is becoming more and more felt that a Police Station, equipped with the usual conveniences for dealing with trouble- some prisoners, is of prime importance to the district. Strong representations were made some years ago to the Stand. ing Joint Committee of the Glamorgan County Council to erect a Police Station in the locality, but the eloquence of the appellants fell on deaf ears, and things have been going on in the old sweet wa,, drunks and disorderlies have to be dragged or conveyed from Williamstown and Penrhiwfer to Tonypandy, to the great waste of time of the police, and expense to the ratepayers; On Monday next, the matter will again come up at the Standing Joint Committee, on a reso- lution of Dr. T. R. Llewellyn, and it is hoped that all the Rhondda representa- tives on the Committee will rally round their colleague, and force the hands of the Committee in the question. It is high time that such provision should be made, and unless the reasonable demand of Dr. Llewellyn is acceded to, it will only provide another argument for the Rhondda Council to take their own police government under their own hands under a general Charter of Incorporation. Whilst engaged on police topics, it is well here to take some cognisance of the activities of that department of the local Free Church Council which concerns itself with the administration of law and order in this district. The Vigilance Committee has and can still do a great deal of beneficent work if uroceeded on proper lines, but we question whether the harassing of local police officers by sending trivial complaints to those in high places is going to achieve what the Committee is out for. The Mid-Rhondda police can show a record of activities which no other sub-division in the Valley can equal, and when the work of policing a district like Tonypandy—-particularly on Saturday nights—is taken into con- sideration, it is a matter for gratification that things are as they are..The Courts at Ystrad and Porth are continually hearing cases of street trading on Sun- days, and the sale of cigarettes on the Lord's Day by aliens in the district, and the majority of these cases are promoted by the Mid-Rhondda police. It must be remembered that justice can be so ad- ministered as to border on tyranny, and the wise administrator will always seek, in the words of the greatest of the world's dramatists, to temper that justice with mercy. Moderation in the administration of the law is far more effective than a rigid cast-iron regime. It is only fair to give credit where credit is due, and we cannot but be convinced that. judged by fair standards, the work of Inspector Hole and his able constabulary will bear a favourable comparison with that of any other division in the County.

Ferndale Shooting Outrage Accused Committed for Trial. James Fitzgerald, mason, Ferndale, the accused in the Ferndale shooting outrage, was again brought up on remand at Porth Police Court to-day (Thursday) charged with attempting to murder Thos. Davies marine fireman, Llanelly; and Evan Evans, engine-driver, 22, Elm St., Ferndale. Evidence previously taken was read out, and further evidence, that of Evan Evans, who was unable to attend until to-day on account of injuries received, was given. Evans said that about 12.45 p.m. on the 5th inst. he was talking to a friend in Duffryn Street, when he heard a shot, and then a second one, and he felt a pain in his leg, right behind his right knee. He was carried to a house near by and examined by a doctor. He had been unable to work since, and could not walk now without the assistance of a stick. Howard Williams, engine-driver, Under- wood Cottage, Ferndale, said he was talk- ing to the last witness on the day in question, when he heard a loud report, and a shout followed. Another report followed, and he saw Danl. Jones "duck" his head, and his friend was shot in the leg. Inspector Thomas said that he had tested the carrying power of the revolver, and found that at a distance of 8 yards the bullet penetrated through a deal board, half an inch thick. Prisoner, in answer to the chargoi, admitted firing the two shots, but that all the evidence was false with the ex- ception of that of the police inspector., Prisoner was committed to take his trial at the Assizes.
